 As you would expect from a large teaching Trust, we prize training doctors, nurses and other health professionals and we already work closely with local universities and King’s College, University of London. We now have the exciting new opportunity of working with Kent and Medway’s new Medical School, jointly provided by the University of Kent and Canterbury Christchurch University, which opens in September 2020.

The Trust has five hospitals providing a wide range of high quality services and opportunities for innovation. The William Harvey Hospital in Ashford has the full range of district general hospital services, as well as regional specialities, including the country’s best performing trauma unit. The Queen Elizabeth, The Queen Mother Hospital in Margate, also provides district general hospital services, while Kent & Canterbury Hospital in Canterbury is a specialist services hub which provides adult medical care, inpatient renal, urology and vascular services and robotic surgery.

Our new hospital in Dover, the Buckland, and Royal Victoria Hospital, Folkestone, provide a variety of outpatient, diagnostic and minor injury services, alongside a range of services throughout the local area.

In March 2018 the Government and Health Education England announced that a joint bid by Canterbury Christ Church University and the University of Kent to establish a medical school was successful.

The medical school opens its doors in September 2020, offering 100 undergraduate medical places on a yearly basis. The five year programme will be taught at the Canterbury campuses of both universities with medical placements within Primary, Community and Secondary Care across Kent and Medway. 

The Kent & Medway Medical School (KMMS) will be Kent and Medway’s  first ever medical school, bringing together the existing centres of excellence in health and medical education provided by the two universities, and local healthcare organisations such as East Kent Hospitals University Foundation Trust. It will offer a new model of patient-focused medical education.

The KMMS will also play a key part of the solution to the challenges of recruiting and retaining medical professionals for this region.  You will have the chance to be there at the start of what is expected to be an exciting and productive relationship and help to shape the Drs of the future.

THE WOMEN’S AND CHILDRENS CARE GROUP

The Child Health Department,

Inpatient paediatric and neonatal services are located at the William Harvey Hospital (WHH) in Ashford and the Queen Elizabeth the Queen Mother Hospital (QEQM) in Margate. Ambulatory paediatric care is provided at Dolphin Ward, Kent and Canterbury Hospital (KCH), Canterbury and Carousel Ward, Buckland Hospital, Dover. Community and outpatient services are provided in other facilities. Community Child Health is integrated within the East Kent Hospitals Trust.

Training posts, which are recognised by the Royal College by the Royal College of Paediatrics and Child Health, rotate across all inpatient and community facilities. Consultants are encouraged to have a complementary range of sub-speciality interests that they provide across East Kent. In addition there are visiting tertiary specialist clinics in endocrinology, paediatric surgery, cardiology, epilepsy, neurology, genetics, and cystic fibrosis. Currently general paediatricians have special interests in diabetes, gastroenterology, oncology, respiratory, allergy, cardiology, nephrology, rheumatology, epilepsy, neonatology and urinary incontinence.

The Child Health Department, Services by Site

William Harvey Hospital, Ashford, Kent.

WHH Paediatric Inpatient Service Padua ward is a 32-bedded ward including an adolescent area and two HDU cubicles. Consultants provide comprehensive cover as part of Consultant of the Week (CoW). Surgical, orthopaedic and ENT children are admitted under the care of the respective specialities but the General Paediatrician is nominally responsible for all children admitted. There is a co-located Paediatric Day Assessment Unit (PDAU). Children referred by Primary Care and A&E are assessed in the PDAU, from where they will be discharged (after a short period of observation, if required) or admitted to Padua ward. WHH Outpatient Paediatric Service Co-located with Padua ward are 5 outpatient consulting rooms. The post holder when not on call, will take part in clinics. Students, doctors in training participate in the clinics.. Some clinics are also run at other sites within the locality, such as Buckland Hospital, Dover.

WHH Neonatal Unit The neonatal intensive care unit is one of 4 level 3 neonatal units within the South East Coast Operational Delivery Network (SEC ODN). There are 25 cots in total (7 NICU cots, 4 HDU cots and 14 SCBU cots) with plans to increase by a further 2 cots by re-allocation of neonatal cots from QEQM special care unit. The neonatal unit provides full medical intensive care services including therapeutic hypothermia, nitric oxide and management of extremely preterm infants. Activity is about 1800-2000 days/year of level 1 neonatal intensive care. There are approximately 4000 deliveries a year at WHH and a total of approximately 7000 deliveries within the East Kent region.

Consultant staffing at the William Harvey Hospital NICU is provided by a team of 6 Consultants with on call duties exclusively for the neonatal unit.

