Welcome

It gives me great pleasure to present the 2018 Basingstoke Music and Arts

Festival!

The Festival will be hosted within the excellent facilities of Queen Mary's

College, and we thank the college for allowing us to use their premises once

again.

The 2018 Syllabus contains a variety of new classes offering a wealth of

opportunity to showcase talent from Hampshire and further afield, over the

weekends beginning 3rd, 10th and 17th March.

We are frequently commended on being a friendly festival with a strong

emphasis on fun and all-round participation! We'd love to see entrants of all

ages and abilities taking part this coming year and we endeavour to see

smiles, creativity and enjoyment from all involved.

Our festivals are consistently successful, but we would not be able to

maintain such levels without loyal support from our volunteers, sponsors and

our participants. Our committee members would like to extend our thanks to

all those involved and we look forward to seeing you all in March 2018!

Welcome

It gives me great pleasure to present the 2018 Basingstoke Music and Arts

Festival!

The Festival will be hosted within the excellent facilities of Queen Mary's

College, and we thank the college for allowing us to use their premises once

again.

The 2018 Syllabus contains a variety of new classes offering a wealth of

opportunity to showcase talent from Hampshire and further afield, over the

weekends beginning 3rd, 10th and 17th March.

We are frequently commended on being a friendly festival with a strong

emphasis on fun and all-round participation! We'd love to see entrants of all

ages and abilities taking part this coming year and we endeavour to see

smiles, creativity and enjoyment from all involved.

GENERAL RULES

1. ELIGIBILITY Classes are open to amateurs from any area. An amateur is considered to be one who does not derive the main part of his income from performing or teaching that section of the art in which he enters the Festival. The Committee wishes to respect the conditions of any music, drama or educational establishment regarding the freedom of its pupils to enter festivals.

2. AGE All ages must be calculated as on the date of the competition. Entrants may only enter the class appropriate to their age. For group entries, all members of the group must be within the age range of that class.

3. ENTRIES Entry forms are included in the syllabus. Additional forms may be photocopied or downloaded from our website. The music teacher's signature is required for entries to Graded Classes. If the entry form is from a school, please state the name of the school.

4. An entrant may not enter more than once on each instrument in solo classes, although this is permitted in duet and ensemble classes.

5. Small classes may be combined at the discretion of the Section Secretary.

6. ENTRY FEES Completed entry forms together with the correct entry fee must be received by the Section Secretary by the closing date. Entry fees cannot be refunded. Entrants will later receive a timesheet which will admit them to the room where their class is to be held. A stamped - addressed envelope would be appreciated.

Cheques must be made payable to BASINGSTOKE MUSIC FESTIVAL.

7. ENQUIRIES Please email the Section Secretary, otherwise for a written enquiry and reply, remember to enclose a S.A.E.

8. OWN CHOICE PIECES Details of pieces should be clearly stated on entry forms, and one copy of each piece provided for the Adjudicator. Entrants should not perform pieces played at this Festival in 2017. A piece cannot be performed in more than one class in the same year.

9. GRADED PIECES These must be from one of the approved examination boards, e.g. Associated Board, Trinity Guildhall and must be from the appropriate Grade for that class. Winners of Graded classes cannot enter the same Graded class in the following year.

10. ACCOMPANIST Each entrant is asked to provide his/her own accompanist. A list of pianists who regularly accompany entrants to this Festival is available in the syllabus. Arrangements for accompanying must be made at the entrant's own expense.

An accompaniment-only CD is permitted but competitors must provide their own equipment and an operator.

11. PHOTOCOPIES AND COPYRIGHT Entrants are reminded that it is illegal to reproduce copyright music without permission from the copyright owner. No responsibility for the breaking of this rule will be accepted by the Festival. Entrants must have an original copy of their music with them when they perform at the Festival.

12. SPEECH AND DRAMA To comply with the AUTHOR'S LICENCING AGREEMENT with the British and International Federation of Music Festivals for Music, Dance and Speech, own choice pieces must state TITLE, AUTHOR AND PUBLISHER on the entry form. This means the entrant does not have to obtain permission of the copyright owner to perform prose, verse or dramatic solos. Acted scenes from plays and dramatic duologues still require the permission of the copyright owner. Copyright is now in place for 70 years after the death of the author.

Group Dramatic Activity Copyright permission for these items should be sought by entrants at the time of entry.

13. TIME LIMITS Entrants must observe the set time limits for their classes. Over-running may result in either disqualification, the performance being stopped and / or loss of marks.

14. A performance may be stopped at any time by the Adjudicator and their decision is final.

15. No entrant or member of the public may approach the Adjudicator's table. Remark sheets are available at the end of each session.

The Overall Awards will be presented during the Gala Performance and Award Ceremony at Queen Mary's College, Basingstoke

at 2.00pm on Sunday 29th April 2018. Other trophies and awards are listed in the Schedule of Classes. Responsibility for the engraving and safe-keeping of trophies rests with the winners or their parents. All trophies remain the property of the Festival and must be returned to the appropriate Section Secretary by the designated date.

