Polydor schedules release of Joseph soundtrackA Canadian cast recording of Joseph and theTechnicolor Dreamcoat will be released onPolydor sometime in September.

Nigel Wright, producer of the Britishoriginal cast recording, is in charge of theCanadian version. The label deal wasnegotiated by Live Entertainment (LIVENT)president Garth Drabinsky.

David Freeman, vice-president ofnational promotion for PolyGram, explainsthat the recording was "abit ofa juggling act."Wright's time was precious, necessitating inhim making two trips to Toronto. The otherprincipals -- Donny Osmond, narrator Janet

Be -Bop Communicationsremoves the guessingMary Arsenault, president and CEO of thenewly named Be -Bop Communications Inc.,has expanded her service to the entertainmentfield and moved into new and larger offices.

"Some said promotions, some saidproductions. We just went with the flow,"Arsenault explains over past confusionregarding the firm's name. "Now, as we expandto provide even more specialized and extensiveservice, hopefully, the confusion will end.We'll continue to offer publicity services forall types of musical entertainment, awardceremonies and various other special eventsthroughout Canada, in the United States andinternationally."

The firm's offices are now located inPickering, Ont.

Joining the expanded firm is John Duarte,who has covered the entertainment industryfor the past five years with MetrolandPublishing. Diane Anderson also joins thestaff as summer office assistant.

Be -Bop Communications looked afterlast year's Juno Awards, Liona Boyd, FredPenner's Canadian tour, the Toronto MusicAwards, and most recently, the People'sComedy Festival. The firm also representsOak Street/Dino Music, a joint venture whichis taking children's entertainer Fred Penner toU.S. audiences.

On tap for this summer is the launch ofSony Kids in Canada, and a PR assist for thenew album by Walt Disney recording artistNorman Foote. The firm is also doing PR andpublicity for the Dempster's Kids' Stage andOntario Place's World Beat Party, which isheld every Sunday at the Island Club.

Arc Angels left off tourfor substance abuse helpThe Arc Angels have withdrawn from theirthree-week opening slot on Bryan Adams'upcoming cross -Canada tour.

Co-frontman Doyle B ram hal I II checkedhimself into a centre for substance abusetreatment and rehabilitation. The band isexpected to resume touring in mid -September,with Canadian make-up dates to be rescheduledthen.

The Steve Miller Band, Extreme andSass Jordan are still part of the package.

Metz, Johnny Seaton, who portrays the ElvisPresley-esque Pharaoh, and the children'schoir, were also not available at the same time.They had to go into the studio to do theirvoice-overs at different times. "It all cametogether in two or three hours over a two-weekperiod."

The current Toronto run of the AndrewLloyd Webber/Tim Rice musical, which hasplayed to capacity houses at the Elgin Theatresince it opened, ends on Sept. 5. A return,limited engagement has already beenscheduled for the beginning Dec. 12.

The musical will have its U.S. premiereat the State Theatre in Minneapolis on Sept.15. A tour across Canada and to selected U.S.border cities is planned for 1993 and 1994.

MCA to distribute keyreleases from CargoMCA Records Canada has signed an agreementto distribute "key" releases from CargoRecords.

The deal, which went into effect Aug. 1,will see MCA release Cargo's key cataloguethroughout August and September, withemphasis on current Cargo priorities includingthe Asexuals, Change Of Heart, and IndustrialArtz. The first MCA/Cargo co -release will bethe new Shadowy Men On A Shadowy Planetalbum on Sept. 1.

Cargo will continue to service theindependent account sector on its artist roster,while MCA will exclusively represent the keytitles to all other accounts.

In addition to its active Canadian talentroster, Cargo also distributes the Sub Pop,Wax Trax, Road Racer, and Restless labels.MCA's initial releases will contain titles fromNirvana, the Asexuals, Soundgarden,Mudhoney, Shadowy Men On A ShadowyPlanet, Fudge Tunnel, L7, Afghan Wigs,Suicidal Tendencies, and Banlieue Rouge.

Lou Diamond Phillipscoming to play CanadaActor Lou Diamond Phillips and his band, ThePipefitters, will be performing at universities,colleges and select clubs across Canada thisfall.

Phillips, who has starred in La Bamba,Young Guns, and Stand & Deliver, sings leadvocals on more than half of the Pipefitters'R&B flavoured songs. He also sings backingvocals and co -writes original material withbassplayer/vocalist Chris Lindsay and guitaristSherman Allen.

The band has played a number of showsin the United States and has appeared in featureson MTV, TNN, and other American andEuropean television programs. They arecurrently in the studio with ex-Toto guitarist,Steve Lukather.

The Canadian tour will be produced andpromoted by Ron Kitchener and his Barrie,Ont. firm, RGK Promotions International. Thefirst date is scheduled for McMaster Universityin Hamilton on Sept. 10.

Heavy Slak push forLorraine Scott releaseAl Kussin, president of Slak Records, ismounting a heavy promotion push behind therelease of Lorraine Scott's latest six -track CDsingle entitled `Til I Found You.

Kussin wrote and produced all tracks: a7" version, 7" house version, and extendedclub mix of the title track; a techno mix ofLove Has Found Me with a rap insert by"Mystah" Monroe and a techno mix withoutrap; and In Love, a ballad that is being targetedto AC stations.

Til I Found You and In Love are alsoincluded on Scott's debut album, All Talk,released on the Cold Front label.

