Mission Statement

Condon Child Care’s mission is to provide a nurturing and comforting environment where children are free to be expressive and creative throughout their daily activities. Our focus is to provide stimulating early care and education experiences which promote each child’s social/emotional, physical, and cognitive development. We believe that children learn best through play and relationships, in a safe developmentally appropriate, positive environment that is conducive to the development of a child’s growth.

Philosophy

Condon Child Care’s philosophy is to facilitate the education and high quality training of staff, provide support for families, and deliver year round high quality child care and nutritious meals for children ages 0-12. We strive to provide dependable and affordable care in a safe, positive, atmosphere. As we bridge the gap from home to child care, we guide children to adopt a continued positive self-image while building both academic and social skills in an inviting classroom setting.

Based on the Constructivist theory and Developmental theory that children learn through play, classroom routines encourage active involvement, meaningful experimentation and reinforcement through repetition. Schedules are designed with balance, structure and free choice, as well as active and quite times. Sensory, motor, perceptual and language skills are introduced through materials and activities which are both child and teacher directed. Work is planned which emphasizes the process rather than the product, fostering a sense of accomplishment and pride. We treat each child as an individual, working from the level each child has attained and moving forward one step at a time. Together we teach love of learning by encouraging children to actively participate in the decision making process of lesson and activity planning.

While striving for a parent driven organization, Condon Child Care embraces parent involvement and public awareness, through but not limited to, parent volunteers, fundraising opportunities, and newspaper visibility. Parent Cafe’ and Parent Education Classes are two programs we encourage our families to participate in.

Condon Child Care takes the necessary steps to achieve higher levels of quality in their programs in our frontier community. Through Step progression, training, technical assistance and other supports, Oregon Registry Online (ORO) provides early learning programs with the structure and resources they need to continuously improve the quality of education for child care providers and teachers.

Through various programs such as SMART Reading programs, and partnering with Head Start and Early Head Start Child Care Partnerships (UMCHS) and our Early Intervention specialists, Condon Child Care helps empower families to have a voice and relationships with teachers and specialists, who can assist with individualized plans to meet each child’s needs, while preparing for class transitions and kindergarten readiness. Our goal is to support children’s desire to be life-long learners.

Hours of Operation

Hours of childcare services are from 7:30 A.M. to 5:30 P.M. Monday through Friday. We are not responsible for your child prior to or after childcare hours.

Closed DaysChildcare will not be provided on the following days: New Year’s Day, President’s Day, Martin Luther King Day, Memorial Day, 4th of July, Labor Day, Veterans Day, Thanksgiving and the Friday after, Christmas Eve and Christmas Day. There are 5 Staff In-service days during the year. These dates are listed on our Condon Child Care calendar for the current school year. We will be closed the last week of August for our teachers and staff to prepare for the new school year. Additional closures will be authorized by the Board of Directors and posted in advance.

Enrollment Requirements

Enrollment is required yearly and is open to any child six weeks of age to 12 years. The following forms are required prior to your child beginning in our program. Enrollment Form Immunization Record USDA Enrollment Forms

A file will be maintained on each child with these documents and any other pertinent information. *Please provide the center at least two weeks’ notice of intent to withdraw your child from our program.*

Wait List Policy: In recent years, demand for the services of Condon Child Care has increased so that it is, at times, greater than our licensed capacity and our ability to stay in teacher/student ratio. Remembering that we are a child care facility first and a pre-school second, when those situations arise in the future, available slots will be awarded on the following basis:

First priority goes to those children and families needing child care.

Second priority will be for four-year old’s so that we can ensure that they have some preparation for entering kindergarten.

The third priority group will be Head Start children.

The fourth priority group will be three-year olds.

It is recognized that existing children in the facility who are there primarily for child care will continue to hold their spots. It is also recognized that this may necessitate holding some or all applications until August before parents can be notified if their child has a spot. Every effort will be made to process this list as expeditiously as possible. If a priority group only contains two children, if one needs child care and the other does not, the one needing child care will be chosen in keeping with our primary mission. If a family on the waiting list is notified that their child has a slot, they have two (2) business days in which to respond before the slot will be offered to the next family.

