Shane: I think Williams should fund more of these trips. We should make our stance clear to the administration.

William: I know there is a concern about this funding being against our bylaws, so I was wondering if there was anything BOTs could do now to fix that?

Linda: the distinction between on campus and off campus funding is an arbitrary distinction. Your Williams education is not simply your time on campus, but the whole experience. There are lots of reasons we would want to increase the amount of funding to BOTs

Will: This isn’t sort of against bylaws, it is very against the bylaws. Funding mustn’t exceed $100 per students per our bylaws. That is as clear as we get. SASC will take it seriously if our rules are broken. We don’t have unlimited money, and I think we can benefit the immediate community with the limited money we have. Most of this money is going towards plane tickets, and I don’t think that helps much.

Max: Is there a reason we have this bylaw? And what is the alternative?

Ben: Point of Information: this issue came up last year, with a lot of money being asked from CC last year because CLIA made it clear to students that CC would assist break out trips if they were unable to raise enough money. We passed this bylaw to express that we wouldn’t want to continue spending a lot of money for these trips.

Lance: Point of Information: this bylaw is new, has never been enforced, and was recently made more strict because we ultimately funded these trips in large part last year.

Tristan: we made a big mistake, we made this bylaw, and I want to thank Will for reading this bylaw. When it comes to whether we should break out rules, I think the answer is clear. This money is a lot.

Kai: I know we have rules, but we did just fund Film Club which does break two rules2. I think the person who passed this bylaw was in the right place, but $100 is very low. I think raising the cap wouldn’t be that out of line. A few extra hundred per people is not out of line.

Nate: A few things. We have these arbitrary rules and bylaws, but a question to ask is, will these students go if we don’t fund it? Also, to the statement of just funding airlines, this does build a more enriched experience for students who take advantage of these trips. This is, for most people, the only time people will be able to travel because its harder to travel when you have a job and aren’t in college.

Jamie: over 70 students are going on breakout trips, so if we were to raise the cap, we would spend another $8,000 on the trips. If we were to do this, we would be spending down out of a remaining $70,000

Alex Z.: My understanding is that there is a fundraiser going on right now?

Guests: Spice root, and we only get to keep 10% of the proceeds.

Alex Z.: Perhaps doing cosponsorship funding would be a good move?

Will: I think Lance’s note is good -- Lance, could we actually, here and now, change the rules?

Lance: we’d just need a ⅔ agreeance to change the rules, and the Rules Committee would draft language and publish it to the bylaws by Sunday.

Solly: we can right now change the number, if ⅔ of the room agrees on a new number, we can change the rules. It is a lot of money, and it depends on how much money has been taken in…

Nana: I think there is a problem with generalizing all the people going on a BOT and multiplying it by the number we are requesting. Some trips are much cheaper and some are more funded.

Guest: To your question Solly, I have a number, and after fundraising, the cost out of pocket for India and Ghana breakout trips will be $900. Olivia: Jackson, MS BOT has also done a lot of fundraisers, and they have not been able to raise enough money. I’d like to note that this trip is focused mostly on justice work and the attendance will be mostly low-income students of color so it is very important they get to go. They have asked a lot of sources for money, and they have really been trying to gain the money.

Nate: I would like to know, what do these BOTs mean to you, and what would happen if you didn’t get this money?

Nana: If we don’t get CC funding, some people will not be able to go. I received word from one individual who is on Financial Aid, and he told me that without the funding, he will be unable to go. While we are there, we will be teaching in Ghana, and the more people we bring the more we can help get children interested in learning.

Guest: The India break out trip is similar, we are focusing on tutoring and mentoring girls. Specifically, we have two age categories: younger as well as college students. This means a lot to me because I’m from India and there is a lot of inequality there, and I know that having mentors significantly impact lives. Even small acts over a short period of time significantly help people. We are currently communicating with girls there, and we are communicating with the NGO that is helping us. From where we live, we have a lot of privilege that we don’t always note, and it would be great to give back.

Nate: Can we do a strawpoll if people would be open to changing the bylaw to $250 per trip? Also, in the future, is there a way we can work with the administration or the people in charge of funding these trips to encourage more money going forward?

Max: can we have a minute to think this through before the strawpoll?

Tyler: I know the trip to AZ got their trip covered by 60% by CLIA, I think some of these trips are much more expensive and did not get that much.

Will: I think we also wanted to have a message to CLIA about wanting them to have more close, cheaper options.

IV. Great Ideas BudgetTristan: Our committee is charged with giving money to students for fun. Our project idea is to solicit ideas of what are people’s favorite books, take blurbs of why, buy everyone’s favorite book, randomize them covered with the blurb, and if you participated, you will receive the book that will have the Unix of the person whose book is their favorite book.

Solly: FinCom’s concern was whether or not this money was too much based on the demand of the books, but this fund is different than other funds where spending the money locks it away from other students. This would be fine.

Nate: This seems weird to me, as we just fought for a long time over the funding for BOTs and now we are going to fund $12,000 for books? I know this is a different fund, and it is not necessarily the same but I think its important to note.