Scott is also featured on an upcomingalbum tribute to Joni Mitchell.

James Collins will be tracking Scott'snew single.

Sophie B. Hawkins to playToronto's Phoenix TheatreNew York City's jazz, folk and bluesnewcomer, Sophie B. Hawkins, is set for anAug. 18 date at the Phoenix Concert Theatrein Toronto. Hawkins recently hit the chartswith Damn I Wish I Was Your Lover, herColumbia debut, which peaked on the RPMHit Tracks chart at #4 on June 27.

California Here I Come, the follow-up,was also a quick starter, entering the chart at#81 on Aug. 8. Both tracks are included on herTongues And Tails album.

Hawkins first became acquainted withthe drums at age nine and moved in withNigerian percussionist Babatunde Olatunji'smusicians when she was 14. She beganexperimenting with traditional African andBrazilian instruments, fusing the styles withher own drum set, vibraphone and concertmarimba, which is now her recognizable"sensuous funk" musical signature.

The Toronto date is being presented byConcert Productions International (CPI) inassociation with Coca Cola Classic.

Great Canadian Party a "great Canadian success"

Canada's 125th birthday was celebrated in aunique way by Molson Canadian Rocks. Forthe first time in Canadian music history, usinginteractive satellite hookups, more than100,000 fans from coast to coast were able totake in concerts in St. John's, Ottawa, Barrieand Vancouver.

The Tragically Hip and Kim Mitchell co -headed the events, along with 27 of Canada'stop rock acts and special guests Spinal Tap.

Diamond vision screens were set up ateach site and, through a 12 -hour nationalsimulcast by MuchMusic, fans could askquestions of their favourite artists at any of the

sites and receive a nationally broadcastresponse. MuchMusic mounted 65 cameraswith full concert crews at each site, all switchedfrom the MuchMusic building in downtownToronto.

There was also a little bit of broadcasthistory made with the mounting of a 13 -hourbroadcast by Sound Source. With productionby Alan Lysaght and engineer MikeBaskerville, a crew of 32 field personnelbrought 25 rock radio stations on line tobroadcast the program across the country.

Spinal Tap performed their entireCanadian tour in a record -setting one day,beginning in St. John's, stopping in Barrie andcompleting their tour in Vancouver.

Concrete Blonde will beWalking In Toronto soonConcrete Blonde will be playing at Toronto'sConcert Hall on Sept. 12.

The band's current album, Walking InLondon, was released by I.R.S. RecordsCanada in March. Concrete Blonde hastraditionally sold more records per capita inCanada than anywhere else in the world.Walking in London has been on the RPM 100Albums chart for 20 weeks and was at No. 69last week.

All Good Children signwith Raw Energy RecordsAll Good Children, a band from Hamilton,Ont., has been added to the roster of RawEnergy Records, an independent labeldistributed nationally A&M.

The group's self -titled debut album willbe re-released by the label shortly. Black AndBlue, the song featured on this year's Indie-Can sampler and the CFNY 1992 New MusicSearch compilation, is first single. A videofor the song has been featured on MuchMusicand Kampus Klips, the travelling campus videoroad show.

All Good Children will be touring throughOntario into the fall before hitting the westernprovinces and California later in the year.

Cochrane and Ladies setfor MuchMusic featuresWith Tom Cochrane's Canada -wide summertour past the half -way mark, MuchMusic'sexclusive interview with the Capitol star istimely.

MuchMusic's Future Features specialwill air Aug. 13 and include an exclusiveinterview and backstage, rehearsal and on -the -road footage, including the first stop onCochrane's tour in Victoria. Terry DavidMulligan does the interview honours.

The Barenaked Ladies and manager Nigel Bestsigned deal with Sire president Seyour Stein InMay of this year.

Also timely is the Aug. 27 one -hourspecial on Barenaked Ladies. Gordon, theLadies' debut album for the Sire label(distributed in Canada by Warner Music),shipped gold on release and makes its debutthis week on the RPM 100 Albums chart.

We were had ... ! Last week we received afax on what looked like Capitol letterhead,reporting on a new album and single by RitaMacNeil. According to the fax, Rita was finallygoing to record the old Sam Cooke R&Bclassic, Bring It On Home To Me... with, nowget this ... bluesman Buddy Guy, Skip Prokop,Steve Webster, Ian Thomas and Paul Shaffer.That should have been a clue. The fax alsoreported that an orchestral version of Rita'sOld Man would feature cellist Ofra Harnoy,accompanied by the guitar duo of Liona Boydand Stompin' Tom Connors. Now, doesn'tthat sound dumb. But wait, Liona and Stomp in'Tom were old recording buddies back in theold Boot days. In fact, the monies raisedthrough Tom's recordings helped Eleanor

Big bucks for jocks . . . ! Hey, who saysradio is suffering. Look at the big bucks acouple of Vancouver jocks are being paid tomake a move. We're talking $300,000 plus,plus the perks of course, which ain't too badfor a couple of veterans. And the big bucksdon't stop in Vancouver . . . how about thatCalgary morning prince who's making a movefor $200,000 plus, plus, plus! Such excitementshould happen with Toronto radio. It justkeeps going, and going ... and going, nowhere!What Toronto doesn't need is a classic rockstation. Oops, here it comes ... LITE (you fillin the shortened call letter). Talk about thegreying of radio... Toronto, take a bow! (EC:Where have all the programmers gone . . . ?)