Group Sizes and Ratios

Our program adheres to the group size and ratios as set forth by the Oregon Department of Education: Early Learning Division. Condon Child Care maintains a student to teacher ratio that allows each child to receive the kind of high-quality attention which is most conducive to growth and development.

Arrival and Departure Procedures

All children must be accompanied by a parent or guardian to and from the center. Please make sure a staff member has greeted your child when arriving and departing for the day.

SecurityOur center keeps the outside doors locked for security purposes. Enrolled parents or guardians should use their personal code and password to gain access to the building. For safety reasons Condon Child Care, Inc. will not release your child to any person other than those listed on your enrollment form. You must contact the center if someone other than those listed will be picking up your child. Please DO NOT hold the door open for others. Visitors should knock or ring the doorbell so they can be assisted by staff.

No Call Notification: For efficiency of care and staffing we require that you notify us if your child will not be attending the center on their scheduled day. If we do not receive a call by 8:30 a.m. to report the absence you will be contacted by the center.

Transportation

You are responsible for providing transportation to and from the center for your child. Center staff will provide no transportation. Preschool students who live on an existing bus route and have an older sibling accompanying them on the bus will have transportation available via Mid-Columbia Bus Co., through the school district. Condon Child Care hold no liability for this transportation. **A Special Needs Transportation Request must be completed and on file with the center in order for children to be released to the bus driver**

A late fee will be charged of $1.00 per minute per child for children not picked up by closing time. In the event of a planned absence please notify us as far in advance as possible prior to the day of an absence. In case of an illness please notify us as soon as possible upon opening at 7:45 a.m., this will allow us to plan for meals and take drop-ins if requested.

Payment Methods: Personal checks, money orders, credit/debit cards and cash will be accepted as means of payment. Please contact the center if payment arrangements need to be made.

If a personal check/debit is returned for non-sufficient funds or any other reason, the issuer of the check will pay $25, and all costs associated with the check. Accounts 120 days in arrears with no effort at payment will be sent to collections. Once someone is sent to collection:

They must pay in advance before their child (children) will be accepted back into the program. If they do this for a period of 6 months, they may again establish an account.

Late Fee: All child care accounts are due by the 10th of every month. If your account is not paid by the 15th of the month a $10 late fee will be posted to your account. If your account is not paid in full by the end of the month you will then incur a penalty of 10% of the balance owed or $25, whichever is greater. You will continue to accrue these fees until your account is paid in full. Accounts past due more than 2 months will be refused childcare until balance is brought current; unless alternate payment arrangements have been made.

What to Bring

Any personal item the child needs will be the responsibility of the parent to provide. The following is required for each day the child is in our care:

1. Two full changes of clothes for children under the age of five. Please keep in mind the comfort of your child. Please send play clothes, coat or sweater, and weather appropriate shoes.

2. Sunscreen must be provided in a non-aerosol container clearly marked with your child’s name. This needs to be handed to the classroom teacher and not placed in their backpack or bag.

3. As participants in the USDA Nutrition Program, we provide one brand of USDA/WIC approved formula as well as fortified infant cereal, and fruit and vegetable components. Should a parent prefer their child receive a brand of formula other than the one offered, it will be the responsibility of the parent to provide the brand of their choice. We feed infants on demand.

4. Disposable diapers, and any ointment or creams for diapering.

Diapering

Parents will supply disposable diapers, creams, lotions and powders. They must indicate on the Infant care log if they wish products to be used. All changing will be done on a changing table. Staff will remain with the child at all times while on the changing table. The table will be cleaned with sanitizing solution after each use. Diapers will be disposed of in a diaper container next to changing table. Diaper containers will be emptied at the end of each day. Staff will thoroughly wash theirs and the child’s hands after each diaper change. Each child’s diaper will be checked upon arrival and at least every two hours thereafter. They are also checked before and after feedings and naps.

Potty Training

If you feel your child is ready to begin potty training, we ask that you begin training at home during a weekend or vacation. Please Note: We will only begin to assist your child in potty training if you have successfully begun potty training at home for at least a week prior. Please ask your teacher for the full Condon Child Care Potty Training Policy when you are ready to begin.

