10.4 Director Infrastructure & Planning Report – Prepared by James Magee Warracknabeal Town Hall Plans for the kitchen and supper room are complete as are plans for modification of the access ramp and access doors at front, to bring into line with building regulations. Plans are now being drawn up for improvements to the Phillips Street foyer, northern storeroom, meeting room, Council Chambers and upstairs meeting room. Once plans are complete, a State Government grant will be sought for an amount in the order of $200,000. Council has set aside $50,000 and the Hall Committee have funds to contribute. Green Army The Supervisor has been appointed for the project. Advertising for the positions took place mid November The project has Federal funding and will employ up to eight persons from 17 to 24 years of age for a period of approximately 23 weeks for 30 hours per week. Anyone wishing to gain more information on the project should contact Geoff Harvey, Council’s Environment Officer. Flood Studies A steering committee meeting for the Dunmunkle flood study was held 12 November. The affects of channel decommissioning was modelled which proved that the removal of channels, and also those remaining affect the flow of water particularly south of Murtoa and Rupanyup. The study once finalised may put forward further recommendations of further channel decommissioning, as well as removal of a disused reservoir in Rupanyup, the consideration of a channel/levee on east side of township and formalisation of another two levees on the west side. A steering committee meeting for the Warracknabeal and Brim flood studies will occur 10 December 2015. Final Community Consultation meetings will be held early in 2016 for both studies. Donald Mineral Sands (DMS) Project Astron’s subsidiary Donald Mineral Sands has awarded the Engineering, Procurement and Construction (EPC) contract for its Donald Mineral Sands titanium and zirconium mineral project to the China Machinery Engineering Corporation (CMEC). This initial set up of the project is valued at US$135 million, which includes all design, procurement, civil engineering and construction, installation, training, commissioning, technical service and other works of the project during this phase. The DMS Project is a mineral sands project located near Banyena east of Minyip. Expected products include iron, titanium, zirconium, silica and rare earths. It is owned by Astron through its Donald Mineral Sands subsidiary. The mine life is 31 years and it is intended to

recover zircon, rutile, ilmenite and leucoxene. A mineral separation plant will be constructed on site. Construction and engineering work on the site is expected to take around two years with the ramp up to full production taking another 21 months. . Environment – Prepared by Geoff Harvey

• Organised traffic counter installation and locations, download data and save report for future works

currently inspecting culverts within our Shire. I spent two days with Bruce onsite in the Warracknabeal area

• New playground at the Murtoa Recreation Reserve has been installed with the edging to be erected once the fence has been installed

• Proposed mobile phone tower locations have been displayed on a map and GPS co-ordinates also completed for James Magee

10.6 Community Services Report – Prepared by Gavin Blinman Kindergartens We have been offered funding again next year for Woomelang despite numbers being low; we will look at all options and work with the school and community to secure the best option moving forward for Woomelang. Enrolments at all kindergartens are slow and we encourage families to enroll soon to assist us with staffing decisions for 2016. We are currently renewing signage at all kindergartens, new signs will be in place shortly. We are still continuing negotiations with Department of Education & Training (DET) to have the Hopetoun bus pilot in 2016; a very drawn out process with several layers of DET to communicate with, to ensure we get it through. We have confirmation Murtoa was successful in gaining a $7,120 grant to repair the playground area with a grant from DET. Environmental Health/ Local Laws – Prepared by Tim Rose and Greg Wilson A total of 11 food premises have been inspected over this period with good levels of compliance noted in most instances. Council has identified a small number of issues recently and enforcement action is currently being considered. Routine food sampling was also undertaken and Council is currently awaiting results. One complaint was received regarding a food business with the matter being investigated. Inspections have commenced as part of Council’s Blue Green Algae Monitoring Program. Inspections were undertaken in late October of all lakes and weir pools, with no obvious risk factors being identified. Concerns were raised in regards to the quality of the water at Brim Weir Pool, however, this has since been sampled and results concluded that the water does not pose a health concern. The number of onsite wastewater applications received is higher than normal and significant time is being directed to this area. Applications are all being processed and permits issued when required. For most of the month, the Ranger has been busy carrying out inspections across the Shire in relation to the issue of Fire Prevention Notices (very time consuming). The first round of inspections are complete with 280 notices issued, an increase of almost 50% on the number of notices issued last year. Re-inspections have commenced with ‘high’ non-compliance, full details will be available by next Council meeting. Cats are on the rise again with a high request for traps; most complaints are about adult cats. Dog complaints are not too bad at present with just a couple of wandering and barking issues, we are working with the owners to fix these problems.