Success through failures ... ! While it'spretty obvious radio is in trouble . . guesswho's succeeding through the agony of it all?The consultants, that's who. Well, one that Iknow of anyway, who tells me his business isup 46 per cent. Those broadcasters who arewatching their ratings plummet are lookingfor help and they believe the consultants canbail them out. Was mid-managementpreparedfor the '90s? Were profits used to buy realestate when the times were good? Can a stationreally afford to pay $10,000 plus fora month'srent? On top of that, and here's the biggestexpense ... employees. Some stations employupwards of 125 full and part-time help. I justtalked myself out of buying a radio station.(EC: You, buy a radio station . . . ?)

The Evolution of Jazz . I I didn't get achance to see Toronto drummer ArchieAlleyne's musical production, The Evolutionof Jazz, when it was in Toronto last February,and I'm glad it is being staged again. This timeit's being staged at Toronto's LimelightTheatre, an excellent intimate setting thatdoes justice to this kind of revue. If you werewondering just how jazz evolved you can geta quick fix through this revue. Of course, itwould take a couple of nights to bring thewhole evolution into proper perspective, butthese highly professional jazz musicians,narrator/vocalists and dancers provide a highlyentertaining musical look at a musical genrethat is probably one of the least understood,yet immensely popular. Master keyboardistJoe Sealy maintains the steady hand as musicdirector of the band, which is made up ofdrummer Rick Donaldson, trumpeter DaveDunlop, saxman Dougie Richardson, bassperfectionist Doug Innis, and Kjas, Rick Lazar

and Rudy (Quammi) Williams on percussion.Narration and vocal inserts are beautifullyhandled by Tanya Rich and Ron Small, withthe dance routines looked after by KarenGayle and Arthur Rose. This isn't a polishedrevue, but director Rudy Webb has an excellentcast and it shouldn't take much to tighten it up.Nevertheless, it's a fun lesson in jazz history.There's an abundance of creative energiesthat brings the audience through the differentstages of the evolution ofjazz; from the drumsof west Africa, to the plantations of the U.S.south where the slaves picked up discardedbrass instruments from the invading Yankeetroops, to Congo Square in New Orleans. Ifyou're visiting Toronto, put this one on yourlist. It runs through to Aug. 22. (EC:I've learned something already. Discardedbrass instruments from the invading Yankeetroops . . . ?)

Blue Rodeo #2 and #3 ? It shows howCanconscious HMV's Paul Alofs is. While hewas pumping up Barenaked Ladies and BlueRodeo, he was thinking Tom Cochrane. Lastweek we mentioned here that Blue Rodeo'salbum was #2 at the HMV store in Boston and#3 at the Manhattan store. It was TomCochrane's album that was the big winner inBoston and New York. Part Eight of a series - Videos are an important part of the music industry

VideoFACT and FACTOR provide funds for videosMusic videos aren't cheap to produce. Even in the current depressed marketthey still average around $30,000 for established artists with nationallydistributed sound recordings. Independent acts usually have smaller videobudgets, but they also have a lot less money to work with. That's why manyacts apply for funding from VideoFACT and the Foundation to AssistCanadian Talent on Records (FACTOR). In the final instalment of RPM's lookat the Canadian music video industry, we profile these two organizations.

VideoFACT (FACT stands for Foundation toAssist Canadian Talent) was established inJune, 1984, two months before MuchMusicwent on air.

As a condition of Much being granted itslicence, it had to contribute a percentage of itsgross revenues to VideoFACT to stimulate theproduction of new music videos. When theFrench -language MusiquePlus went on airtwo years later, it had to meet the sameconditions. Much now donates fiveper cent ofits revenues to VideoFACT, whileMusiquePlus contributes 2.4 per cent of itsfunds. The total amount allocated solely forthe production of videos for the past fiscalyear was $1.2 million.

VideoFACT can award grants of up to$12,500, provided the artists match the amountof the grant through their own funds. Othereligibility criteria which must be met are thatthe master sound recording and music videobe owned by a Canadian, the production benew, and that the material meets CRTC Canconrequirements.

VideoFACT's board of directors consistsof four core members and four outside directorswho serve one to two-year terms. The boardmeets five times a year to review applications.These applications must contain a proposalwhich includes such things as a song, script,story board and budget.

Red Hot Chili Pepperslead MTV nominationsThe Red Hot Chili Peppers lead all contenderswith eight nominations for the 1992 MTVVideo Music Awards.

Videos for both Under the Bridge andGive It Away earned nominations in categoriesincluding best video, best group and bestdirection.

En Vogue and Van Halen each receivedsix nominations. En Vogue's My Lovin'(You're Never Gonna Get It) was nominatedfor best direction, best group, best dance andothers. Van Halen's Right Now earned thegroup nominations for best video, best group,best metal -hard rock, best editing, bestdirection and breakthrough video.

There are 20 categories in this year'sninth annual awards, which will be broadcastlive on MuchMusic at 8 p.m. ET on Sept. 9.Dana Carvey will host the show and the ChiliPeppers, En Vogue, Nirvana, The BlackCrowes, Bobby Brown, The Cure, DefLeppardand Pearl Jam will perform. U2 will alsoappear live via satellite from a concert inDetroit.