All preschool and toddler children will have a nap/rest period. Children are allowed to bring one blanket and a security item to be used during this time. Any child who does not sleep will be given books to read and asked to rest quietly while others are sleeping. Infants napping schedules are flexible and the staff will take into consideration your child’s development and schedule on an individual basis.

Field Trips

Walking trips throughout the neighborhood will be planned. Emergency information will be carried with the staff whenever they leave the center. Trips will be planned in advance and integrated into the curriculum. Children will be encouraged to use the toilet prior to the trip. Children will be closely supervised on all outings.

**A Walking Field Trip permission form must be completed and on file with the teacher.**

Meals and Snacks

All children and families participating in services provided by Condon Child Care, Inc. will have food prepared in healthy, safe environments. Meals are prepared in our kitchen facility. Menus are posted. If your child has any special dietary needs or food allergies, please provide us with that information in writing so we may make appropriate substitutions. Food allergies MUST be documented by a MD, PA, GP or LPN.

1. All foods prepared on site for children attending Condon Child Care will bereceived, prepared, and stored in accordance to OAR Chapter 333 Food Sanitation Rule, as administered by the Oregon Health Service. The USDA Child and Adult Care Food Program is the primary source of reimbursement for meals and Condon Child Care will abide by all rules and regulations that govern the CACFP.

2. Condon Child Care serves breakfast, lunch and snack meeting 1/2 to 2/3 of each child’s daily nutritional needs.

3. Children will be encouraged to try a bite of all food items prepared by our kitchen staff, called a ‘thank you bite’. By trying new foods

3. Meal times are posted on the classroom schedule. Meal counts are taken atthe point of service, which is just as children sit down to eat. Children who arrive early or stay late may be given an additional snack (such as crackers and milk) if they are hungry. This additional snack does not qualify for USDA reimbursement. Children who arrive after their scheduled time will be offered the meal that they missed. This meal will meet USDA/CACFP pattern but may not be exactly the same meal that the other children received.

4. Menus are posted in each classroom and are sent home to parents the Thursday prior to the week the menu will be in effect. Substitutions/changes to the menu are recorded on the menu. 5. Parents are welcome to eat with their children at the center. Parents are encouraged to notify center staff at least 24 hours in advance if they plan to join their child at mealtime so the cook

can ensure there is enough food for everyone. If parents do not give advance notice, they must wait to serve themselves until after all the children have gotten at least the minimum required portion of each component. Parents are required follow the guidelines set in the Head Start Meal Time Policy. This is available upon request.

6. Food service personnel and all center education staff will obtain a Food Handlers Card from the Oregon Health Division within 45 days of hire. This will provide our staff with the training necessary to be knowledgeable in safe food preparation and handling. These cards must be kept current and may not lapse.

7. The center’s Director and USDA Manager will monitor CCC to ensure thatappropriate food safety and sanitation practices for food preparation are being practiced. Food service personnel will ensure appropriate food safety/sanitation practices at the center on a daily basis.

8. If a child has special dietary needs that require substitutions to the normal center menu, a Medical Statement for Food Substitutions must be completed and signed by a medical provider. Parents will not be forced or required to provide any of the substitute foods for their children. The completed Medical Statement for Food Substitutions must be in child’s file and the center’s Cook must have a copy. The food restriction/substitution will be posted in the kitchen as well.

Parental Involvement and Visitation

Family Involvement

Parents and guardians are always welcome at the center. Parent involvement in child care center benefits children, teachers and parents themselves. It has been observed that children have better academic and social effects when their parents are actively involved in their child care center activities. We encourage you to visit and join in our activities. Your participation and involvement is important to us as we work as partners to provide the best care and education possible for your child.

Communication

As your child’s most important influence, you are a full partner in our program. Open and frequent communication between you, your child’s teacher, and your Center Director will strengthen this partnership and help your child have a positive early-learning experience. We promote close communication through: • An open-door policy that encourages you to visit your child anytime, to observe class time, and to participate in special outings and events • Family/teacher communication to share ideas and discuss your child’s progress • Conversation and frequent written updates highlighting your child’s development • Recommendations for home-based learning activities that support your child’s learning and enjoyment of the program • Regular parent-teacher conferences

• Daily happenings; very young children receive individualized daily reports called “Family Communication” forms each day of attendance • A secure online environment, Procare, that offers convenient online payment options and access to important child and family information, including designation of primary family Account Holder and Account Members • Newsletters published by your teacher about your center’s news and events • Posted Lesson Plans

We also invite you to schedule an individual conference whenever necessary. Please schedule longer discussions with teachers in advance so another staff member can be available for classroom supervision. Our center encourages communication between you and our staff on all issues related to your child and his or her classroom activities. Please remember, however, that staff members are expected to keep information about all other children and their families confidential.

