RELOCATION SERVICES

Renting a house or apartment isn't too difficult, but furnished accommodation is hard to find and the vast majority of

accommodation is rented on an unfurnished basis – a 3 bed unfurnished house will cost around 1,000€ per month - and

for the furniture there's an Ikea in Toulouse too! Most rentals are through agencies (Immobiliers) and you'll normally

have to pay 1 months rent as a deposit, plus the first month's rent and the agent's charge of about a month's rent too,

but you will be reimbursed by Resource for the first month’s rent and agency fees. The Security deposit is not

reimbursed, as you will reclaim this from the landlord when you leave the property. Our Relocation Service Providers

are on hand to assist you in home searching, as well all other things needed when you relocate to another country, such

as opening bank accounts, local area guides / information, child schooling & language lessons etc. Resource will provide

the service providers with your details and they will contact you themselves, so no need to do anything there, just rest

assured that it will all be taken care of for you, minimizing the stress that comes with relocation. There are two main relocation companies in France which we must use for assistance. These are as follows:

Susan Hutton – Toulouse Mélanie Ficher – Saint Nazaire Email: [email protected] Email: [email protected] Tel: +33 (0) 616 471 587 Tel: +33 (0) 251 129 450

ESSENTIAL DOCUMENTS

for setting up rental agreements etc, as well for other enrollments such as health care and schooling. Please be sure to carry

with you the following documentation:

Passport

Marriage Certificate

Driving License(s)

EHIC Card

Health Papers (A1 / S1 if received)

Please remember to keep all receipts relating to your cost of living, as HMRC may request to see proof of this expenditure to support your tax free allowance payments.

SCHOOLING

The company will reimburse schooling costs within limits for the education of accompanying children from 3 years old up to the end of secondary school (A Levels). Payment of school fees by the company is subject to the approval of “Expatriate Management”. The company reserves the right to refuse or limit the level of school fees paid when a suitable and less costly alternative is available. Whenever possible the company will pay the schooling expenses directly to the school. The entitlements described below apply to dependent children of the assignee and partner but will also apply to the assignees who become parents during the course of the assignment. Should the assignee meet a partner with dependent children after the start of the assignment, the company will not pay any school costs for the children concerned.

Tuition Fees The company designated service provider will provide information about schools and kindergarten and assist with the school registration process. The costs of registration, tuition fees, school insurance and test fees will be paid directly by the company or reimbursed to the assignee for:

• Pre-School from the age of 3 • Primary School • Secondary School

The first priority is to provide schooling in the home country curriculum of the assignee’s children wherever possible. If no suitable school is available, the company will pay the costs for an alternative international school. Should the assignee decide to register his / her children to a different school than the one recommended and approved by “Expatriate Management”, the company will not pay the tuition fees for the school.

Transportation to and from school The company will pay costs for the school bus to and from school, if the school arranges such transportation. If no such transportation is available the company will not pay for any transportation costs to and from school.

School uniforms If uniforms are mandatory requirements from the school, the company will pay the costs for 2 sets per academic year and per child. Uniform is defined as a required piece of clothing with the name and / or logo of the school, which has to be purchased at the school or made especially for the school. In cases where the school defines a colour code only, e.g. white shirt, grey trousers, white socks, etc., this would not be considered a uniform and the company will not reimburse any costs for such items. At present, there is no International school located in Saint Nazaire. The International School which your children must attend in Toulouse is as follows: International School of Toulouse Principal – Carolyn Steinson 2 Allée Herbaudière 31770 Colomiers Tel: +33 (0) 5 62 74 26 74 www.intst.eu/

Police (Gendarmerie National): 17

Medical Treatment

France has one of the best NHS systems in the world and you will find the standard of treatment here far superior and

quicker, than the UK.

If you have an accident or are taken ill at work, you should first of all go to the Medical Centre (Poste) and they will either

treat you or recommend you visit a doctor / hospital.

Regarding the cost of treatment; you should already have brought with you from the UK your EHIC card. This should

cover you for your first 180 days in France but, since you are working here and paying UK class 1 National Insurance,

we will apply for an A1 / S1 for you and will advise you when this is received & send to you or your Link Man.

Once received, you need to keep your A1 / S1 in a safe place for future reference, DO NOT THROW AWAY OR

DISCARD as original documents will be required.

If you need information about your French health insurance rights, call the special advice line

provided by the l’Assurance Maladie. The service is provided in English.

Call 0 811 36 36 46 from within France and 0033 811 36 36 46 from abroad.

If you visit a doctor, dentist or hospital as an outpatient, you will be expected to pay for the treatment at the time. If you

are hospitalised as an emergency, normally the bill will come to you later. In all cases it is your responsibility to pay the

bill then claim back the cost from the French authorities. To do this, you visit the Assurance De Maladies in Toulouse

and take with you the medical receipts, your A1 and your French bank account details. Reimbursement of charges made

for medical treatment (normally around 70% of the cost) will be made direct to your French bank within a month or so.

Dental treatment is more difficult - generally speaking you will only get a small percentage of the cost of dental care

reimbursed.

For more advice about what UK and French benefits are available to Britons living in France and

information on driving regulations, taxation and pensions visit the FCO website.

Reimbursements are claimed from the local CPAM office (Caisse Primaire D‘Assurance Maladie) in France. You will

need to provide the treatment form (feuille de soins) with stickers from the medicine packaging, copies of receipts and

prescriptions, a copy of your EHIC & A1 certificate, your address of residence and your bank details, including IBAN and

BIC. Confirmation of your refund will be sent to your home address.

