Welcome to the Macleay Valley
commercial opportunities and working with industry and all levels of government to make them happen.While Australia’s manufacturing sector has been challenged in recent times, we support and are proud of the pioneering spirit and accolades won by some of our major companies, including Akubra, Nestlé, Everson’s Food Processors and Australian Solar Timbers. These companies continue to proudly demonstrate the spirit of the Macleay.
Apart from increased agribusiness interest and activity, employment growth is predicted in manufacturing, construction, retail, accommodation, cafés and restaurants, banking, finance and insurance, health care and social assistance, and education and training.
In the meantime, investment continues to flow into the Macleay and during 2015 we will see the results of a $2.5 million investment at Kempsey Airport, an $80 million upgrade of Kempsey Hospital and a $3 million revitalisation of our main street and CBD. A major Highway Service Centre has commenced construction at South Kempsey and will bring an estimated 150 jobs

Having grown our tourism sector by over 10 per cent during the past two years, our focus has now broadened to include agribusiness opportunities. Our research tells us there are rich production and value-add opportunities in the Macleay for those prepared to invest.

when it opens in 2015. A new large lot industrial estate strategically located on the South Kempsey corridor will also open its doors to industry in 2015.

Vision & Regional Overview
Our economic vision for the Macleay Valley is to continue to build excellent relationships with government, businesses, investors and industry networks to create a strong local and regional economy that exists in harmony with our natural environment.
As a local government organisation, we achieve this vision by providing leadership, high quality services and facilities, and a commitment to creating a better world for future generations.
The Macleay covers an area of 3,338sq km and has a population of 29,361, with about 12,000 people living in the major service town of Kempsey. The coastal village of South West Rocks is the second most populated area, while numerous other picturesque coastal and hinterland villages, including Crescent Head, Hat Head, Gladstone and Bellbrook, make up the remaining numbers.
We are proud to be part of the progressive and dynamic Mid North Coast region, which is home to around 260,000 people and, with 4.4 million visitors each year, was named in 2014 as Australia’s third most popular tourism destination (behind Sydney and Melbourne) in attracting domestic overnight visitors.
Extending from Taree in the south to Coffs Harbour in the north, the Mid North Coast spans both the Great Dividing Range and the east coast. It also includes the World Heritage Area of Lord Howe Island, located about 600km east of Port Macquarie.
The region’s landscape is typified by winding rivers that feed lush hinterland and over one hundred kilometres of pristine beaches. We benefit from a high rainfall and are widely considered to have the most ideal climate in Australia.
The region’s largest centres are Coffs Harbour and Port Macquarie. Both have significant airports and are approximately one hour’s flight to Sydney or Brisbane.
South West Rocks beach-side village boasts some unique specialty retailers.

The dual lane upgrade of the Pacific Highway also puts the region within a four-hour drive of the major centres of Sydney and Newcastle, with the Gold Coast and Brisbane five and six hours’ drive north respectively.
A significant indigenous population lives in the region, including the Aboriginal nations of Gumbaynggirr, Dunghutti and Biripi. Indigenous art and culture is warmly embraced and each year, on Australia Day, the Saltwater Freshwater Festival showcases modern Aboriginal culture.
Economically, the region has an annual Gross Regional Product of over $11 billion. There are 20,000 registered businesses and a workforce of 79,000 people, including some 25,000 managers and professionals. It is the fourth ranked region in Australia for business confidence. Health Care and Social Assistance is the leading employer, with industry output growth of more than 15 per cent annually. This has been bolstered by recent government investment in public hospitals and medical training facilities.
The manufacturing industry contributes the highest output for the region and is particularly strong in food and metal manufacturing. The iconic Aussie centurion, Akubra Hats, proudly calls Kempsey and the Mid North Coast home. Global company Nestlé has also been the exclusive producer of Milo in the Macleay for the past 80 years.
Education and Training is a growth area, with several world class universities, including a new Charles Sturt University campus in Port Macquarie that is expected to accommodate up to 5,000 students. The Mid North Coast also ranks second in Australia for the percentage of people holding technical qualifications.
The National Broadband Network is seen as a catalyst for future industry growth and the Mid North Coast may soon be Australia’s most connected region. Coffs Harbour was an early release site for the NBN and has already been named one of the world’s Smart21 cities for 2014. More than 3,000 premises in the Macleay are now NBN-ready.