Aged and Disability – Prepared by Lisa Dunkley The month of October was extremely busy with the Memory Strategies Group starting up in Hopetoun on a Friday for four sessions. The seniors that turned up were very welcoming of the tools they learnt in this time to help with everyday chores to make life easier. We will continue this program in the New Year and also implement in the South of the Shire. Check-off lists were sent out to all CART Teams in preparation for the up-coming summer months in case of fires. Close contact will be kept with the CART Teams to make sure all equipment is in place. Bronwen Clayton our Assessment Officer attended the local show representing the Shire and working with ‘Seasons Of Wellness’ to let the public be aware of what services are offered. Response from the public was very positive, so we will be looking at doing this again next year. Bronwen also attended an evening with the Fellowship Group, explaining her role and Home & Community Services. Volunteer Meals and Transport – Prepared by Michelle Hallam Transport For the month of October 2015 we have completed 14 drives. This month, elderly were mainly accessing services in Horsham, Dimboola and Nhill. The table below is a comparison over the last three years:-

Meals on Wheels rosters for 2016 will be completed and posted in November. Portsea Camp Portsea Camp is fast approaching; dates are 11 to 17 January 2016. Advertising has been consistent over the last two months in all primary school newsletters across the Shire. 10 children have booked in to attend the camp so far with more applications to come. This camp we have 3 volunteers attending, (Susan Martin and Vikki Peart, Warracknabeal and Collette Okely, Rupanyup). Jean Wise has also volunteered again to supervise the children on the bus from Hopetoun to Warracknabeal.

Volunteers Meals on Wheels & Volunteer Transport On 4 November 2015 we held a training day and thank you BBQ luncheon for Volunteers at the ANZAC Park Community Centre, Warracknabeal. Barbara from Western Victoria Volunteers conducted the training, 16 Volunteers attended the training and approximately 50 Volunteers attended the BBQ luncheon. 11 November we held the same event at Gateway BEET Hopetoun. 22 Volunteers attended the training and 12 Volunteers attended the thank you luncheon. During the training session at 11.00am we acknowledged Remembrance Day and held a minutes silence to pay our respects. Youth – Prepared by Murray McKenzie Fantastic news, the Yarriambiack Shire Council’s application for ‘FReeZA’ Funding for the next three years has been successful. This will supply us with $24,500 per year to run five events each year across the Shire. Thank you responses have been organised for the Letters of Support we received and a big thank you to the staff at the Yarriambiack Shire Council who assisted with the application. The Yarriambiack Has Talent (YHT) event is currently in full preparation mode. Congratulations to Katie Thomson who was the YHT Logo winner. The Organising Committee have been terrific in organising workshops and sourcing local young people to take on roles. Entries are currently open for the five categories that the Committee has endorsed. Attended Walk to School events and CAN meetings in Murtoa and Warracknabeal. Have also Attended YCHANGe Obesity Workshop in Warracknabeal, as well as several of the YHT Workshops covering Film, Photography and Painting. Congratulations to Callum Zanker on being successful in his application for a position on the Yarriambiack Youth Action Council. He was put through a searching interview process by Councillor Lisa Woods and CEO Ray Campling.

Maternal and Child Health (MCH) – Prepared by Nanette Freckleton, Ros Barber and Michelle Schilling Birth Notifications = 27 Enrolments = 31 School immunisation program round three for 2015 was completed in October. This includes Warracknabeal, SDS, Murtoa and Hopetoun Colleges. A few students who were not at school at the last session will be immunised this month as a catch-up. From 2016 all immunisations will be for Year 7 only. The Year 10 Boostrix will now be Year 7 also. From 2016 all 18 month old children will now receive two immunisations again. This will be the Priorix Tetra containing Measles, Mumps, Rubella and Chickenpox antigens and another Diptheria, Tetanus, Pertussis and Whooping Cough. The Parent program of Boostrix for parents of babies born since 1 July will continue for those mothers who were not immunised during their pregnancy and for the fathers who have not received the vaccine in the past 10 years. This is to try to keep the Whooping Cough numbers at a reduced level. The Shingles vaccine is now available for 70 year olds with a 5 year catch-up for 71-79 year olds. Start date is subject to vaccine supply. This immunisation is not one that MCH will be giving. Musical tots will be travelling Shire wide to the various playgroups. Childrens Week 26-30 October 2015 – Kindergartens were all given a variety of fresh fruit for the children and two new age appropriate books for their library from a grant that the Maternal and Child Health service received. This was well received by all the Kinders and the children.

