ARC 2018 Future Fellowships – University of Melbourne APPLICANT GUIDE

This Guide has been produced by Research, Innovation and Commercialisation (RIC) to assist University of Melbourne ARC Future Fellowship applicants to prepare eligible and complete proposals. Individual circumstances/scenarios differ which may impact on an application’s eligibility. It is recommended that applicants read the 2018 ARC Future Fellowships Funding Rules, Major Changes Summary, Instructions to Applicants and Cross Scheme Eligibility FAQs.

Advice in this document may be subject to change following clarification and updates from the ARC (see version date in footer below). The ultimate responsibility for eligibility and completeness rests with the applicant.

Updates received by RIC during the grant round will be emailed to applicants who have registered a Notice of Intent and, if appropriate, posted on the Future Fellowships website: http://research.unimelb.edu.au/work-with-us/funding/arc/future-fellowships.

Submission Policy - UoM Requirement

RIC has a Major ARC/NHMRC Grant Round Submission Policy. Please review the full policy prior to submitting your application.

‘Review ready’ applications submitted to RIC via [email protected] by 5pm Wednesday 1 November 2017 will be reviewed by two RIC staff and a single feedback document will be emailed to the applicant.

All final, complete applications must be submitted:1. By email as a PDF attachment to [email protected]. In RMS, with a status of ‘submitted to research office’by 5pm Thursday 16 November 2017. Applications received after this time will not be able to be certified or submitted to the ARC.

Authority to Submit Form - UoM and ARC Requirement

Eligibility: The ARC requires the Administering Organisation to obtain written evidence from named participants before certification and submission of a FT application.

The UoM Authority to Submit Form is a standard way of collecting written evidence for applications where UoM is the Administering Organisation. The applicant, Head of Department/School and, if applicable, a representative from the Host Organisation must sign this form.

FT applications cannot be submitted to the ARC unless a complete Authority to Submit Form is provided to RIC.

Authority to Submit Forms must be finalised and provided to RIC by 5pm Thursday 16 November 2017 at the latest.Strategic Alignment Statement Coversheet (Formerly Strategic Statement)

Eligibility: The Administering Organisation must provide a Strategic Alignment Statement within the proposal (section C3). The Statement must be signed by the Deputy Vice-Chancellor (DVCR).

Applicants should prepare their Statement in consultation with their Department/School/Faculty. Please refer to the Strategic Alignment Statement Guide and Template Letterhead for further details on completing section C3.

The Head of Department/School must sign the Strategic Alignment Statement Coversheet to certify that they approve the content of the Statement, before it comes to RIC. The coversheet can be downloaded from http://research.unimelb.edu.au/work-with-us/funding/arc/future-fellowships.

Formatting

Ensure that the proposal adheres to the ARC’s formatting requirements (FT Instructions, p. 44). This includes a minimum of 12pt Times New Roman equivalent font and at least 0.5cm margins for uploaded PDFs.

PART A: ADMINISTRATIVE SUMMARYA1 Proposal Working Title

The title should be readily understood by a lay person and be in plain English. Avoid using acronyms, quotation marks and all upper-case characters.

Eligibility: Maximum 75 characters (approx. 10 words).This title can differ from the Project Title in C1.

A2 Person Participant SummaryWhen adding the Future Fellowship Candidate to this Proposal:

Select ‘Future Fellowship’ and enter the Future Fellowship candidate’s RMS email address, then click on ‘Add’. (If the Future Fellowship candidate is not the initiator of the proposal in RMS, they will receive an automated email invitation and will be required to accept the invitation in order to participate on the proposal).

A2 will populate from the Draft Proposal Summary page and each participant’s Personal Details in RMS. The applicant must ensure the information in their RMS profile is up to date prior to commencing the

application in RMS. The applicant must ensure they meet the maximum grant limit/cross-scheme eligibility requirements

(ARC Future Fellowships Rules section A6.2).

Eligibility: Check that an appropriate Future Fellowship level has been selected as per C8.1 of the Funding rules. The Future Fellowship candidate is required to select a FT salary level corresponding to the Future Fellowship Candidate’s academic level (or equivalent) as at the closing time of submission of proposal(Unemployed, non-Australian University or International Researchers should select the FT Level based on the candidate’s most recent full time appointment.)

