Mission StatementOur mission is to plan for and mitigate emergencies, prevent and suppress fires, train firefighters, paramedics, specialized rescue teams, industrial brigades, lifeguards and others. Collaborate closely and provide support to schools, workplaces, federal, state, municipal, individual and corporate governments, and upon request.

The B.C.S. Association of Veteran Volunteer Firefighters is a non profit civil association based in La Paz, Baja California Sur, Mexico, whose sole purpose is to provide a better public safety environment not only in our community but throughout the state of B.C.S..

The Association is comprised of experienced professionals including veteran firefighters, retired and active, law enforcement personnel, physicians and paramedics all from different ranks and sectors. This means that there are not only veteran firefighters with experience in community public safety, but also firefighters who specialize in aircraft firefighting, local hospital paramedics and specialized personnel certified in civil protection, emergency management, disaster preparedness, fire prevention and firefighting, to name a few, in addition to volunteers.

The Association is not a union of workers. Nor is he inclined to any political party. The Association is a registered non-profit civil association that is regulated by the Statutes of the Constitutive Law of A.C. In accordance with the Civil Code of the State of B.C.S. It gives us legal personality and allows us to enter into cooperation agreements with the authorities (firefighters, civil protection, town councils, individuals and corporations, etc.) and other local and foreign civil associations or other entities involved in education, public safety, medical services, fire prevention and suppression, fire suppression and emergencies to support society.

THE OBJECTIVEBVVBCSAC's goal is to save lives by filling gaps in government resources and actions and providing resources to save lives directly to communities in need.

BVVBCSAC's perspective is to have an integral vision that begins with planning and materializes in the operational capacity for these actions. It is therefore essential that the work be coordinated with local citizens in the affected communities, along with input from representatives of national, state and local governments, as well as local authorities.

Our work in communities enables us to improve our response capacity and provide positive participation in emergency situations.

We are currently in the process of finding resources to build two fire stations; one in San Pedro BCS and one in El Centenario, BCS. We are finalizing the acquisition of land for both locations.

We are starting a junior firefighting program this year in October. We are currently conducting the education and training of firefighters and have completed our second new recruits program, however, we are not the typical organization.

BVVBCSAC CODE OF ETHICSBackground information

The Fire Service is a noble vocation, based on mutual respect and trust between firefighters and the citizens they serve. To ensure the continued integrity of the Fire Service, the highest standards of ethical conduct must be maintained at all times.

The purpose of this Fire Code of Ethics is to establish criteria that encourage fire service personnel to promote a culture of ethical integrity and high standards of professionalism in our field. The broad scope of this Code of Ethics is intended to mitigate and deny situations that may result in embarrassment and diminished public support for what has historically been a highly respected profession.

Ethics comes from the Greek word ethos, which means character. Character is not necessarily defined by a person's behavior when conditions are optimal and life is good. It is easy to take the high road when the road is paved and there are few or no obstacles.

The character is also defined by decisions made under pressure, when no one is looking, when the road contains landmines, and the road gets dark. As members of the Fire Service, we share a responsibility to project an ethical character of professionalism, integrity, compassion, loyalty and honesty into everything we do, all the time.

We need to accept this ethical challenge and be truly willing to maintain a culture that is in line with the expectations outlined in this document. By doing so, we can create a legacy that validates and sustains the distinguished institution of the Fire Service, while at the same time ensuring that we leave the fire service in better condition than when we arrived.

CODE OF ETHICSI understand that I have a responsibility to behave in a manner that reflects appropriate ethical behavior and integrity.

I will always behave, on and off the job, in a way that reflects positively on myself, the Association and the fire service in general.

I will accept responsibility for my actions and the consequences of my actions. I will support the concept of justice and the value of diversity of thought and opinion. I will avoid situations that could negatively affect the credibility or public perception of the profession of

firefighter. I will be truthful and honest at all times and report cases of cheating or other dishonest acts that compromise

the integrity of the fire service and the Association. I will conduct my personal affairs in a manner that does not unduly influence the performance of my duties or

discredit the Association. I will be respectful and aware of the safety and well-being of each member.