Bernie Finkelstein, president of TrueNorth Records, chairs VideoFACT and alsoshares office space with the organization in aneffort to keep costs down. Moses Znaimer andJohn Martin of Much Music, and PierreMarchand, director of music programmingfor MusiqePlus, are the other core members.The current outside directors are Sam Feldmanfrom Vancouver, Joanne Smale from Toronto,and Rejean Villeneuve and Jo Bocan fromMontreal.

Julie Thorburn, VideoFACT's programdirector, says the board is meant to representa wide spectrum of the Canadian musicindustry. "We try to strike a balance betweenconsistency and variety so that we have a coreof people who understand the objectives ofVideoFACT and our mandate in the way wewant to run our business. But we also havefresh ideas and new people coming in."

The board usually reviews 120-150applications per meeting. Of those, the best20-30 are chosen to receive funding. Anaverage of 120 videos year receive grants,Thorburn says.

"I feel we're a very accessible program.We work with a lot of new and unknowntalent. If we like what doing we're in agreat position to take a risk on a new artist.We'll often go out on a limb and finance aproject that maybe nobody else, at this point,is familiar with or cares about.

"It's always one of our greatestsatisfactions when we can see that kind ofproject really generate interest and get thingshappening. It never ceases to amaze me howmuch VideoFACT product is shown onMuchMusic."

VideoFACT money has helped launchthe careers of K.D. Lang, Blue Rodeo, JeffHealey, Cowboy Junkies and others.

Though grants can be as much as $12,500,Thorburn says the average amount is about$8,500. "We base our award on the money wehave available ... and also how we feel abouta project. If we love it we'll go the distance. Ifwe feel a little bit more moderate about it, itmight be a smaller award. Some people don'tneed that much money."

FACTOR's eligibility criteria areessentially the same as VideoFACT's. Butwhere VideoFACTprovides money to a numberofartists without recording contracts, FACTORapplicants must have a nationally distributedsound recording to be eligible for funding.

Another difference between the twoorganizations is the source of their funding.VideoFACT is financed through the privatesector while FACTOR receives a $264,000annual budget from the federal Department of

Communications. If loan repayment money isavailable, it may also be put towardsFACTOR's video grant program.

FACTOR doesn't assess creativeelements in videos, and therefore doesn'tdemand the detailed proposals thatVideoFACT does. The deadline forapplications is the last working day of everymonth and applicants are notified ofFACTOR's decision within 30 days.FACTOR's executive director, Heather Sym,says that as long as artists meet the eligibilityrequirements, and there are funds available,they will receive an award.

"We can't really be a major playerbecause of the limited funds we have available.We could make more of an impact if we weregiven more money. But people do count on it."

FACTOR's video grant program wasestablished in September, 1986. As of thispast March, it had received 511 requests. Ofthose, 265 videos by 220 artists had beenapproved. Most of FACTOR's grants are forthe maximum $12,500.

Artists who have made FACTOR -assistedvideos include Bruce Cockburn, Big House,Holly Cole, Fred Penner, Long John Baldry,and Mitsou.

Mike Oldfield signs withWEA in a long-term dealMike Oldfield has agreed to a "substantial"long-term deal with WEA Records.

Oldfield's first WEA release will beTubular Bells II, the long -anticipated follow-up to his legendary multi -platinuminstrumental work. Tubular Bells was releasedin 1973 and has sold more than 16 millioncopies worldwide, going to No. 1 in virtuallyevery country where it was released.

The album helped provide RichardBranson with a foundation on which to buildhis Virgin empire. Oldfield recorded 14 albumsfor Virgin, the last coming in 1991, before the

-company was taken over by EMI earlier thisyear.

Tubular Bells II will receive its worldpremiere at Edinburgh Castle on Sept. 4, andwill be broadcast that same evening on BBC 2.Proceeds from the concert will benefit thePrince's Trusts in Scotland.

Ice -T's Body Count albumavailable soon in CanadaBody Count, the album from rock -rapper Ice -T, will finally be released in Canada after heannounced last week that the controversialCop Killer song will be pulled from the disc.

Warner Music Canada will be releasingthe album without Cop Killer, but the companywill still put a parental advisory sticker on thefront. Body Count has been out in the UnitedStates for three months but was withheld herebecause of possible legal problems with CopKiller. The Metro Toronto Police Associationhad also been considering a court order to banstores from selling imported copies of thealbum.

Warner spokesperson Steve Waxmanexpects Body Count to be released in Canadawithin the next couple of weeks.

It's an album, it's a play, it's Book Of RejectionThe Leslie Spit Treeo came almost out ofnowhere, it seems, to win the 1991 Juno formost promising group and sell 35,000 copiesof their debut Capitol album, Don't Cry TooHard. Now, they're set to release theirsophomore effort, Book Of Rejection.

But before the core trio (Laura Hubert,Pat Langner and Jack Nicholsen) even startedtheir band by busking on street corners, theyworked together in a small Toronto theatrecompany. Recently, along with the AugustaCompany theatre group, they combined theirmusical and theatrical experience in a playthey also titled Book Of Rejection.

Madonna tops again! Madonna's This UsedTo Be My Playground hits No. 1 on the HitTracks chart. Playground was led by LG73Vancouver, CFTR Toronto, and CHYMKitchener, who all report it at No. 1 on theircharts. It becomes Madonna's 13th No. 1song. Only The Beatles have had more. Shemay not hold the position for long however.Elton John's The One is gaining quickly andmay take over the top as soon as next week.