A3 Organisation Participant Summary Add all Organisations participating in this proposal. Select the Organisation Role (Administering

Organisation or Host Organisation) from the drop-down list. Enter the name of the Organisation in the search box and click ‘Search’. Select the relevant

organisation from the list of search results and click ‘Add’. If the applicant intends to conduct research at any organisation besides UoM, that organisation must

be listed in the proposal as a Host Organisation (ARC Future Fellowships Rules C5.2.1). However, as per C7.6 of the Funding Rules, a Future Fellow must not spend more than half of the duration of the Fellowship outside Australia or engaged in international travel, except where ARC approval has been granted.

A Host Organisation representative (the applicant’s main contact there) must sign the Authority to Submit form. Scanned signatures are permitted.

A4 Proposal Summary: The summary may be used by the ARC for public release and should be easily understood by a lay

reader. Do not use acronyms, quotation marks or all upper-case characters. Australian spelling must be used.

This summary needs to be a clear, plain English summary of the purpose/aims and expected outcomes of the project. Applicants need to explain the benefits that will arise for the Australian community (scholarly/public/commercial). Maximum 750 characters (~100 words) limit.

DO not use first person language. Use aspirational terms such as ‘The project aims to …’ rather than ‘I will’, ‘We will’ or ‘They will’.

Selection Criteria: Applicants are no longer required to identify keywords within the proposal. Instead RMS allows keywords to be identified by taking into account a number of other fields (Proposal Title, Impact Statement, Proposal Summary and FoR and SEO Codes) within the proposal to match with the expertise of assessors.

A5 Impact StatementProvide a statement of how the proposal addresses the objectives (ARC Future Fellowships rules C4.1) to:a. ensure that outstanding mid-career researchers are recruited and retained, by Administering Organisations in continuing academic positions;b. build collaboration across industry and/or research organisations and/or disciplines;c. support research in Science and Research Priorities that will result in economic, environmental, social and/or cultural benefits for Australia; andd. strengthen Australia’s research capacity by supporting innovative internationally competitive research.

Your statement should outline the intended path to impact of the proposed research and include both ‘Outcomes’ and ‘Benefits’.

Tip: The ARC has developed a Research Impact Pathway Table which provides high level examples on the research pipeline, and indicates where such examples would normally sit on the pathway to Impact.

Maximum 750 characters (~100 words) limit.

PART B: CLASSIFICATIONS AND OTHER STATISTICAL INFORMATIONB1 Science and Research Priorities:

This is a ‘Yes’ or ‘No’ question. Select your response from the drop-down box. If you select ‘Yes’, you will need to indicate which of the Science and Research Priorities this Proposal

falls within. You will be required to select a Science and Research Priority Area from the drop-down list. You will

then need to select one or more Practical Research Challenges from the drop-down list. Click ‘Add’. To select multiple Practical Research Challenges you will need to select the same Science and

Research Priority Area in a new row and select another Practical Research Challenge. Please note you will not be able to add multiple Science and Research Priority Areas.

If you select ‘No’ the Science and Research Priorities will remain greyed out.

Selection Criteria: It is not essential that the project fits into a Science and Research Priority, however it is beneficial as it can be used to assist with addressing the selection criteria: Proposed Project Quality and Innovation (35%)

B2 Field of Research (FOR) Codes: Select no more than three FOR codes per proposal. The maximum percentage can only be entered for one FOR code (e.g: 50 % cannot be entered for 2

FOR codes). Percentages should be arranged from the largest percentage to the smallest. Select ‘Add’ after each

FOR code selection; a box will then appear to enter the percentage.

Selection Criteria: FOR codes are used to choose ARC assessors so select codes carefully. Only use ‘XXXX99’ (not elsewhere classified) codes when there is no other appropriate code within the classification.

B3 Socio-Economic Codes (SEO-08) Select no more than 3 SEO-08 codes per proposal. The SEO codes indicate the sectors most likely to benefit from the project, if funded. Select no more than 3 SEOs codes. Percentages should be arranged from the largest percentage to the smallest. Percentages must add

to 100. Select ‘Add’ after each SEO-08 code selection, a box will then appear to enter the percentage.

Only use ‘XXXX99’ (not elsewhere classified) codes when there is no other appropriate code within the classification.