If you have had to pay for the cost of your care and have been unable to claim a refund during your stay in France you should contact the Overseas Healthcare Team (Newcastle) on 0191 218 1999 (Monday - Friday, 8am - 5pm) on your return to the UK. However, this process will take longer than claiming for a refund in France.

For more information visit the CLEISS website or email [email protected]

DRIVING IN FRANCE / CAR INSURANCE

Most of us have been here for some time now and it could be that we’re all getting a little complacent and think we know

it all, but some recent events have highlighted a couple of problems that’s worth brining to everybody’s attention.

Car insurance: Insurance – are you really covered?

For those of you with your own (British registered) cars here, have you told your insurance company that your car is in

France? A lot of people are under the impression that they don’t need a green card anymore and that UK car insurance

is valid throughout the EU and that they don’t need to tell their insurers. Well that’s not quite true.

The Green Card (or International Motor Insurance Certificate) is equivalent to the national motor insurance certificates

of all of the countries a motorist visits. It is an internationally recognised document that is accepted by the authorities of

all countries in which the Green Card is valid. It is not essential to have a Green Card when travelling to the EU, though

if you do not take one you should instead carry your Certificate of Insurance. However, a Green Card can serve as easily

recognisable proof of third party insurance, for example in the case of an accident, when travelling abroad.

The Green Card itself doesn't provide insurance cover but does certify that you have at least the minimum compulsory

Road Traffic Act equivalent (a bit less than Third Party) insurance cover required by law in the countries you visit.

However, if you also want insurance against other hazards, such as fully comprehensive cover, fire or theft whilst abroad,

the insurance company is entitled to demand a supplement and then you do need a Green Card. If you don’t get a

Green Card then it’s more than likely you’re only insured to the minimum legal standard.

Tax and MOT certificate: Is everybody aware that if you have a UK registered car here in France but don’t have current UK road tax and MoT

certificate then your insurance probably isn’t valid?

Please don’t assume you’re insurance is valid. Check and make sure since different companies have different rules.

For example we know several people have insured their cars through companies like Stuart Collins who offer a 12 month

Green Card and some people are under the impression that their cars don’t need to be taxed or have a current MoT

Certificate in the UK either. Again that’s not 100% correct.

You don’t have to have UK road tax if your car is outside UK but MoT is slightly different. If you don’t have a MoT you

DO need a valid Controle Technique certificate instead. Your insurance isn’t valid without either a MoT OR a CT

certificate. If you have neither MoT nor CT then your insurance probably isn’t valid, but check with your insurers.

In summary, it is essential that you advise your insurance company that you have your car in France and they will advise

you of the cover provided and any additional costs. Please don’t assume you’re covered or listen to rumours from other

people.

Driving licence / car registration document: It’s a very good idea (some say compulsory) to carry your driving licence with you at all times when you’re driving in

France. You also need to carry the car registration papers (“carte grise” for French registered cars) in the car at all times

or the UK V5 (log book). A British driving licence is valid in France and there is no longer any requirement to exchange

your British licence for a French one. For those of you with UK photo driving licences, have you checked the expiry date

of your licence? They’re only valid for 10 years and the police have started a purge on expired licences.

‘Expert Solutions, Adding Value’ Page | 13

Drink Driving: A driver is considered to be driving under the influence of alcohol – drunk driving - in France if the blood/alcohol level is

equal to or exceeds 0.5 grams per litre (g/l). UK limits are 0.8 grams per litre so French limits are quite a bit lower than

UK.

If you’re caught drink driving:

If the blood/alcohol level is between 0.5 g/l and 0.8 g/l the penalty could include a fine and the loss of six points

If the blood/alcohol level is in excess of 0.8g/l the penalty could include two years in jail, a fine, the confiscation

of the vehicle, the suspension of the licence or the loss of six points

If the blood/alcohol exceeds the legal limit, and a presence of banned narcotics (drugs) is detected, the penalty

could include three years in prison and a fine

If a driver causes an accident while driving drunk, the fine could be dramatically increased

If a driver causes serious physical harm or commits involuntary manslaughter (a victim dies as a result of the

driver's actions), penalties may be a ten-year prison sentence and a fine of up to €150,000

Note: If a driving infraction has been committed and points need to be removed, a person resident in France using an

EU or foreign licence will have to exchange it for a French one (if possible). It is worth remembering that the effects of

alcohol can still cause problems “the morning after”.

As you may or may not know, one of our employees was recently involved in an accident with a school bus “the morning

after”. He was initially hospitalised and tested positive for excess alcohol. When released from hospital he was arrested

and held in a cell for a couple of days. He was then released on bail pending his court case some six weeks later during

which time he was not allowed to leave France. When the case eventually came to court, he was banned from driving

for 2 years, received a 6 month suspended prison sentence and a 1,000€ fine.

It is highly unlikely that any form of legal aid would be provided by your insurers - legal representation will cost between

100€ and 250€ per hour and it’s probable that any specific legal cover insurance you have will be void if you’re caught

drink driving.

IMPORTANT If your driving license was issued by a State in the European Economic Area: Your driving license is valid in France.

You will only need to apply for a French license if: You commit a traffic offence leading to a restriction, a suspension or a cancellation of your license or a loss of points.

Warning triangle and safety jacket: By law, one red warning triangle and one high-visibility waistcoat/vest must be carried in a vehicle. Be aware that the

waistcoat/vest must be IN the vehicle, not in the boot – that’s why you see so many French cars with the vest over a

seat. In the event of a breakdown the driver must put on the safety jacket before leaving the vehicle and then place the

warning triangle 30 metres from the breakdown to warn approaching traffic. Failure to carry these items in the vehicle is

punishable by a fine incurred per item not carried.