Serapia: did you say this was going to happen at the same time at Pub Night?

Tristan: Yes, across the way in the other room.

Nevin: Some thoughts of mine, in general, people show general bias towards inaction so I think the funding should be based on how many people fill out the form. I think less than half the campus will fill out the form, so we should only fund after we figure out who has filled out a form. I think we should know how many people are willing before we start this.

Tristan: Thank you all for your concerns and feedback, I’d like to invite you all to Great Ideas committee if you are interested in having a say in the ideas, as well. With regards to the forms not being filled out, it’s a bit of a chicken-and-egg problem, where we don’t want to give money out and then people don’t want to have anything to do with us. My problem is CC over-promises and under-delivers. I think that a motion to approve up to $12k would be fine because no additional money comes out of the fund for anything else.

Solly: Point of Information: the Great Ideas Committee is also the project club

Shane: I think this is a cute idea, and I think people may show up if you hold it at the same time as Pub Night. I second the idea that any left over books should be left in students’ mailboxes. I also want to talk about the fact that this money is coming out of projects’ fund… Does anyone have any ideas of projects they want to do to use this money? Perhaps winding it down a bit would be awesome.

Linda: I think it’s great to go to the used book store on Spring Street, are you also looking at used books on Amazon?

Tristan: We will try our best to buy as many books that are used and in good conditions.

Lance: Just wanted to clarify that this money won’t get caught up in rollover like many other funding choices that overshoot actual need would. This is just us giving permission for them to use their own money.

Max: have you considered using a library or something?

Lili: Libraries don’t have some kinds of books like Charlotte’s Web, and this is also intended to build a connection between people.

Max: also could we change the distribution of the funds so we don’t have to worry about GenFund being drained?

Jamie: We can talk about that.

Alex Z.: I’m worried about the situation where someone has an idea that is expensive and will no longer have money to spend since we have 8 weeks left over.

Serapia: Since we don’t have responses from students, I was thinking we could make this conditional on a certain amount of by-in by the students. A lot of people filled out the CC survey that Solly sent out, and hopefully the same would happen here.

Kai: I think it’s fairly clear this is a large overestimate than what will actually be spent. We have a situation here where we have far less than 500 people sign up, and we will have a lot of money left over, or we will have all the way up to 500 people sign up, and then we will have a quarter of the campus with new connections. I think spending all of the projects fund would be a good idea, and last semester we spent none of it. I think that proves CC members are all talk and no acting, so this would be a good move.

Margot: This is a cool idea, but my problem is that people on this campus won’t actually read the book. I worry people may put jokes in the survey. Perhaps we can put an upward limit on the amount of books we will buy, and then if it works we can expand it.

Alex Z.: I would be worried because I know at least 5 people that will put just ridiculously expensive textbooks.

Tristan: We will be vetting these books. Don’t worry, we will be using judgement with it.

V. Weekly Open Forums Ellie: We have been bouncing this idea around in Exec, but we want to bring back office hours for CC. We did this in the past, and we think reviving it would be a good idea. Doing this would personalize CC to the campus, and we are currently setting up a schedule to have this happen. We’d like to know who would be interested in joining, and we’d like to know if y’all have any ideas to add.

Solly: We are thinking Monday nights at Lee’s, and we are planning on just spending time there so that we can allow people to come and ask us any question they have or just talk about anything they want to.

Max: The class of 2022 will be attempting to do something similar tomorrow, as well.

Ben: I think this is a great idea, and I was wondering, for people who can’t make Mondays, could there be a Google forms or something that could be done so people can send in ideas.

Margot: perhaps we can put the form on the Facebook?

Porter: could we buy snacks as well for an incentive for people?

VII. Words from William Howard

William: I have a lot of words. We will be holding a bystander training meeting two weeks from now, held at 7:00 PM in Griffin 5. Put it on your calendar, remind yourself. It will be from 7:00PM to 9:00PM.

Lili: Is this just CC?

Will: yes, the club bystander training happens at a separate time. Next, we have a club that is requesting to be a club. Williams Squash Club is requesting recognition from CC. For one, this is not a club sport. Their goal is to provide a non-varsity space for members to place squash.

Alice: I’m on the board of Squash Club, and we wanted to make it because, when looking at the demographic of people who play squash, it is mostly elite, white, upper-class and generally not accessible to everyone. I wanted to make this club so that people feel welcomed.

Will: Next week we will go over simplifying the SOC process.

Shane: I have a quick thing to say. I think when CC makes a resolution, we should stick to that resolution. There is no Papa Smurf in the room, so I think we should vote to reject the resolution we passed.

Tristan: I think we should revoke the entire resolution regarding the Papa Smurf resolution. Looking at the wording of this resolution, it appears to me that it borrows a lot of language from many other resolutions, ones used for groups with more legitimate and important concerns than this resolution does. My belief is that the wording used by this resolution makes a mockery of past resolutions CC has passed to that end.