B4 Interdisciplinary Research This is a ‘Yes’ or ‘No’ question. If you select ‘Yes’, two additional questions will be enabled. Specify the ways in which the research is interdisciplinary by selecting one or more of the options

below. In approximately 50 words (375 characters maximum), please indicate the nature of the

interdisciplinary research involved.

B5 International Collaboration This is a ‘Yes’ or ‘No’ question. Select your response from the drop-down box. If selecting ‘Yes’ questions B6 and B7 will be enabled.

B6 Nature of Proposed International Collaboration ActivitiesFrom the drop-down list, select the type of activity you propose to do with your international collaborator(s). Click ‘Add’. You can select more than one option.

B7 Country/ies involved in International Collaboration Start typing in the country and select from the drop down list. Click ‘Add’. Australia cannot be

selected. Select countries of researchers and other parties who will collaborate on this Proposal or countries of

international Host Organisations (if applicable).Tip: If a country is selected, the nature of the collaboration should be explained in Part C (Project Description).

B8 Number of PhD, Masters, and Honours places Indicate the number of places that will be filled as a result of this project, in full-time equivalents. The numbers entered here do not need to match the number of stipends requested in your budget

table, but the role of these students should be clear in Part C. Enter ‘0’ if no places will be filled. Do not leave the fields blank.

PART C: PROJECT DESCRIPTIONC1 Project Description

Selection Criteria: Proposed Project Quality and Innovation (35%) This section must meet ARC formatting requirements (FT Instructions Appendix B - Format page 44).

Figure descriptions and text in tables should be in size 12pt Times New Roman font equivalent. Colour images may be included but are likely to be reproduced in black and white. Section C1 must be a maximum of ten A4 pages, uploaded as a PDF. C1 must be structured with headings in the following order:

Tips: Ensure a description of how the project will be carried out is included. Use a timeline to show the planned stages of the project. Examples of past successful FT applications are available at:

It is recommended that this section is reviewed by peers/mentors in your Department and Faculty.

Eligibility: A Future Fellowships Proposal and a Discovery Projects Proposal that are within the same research area/project may be submitted, provided that Proposals do not seek funding which has already been awarded by the Commonwealth for that area/project. The ARC will not duplicate funding for research already funded by the Commonwealth. The scope of the research in a Future Fellowship, given that it is a full time appointment, is expected to be wider than the research in a Discovery Project.

Project Title: This may differ from the Proposal Working Title (A1) and may exceed 10 words.

Aims and Background: Briefly outline the aims and background of the Proposal. Include information about national/international progress in the field and its relationship to this

proposal. Refer only to refereed papers (outputs) that are accessible to the national and international research

communities.

Selection Criteria: Ensure the aims are easily identifiable and are able to be understood by the reviewer. Most ARC committee members will not be experts in the particular area of research covered by the proposal.

Tip: If you are running out of room to describe the project, cuts to word and page count can be made in this section.

Future Fellowship CandidateFor Candidates applying for Future Fellowship Level 1:

Describe the Future Fellowship Candidate’s research opportunity and performance evidence (ROPE). Provide evidence that the Future Fellowship Candidate has the capacity and leadership to undertake

the proposed research Provide evidence that the Future Fellowship Candidate has a record of high quality Research Outputs

appropriate to the discipline/s Provide evidence the Future Fellowship Candidate’s research training, mentoring and supervision Provide evidence of the Future Fellowship Candidate’s national research standing.

For Candidates applying for Future Fellowship Level 2: Describe the Future Fellowship Candidate’s research opportunity and performance evidence (ROPE). Provide evidence that the Future Fellowship Candidate has the capacity and leadership to undertake

the proposed research

manage large research Projects Provide evidence that the Future Fellowship Candidate has a record of outstanding Research Outputs

appropriate to the discipline/s Provide evidence of the Future Fellowship Candidate’s international research standing. Provide evidence the Future Fellowship Candidate’s research training, mentoring and supervision Provide evidence of the Future Fellowship Candidate’s contribution to national and/or international

public policy debates and initiatives.