Ladies first. Gordon, the debut album fromBarenaked Ladies, makes an amazing entryon the Albums chart. It bows at No. 2 andappears ready to make it all the way to the topnext week. Only one other album in the last 10years has debuted that high. Name it. Hint: itwas an album by Whitney Houston, BruceSpringsteen, USA For Africa or U2.

Three others enter high ... After BarenakedLadies, there are three other albums enteringin the Top 50. Morrissey breaks in at No. 40with Your Arsenal, the Singles soundtrack atNo. 47 and The Rankin Family's Fare TheeWell Love at No. 48.

Billy Ray Who? We may be on the verge ofanother country invasion. Billy Ray Cyrus hitthe top of the Country chart with Achy BreakyHeart, which also cracked the Top 5 of the HitTracks chart. This week Rodney Crowell'sWhat Kind Of Love bullets to No. 15 on theCountry chart and also climbs 29 spots on theHit Tracks chart to No. 49.

Hoping for better . . . Sass Jordan has thetop add on the Hit Tracks chart this week. YouDon't Have To Remind Me enters at No. 73.Bruce Springsteen's Leap Of Faith debuts atNo. 82. He will be hoping Leap does betterthan his last release. 57 Channels (And Nothin'On) only went as high as No. 25.

Multiple choice? The only other album inthe last ten years to debut at No. 2 was WhitneyHouston's Whitney album. It debuted behindU2' s The Joshua Tree and went to No. 1 in itsfourth week.

and wanted to work with them for a couple ofyears, but the two groups were never able tosynchronize their schedules. The Augustanswere all working on projects and the Treeowere busy recording their album. It wasn'tuntil late spring that they were finally able toget together and start working on theproduction.

The play revolves around theinevitable conflicts which arise when businessand art come together. More specifically, it'sabout the recording of one song, Book OfRejection, from two different perspectives:the band's, and their record company's.

Hubert kept a diary of the recordmaking process to serve as background, andthe Augustans videotaped interviews with boththe band's manager and key Capitol people,giving the play a documentary feel.

"We started bringing them to thestudio with a video camera, and they came to

our lawyer's office," Langner says. "Theyphoned us when we were down in Memphis(mixing the album). We kept in touch duringthe whole time."

The band basically remains itself inthe play while the Augustans, who had a lotmore artistic licence, portray the heads of afictitious record company. "Joe Hardy (whoengineered the new album in Memphis) cameand saw the show and he couldn't believe howbang on they were in terms of their portrayal,"Langner says, while eagerly slurping down abowl of garlic soup in a small café around thecorner from Toronto's Buddies in Bad TimesTheatre.

The sarcastic comedy attracted a lotof people from the local music scene and,because a lot of the dialogue and gags were soaccurate, some of the play may have been loston those from outside the industry. But on thenight I attended, eight Capitol Canadaemployees, including president DeaneCameron, were also there. They seemed to besmiling, nodding and chuckling throughoutthe show, and then gave the band the thumbs -up afterwards.

"We're not trying to slam them,"Hubert emphasizes.

The Treeo hopes the play might openup a new avenue of dialogue between themand Capitol and enable the company to bettersee things from their perspective. "It seemsour job now is educating the people around usto chill out a little bit and believe in it and trustin it and not be so scared of what the markethas dictated in the past," Langner says.

"The more successful you become,the more people are added on to the team.(But) it's pretty clear when it does worktogether. Sometimes they'll say somethingthat we think seems totally outrageous, but astime goes on it makes more sense."

An example of this is the album'srelease date. It's been done since April andLangner says the band has been "dying to getthis thing out," but he appreciates Capitolholding it back until late August when theycan commit more time and money to it as apriority release.

A similar scenario developed in thechoosing of the first single from the album.Capitol picked the ballad In Your Eyes to shipto radio on Aug. 6 ahead of the rest of thealbum. "It wasn't our first choice," Langnersays of the selection, "but we decided thatthey were so into it that we wouldn't put upany kind of fight."

Since Book Of Rejection is harderthan Don't Cry Too Hard in a lot of ways,choosing In Your Eyes (which features RandyBachman on guitar) may be a clever way ofthrowing the public a curve. Remember, thisband was heavily influenced by the spirit ofpunk and their music refuses to be pigeonholed."We would have rather come out with a rocker,but in some ways it's more rebellious for us toput out a ballad," Langner says in a recentphone conversation.

Because of their acting backgrounds,the Treeo would like to have more input intothe making of their videos. For In Your Eyesthey were allowed to come up with the video'sconcept and location of the shoot. The video,which has already been picked up byMuchMusic, was shot around Ancaster, Ont.and was directed by Juno award winner PhillipKates.

The Treeo also want to incorporatemore theatre into their live shows. To launchthe album at the end of the month they plan onstaging Book Of Rejection, with additionalsongs thrown in, at Toronto's Theatre PasseMuraille. And, if the band ever becomesfinancially successful enough, their dream isto take a small theatrical show on the road withthem.

"It's just a seed," Hubert says of (theplay) Book Of Rejection. "This could growinto a monster of a show."

The Leslie Spit Treeo's new albumwill be released by Capitol on Aug. 28.

Winnipeg radio launched many careers - by Warren Cosford

And the hits just keep on comin'I got to thinking about the '60s in Winnipegrecently, because I was in Vancouver.