The Macleay Valley is strategically positioned approximately mid-way between Sydney and Brisbane and, closer to home, between the coastal regional centres of Port Macquarie and Coffs Harbour.
The Macleay is accessible via the North Coast Rail Line and the Pacific Highway. The opening of the new dual carriageway in March 2013 has further improved highway travel times to major centres along the East Coast. The upgrade has also provided Kempsey with a unique strategic advantage, with the southern and northern interchanges having close proximity to the town centre and industrial areas.
Kempsey Airport, located a 10-minute drive west of town, offers a superior facility for charter flights, while regular passenger services are available from Port Macquarie and Coffs Harbour.

The Macleay River is a major feature of the area, both as a historic transport corridor and for recreational boating, fishing, swimming and water sports.
The impressive new Pacific Highway dual carriageway officially opened in March 2013, providing a new era of economic activity for the Macleay.

The average maximum temperature for Kempsey ranges from 19.7°C in July to 29.2°C in January, while the average minimum temperature ranges from 5.7°C in July to 17.9°C in February. Average annual rainfall in Kempsey is 1,217.8mm, with February typically being the wettest month (158.1mm).
The population of the Macleay Valley was 29,361 in 2013, an annual increase of 163, or 0.6 per cent, from the level recorded in 2012 and higher than the growth rate of the Mid North Coast region (0.5 per cent).
Over the past five years, the Macleay’s population has increased at an average annual rate of 0.6 per cent, which was slightly lower than the levels for the Mid North Coast (0.8 per cent) and New South Wales (1.3 per cent).
Projections to the year 2031 show that the Macleay’s population is expected to increase by 2,341 persons, or an average annual rate of 0.4 per cent to approximately 31,702 persons.

The Macleay’s largest public sector employers are Kempsey Shire Council, Kempsey Hospital, TAFE and Mid North Coast Correctional Centre.
Numerous government departments also have offices in the Macleay Valley, including Local Land Services, National Parks and Wildlife Service and the Department of Human Services. Local Land Services brings together agricultural production advice, biosecurity, natural resource management and emergency management into a single organisation.

As at July 30, 2014 the North Coast of NSW was rated the third most popular destination in Australia behind Sydney (at number one) and Melbourne (number two) in attracting domestic overnight visitors. Continued growth in the Macleay’s tourism sector is evidence of the North Coast’s popularity with both regional and international visitors.
With an annual turnover of $189 million and 554,000 visitors each year, the Macleay Valley’s Visitor Economy is a significant industry sector and one of the largest employers. During the two-year period to September 2013, the Macleay’s tourism sector grew by 11.7 per cent, from $173 million to $189 million, boosting the annual average number of visitors from 489,000 to 554,000.
Located on the popular Legendary Pacific Coast touring route, the Macleay Valley boasts golden beaches, lush rainforests, winding rivers, scenic hinterland and 100,000 hectares of State Forest and National Parks.
Kempsey is the major service centre and offers great shopping with a unique mix of homewares, fashion, cafés and restaurants.
The hinterland takes in the heritage towns of Bellbrook and Willawarrin and offers scenic lookouts, country markets, canoeing and world class bass fishing. The coastal towns of Grassy Head, South West Rocks, Hat Head and Crescent Head provide some of the best uncrowded surfing beaches on the east coast of Australia.
Tourism & Attractions
Crescent Head is home of the famous Crescent Head Malibu Classic event, with surfers coming from every part of Australia and overseas to compete in an annual competition that celebrates surfing’s history.
South West Rocks offers first-class fishing, sailing, surfing, scuba diving and snorkelling, with scuba divers from all over the world coming to explore the 125-metre ocean cave at Fish Rock.
Nearby, Trial Bay Gaol and Smoky Cape Lighthouse offer stunning modern-day monuments of a rich coastal history.
Meanwhile, the historic river villages of Frederickton, Smithtown and Gladstone, located on the banks of the Macleay River, offer historic buildings, vibrant arts and craft communities, niche shops, cafés, pubs and restaurants.

The Gross Regional Product (GRP) for the Macleay was estimated at $1.4 billion in 2012/13, which comprised 9.5 per cent and 0.3 per cent respectively of the gross regional/state products of the Mid North Coast ($14.6 billion) and NSW ($476.4 billion). The Macleay experienced real growth in GRP of 2.0 per cent in 2012/13.
With regard to industry, the largest contribution was made by the Health Care & Social Assistance industry, with approximately $134.8 million, or 9.7 per cent of the total GRP, followed by Construction (8.9 per cent), Public Administration & Safety (7.7 per cent) and Manufacturing (7.6 per cent).
The Mining industry experienced the highest annual increase in industry value added in 2012/13 (16.9 per cent), followed by Health Care & Social Assistance (up 7.6 per cent), Administration and Support Services (up 7.2 per cent), Retail Trade (up 5.5 per cent) and Construction (up 5.2 per cent).