Selection Criteria: Future Fellowship Candidate (40%)

Proposed Project Quality and Innovation: Explain how the research addresses a significant problem. Outline the conceptual framework, design and methods and demonstrate that these are adequately

developed, well integrated and appropriate to the aims of the research activity. Explain how the aims, concepts, methods and results advance knowledge. Describe how the design and methods are appropriate for the proposed research. Describe how the proposed research may result in maximising economic environmental, social and/or

cultural benefits to Australia. This statement should align with the Impact Statement. If the research has been nominated as focussing on a topic or outcome that falls within one of the

Science and Research Priorities, explain how it addresses one or more of the associated Practical Research Challenges (as selected in question B1 of this proposal form).

Describe how the proposed Project involves interdisciplinary research, if appropriate. Describe how the proposed Project will push the boundaries of research and open up new research

opportunities. Explain how the proposed Project will contribute to public policy formulation and debate.

Selection Criteria: Proposed Project Quality and Innovation (35%)

Feasibility and Strategic Alignment: Describe the extent to which the Future Fellowship Candidate aligns with and/or complements the

core or developing research strengths and staffing profile of the Administering Organisation. Demonstrate that the necessary facilities are available to conduct the proposed research. Outline what resources will be provided by the Administering Organisation to support the Future

Fellowship Candidate during her/his Future Fellowship. At the end of the Future Fellowship, explain what capacity exists at the Administering Organisation to

transition the Candidate to a continuing position.

Selection Criteria: Feasibility and Strategic alignment (10%)

Benefit and Collaboration: Describe how the Future Fellowship Candidate will build collaborations across research organisations

and/or industry and/or with other disciplines both within Australia and internationally. Explain how the Host Organisation(s) with be utilised in the proposed Project, if relevant. Outline how the completed project will produce significant new knowledge and/or innovative

economic, commercial, environmental, social and/or cultural benefit to the Australian and international community.

Describe how the proposed research will be cost-effective and value for money.

Selection Criteria: Benefit and Collaboration (15%)

Communication of Results: Outline plans for communicating the research results to other researchers and the broader

community, including scholarly and public communications and dissemination.

Management of Data: Outline plans for the management of specimens and data produced as result of this proposed project,

including but not limited to storage, access and re-use arrangements. It is not sufficient to state that UoM has a data management policy. Instead, highlight specific plans

for the management of their research data.

Tip: When completing this section, consult the ARC Funding Agreement as well as the UoM Policy and the Doing Data Better @ Melbourne website.

References: Include a list of all references for the project proposal, including relevant references to previous work. Only references may be in size 10 point font.

Acknowledgements (if required): Acknowledge any significant contributions to this Proposal in terms of ideas and authorship, by

persons not already named in this proposal. Note that this heading does not need to be included in your Project Description if it is not required.

C2 List of the objective of your proposed Project List the objective of your proposed Project separately by clicking ‘add answer’ to add the next

objective.Maximum 500 characters (~70 words) per objective

C3 Statement by the Administering Organisation outlining Strategic AlignmentSelection Criteria: Feasibility and Strategic Alignment (10%)

The Strategic Alignment Statement must: be no more than three pages; outline the core or emerging area of research strength and describe the level of resources to be

provided to support the successful candidate (for example, include project costs, PhD students or salary top-up);

outline plans to retain the successful Future Fellow in a continuing position, subject to appropriate performance during the Fellowship;

where the Future Fellowship candidate is an existing employee of the Administering Organisation, describe how the salary that was previously provided by the Administering Organisation will be used; and; and

be signed by the Deputy Vice-Chancellor (Research), Chief Executive Officer

This strategic alignment statement needs to be drafted by the applicant in consultation with their mentor, Head of Department and Faculty, in the form of a letter from the DVC(R). Please note: some faculties/departments have their own processes for Strategic Alignment Statement development/review. Ensure you contact your appropriate faculty/department contact prior to submitting your Strategic Alignment Statement to RIC.

Eligibility: The Head of Department/School must certify the Strategic Alignment Statement before it gets submitted to RIC by no later than 10am Thursday 9th November for DVCR sign-off.

C4 Medical and Dental Research Statement Refer to the ARC’s Medical and Dental Research definitions to decide if you should complete this

question. The definition can have implications for basic research and bioengineering projects. This is a ‘Yes’ or ‘No’ question. Select your response from the drop-down box. If ‘Yes’ is selected

question C5 will be activated.