Satisfaction and Resolution

We are fully committed to your child’s well-being and your satisfaction with our programs. Experience has taught us that open communication is the key to maintaining a positive relationship. We continually look to your input on how we can improve our programs. We want to be sure we are meeting the needs of your child — and that you are confident in the care and education we give your child. • Please share your ideas, suggestions or concerns with a staff member. Staff members will make every effort to be available to discuss topics regarding your child or classroom schedules and activities. • If you have concerns that cannot be resolved or answered by a staff member, please speak with your center’s Director. • When you have a concern that has not been resolved or answered by staff members, communicating to your center Director gives us an opportunity to improve our programs; more importantly, it allows us to better meet your needs. • If your center Director does not resolve your concerns to your satisfaction, contact a Condon Child Care Board Member (members and contact information posted on bulletin board in hallway). Volunteer Policy

Condon Child Care is a nonprofit organization and we rely heavily on grants in order to keep our fees low. Much of the funding we receive requires us to show proof of community support. In order to ensure we can provide this documentation Condon Child Care requires the equivalent of 3 hours of volunteer time from our families every quarter. These can also be purchased for $25 a quarter and this charge will be billed to your account at the end of the quarter if the volunteer time not completed. All volunteers must sign in at the office upon arrival and departure. There will be no unsupervised access to children at any time.

***Volunteerism can look many ways and can even be done from your home. If you would like suggestions please feel free to talk to a staff member. ***

Conscious Discipline

The heart of a quality Child Care Early Learning Center’s Discipline Philosophy is to encourage self-control, self-esteem, and respect for all children and adults. For this reason, we are training our staff to implement the principles of “Conscious Discipline” by Dr. Becky Bailey. This program takes a different approach to traditional classroom management. It is based on the basic idea that developing discipline with children instead of applying discipline to them, will help them become more emotionally healthy and happy adults. The program is designed to help teachers take everyday discipline issues and turn them into teachable moments that convey the importance of impulse control, anger management, and conflict resolution. Conscious Discipline gives children the tools to understand that their emotions are not only important and deserving of attention, but they are also controllable and the power to control them lies within the child. We are striving to teach children how to progress from physical or verbal aggression to calm self-regulation, how to make better choices with cooperation and compassion, and the importance of respecting and empathizing with others. 

Discipline Philosophy

We believe that all domains of learning are supported during play and through strong, positive interactions with adults. Promoting healthy social and emotional development, including self-control, is one of the fundamental responsibilities our program.The first 5 years is a critical time for children to learn to control their thoughts, feelings, attention, impulses, and behavior. They are learning how to get along with others and how to be a friend. Children are not born with these skills. Teachers and caregivers must teach social and emotional skills just as they teach washing hands or learning colors and shapes. We know that when children are given the opportunities and support to develop (learn, practice, discuss, etc.), self-control and other social and emotional skills, it gives them the foundation needed for academic and life success.When any child in our program presents with challenging behavior, teaching staff shall follow the standards of the National Association for the Education of Young Children (NAEYC): Observe the children, and then identify events, activities, interactions and other factors that

predict and may contribute to challenging behavior. Rather than focus only on eliminating the behavior, teaching staff shall focus on teaching

the child social, communication, and emotional regulation skills and using environmental modifications, activity modifications, adult or peer support and other teaching strategies to support the child’s appropriate behavior.

Teaching staff shall respond to challenging behavior, including physical aggression, in a manner that provides for the safety of the child and the safety of others in the classroom. Our response will be calm, respectful and provide the child with information on what is acceptable behavior and what is not.

We will document the challenging behaviors and the intervention methods that were attempted in a behavior tracking log.

Teacher-parent discussions regarding a child’s behavior shall be held in private and shall focus on working as a team to develop and implement an individualized plan that supports the child’s inclusion and success. 

