The fact-sheet entitled ‘Ínformation at a Glance’ has been prepared forthe benefit of the Members of the Rajya Sabha especially newly elected Members.It contains important information about the Rajya Sabha. We hope that theMembers will find the fact-sheet useful and interesting.

INFORMATION AT A GLANCE

(233 elected; 12 Nominated)
* 233 Member of the Rajya Sabha are elected by theelected Members of the Assemblies of States inaccordance with the system of proportionalrepresentation by means of the single transferablevote. Representatives of the National CapitalTerritory of Delhi and Union Territory ofPuducherry are elected by the elected Members ofthe Assemblies of those territories.
* 12 Members who have special knowledge orpractical experience in respect of such matters asliterature, science, art and social service arenominated by the President of India.
Term of a Member: Rajya Sabha is not subject to dissolution. One-third ofits Member, however, retire every second year. The termof a Member is 6 years.
Importantfunctionaries: i. The Chairman: Shri Mohammad Hamid Ansari. The
Vice-President of India, who is elected by Membersof the both Houses of Parliament, is ex officioChairman of the Rajya Sabha.

Special powers ofRajya Sabha: i. To empower Parliament to make laws in
respect of any matter enumerated in the State Listin the national interest by adopting a resolution tothis effect (Article 249).
ii. Creation of All India Services (Article 312).
iii. Rajya Sabha approves the Proclamations (issuedunder Article 352 or Article 356 or Article 360) ifthe Lok Sabha stands dissolved or the dissolutionof the Lok Sabha takes place within the periodallowed for the approval of the Proclamation.
Legislative relations between the Houses : No Bill becomes a law without the concurrence of the
Rajya Sabha. In legislative matters, the Rajya Sabha

enjoys equal powers with that of the Lok Sabha, exceptin the case of Money Bills.
In the case of Bills (other than Money Bills and theConstitution Amendment Bills) a disagreement betweenthe two Houses may arise when—
i. a Bill passed by one House is rejected by the otherHouse; or
ii. the Houses have finally disagreed as to theamendments to be in the Bill; or
iii. more than six months lapse from the date of thereception of the Bill by the other House withoutthe Bill being passed by it.
The President may convene a joint sitting of the Housesfor the purpose of deliberating and voting on the Bill.In the case of Money Bills, there is no question of adeadlock as the Rajya Sabha has a limited say in suchmatters. Both the Houses possess equal powers withregard to a Constitutional Amendment Bill. AConstitutional Amendment Bill is passed by each Houseof Parliament separately by a majority of the totalmembership of the House and a majority of not lessthan two-third of the Members of that House presentand voting. There is no provision for a joint sitting withregard to a Constitution Amendment Bill, if a deadlockwere to arise between the two Houses.
Salary andAllowances ofMembers: Salary—Rs. 50,000/- p.m.
Constituency Allowance—Rs. 45,000/- p.m.Office Expenses Allowance—Rs. 45,000/- p.m.Daily Allowances—Rs. 2,000/- per day during sessionsand Committee meetings. Also other facilities like freerailway and air journeys, telephone, accommodation,water, electricity, medical treatment etc.