16. The Committee reserves the right to appoint additional or alternative adjudicators, to transfer classes to other dates or to other Sections, and to cancel classes which receive insufficient entries. Entry fees will be refunded if a class is cancelled.

17. The Committee reserves the right to make any final decisions other than those decided by the Adjudicator. Any complaints must be made to the Section Secretary by email or in writing.

18. Trophies are awarded to class winners receiving at least 85 marks and at the discretion of the Adjudicator.

19. No unauthorised photography, audio or video recording of children and young people is allowed at our Festivals. Where parents/guardians/carers do not wish photos of their child to be taken, then the responsible adult attending should ensure that the child is not included in official photographs.

20. Entrants are advised to consider their appearance as part of their performance and to dress appropriately i.e. smart but casual.

21. The Festival's Child Protection Policy and approach to Creating Safer Festivals for Everyone is published explicitly in our Syllabus, Programme and Website. By completing and signing the entry form all parents/guardians/carers and teachers of competitors under 18 (or vulnerable adults of any age) confirm that they give (or have obtained) the necessary consents for the entrant to take part in the Festival. Without this consent the entry to the Festival cannot be accepted.

The British and International Federation of Festivals for Music, Dance and Speech work for amateur festivals everywhere to help create thousands of educational performance opportunities for children and young people each year.

The Federation, and our member Festivals, are committed to ensuring safe environments for children and young people and believe that it is always unacceptable for a child or young person to experience abuse of any kind. We recognise our responsibility to safeguard the welfare of all children and young people, by a commitment to recommend best practice which protects them.

This policy applies to our Board of Trustees, paid staff, Adjudicator, members, volunteers, students or anyone working on behalf of the Federation and our member Festivals.

We recognise that:

• the welfare of the child/young person is paramount

• all children, regardless of age, disability, gender, racial heritage, religious belief, sexual orientation or identity, have the right to equal protection from all types of harm or abuse

• working in partnership with children, young people, their parents, carers and other agencies is essential in promoting young people’s welfare

The purpose of the policy:

• to provide protection for the children and young people who participate in our festivals, including the children of festival members

• to provide staff and volunteers with guidance on procedures they should adopt in the event that they suspect a child or young person may be experiencing, or be at risk of, harm

We will seek to safeguard children and young people by:

• valuing them, listening to and respecting them

• adopting child protection guidelines through procedures and safe working practice for staff and

volunteers

• recruiting staff and volunteers safely, ensuring all necessary checks are made

• sharing information about child protection and safe working practice with children, parents, staff and volunteers

• sharing information about concerns with agencies who need to know, and involving parents and children appropriately

• providing effective management for staff and volunteers through supervision, support and training.

The Federation will review this policy each year in November in line with Safe Network Guidance or sooner in light of any changes in legislation or guidance. All changes will be communicated to our member Festivals in time for the start of the new Festival year.

CREATING SAFER FESTIVALS FOR EVERYONE

The Federation and its member Festivals use the following policies and procedures to provide Safer Festivals for everyone:

1. A single, definitive Child Protection Policy adopted by all Federation Festivals.

2. One or more designated Festival Safeguarding Officers (FSO) will be appointed for each Federation Festival. For Basingstoke Music & Arts Festival this is ~ Mrs. Sam Gill: Telephone: 0776 540 8587

3. Best practice advice in the form of Safe Working Practice and Festival Child Protection leaflets, with support and training for all Festival staff and volunteers. Including clear reporting procedures for anyone with a concern about a child.

4. Appropriate recruitment and induction procedures for all new Festival staff and volunteers responsible for providing safe environments for everyone attending / performing at a Federation Festival.

5. All Festival personnel wear a badge to identify their roles. All teachers/parents/guardians/ carers are asked to report all incidents of any nature to anyone wearing a Festival badge. All reported incidents will be handled in accordance with the Safe Working Practice and Festival Child Protection best practice advice. In addition we will ensure the availability of a quiet area or room where concerns can be expressed in private.

6. For the duration of a Festival all teachers/parents/guardians/carers are responsible for the continuous care and supervision of their own children/pupils. If they are unable to attend personally, they must delegate their responsibilities to an identified adult and ensure that their children/pupils are aware of the identity and name of the person responsible for their care. This includes supervision throughout all Festival venues, practice and changing areas that may be provided. The Festival cannot take responsibility for any property left unattended.

7. No unauthorised photography, audio or video recording of children and young people is allowed at our Festivals. Where parents/guardians/carers do not wish photos to be taken of their child, then the responsible adult attending should ensure that their child is not included in official photos.

8. Some children and vulnerable adults may have specific needs in order to take part. If this is the case we ask the responsible teachers/parents/guardians/carers to contact the Festival Organisers prior to arrival. The Festival actively seeks wherever possible to meet these needs, but must know beforehand in order to prepare support – or to advise that help cannot be provided on this occasion.

A full-page coloured advertisement would attract a fee of £120 with smaller advertisements charged pro-rata.