If necessary, intervention shall ensure each child has access to professional services, such as referral to Early Intervention/Early Education Special Education (EI/ECSE).

We support this behavior guidance through:Our Environment We provide children with interesting materials and engage them in activities that are

appropriate for their age to keep them focused and attentive. We develop schedules that meet the needs of young children by avoiding long periods of

wait time without activity.  Our schedule is flexible enough to follow the children’s interests as well as their cognitive,

physical, and biological needs. We do our best to not let any child get bored or disinterested. 

Our Teachers We work to develop a relationship with each individual child, including those needing

higher levels of support.  Teachers always speak to children in a calm tone, especially during redirections.  We help children put words to their emotions. (For example, “Billy, I can tell you were mad

when James took your block.”) We use stories about young children in social situations to teach healthy social skills.

Our Families Communicate regularly with staff to ensure consistency in guidance between home and

school Partners with us and allow us time to work with all children, including those needing higher

levels of support Understand and acknowledge that we do not expel children as they are learning these skills.

We strive to serve individual needs while ensuring the safety of young children

To best serve children, we may need to partner with social and emotional experts to help give a child the best foundation for academic and life success.

Discipline Procedures  

We have found that behavior concerns usually indicate that a child needs more time, support, and practice to develop their social and emotional skills. When serious concerns arise, we will partner with parents and professionals who specialize in supporting children’s social and emotional health. When a child continues to be unable to control their actions, one method we use is called “safe place”. When children are upset, angry, or being disruptive, they may be encouraged to go to the “safe place.” This is a quiet spot in which they can allow themselves to take the time to relax,

breathe, and try to get their emotions under control. Teachers will continue to watch children while they are in the “Safe Place” to make sure they are not hurting themselves or others. They will encourage the child to talk about their feelings and help with calming techniques, so the child will be able to return to the classroom setting.If a child is unable to use these calming techniques and continues to be disruptive for a period of 30-45 minutes, the teacher will then notify the office and the director will be called in to help the child. We might also reach out to parents, so they can speak with the child and/or be notified of the circumstances. If further guidance is required, actions taken will always be individualized, consistent, and appropriate to each child’s level of understanding. No physical punishment of any kind will be administered on CCC property. This policy restricts parents and staff from using physical punishment on their own children while on CCC property.  In addition, staff may not yell at, shame, or humiliate a child in any way. Our goal is to correct children’s behavior in a way that will help mold a child’s mental faculties or moral character. The terms “bad” or “naughty” shall not be used about a child.The following steps will be completed when a child must be removed temporarily for challenging behaviors that constitute an imminent danger to the child or others: Make a referral to the agency responsible for early childhood special education services in

the local area. If a child’s behavior is such that it necessitates temporary removal on a repeated basis, there should be sufficient documentation for consideration of special education services.

Maintain documentation on file of the outcomes of the incident, subsequent parent conference, and plan developed that includes appropriate intervention strategies. The purpose of the parent conference is to develop a plan jointly with the family and available resources, to address the specific behaviors which constitute an imminent danger (recurring violence, behavior, or aggression).

CCC Discipline ProtocolIf a child in question has a disability and is in the process or has been identified under the Individuals with Disabilities Education Act (IDEA), our program shall follow state special education rules and regulations governing suspension/expulsion.If a student must be temporarily removed from our program due to behavioral issues, we will notify DHS and the EI/ECSE program via email within 24 hours. We will include notice of the action taken and the specific reasons for the removal as an imminent danger to the child or others.

Biting

Biting is a normal part of early childhood development. Babies and toddlers bite for a variety of reasons, such as teething or exploring a new toy or object with their mouth ("mouthing"). As they begin to understand cause-and-effect, they also might bite a person to see if they can get a reaction.Biting also can be a way for toddlers to get attention or express how they're feeling. Frustration, anger, and fear are strong emotions and toddlers lack the language skills to deal with them. So if

they can't find the words they need quickly enough or can't articulate how they're feeling, they may resort to biting as a way of saying, "Pay attention to me!" or "I don't like that!"