C5 Medical Research StatementIf applicable, in no more than 750 characters (~100 words), justify how this project does not constitute Medical and Dental Research. The ARC may refer to this statement when deciding on the proposals eligibility.

PART D: PERSONNEL AND RESEARCH OPPORTUNITY AND PERFORMANCE EVIDENCE (ROPE)D1 Personal Details

This section will be auto-populated from the details held in RMS for the Future Fellowship candidate. If any auto-populated information is incorrect/out of date, applicants need to amend their personnel profile in RMS.

D2 Country of ResidenceStart typing the name your country of residency and select from the drop-down list. Click on the appropriate country name and then click ‘Add’.

D3 QualificationsThis section will be auto-populated from the details held in RMS for the Future Fellowship candidate.

D4 Current and Previous Appointments This section will be auto-populated from the details held in RMS for the Future Fellow candidate.

Future Fellow candidates can select ‘Manage Employment Details’ to update this section. Applicants must provide details of academic, research, professional and industrial experience for up

to the past ten years in descending date order, beginning with your current/most recent position. If an appointment started outside the ten years, only include it if it ended after 1 January 2008.

D5 Academic Interruptions This is a ‘Yes’ or ‘No’ question. Select your response from the drop-down box. If you answer ‘Yes’ to this question you will be prompted to provide the dates and details for each

academic interruption in no more than 500 characters (approximately 75 words). Add each period of interruption separately. Click ‘Add Answer’ to include additional interruptions. Academic interruptions are significant disruptions to a participant’s opportunities for research, due to

both employment and personal reasons. They may include:o time spent employed in other sectorso relocation of a participant and her/his research laboratory or other similar circumstanceso pregnancyo major illness/injuryo carer responsibilitieso for Aboriginal and Torres Strait Islander participants, community obligations including ‘sorry

that have not been detailed elsewhere in this Proposal (e.g. any circumstances that may have slowed down your research and publications or affected the time you have had to conduct and publish your research).

Research Achievements and ContributionsProvide a statement outlining any further evidence of your achievements and significant contributions to the field. This can include:

Prizes, honours and awards Invited keynote and speaker addresses Research support income Commercial outcomes such as patents, IP licences and resulting benefits Identifiable benefits outside of academia Other professional activities Describe how your research has led to a significant change or advance of knowledge in your field, and

outline how your achievements will contribute to this Proposal.

This data is automatically populated from the participant’s RMS profile and will include any current Project which has not yet had a Final Report approved and the Project file closed by the ARC.

All Active Projects at the scheme-specific Active Project Assessment Date are taken into consideration for the purpose of determining a researcher’s eligibility to apply for new funding. An Active Project means a Project that is receiving funding according to the terms of the original Funding Agreement, or has any carryover funds approved by the ARC, or an approved variation to the Project’s end date.

Active Projects are determined based on the Project’s End Date in RMS at the time of the submission of a Proposal. This will be used to determine whether it is an Active Project for eligibility purposes.

The list of current ARC projects includes all Projects on which you are named that have not been fully financially acquitted (via an End of Year Report), and/or Projects that have not had the Final Report submitted and approved by the ARC. You must ensure a progress statement is provided in G2 with the exception of ARC Centres of Excellence, Supporting Responses to Commonwealth Science Council Priorities, Learned Academies Special Projects and Special Research Initiatives.

D17 Academic Level JustificationIf you have selected ‘Other’ in D16, or you have chosen an FT salary level in Part E which does not align with your current academic level because you have experienced significant interruptions, the current academic level chosen must be fully justified in a 1 page Letter (pdf) by the DVCR or equivalent.

Note: Significant interruptions to your academic career may be due to family responsibilities as primary care

giver and/or due to working with a relevant industry.

D18 Time commitment to your Administering Organisation Enter the percentage of time you will be committing to the Administering Organisation (the number

must be a whole number only without the percentage character). Periods of fieldwork, conference travel and collaboration at other organisations are considered

activities away from the Administering Organisation. Therefore, if someone is employed at the Administering Organisation 100% of their time, but wishes to spend four months per year working on the Fellowship overseas, they would write 66.

Eligibility: A minimum of 20% of your time must be spent at the Administering Organisation. No more than 50% of your time should be spent outside Australia.