There may not have been a Canadianmusic industry until Cancon in the '70s, butthere was a Winnipeg music industry in the'60s. Well, OK, maybe industry isn't the rightword. But there was a lot going on. I know nowthat there were over 300 Winnipeg bandsbetween 1960 and 1969 because John Einarsonwrote about them a few years ago in hisexcellent book Shakin' All Over - TheWinnipeg Sixties Rock Scene.

When I grew up in Winnipeg in the '60sthough, all I knew for sure was that just aboutall of us were in a band. In retrospect, itprobably happened because: 1) Winnipeg hadover 30 community clubs, each of which heldat least one dance a week; 2) The dances wereoften hosted by a DJ from one of the two Top40 stations, CKY and CKRC; 3) There wasnothing else to do.

The bands I were in were not very good.DJs didn't adopt us. But we were as busy as wewanted to be.

Aside from an association with the radiostations, there were two otherprizes that couldbe had. You could make a record. Usually itwas produced at a radio station. For a time,CKRC's Harry Taylor was Winnipeg's PhilSpector. You could also open for one of thevisiting name brand bands. Often the Winnipegband got the warmest reception.

Perhaps the most popular Winnipeg bandof the era was Al and The Silvertones. Besidesbeing good musicians, they had great originalmaterial. It wasn't until years later that Ifigured out why. Someone in the band wasgetting pre -invasion records from Englandthat hadn't been released in Canada.Consequently, Al and The Silvertones hadmonster Winnipeg hits such as Shakin' AllOver (Johnny Kidd and The Pirates), andTribute to Buddy Holly (Mike Berry). Andbecause they were so popular at the Winnipegcommunity clubs, the band could afford torecord at a music studio in Minneapolis. Theirmanager, Bob Burns, had a lot of clout as thehost of a local TV dance party show.

Al and The Silvertones, of course, laterbecame The Guess Who, after they were ChadAllen and The Reflections/Expressions.

The Winnipeg music industry produceda lot of talent. Best known outside of Winnipegwere Burton Cummings from The Devrons,Neil Young from The Squires, and BTO'sFreddy Turner (who played in one of mybands for about 30 seconds). But the artisticcommunity of the '60s in Winnipeg producedmore than rock n' roll. The Royal WinnipegBallet gained an international reputation underArnold Spohr, and the Manitoba Theatre Centreand Rainbow Stage were the launching padsfor Gordon Pinsent and Broadway star LenCariou.

Winnipeg radio of the '60s waswonderful. Nine to midnight at CKY was J.Robert Wood, Canada's most influentialprogrammer of the '70s; afternoon drive wasJim Hilliard, who later programmed the

Fairbank chain in the U.S.; weekender MeryClark who, as Chuck McCoy, programmed theMoffat chain; music librarian George Johns(who also played in a band called The Jury)later became one of the first radio consultantsin the U.S.; TSN's John Wells grew up on hisfather's morning show at 'KY; and from 6 to9 p.m., Chuck Dann, who is now the voice ofCBS -TV.

Over at CJOB, 9 to midnight announcerRon Morey became a millionaire readingcommercials in New York. Copywriter BillMcDonald did the same as Chuck Blore'swriting partner in Los Angeles. And anotherCJOB copywriter, Pat Withrow, is a best sellingauthor (The Jacamar Nest, HummingbirdSoup), TV producer (Witness To Yesterday),and the creator of the legendary Pizza Pizzajingle.

Winnipeg in the '60s was probably muchlike Motown and CKLW in Detroit, the ChessBrothers and WLS in Chicago, AmericanBandstand and Gamble/Huff in Philadelphia,the Brill Building and WABC in New York, orLiverpool in England. Not all the talent wasfrom the city, but those few who weren't weredrawn to it by the energy.

In Winnipeg's case, it was a magicalmoment in time that was not artificiallypropped up by money and regulation. It just

Appointments at Broadcast News. Wayne.Waldroff, general manager of B roadcast News,reports new roles for Michelle Poulin andJerry Fairbridge. Poulin joined BN Toronto asan executive assistant in 1988 and has beenacting business manager since last December.Fairbridge, a BN general executive in westernCanada since 1979, is moving east to Torontoto become manager of national sales andmarketing. He has worked for BN for 19 yearsin Toronto, Vancouver and Edmonton, andwas on the editorial staff until moving toadminstration in 1979.

C -FAX went the extra distance when newsdirector Alan Perry rushed to the scene of anarmed standoff in a residential area neardowntown Victoria. Police had evacuated alarge area around a house where a man armedwith explosives was holed up. Perry and fellowC -FAX reporter Kathleen Brandsma

was. And, despite having lived in Toronto,New York and Los Angeles, I haven't felt itsspirit since, until just recently.

It was Music West in Vancouver, with anattendance of 16,259, of which 486 of themwere performing. And while not all the bandswere local, most of them were. The range ofstyles was really quite incredible. From a bandthat played Ventures songs as if arranged byJohnny Rotten, to country to Celtic rock.Much of it could be heard in the same club onthe same night. And there are a lot of clubs toplay in, although if I heard one complaint allweekend, it was that there still are not enough.

In fact, many of the players I spoke toaugmented their incomes by playing in thestreets. Apparently, it's often where new bandmembers are found. Surprisingly, few of thepeople I met seemed obsessed with signingthe big record deal, but almost all of them hadmade a record on labels I'd never heard of.Because they were playing in bars, the bandsare older than we were, so it's likely thatthere's a teen band scene that I missed. Butwhat I did experience was a revelation.

