Thank you very much U Kyaw Win, U Maung Maung Win and distinguished representative of
Government, Civil-Society and businesses for joining him today. Myanmar, we often talks which
riches of Myanmar is dependent on natural resources. For many countries including my own
country, the United Kingdom natural resources represent very an opportunity and a challenge.
In the effective manage natural resources can fund sustainable blood mate and friendly p opl , w
lfar s and fri ndl to th nvironm nt and g n rat r sour s for th Gov rnm nt’s
building, structure and provide services. But the management of natural resources can lead to
mistrust between citizen, businesses and government. If contains corruption, it can promote
displeasure on the exchange rate that makes a harder and harder the domestic industry and in
a whole sector repeat. Poor charged industry practiced abuse of communities living in
extractable area abuse which representing the environment and poor management of natural
resources candidates which are conflict a group on itself which several resources are fighting.
EITI represents one of the key tools available to the people and the government and businesses
in Myanmar to turn the natural resources improve it. For the United Kingdom towards with
Myanmar as in joining 50 other natural resources rich countries learning EITI members in 2014,
expressed EITI report in 2016. We remains strongly committed to support it a number of
stak hold r group as it pr par s th World’s EITI validation and provid it. Th Unit d ingdom
had committed 3.5 million US$ through the world by to support in recommendation of the
Myanmar extractive industries transparency initiatives area in next three years. He welcomed
and he relieved at the perception of the international EITI the extending dead line for Myanmar

needs to be done, when he looked the consideration that is needed to ensure some properly.
He found himself rather stuck by own little time we have left. But the time is tight and when he

commitment to negotiate and he has also invited environmental experience on resinniance
institute to the Myanmar transparency and accountability. He has confidence that giving agency
giving tight prioritization the Myanmar stakeholder will be able quickly to release the production
of the 2018 report. Other priorities include implementing the recommendation of the First EITI
report and these are practical sensible recommendation. And most of the recommendation sent
out to him is the creation of the reminding cards of that and improving governance in the mining
sector. It has funding for this has already committed and encourage and hope on multi-
stakeholder group with necessary staff to over straight the implementation. EITI presentation
has got benefits in many other countries. In Nigeria, EITI report has identified and the
government covers 442 million dollars. In Albania, the extract ministry had government refund
revenue management increased capacity in negotiating contract and had addressed in
humanity in 1977.The tripod partnership between civil-society, government and business which
is the Cole in EITI had created a new relationship, a new accountancy in the way the
government and industry interest equally in the country. And this is the interaction. It is
temporarily a key of the Government. In Myanmar, specifically the extract industry transparency
initiatives provide can be the basic for absolutely crucial report. This includes recreates
government, actor revenue, mold revenue, and particularly gems and jade sector. It provides
basic government revenue unclose to the public and the government improve services. One
final word, the role of EITI is sharing to people in Myanmar how the resources will use for their
benefits, in four decades too many people in this country, they have seen their lands taking
sometimes by force, sometimes by typical although they should pay taxes without transparency.
They have seen or heard about their lost, riches and extractives. They have no idea how much
and no idea what is happened to the minerals including for the children and family and
infrastructure of the community. Shinning the light and what is happened he saw is EITI. It is
essential for changing in Myanmar and for protecting natural resources for the best of life and
for the future of Myanmar. In Myanmar, on the way mechanistic journey to democracy, the
generation of all of the people in this country he wished to be very well.

She is very happy to be here and during the first international conference of the Myanmar EITI
in 2014 and she was the national coordinator from the Philippines and she is back here to be
again represents as an EITI international secretariat. She is very happy to see the commitment
and engagement of all the stakeholders in Myanmar. She appreciated everybody at that
ceremony that makes to form EITI in this country. We encourage each consistency of the Multi-
Stakeholder Group, MSG to create vision – government reform agenda. We know that
Government have to do to reform economic prepares and this is something that EITI report can
contribute to and we are also available to reform legal laws of jade and gems to hold in EITI to
utilize by stakeholders in particular sections. As mentioned early by U Mg Mg Win, we can also
uses the EITI process as a support to profit of the budget processes and all the financial
management. By taking advance from the EITI, we can exposures to the public to explain our
contribution. Now we also had emphasized in producing EITI but that is not the only objectives
in EITI impl m nting ountr . W r ogniz d that th ountr ’s output is th ountr has. Nevertheless, the
boundary of the process is the quality of the disposure of recognizing and producing the report.
In a simple way, we use and analyses the data and the identification is to improve the
government system and the publication and recommendation are to prove all pure extractive
sector. In Philippines, it is a candidate country, give your all review over the validation process is
what it means. In other countries, they have use the EITI process to revise their legal regions,
fiscal region and extractive sector. Other countries with the requirement of beneficial ownership
are also wanted to improve their beneficial ownership disclosure as a requirement in their laws.
In other countries, EITI process has created for impact disclosure, which has established
website and so mining company are disclosed. It was also been used to contribute reform will
report in order to recommendation. It is also used to see how much government is raining to the
CSO and extractive revenue. She gives very many examples to highlight the advantage of EITI.
Myanmar is going to be validating EITI next year. In validated countries, they used to see it
whether the process is meaningful and whether it will be progress at all. She requested that
when we prepared for validation, we should look for opportunity in Myanmar to improve in
extractive sector. As an implementing country, EITI process is to negotiate, review and engage
with the government, CSOs and companies. Through the leadership government, collaborate
collectively implement EITI to be international EITI compliant country.

The alternatives have the same decision making power as MSG member when MSG can not
attend and alternatives attend the meeting. Even alternative member have equal right to
represent constituencies & make decision.

First of all, we continue to be impressed with the level of engagement of all the stakeholders in
Myanmar. We know that there are a lot of challenges but we think mainly engagement of the
Government, Civil-Societies Organization and companies. – MSG members because they are
the survivor for the process to be going on to contribute to the meaningful steps of the process.
So, we would like to command all the MSG members for that. Now I have been said that it is
important to put afford to do once again next report. Again I just want to emphasize that as you
had requested to the EITI board and to produce second report in time that your timetable that
you summited. If she remembered correctly based on the timetable that you summited, by June
15 the scoping should order the command which means that the independent administrator
already has to be engaged by them. This is based on your proposal, on what you agreed on,
which you communicated to the EITI board. So our encouragement is for the MSG to as much
as you can to produce report by the dead line. Producing report is the one thing is important to
emphasize and it is the opportunity for the MSG to identify the role of the national coordinator.
She thought this is the important topic in the agenda for today. As our Encouragement again,
everyone to be involved possibly as much as you can in terms of the roles and the function of
the secretariat because as you see your previous report, it is very critical that you have
confidence on national secretariat. Lastly, the point she wants to meet is that it is very
encouraging to be here also fixing a lot of issue in terms of issues are relevant
and significant in Myanmar. If she would enumerate, there are a lot of interest on license
allocation, contract, jades and gems and the CSR. And she wants to point out that all of the
issues in huge mentions are the requirements of the EITI standards, all the exact things that the
board will accept when they evaluate your validation. So this is what she meant this morning
that validation is something that you can use to address the issue and license allocation which
is our requirement and for CSR on social expenditure. Comprehensive revenue which touches
upon is on jade and gems sector. So she thought you are under track as far as appreciation of
the process is considering. We are ready to provide guideline and supports to you.

Screening will be done by MSG and you need to choose your selection committee and
screening process is supported or facilitated by someone from MOPF. (WB)