SHARE Program (Sustainable Healthy Adaptable Resilient Engaged) – Prepared by Marianne Ferguson Brim Farmers Tower Silo Art Project The funding application of $3,000 submitted to Regional Arts Victoria’s Quick Response Grant to create a mural on the Brim Silos was successful. It is envisaged the project will begin by the end of 2015. Lascelles Playground Shade Project The Lascelles Progress Association is currently preparing a Building Permit Application for the installation of a shade structure for the playground located outside the public amenities. Mallee Bush Retreat – Stage 6 The Lake Lascelles/Corrong Committee of Management is currently preparing an Expression of Interest to apply for funding from Regional Development Victoria to undertake Stage 6 of the Mallee Bush Retreat Development. Stage 6 will include an extension of the Shearing Shed and upgrades to the BBQ facilities surrounding Lake Lascelles. Social Media Workshop A Social Media Workshop was held in Rupanyup on 10 November 2015. The workshop was facilitated by We Shoot Creative Agency and explored social media tools, applications and focused on marketing and promotion using Facebook. Re-think Exhibition The Warracknabeal & District Neighbourhood House received funding from Regional Arts Victoria to deliver the ‘Rethink the Art of Upcycling’ project. The project delivered a series of creative skill development workshops in Warracknabeal that combined creative arts and working with recyclable materials to recreate, re-imagine and upcycle items that may otherwise have ended up in landfill. The Re-think Exhibition was held during National Recycling week at the Neighbourhood House from 9 to 13 November 2015. Wimmera Mallee Tourism Wimmera Mallee Tourism is currently developing a Gallery Trail that will highlight local artists and galleries in the Wimmera Mallee. Woomelang Caravan Park Upgrade Paving and access to the caravan park amenities have been completed. Preparations for landscaping are continuing.

10.7 Community Projects Report – Prepared by Dennis Smith Country Football and Netball Program 2013/2014 and Putting Locals First Program A meeting with all parties to discuss OH&S requirements and project implementation has been held and in-kind works have commenced. The contractor will commence on site towards the end of November. Country Football and Netball Program 2014/2015 Drawings and specifications have been prepared and the Building Permit application has been submitted to upgrade the football change-rooms showers and toilets and construction of new netballers showers and toilets. Once the Building Permit is issued a site meeting with all parties will be arranged to discuss OH&S requirements and project implementation. Country Football and Netball Program 2015/2016 This round of funding is now open for applications and advertisements have been placed in the local press for Community Group Expressions of Interest to be submitted to Council. Closing date for Community Expressions of Interest is Friday, 27 November and full applications from Council to Sport & Recreation Victoria close on Thursday, 11 February 2016. Community Facility Funding Program 2015/2016 – Planning The community consultation phase of the development of our Sport and Recreation Strategy 2016-20 is now complete and evaluation of the community and individual sporting clubs surveys is now underway. Community Facility Funding Program 2015/2016 – Minors The installation of lights at the Beulah Bowling and Croquet Club is now complete and State Government funding signage has been ordered. When the signage has been installed the project can be formally acquitted. Local Facilities for Local Clubs Program The construction of the cricket practice wickets at the Minyip Recreation Reserve is complete with the synthetic surface now laid. The power connection (for the bowling machine) will be carried out over the forthcoming weeks. Regional Jobs and Infrastructure Fund Quotations have been received for the construction of five walking tracks across the Shire. These tracks are to be located at Yaapeet, Woomelang, Murtoa and two in Minyip. The Expression of Interest application has been approved by Regional Development Victoria for a grant of $102,000 and a total project cost of $136,000. A full application has now been developed and submitted. A full application has also been submitted for streetscape works at both Brim and Minyip. This application requests a grant of $135,500 for a total project cost of $174,000.

Community Sports Infrastructure Fund 2016/2017 – Cricket Facilities An application has been submitted under this program for an additional non-portable water irrigation supply for Anzac Park – which is the construction of a 5ML dam in the south east corner at the Wheatlands Museum site, with pumping infrastructure to transfer the water to Anzac Park. The application requests a grant of $54,100 for a total project cost of $81,176. Community Sports Infrastructure Fund 2016/2017 – Minor Facilities A combined application for improved lighting at the Brim Memorial Bowling Club and new in-ground, fully automated, sprinkler system for the Brim Recreation Reserve has been submitted under this program. The application requests a grant of $85,200 for a total project cost of $127,813 Other Work Undertaken I am assisting the Hopetoun RSL to implement projects/improvements from their allocated L.G.I.P. funding with only some minor works remaining. I have also assisted many community groups with grant application writing and information.