Vancouver music has a spirit and senseof community that took me on a journey backin time. And I suspect that, like Winnipeg, itwill produce some personalities that will makea difference. For the moment though, I didn'tsense that anyone seemed to care. They werehaving fun with music. And, for the first timein a long time, so was I. Thank you Vancouver.

Hethen drove the people to the hotel in his C -FAX news cruiser. Said Victoria City PoliceDetective Inspector Fred Mills, "Kathleen andAlan went beyond simply reporting theincident and, in true community spirit,recognized the needs of those affected." It might take a few listensto grow on you, but once it does . .. lookout. This band has been called the best inCanada by some, and I'm not about tomake a case against that claim. After all,It's not their fault they don't get muchairplay or sell albums by the tonne. All fourmembers (Dave Bidini, Martin Tielli, TimVesely, Dave Clark) write, sing and play,though Tielll seems to have stepped moreinto the forefront with his odd Neil Young -like vocals and lead guitar licks. Thediversity of the group's talent is bestexemplified on two tracks: Rock DeathAmerica and Legal Age Life At VarietyStore. The former is ascorching hard rockln'call to arms for Canadian bands, while thelatter is a folky, hand -clapping, sing -alongnumber. Among the many other highlightsof this 17 -track album are: Self Serve GasStation; Rain, Rain, Raln; Queer; King OfThe Past; What's Going On Around Here?;Guns; Soul Glue; Beerbash; and Who. TheRheostatics' renown among Torontomusicians has landed guest appearancesby Rush drummer Neil Pearl, pedal steelguitarist Lewis Melville, violinist Dave Allenof The High Lonesome Players, ChrisBrown and Gene Hardy of the BourbonTabernacle Choir, Tennis Slimmon of theBird Sisters, guitarist Tim Mech of TheBookmen, Richard Burgman of PartsUnknown, and The Barenaked Ladies.Michael Phillip-Wojewoda, the most prolificproducer this side of B -movie king RogerCorman, handled production. There aren'tany bands that are more proudly Canadianthan the Rheostatics, but Whale Music isnow even attracting attention from labelheavyweights south of the border. - SM

Cowboy Beat, written by DavidBellamy and John Boland, and taken as thefirst single, has made powerful gains up theU.S. charts, but has yet to click in here.There's a lot of country panache displayedhere, which is mindful of the time when TheBellamy Brothers was a big name in country.The traditional spark and the smooth vocaldelivery should bring them back into thewinners circle. Also key are the DavidBellamy pennings of She's Gone With TheWind, Old Hippie and, from Larry Williams,Let Your Love Flow. - WG

MORRISSEY - Pop/RockYour ArsenalSire/Reprise - CD 26994-PSure, Morrissey can be a preening whiner.But he's also capable of writing some ofthe cleverest lyrics to have come out ofEngland In the past decade. And, on YourArsenal, the poetic verses are backed upwith the heaviest music ever to grace aSmiths or solo Morrissey album. The toughsound Is compliments of guitarists BozBoorer and Alain Whyte, with a nod alsogoing to producer Mick Ronson, who wasfamous for his slashing lead guitar workwith David Bowie and Ian Hunter. The firstsingle, We Hate It When Our FriendsBecome Successful, is gaining some 'newmusic' radio play but, as usual, it wit beMorrissey's devoted fan base at the retaillevel that will make this album. You're TheOne For Me, Fatty is a potential secondsingle and You're Gonna Need SomeoneOn Your Side, Glamorous Glue, TheNational Front Disco, and Certain PeopleI Know are also stand -outs. - SM

JOAN ARMATRADING - Pop/RockSquare The CircleA&M - 75027 6388 2-0During her 15 -album career Armatradinghas built up a devoted audience andmanaged to sell more than 10 million albumsworldwide without ever becoming a bigname star. This solid album certainly won'tlose her any fans but it probably won't gainher a much wider audience either. All thesongs on the album were written, arrangedand produced by Armatrading. And thedistinctive guitar playing and original vocalstyle which are hallmarks of her sound arestill evident. She even turns in some niftymandolin picking on Wrapped Around Her.Weak Woman and If Women Ruled TheWorld are both strong tracks. The keyboardsolos by Simon Clark on Crazy and RichardCottle on Can I Get Next To You are alsohighlights. - SM

BALLOONGravityRCA - 07863 66034-2-NThis is a perplexing debut album. It's quirkypop/rock is often quite enjoyable, but it's

hard to peg down. The core members ofBalloon are songwriter/singer Ian Bickertonand "anything with strings attached" player,David Sheppard. Bickerton's vocals are athing of wonder. He'll sound like youraverage rock singer on one song and on thenext he's got a voice that's a crosssomewhere between Feargal Sharkey andTiny Tim. As scary as that might sound, itactually works. Transfixion is a classicacoustic pop song while Why Did It Take SoLong, the shimmering Now That The Thrill'sGone, and Wedding Train are all good betsfor programmers looking for something justa bit different. Canada's own SarahMcLachlan adds some background vocalson Tightrope Walker. - SM