Queen Elizabeth the Queen Mother Hospital

QEQM Paediatric Inpatient Service Rainbow Ward is a purpose-built child-friendly ward with 20 beds. Consultants provide comprehensive cover as part of Consultant of the Week (COW). Surgical and orthopaedic children are admitted under the care of the respective specialities but the General Paediatrician is nominally responsible for all children admitted Rainbow ward. There is a co-located Children’s Assessment Unit (CAU) which is run by Advanced Nurse Practitioner’s (ANP’s). Children referred by GP’s are assessed in the CAU, from where they will be discharged (after a short period of observation, if required) or admitted to Rainbow ward. The ANP’s are supported by the ward doctors.

QEQM Outpatient Paediatric Service Clinics are held in the Broadstairs Suite at QEQM, which is a purpose built five consultant room paediatric outpatient unit located opposite Rainbow ward. Some clinics are also run at other sites within the locality, such as Estuary View Medical Centre in Whitstable. The post holder when not on call, will take part in clinics. Students, doctors in training and middle grade level doctors participate in the clinics.

QEQM Special Care Baby Unit QEQM Hospital has a Special Care Baby Unit (SCBU) with 14 cots, providing level 1 care. Babies from QEQM Hospital who require intensive care are transferred to the NICU at the William Harvey Hospital. There is a nominated Paediatrician with a Special Interest in SCBU who assists with Clinical Leadership of the Unit and the Paediatric Consultant of the Week has responsibility for overseeing the unit on a daily basis. There are approximately 2500 delivery a year at QEQM.

Kent and Canterbury Hospital

At KCH there is an Ambulatory Unit, with a range of services including outpatient’s care for Day surgery patients and a short stay paediatric assessment unit, which accepts primary care referrals. The centre also houses the Mary Sheridan Centre for children with special educational needs, physical disabilities and a range of neuro-developmental conditions including epilepsy and Autism.

Buckland Hospital

Buckland Hospital was rebuilt in 2015 and has a Children’s Assessment Unit, providing outpatients, Community Paediatric Services and is the location for the EKHUFT Paediatric Safeguarding Team.

Greenbanks and Rainbow Child Development Centres

The Greenbanks and Rainbow Centre’s are purpose built Child Development Centres in the Thanet and Ashford areas respectively. They house fully functional multi-disciplinary teams including OT, Physic, Speech and Language Therapy, Clinical Psychology and Specialist Nurses. There are Community Paediatricians based at the Centres. General Paediatric Staff We are a team of 31 paediatricians, working across East Kent Hospitals, including General Paediatricians, Neonatologists and Community Paediatricians. At EKHUFT we are pleased to be offering Specialty Doctors in Paediatrics to join our dynamic Child Health Team. The appointees will participate in a EWTD compliant full shift rota of middle grade on call cover for Paediatrics at William Harvey Hospital in Ashford.

The Executive Team have recently approved a business case to expand the Child Health Consultant Team and within this is the opportunity to develop our services as well as implement new and innovative ways of working. As part of this programme of innovation we would like to develop the service place to meet the demands and deliver a responsive and timely service to our local paediatric population.

The successful candidates will have enthusiasm and keen commitments to the Child Health Department by participating in clinical governance, quality improvement and cross site working.

The jobs involve working on a full shift and therefore this job plan will be applicable only for day duties.

Other responsibilities include:

Communication: This will include responsibility for and arrangement of:-(i) Communication and liaison with all other medical and service departments within the

hospital.(ii) Communication with other hospitals.

Teaching: The post holder may be involved in teaching other doctors and medical students, nurses and other paramedical staff in the team in speciality and special interest.

Specialty Doctors are expected to participate in annual appraisal and undergo annual job plan review.

Patient Safety, Clinical Governance, Education and Training

The Trust is fully committed to improving patient safety and experience. Doctors are expected to comply with GMC guidance and all Clinical Governance Programme, audit their own clinical outcomes, report clinical incidents, alert the trust to risk, participate in annual appraisal and work to foster good team relationships.

It is expected that appointee will plan a programme of personal development and continuing medical education (CME) through the appraisal process to ensure that adequate study and training is undertaken both to maintain their skills, knowledge and expertise and to ensure revalidation. There is extensive local CME and the Trust supports reasonable costs for formal study leave.

An annual review of the job plan will take place with the Clinical Lead in accordance with the arrangements in the New Contract. This will include discussions regarding the needs of the service, with agreement of objectives for clinical standards, goals and workload.

Each of the three main hospital sites has a well-equipped multidisciplinary Education Centre, including internet facilities and a library. Each runs full programmes of educational meetings. The Trust is designated as an Associate University Provider NHS Trust for undergraduate education. Pre-registration house officers are recruited to the Trust from London medical schools on matching schemes.