D19 Time Commitment to Research Activities Enter the percentage of time you will be committing to the project (minimum of 80%). The number must be a whole number only without the percentage character.

Eligibility: A minimum of 80% must be spent on research activities related to the proposed Future Fellowship. The Future Fellow can spend no more than 20% of their time on activities not related to the research

activities on the proposed Future Fellowship.

D20 Current Research Fellowship or Award This includes all ARC Fellowships and Fellowships from other agencies. This is a ‘Yes’ or ‘No’ question. Select your answer from the drop-down box. If you answer ‘Yes’, click on ‘Add answer’ to enter the name of the Fellowship that you hold, the name

of the Funding Organisation, the year awarded and the expected completion date. If you hold multiple Research Fellowships you can select them by clicking again on ‘Add answer’.

Eligibility: In accordance with C7.1 of the Funding Rules, prior to the commencement of a Future Fellowship any Fellowships or the duties of any existing appointments must be relinquished. A researcher cannot concurrently hold more than one ARC Fellowship or Award, and a holder of an ARC Fellowship or Award cannot concurrently hold a Fellowship from another Commonwealth funding agency.

D21 Project Relinquishment or Proposal Withdrawal

The Discovery Programme Scheme limits are for two Projects as a CI, or one ARC Fellowship or ARC Award and one Project as a CI, as per A6.2.2 of the Funding Rules. A Future Fellowship proposal will not be ruled ineligible if at the time of application the Future Fellowship Candidate contravenes the Funding Rules, but

they will be required to nominate the Active Project/s to be relinquished. Provide Project IDs for the project(s) which you have nominated to relinquish.

PART E: PROJECT COSTE1

Check to ensure section E1 is eligible and complies with the requirements of the Funding Rules. See sections A7.2, A7.3 and C8.2 of the ARC Future Fellowships Funding Rules for a full list of supported and not supported items. The ARC will fund Personnel, Equipment, Maintenance, Travel, Field Research and Other (e.g. expert services of third party, and publication and dissemination costs).

The budget table must show an ARC column and an Admin Org column for each year. Do not include GST in your costs. The ARC will make GST adjustments to successful projects depending

on whether the funding has been provided to a government-related or non-government related entity. Host Organisation Contributions must not be added to the Budget Table. This information should go in

part H1. The maximum level of project funding other than the Future Fellowship Salary that can be requested

from the ARC is $50,000 per annum (ARC Rule C8.1.1). Travel costs are capped at $100,000 (ARC Rule C8.2.1 b) over the life of the Fellowship (Field Research

related travel is not included in this cap). Higher Degree by Research Stipend is $26,694 per annum. Do not build in indexation. This will be automatically indexed at the time of payment for each year of

the project.

Funding may NOT be requested for the following: bench fees or similar lab access fees; capital works and general infrastructure costs; salary top-ups for personnel above the salary level specified in these Funding Rules fees for international students or the HECS/HELP fees for students; costs not directly related to research or the Project, including but not limited to professional

membership fees, professional development courses, fees for patent application and maintenance, equipment for live music or drama performances, visas, relocation costs, entertainment costs, insurance and other indirect costs.

Basic facilities that MUST be provided and funded by the Administering Organisation include: access to a basic library collection; access to film or music editing facilities; accommodation (for example, laboratory and office space, suitably equipped and furnished); basic facilities including computer facilities and standard software, photocopiers, telephones, mail, fax,

email, internet standard reference materials or funds for abstracting services (refer to ARC Future Fellowships Funding Rules A7.3.2).

Tips: Make sure that all organisations participating in this Proposal have been added at Part A3 prior to

entering information in the budget table. Make sure that you request funding at the correct level as the ARC will not be able to provide

additional funds to cover a budget that has not been planned adequately.

How to create your budget table in RMS

Your budget table should include an ARC and an Admin Org cash column. Please note: The budget question defaults to a Future Fellowship Level 1 salary. Make sure you have

selected a Future Fellowship salary level corresponding to your current academic level (or equivalent) as at the closing time for submission of Proposals, as stipulated in the table set out in section C8.1.2 of the ARC Future Fellowships Funding Rules and page 27 of the FT Instructions to Applicants.