According to the most recent ABS Australian Business Register, there were an estimated 2,192 local businesses (registered for GST and actively trading) in the Macleay in June 2013, which represented a small annual decrease of 3.3 per cent.
Agriculture, Forestry & Fishing is the largest industry in terms of business numbers in the Macleay, accounting for 29.2 per cent of the total number of local businesses, followed by the Construction (15.6 per cent), Retail Trade and Rental, Hiring & Real Estate Services (both 7.5 per cent) sectors.
The estimated total turnover of all local industry in the Macleay was $677.7 million in 2012/13, while the average turnover was approximately $309,300. The largest proportion of businesses recorded annual turnover in the $0-$99,999 range (54.9 per cent), followed by $200,000-$499,999 (15.2 per cent) and $100,000-$199,999 (15.1 per cent).

The Nestlé company has been producing its popular Milo product at its Smithtown factory for the past 80 years.

The Macleay’s total workforce as at the 2011 Census was approximately 8,807 persons. Given the resident employed population in 2011 was 9,367 persons, the Macleay had a total net export of 560 employed persons and indicates the region has an estimated employment self-sufficiency ratio of 94.0 per cent. The number of residents actually employed was 7,563 persons, or 58.9 per cent of the total working population.
In 2011, the largest industry employer in the Macleay was the Health Care & Social Assistance sector with 15.7 per cent of the total workforce. The Retail Trade (14.8 per cent), Education & Training (10.0 per cent), Manufacturing (9.9 per cent) and Accommodation & Food Service (9.2 per cent) sectors were also significant employers.

The median sale price for a dwelling in the Malceay was $268,000 in the December Quarter 2013, representing an annual decrease of 5.1 per cent over the level recorded in the previous 12 months. This compares to an average of $630,000 for the Greater Sydney region and $511,000 for NSW. The median dwelling price index for the Macleay in the December Quarter 2013 was 42.5 when compared to Great Sydney (index of 100), lower than the index for NSW (81.1).
The Macleay recorded total industry productivity (or industry value added per hour worked) of $55.27 in 2012/13, which represented a small annual increase of 0.1 per cent. The Financial & Insurance Services sector recorded the highest industry productivity level ($197.51) in 12/13, followed by Electricity, Gas, Water & Waste Service ($181.06) and Mining ($167.13).

Median weekly rent for three-bedroom separate house in the Macleay increased by 3.7 per cent over the year to the March Quarter 2014. The rental yield was 5.4 per cent in the December Quarter 2013, which was significantly higher than the average for both Greater Sydney and NSW (4.0 per cent).

The Macleay’s index value when compared to the national economy is 0.735, compared to 0.98 for NSW and 0.813 for the Mid North Coast region. When the index is calculated using the NSW economy as the comparative benchmark, the Macleay has an index value of 0.759.
In relation to location quotients, the Macleay has a greater industry concentration (ie. location quotient greater than 1) than the national economy – and therefore has net exports from the region – in the Agriculture, Forestry & Fishing (1.98); Accommodation & Food Services (1.42); Retail Trade (1.39); Health Care & Social Assistance (1.34); Education & Training (1.22) and Public Administration & Safety (1.17) sectors.

The planning process in NSW is governed by a hierarchy of laws, rules and regulations. This is primarily through the Environmental Planning and Assessment Act 1979 and the Environmental Planning and Assessment Regulation 2000 supported by numerous State Environmental Planning Policies and Council’s local planning controls.
Council’s local planning controls include the Kempsey Local Environmental Plan 2013 and the Kempsey Development Control Plan 2013, as well as a number of other plans and policies relating to specific types or areas of development. These are available on Council’s website (www.kempsey.nsw.gov.au)
Before doing any development within the Kempsey Shire, you will need to determine what, if any, approvals you require. There are different pathways depending on the size and nature of the development. Some minor
development is exempt from requiring development consent, other relatively minor development can be complying development, although most development requires an application for development consent. There are also other associated approvals that may be required under the Local Government Act 1993 or the Roads Act 1993.
Council planning and building staff are available to provide advice throughout all stages of the development process. Talking to Council during the initial planning phase of your development will help to identify and resolve potential issues early. It may also avoid unnecessary delays that may occur when applications are not accompanied by the required information.