Biting tends to occur most often between the first and second birthday. Biting is a normal part of early childhood development, however, biting that continues past two and a half to three years of age is not appropriate. Parents may be called to pick up their child from school and may be excluded for the day if he or she continuously exhibits this behavior past the age of two and a half. Please note that refunds/credits shall not be issued for days in which the child was sent home for behavior issues.

Medical Emergency Procedures

Our staff members are required to have a current certificate in Basic Life Support for Children and an American Red Cross First Aid Card. All parents are required to complete a medical release form upon enrollment. This gives Condon Child Care, Inc. permission to seek medical attention for your child in case of an emergency. You must update the form with any changes in home, work or medical telephone numbers. In case of an emergency the following procedures will be implemented:

A staff member will provide immediate first aid. If no additional medical attention is required, a short report will be completed and given to you.

If further medical attention is required, a staff member will contact you to come and take your child to receive further care.

If neither you nor your designated person can be reached a local physician or emergency units will be contacted for treatment and/or transportation. A staff member will accompany your child and remain with him/her until you arrive.

In case of serious illness or injury, 911 will be called and immediate medical attention will be obtained for the child. Parent or a designated person will be contacted as soon as possible.

Illness Policy

Should a child become ill while in our care the child will be separated from the other children and made comfortable while we contact a parent or designated person to pick up the child. While separated from the other children, your child will remain within sight and hearing of a staff member. For the well-being of the children in our care we will not accept a child who displays any of the following symptoms:

Fever more than 100 degrees taken under the arm. Diarrhea (more than one abnormally loose, runny, watery or bloody stool) Vomiting Nausea Severe cough Unusual yellow color to skin or eyes Skin or eye lesions or rashes that are severe, weeping or pus filled Stiff neck or headache with one or more of the symptoms listed above

Difficult breathing or abnormal wheezing Complaints of severe pain

The guidelines for which a child will be readmitted to the center for the following communicable or infectious diseases are:

Strep throat; the child has been on antibiotics for a minimum of 48 hours Conjunctivitis; eyes must be clear of drainage and redness Impetigo; skin is clear and free of lesions and scabs Staph skin infections; skin must be free of open lesions Head lice; treated and hair is free of lice and nits Ear infections; treated with antibiotics for 24 hours and without fever Influenza; without fever for 24 hours Chicken Pox; pox scabbed over and dry Pneumonia or Bronchitis; treated with antibiotics for 48 hours and without fever

for 24 hours Pertussis- 5 days after the onset of treatment. Vomiting/Diarrhea- 24 hours free of an episode before returning.

We reserve the right to monitor and refuse to accept a child while he or she is recovering from an illness.Parents are required to notify a staff member if a child has been diagnosed with any of the following;

Chicken Pox Mumps Pink Eye Cold Sores Head LiceHepatitis Diphtheria PertussisRubella MeaslesStrep Throat Scabies Impetigo Tuberculosis MeningitisCoVID 19

MedicationIf your child is taking medication our staff can dispense the prescription if it remains in its original container. The parent must fill out a medical release form including dates and dosages before medication can be administered.

Immunization RecordsThe State of Oregon requires that we keep up to date immunization records on each child enrolled. A copy of your child’s record must be on file on the date of enrollment. Please remember to update our records when your child receives an immunization.

Abuse and Neglect

The center and its staff are mandated by the State of Oregon to report any suspected signs of child abuse and/or neglect. All Staff are trained Mandatory Reporters by law. In order to fulfill our goal of encouraging the family’s well-being, all suspected cases of abuse/neglect must be reported to the Office of Services to Children and Families or law enforcement.

In the event of a fire, flood, earthquake or catastrophic event the safety of the children is the first concern. In case of fire the building will be evacuated immediately following one of the posted emergency exit routes. The Director or Substitute Director will take the Emergency bag with the emergency contacts for each child upon evacuation. Children will be taken to the Upper (Dirt) Parking Lot, Condon High School, or Memorial Hall as directed by law enforcement or fire officials. In case of flood or earthquake or catastrophic event the children will remain in the building until instructed by local authorities to evacuate. No person will re-enter the building until approval from appropriate official. If the building is deemed uninhabitable or unusable parents or designated persons will be contacted to pick up their child. Emergency evacuation procedures will be practiced once a month and documented.Our detailed emergency plan is available in printed format for all parents. Please inquire in the office.