Adding Higher Degree by Research Stipends (HDRS): Stipend Budget requests are entered in the Personnel budget category by choosing from the drop-down list under ‘Add Participant type’ above the Budget table. When selecting the HDRS choose the appropriate level and commencement year from the drop-down menu. See pages 28-29 of the FT Instructions for details. Click ‘Add’ and the Higher Degree by Research Stipend will be added to the Budget Table.

Adding Additional Personnel: Please enter any additional personnel under ‘Personnel’ in the Budget Table by clicking the + and entering the description in the dialogue box. Then click ‘Ok’. You will then be able to enter the amount of funding requested.

Each budget item entered propagates to all years. In the years the item is not needed/requested, set the funding amount requested to 0. Budget items that request $0 in a particular year will not appear in your application.

Future Fellow Establishment Grants:The objectives of the Scheme are to• support successful ARC Future Fellows in establishing their research program at the University of Melbourne; and• enhance the candidate’s competitiveness when applying for the ARC Future Fellowship scheme.

Faculties may set their own objectives and priorities in determining which candidates will be nominated for Establishment Grant support. Fellows must apply to their Faculty for Establishment Grant support through whatever process (if any) is deemed appropriate by the faculty. Tips: Ensure that the Future Fellowship candidate appears in the Budget Table (the candidate’s name

should automatically appear in the Budget Table once they have been added as a participant or have accepted an invitation as per A2).

The Future Fellowship candidate must appear in the Budget Table before filling out the Budget. Refer to the FT Instructions pages 27-33 for a comprehensive guide to entering the budget in RMS.

What to enter in each budget category:Personnel:Future Fellowship Salary levels are entered by choosing from the drop-down list under ‘Renumerated Participants’ above the Budget Table. In accordance with C8.1.2of the Funding Rules, A Future Fellowship salary must be requested and will be awarded at one of three salary levels (2017$) (plus salary-related (on-cost) funding), at the academic level the corresponding to the Future Fellowship Candidate’s current academic level (or equivalent) at the closing time for submission of Proposals (for example, a researcher that is currently an Academic Level C must apply for a Future Fellowship Level 2 as shown in Table 1. below) with the exceptions in C8.1.3, C.8.1.4and C8.1.5.

The Establishment Grant amount may either be listed as a single budget line under the ‘Other’ subheading OR you can detail what you would spend the funding on under the appropriate ARC sub-heading(s).

For information on UoM salary top up figures, contact your Department/ School/ Faculty Funding requests for a Higher Degree by Research Stipend must be requested at a rate of $26,694

(2017$) per annum for students enrolled at Eligible Organisations. There is a limit of 1 HDRS request per Proposal. HDR stipends may not be requested, in whole or in part, for CIs and PIs (A7.3.1(e)).

For Research Assistant salaries please refer to the UoM Salary Scales which can found at http://research.unimelb.edu.au/work-with-us/funding/arc/future-fellowships under the ‘RIC’ heading (under Supporting Documents).

Travel: Do not group travel costs into a bulk funding amount, e.g. ‘Visit Collaborators in Europe - $6000’.

Instead, separately itemise all travel costs - flight, accommodation, and the per diem allowance. The per diem allowance should be at or below the ATO-specified amount for 2017/19: http://law.ato.gov.au/atolaw/view.htm?docid=%22TXD%2FTD201719%2FNAT%2FATO%2F00001%22 Travel destinations should be clearly marked by destination and who the travel is for, e.g. ‘Support Personnel Return airfare – Melbourne to Geneva’.

Include the length of time for each requested trip, e.g. ‘Per diem 10 days’.

Tips: The ARC is more likely to provide funding for well justified fieldwork or trips to work overseas with

collaborators than conference requests. Provide details of how the project/project outcomes will benefit from the requested travel in F1.

Hardware and software items should be included. Basic facilities, including computing resources, will not be provided by the ARC. Any request for computing (including laptops) must be highly specialised and directly related to the success of the project.

Equipment costs should be accurate and based on quotes from suppliers (excluding GST). Indicate the cost of equipment and installation.

The ARC expects the Administering Organisation to contribute funds to expensive items of equipment. For large and/or very costly items (~$150,000), it may be more appropriate to seek funding through the ARC LIEF scheme.

Maintenance: Any office consumables requested should be above and beyond that expected to be provided by the

Administering Organisation, e.g. stationery and postage for the mailing of surveys for the purposes of research.