THE CHILLSSoft BombSlash/Reprise - 9 26787-2-PNew Zealand's Want) Philipps has beenthe leader of the Chills for 12 years, thoughthe band's line-up has gone through amyriad of changes in that time. On SoftBomb, Phillips has delivered a direct hit. Ina perfect world it would explode all over thepop charts. But this isn't a perfect world andPhillips explores that concept throughoutthe 17 tracks. The first single, The MaleMonster From The Id, is perfectly pleasantpop with clever lyrics about the inherentbrutishness that lurks in all men. GuestChill Peter Holsapple adds a small countryelement to the bouncy Ocean Ocean. Thetitle track Is Philipps' jangle guitardeclaration that he's going to buck trendsand keep on making the intelligent popmusic he's always made. Others that havelikewise gone against the grain (Syd Barrett,Nick Drake, Brian Wilson, Scott Walker)are paid tribute in Song For Randy NewmanEtc. Van Dyke Parks wrote the stringarrangement on the slow, brooding WaterWolves. Double Summer reminds me ofmid -'60s Hollies, while Strange Case, SoLong, and Sleeping Giants are also gems.In addition to entertaining, the album alsoeducates by including information fromGreenpeace on nuclear disarmament andthe environment in the liner notes. This isan album with at least half -a -dozen songsthat would fit well on radio and one whichcould also succeed at retail if given theproper push. -SM

VARIOUS ARTISTS - TechnoToo TechnocalSPG Music - SPG 1202Yet another in the seemingly now endlessstream of tech no compilations to come outthis year. But this is one with a slightdifference; it was selected and compiled byformer Torontonian Michael Stein forEtobicoke, Ontario's SPG Music Ltd. Thecompany licensed all 14 songs from Europe,where techno has taken over in a big way.My favourite, and one that is doing well onAmerican trade charts, Is "0 Fortuna," whichmixes opera with a pulsating techno beat.

SPG had a popular seller earlier this yearwith their Hardest Hits compilation, and thisone is also starting to show some retailaction with techno fans. If you can keepdancing throughout the 80 minutes of highenergy music on this disc, take a tab (oops,I mean a bow) - SM

KINGMAKEREat Yourself WholeChrysalis - F2 21878-FThis young band from Hull, England hasmade a significant mark in their homelandin the past 18 months and this albumillustrates their potential to become leadersof the alternative rock scene. Vocalist/guitarist Loz Hardy's lyrics deal with a rangeof subjects and are delivered with anarrogance and anger exhibited by theirfriends, The Wonderstuff, in their earlierwork. Myles Howell on bass and JohnAndrew on drums provide the driving rhythmbehind 21 -year -old Hardy's aggressiveguitar work. Kingmaker has made it to theTop 30 in the United Kingdom and a songlike Really Scrape The Sky should do thesame for them here. But I doubt It will. Thetitle track, Lady Shakespeare's Bomb, andLoveless/Defamed are three more powerfulnumbers. SM

Producer John Switzer alsocontributes percussion and backing vocals.The top songs Include Colder Than You, InThe Meantime, The Living Room, NakedRain, and (Don't Let It) Slide . - SM

THE STOATERS - Roots/RockIndependentThis five -piece Vancouver band's soundcould be compared to The Waterboys, butwithout the accents. Celtic -Influencedmusic with an obvious rock edge is theirspecialty. Although the six original songson this tape are all enjoyable, they don't dothe band justice after seeing their energeticlive show. Among the six, the rollicking LikeA Rock and the instrumental Col. Mung'sRevenge stand out. Doug Scmidt'saccordion playing is excellent throughoutthis package. The Stoaters have appearedon the weekly CBC video show, CountryBeat, and they certainly are worthy ofnational attention. - SM

P.J.Jackson makes his debut with a self -titled album produced by Tom Lavin andreleased on the Stony Plain label. The album,which was partially funded by FACTOR, wasrecorded at Lavin's Blue Wave Studios inVancouver. Initial single, Walkin' In A HardRain, is included on Warner CD comp 135,and it is now beginning to pick up an impressivepattern of playlists. Jackson, the youngest ofseven children, was born on the south shore ofNova Scotia in 1956. Over the years he hasexperienced his fill of hardships, working infactories, sawmills and on construction sites.After a stint in the Canadian Armed Forces, heworked as a logger in Northern Ontario andeventually moved to B.C. where he ended updriving a truck, which he still does, for aliving. He put many of his experiences to songand, for the past three years, has became apopular performer on the bar circuit. At thefirst meeting in Lavin's office, the connectionwas almost immediate. Lavin set up a sessionwith some of the west coast's top pickers andbackground vocalists, including: bassist DougEdwards; drummer Dave Pickell; BrianRussell, Lavin and Doug Edwards on guitars;Hal Rugg on pedal steel; Rob Hajacos onfiddle; mouth harpist Mike Douchette; Toby

TheSalmon Arm, B.C. native will return toNashville in the fall to record several moretracks and to shoot a video.

Stella Parton signs with Silver City, alabel based in Mountain Home, Pa. This is thesame label that releases product by SylviaTyson and is distributed in Canada by SonyMusic. Singer/songwriter Parton signed anartist/production agreement with the label andwill record all original material when she goesinto the studio in the fall. Also new to the labelis Razzy Bailey, who's debut is titled FeelLike Jesse James.

Toronto's Edgewater Tavern has expandedits former draught room to accommodate morethan 400 country fans and is now a full-fledged nightclub. Several of Toronto's toppickers, including Roy Penney, Gene Taylorand Wayne King, have been recruited as thehouse band, collectively known as The LazyCowboys. The big nights will be Thursdaythrough Saturday. Signing in for the first week(Aug. 6) were The Lazy Cowboys featuringRoy Penney and Mean Steve Piano.