I will be respectful and show respect to the members of the Association and to the leaders of the Association. I will recognize that I perform my duties in a position of public trust that requires management to make honest

and efficient use of public property resources, including uniforms, facilities, vehicles and equipment, and that these are protected from misuse and theft.

To exercise professionalism, competence, respect and loyalty in the performance of my duties and to use information, confidential or otherwise, obtained by virtue of my office only to benefit those to whom I have been entrusted with the service.

I will avoid financial investments, outside employment, outside business interests or activities that conflict with my official position in the Association or that have the potential to create the perception of impropriety.

I will never propose or accept personal rewards, special privileges, benefits, promotions, honors or gifts that may create a conflict of interest, or the appearance thereof.

I will never engage in activities involving the use or abuse of alcohol or other substances that may harm my mental state or the performance of my duties and compromise my safety.

I will never discriminate on the basis of race, religion, color, creed, age, marital status, national origin, ancestry, sex, sexual preference, medical condition or disability.

I will never harass, intimidate or threaten other members of the Association or members of the fire service or the public. I will stop or report the actions of other members who engage in such negative behaviors.

I will be responsible for the use of social networking, electronic communications or other media technology opportunities in a manner that does not discredit, dishonor or embarrass the Association, the fire service and the public. I also understand that failure to resolve or report inappropriate use of this medium amounts to condoning this behavior.

Eligibility Requirements for Active FirefightersARTICLE 11.- To belong to the Veteran Volunteer Fire Brigade, an application signed by the applicant will be formulated, endorsed by two witnesses, members of the corporation who sponsor him/her during the period of aspirancy, which will last between six months and one year.

The requirements to be met by the applicant are as follows:

a) Minimum Secondary Schoolingb) Be at least 1.65 metres tall.c) No criminal record. ( submit proof)d) To be qualified, -after testing- to perform the physical and intellectual work that this corporation requires.e) Not be under the age of 18 or over the age of 40.f) If the child is under 18 years of age, the request must be accompanied by the written permission of the parent

or guardian.g) For the founders of the Veteran Volunteer Fire Brigade, there is no requirement for age or height regulations.

But there will be a requirement to be able to read and write and not have a criminal record.h) Submit to the satisfaction of the command two letters of recommendation from known firms.i) All initial income to the corporation will be made to the voluntary regime, but upon joining it must comply with

all of its obligations.

j) Once accepted as a member of the Veteran Volunteer Firefighters Corps, they are obliged to attend the training courses, academies and theoretical and practical technical orientation that will be given to them free of charge for their preparation, so that they can perform the tasks of the service they are entrusted with as efficiently as possible.

k) He is obliged to obey and respect his superiors, always observing the highest order and discipline, as well as being obliged to maintain composure and education both inside and outside the corporation, with special emphasis on the fact that he must be strictly clean in his person and clothing, as well as in all his actions.

l) Absolutely all members of the Veteran Volunteer Fire Brigade are obliged to demonstrate impeccable honesty and correct education and discipline inside and outside the corporation, and must always safeguard the interests of society.

ARTICLE 13.- The use of the uniform is obligatory when presenting to the services that are cited, except for those that require working clothes.

ARTICLE 14.- All firefighters shall observe, as is traditional, chivalry and respect for all persons and especially for those of the female sex, inside and outside the corporation.

ARTICLE 15.- All the personnel of the Veteran Volunteer Fire Brigade are considered as lifeguards and will be officially recognized.

ARTICLE 16.- All firefighters are obliged to obey the orders given by their superiors in service, who are obliged to give them in a correct and respectful manner, with no obligation to respect orders for personal services, except in the case of a mere favor or attention they wish to obey them.

ARTICLE 17.- Every hierarchical superior has the obligation to advise, guide and prepare his subordinates in a correct and respectful manner, whether in the personal or technical aspect, proper to the service.

ARTICLE 18.- All firefighters are obliged to respect the National Symbols and shall pay tribute to the flag before starting any internal act, especially training courses and practices.

ARTICLE 19.- All firefighters are obliged to take care of and safeguard against misuse and deterioration of all the equipment available, without exception.