The justification in F1 must explain that items are project specific and above the basic requirements expected to be provided by the Administering Organisation.

Field Research:Include costs for field or survey research such as airfares, accommodation and cost of living. The per diem allowance should be at or below the ATO specified amount for 2017 /19 : http://law.ato.gov.au/atolaw/view.htm?docid=%22TXD%2FTD201719%2FNAT%2FATO%2F00001%22

Tip: The ‘Other’ subheading should be used for unique aspects of the project, e.g. services such as translation services where the applicant is not hiring personnel but instead paying a fee.

Entering the Administering Organisation’s contributions: Make sure that the Administering Organisation has been entered in A3, so it will be available to be

added. Items must be first entered into the Budget Table description column, and then the cash contribution

amounts of the Administering Organisation can be entered into the cash column. The Administering Organisation budget should only include items that the Administering

Organisation wishes to report that are above and beyond the requirements of the scheme. Do not enter in-kind contributions from the Administering Organisation to the Budget Table. If applicable, any in-kind contributions from the Administering Organisation may be referred to in Part

F2 of the Proposal. There is no required minimum cash contribution from the Administering Organisation.

PART F1: BUDGET JUSTIFICATIONSF1 Maximum of four pages.

Use the same sub-headings provided in the Budget Table Part E1. Justify each item in terms of cost and need. Although the ARC suggest a Project Cost Table should be used for the budget justification the format

is not mandatory. Your budget justification may be too lengthy to fit in a table and you may choose to justify your items by using the subheading as in Part E Project Costs descriptions below. Although the budget justification should be broken down into separate headings for each year, applicants may refer back to the description in the first year of funding to avoid duplication.

ARC format is recommended if space limitation is not an issue: ARC format: A separate table is required for each year of funding.

Item Requested Cost justification

If a Candidate has chosen an FT salary level which does not align with their academic level because they have experienced significant interruptions to their academic career, due to family responsibilities as primary care giver and/or due to working with a relevant industry, they are required to upload an

academic level justification from the DVCR in D17 and also provide justification in Part F, this may refer to the justification uploaded in D17.

If requesting equipment, provide a brief description of the item, its cost and why it is required for the project. If possible, provide details of the manufacturer, supplier, cost and installation based on quotes. Do not supply the quotes.

Selection criteria: Is the budget reasonable given the methodology in Part C? Does the requested budget create confidence in the timely and successful completion of the project?

Tips: Justifications should concentrate on why things are being requested, not how the cost was calculated. Travel may be scrutinised - why is travel beneficial to your project outcomes? Justify the length of

time and the amount of people requested to travel. Why is it necessary – why can it not be done by conference/video call, email etc?

F2 Maximum of one page Use the same sub-headings provided in the Budget Table Part E1. Provide an explanation of how non-ARC contributions from The University of Melbourne will support

the project (include any Establishment Grant request). If there is no direct funding being provided by the Administering Organisation or other sources where

this could reasonably be expected, explain why no commitment has been made.

Tips: The Budget Table (E1) should just show cash contributions. F2 can explain both the cash and the in-

kind contributions. Your contribution from the University should include the equipment, facilities and other support

available to you at the University and endeavour to provide a cost in the budget pages.

PART G: RESEARCH SUPPORTG1 Research support for all participants

The Future Fellowship candidate must provide details of:i) current submitted ARC proposals (i.e for which the outcome has not yet been announced)ii) research funding requested / awarded from non-ARC sources (in Australia and overseas) for the

Attach a statement detailing the progress for each ARC Project/Award/Fellowship involving the Future Fellowship candidate under the ARC Discovery Projects, Discovery Indigenous Researchers Development, Discovery Indigenous, Discovery Early Career Researcher Award, Industrial Transformation Research Hubs, Industrial Transformation Training Centres, Linkage Projects or any ARC Fellowship or Award scheme for which the final report hasn’t yet been submitted to the ARC or has been submitted but not yet approved by the ARC as at the time of submission of this Proposal.

NOTE: You don’t need to provide statements of progress for Projects funded as part of other schemes, such as Linkage International (LX), Linkage Infrastructure, Equipment and Facilities (LIEF) or Centres of Excellence (CE).
