SUBJECT: MITTAGONG LIBRARY ROOF RESTORATION UPGRADE

The purpose of this circular is to inform the Councillors that the Mittagong Branch Library will be closed for planned roof restoration upgrades from 2 September 2019 for approximately four weeks subject to weather conditions. The Mittagong Library is an important informational, educational, social and cultural institution that is located within a historically significant heritage listed sandstone building. Wingecarribee Shire Council as part of the 2019-2020 Investing in our Future Special Rate Variation program will be continuing with its plans to upgrade the Mittagong Library facility in September 2019. This follows on from the successful Mittagong Library Energy Efficiency Upgrade (MLEEU) project in May 2019 which involved the installation of a new air conditioning system, new LED lighting, a new building insulation envelope and the creation of a new community study area. The Mittagong Library Roof Restoration Upgrade will concentrate on external improvements to the building including the removal and installation of a new roof. This work includes the removal and replacement of the galvanised roof sheets, ridge capping, flashing, gutters and downpipes, timber batons and spotlight fittings. The interior painting will be completed in this upgrade and will add to the buildings charm while increasing the effectiveness of the new lighting system. The external painting of the facility will coincide with the completion of the Roof Restoration Upgrade The Wingecarribee Mobile Library will be providing a library service from this site every Wednesday and Friday from 10am to 4.30pm. This service will allow residents and customers to renew and return items, pick up reservations, select and borrow material and to request information from library staff. The popular storytime program will be held each Thursday from 11am at the Girl Guides Hall, which is adjacent to the Mittagong Library, at 10 Albert Street in Mittagong. SUBJECT: PUBLIC EXHIBITION OF ALTERNATIVES TO EUTHANASIA POLICY

Council recently reviewed the Alternatives to Euthanasia Policy which had been adopted in 2015. The review was undertaken to ensure relevance, operability and statutory compliance. The purpose of this Weekly Circular is to inform Councillors of a development application which seeks consent for a Change of Use - Medical Health Facility at 6 MONA ROAD BOWRAL. Site Description The site is known as Lot 11 DP 785793, being 6 MONA ROAD BOWRAL (Attachment 1). The subject site is occupied by two buildings and the building subject to proposal is sited at the rear of the site. Proposed Development On 27 June 2019, 19/1811 was lodged with Council seeking consent for a Change of Use - Medical Health Facility. Elevations and site plan of the proposal can be found at Attachment 2. Permissibility The site is zoned R3 Medium Density Residential under the Wingecarribee Local Environmental Plan 2010 and in this zone, a Medical Health Facility is permissible with development consent. Assessment Timeline The application has been notified to adjoining and adjacent landowners with the notification period concluding on 23/07/2019. At the time of drafting, no submissions from the public had been received. The application shall be determined under delegated authority, unless it is requested by a Councillor that the application be determined by full Council. The purpose of this Weekly Circular is to inform Councillors of a development application which seeks consent for subdivision of land to create two lots at 278 GOLDEN VALE ROAD SUTTON FOREST. Site Description The site is known as Lot 1 DP 1118652, being 278 GOLDEN VALE ROAD SUTTON FOREST (Attachment 1). It is a developed 87.77ha rural lot on the northeastern side of Golden Vale Road in the locality of Sutton Forest, around 3km northwest of Sutton Forest village and around 6km west of Moss Vale. The land is accessible by vehicle from Golden Vale Road. The land has undulating topography, generally falling from south to north towards the adjoining Medway Rivulet. It is occupied by the “Golden Vale” homestead complex, which is subject to listing on the NSW State Heritage Register, along with agricultural improvements such as farm fencing, dams and internal access roads. Vegetation on the land mainly comprises grazing pastures, as well as scattered mature native and exotic tree species. The property is currently owned by the National Trust NSW. Surrounding properties appear to be mainly used for agricultural purposes, with scattered residential accommodation developments. Proposed Development On 18 July 2019, 20/0074 was lodged with Council seeking consent to subdivide the subject land to create two lots. Attachment 2 illustrates the proposed development. Permissibility Under Wingecarribee Local Environmental Plan 2010 (the LEP), the land is in Zone E3 Environmental Management, and the minimum size shown on the Lot Size Map in relation to the land is 40ha. Clause 4.1 (3) of the LEP therefore effectively specifies the size of any lot resulting from a subdivision of the land is not to be less than 40ha. The proposed subdivision will create one lot of approximately 36ha, and therefore does not satisfy clause 4.1 (3). However, pursuant to clause 4.6 of the LEP, the application is accompanied by a written request seeking to justify contravention of the development standard specified by clause 4.1 (3).

Assessment Timeline Council has advertised the application and notified it to surrounding land owners and occupants, and a notice of the proposed development has been displayed on the land, inviting submissions between 30 July and 29 August 2019. The application has been externally referred to the Heritage Council of NSW, and Council is awaiting advice in response. The application shall be determined under delegated authority, unless it is requested by a Councillor that the application be determined by full Council.