All Specialty Doctors have responsibilities for teaching doctors, students and non-medical healthcare professionals, and should ensure they use the time allowed in their working week for duties of teaching and supervision. All Specialty Doctors should include some element of educational development within their personal development plan, using at least one half day per year of their external study leave to this end.

Research and Innovation

The Trust wishes to “make a difference to the experience and outcomes of health care to the people of Kent, the NHS and internationally through Research, Enquiry and Innovation" and we have an ambitious strategy to deliver this vision from 2016 to 2020. We are one of the most research-active acute Trusts in the Kent, Surrey and Sussex region, with over 120 NIHR CRN Portfolio studies open to recruitment across more than 20 specialty areas, with at least 15 new industry funded/sponsored studies opening each year. All newly appointed Consultants are encouraged to take on the role of Principal Investigator and considerable training and support is available.

Trust clinicians are also actively supported in developing their own research ideas and participate in local, regional & international academic collaborations. We have been awarded research funding (£100k to £2m) by NIHR (RfPB and HTA), MRC, Pfizer and other major funding bodies in recent years. The Trust also has internal funding schemes to assist researchers, including those without previous experience, to gain pump-priming monies for individual projects, or to support individual sessional research time.

We have a strategic alliance with University of Kent’s KentHealth, and have active collaborations between the Trust and all our local universities (UoK, Canterbury Christ Church University (CCCU) and Medway School of Pharmacy) as well as many other UK and international partners. A number of staff hold joint University-Trust appointments, including Centre for Health Services Studies at UoK, and the England Centre for Practice Development at CCCU with its expertise in sustainable transformation and development.

Infection Control

In accordance with the Health Act (2006) all staff are expected to comply with National and local Infection Control policies and procedures, and any other related infection prevention policies or procedures. In addition, all staff whose normal duties are directly or indirectly concerned with patient care should ensure they have received annual mandatory training (including hand hygiene).

Summary Terms and Conditions of Appointment

The post will be appointed to under the Terms and Conditions of Service for Hospital Medical and Dental Staff as amended from time to time. The post-holder is required to be fully registered with the General Medical Council.

The passing of a medical examination is a condition of employment.

Every Doctor must adhere to the Trust policies and procedures including documentation of all activity both in outpatients and theatre.

Any Doctor, who for personal reasons is unable to work full-time will be eligible to be considered for this post; if such a person is appointed modification of the job content will be discussed on a personal basis in consultation with the Divisional Medical Director.

Salary

The Specialty Doctors salary scale, for a 40 hour week and excluding any premium time payments, is currently £39,060 rising to £72,840 (pro rata where applicable). Previous experience will be taken into account when determining the starting salary.

Annual leave

The annual leave entitlement is either five or six weeks, according to the leave allowance in your previous employment and the number of years service in the specialty grade or equivalent grade. There are in addition two statutory days per year. Applications for leave are subject to approval by the Divisional Medical Director. A minimum of eight weeks notice of leave arrangements is requested so that adequate cover arrangements can be made

Study leave is available according to The Terms and Conditions of Service for Specialty Doctors – England (2008). All clinical staff are required to give eight weeks notice

Everyone employed by the Trust regardless of the work they do has a duty to safeguard and promote the welfare of vulnerable adults. When patients and/or their carers use our services it is essential that all protection concerns are both recognised and acted on appropriately. You have a responsibility to ensure you are familiar with and follow Trust policies in relation to safeguarding vulnerable adults. You have a responsibility to support appropriate investigations either internally or externally.  To ensure you are equipped to carry out your duties effectively, you must also attend vulnerable adult protection training and updates at the competency level appropriate to the work you do and in accordance with the Trust's vulnerable adult protection training guidance

Professional and NHS Codes of Conduct

You are required to act at all times in accordance with the relevant professional Codes of Conduct and Accountability (including, where applicable, those for Board Members). In addition, all management staff must comply with the ‘Code of Conduct for NHS Managers’ and ‘Standards of Business Conduct for NHS staff’.

Financial Management

and Control of Resources

All staff are responsible for the security and the property of the Trust, avoiding loss or damage, and being economical and efficient in the use of resources. Staff are required to act in accordance with the rules and regulations as described in the Trust’s ‘Policy Relating to the Financial Management and Control of Resources’.

Mandatory Training

All staff are required to attend mandatory training as designated by the Trust.

No Smoking East Kent Hospitals University NHS Foundation Trust has a no smoking policy. Staff are not permitted to smoke within or on Trust premises
