Clean, Green, Safe & Engaged Report - September 2015
Introduction:As agreed by the Forth Neighbourhood Partnership, reports on SfC neighbourhood performance will be prepared on a quarterly basis (where possible and subject to available data) and presented to Community Councils. The following performance information is a snapshot of the data readily available. The information is currently grouped under the headings of Clean & Green, Safe, well engaged and well housed.
The performance report is intended to facilitate a two way process of information sharing and resolving issues of particular concern to each community council, and a dedicated senior manager will have responsibility for working with each community council. Scott Donkin, Partnership & Information Manager will act as the key link with Trinity Community Council. Over time, it is hoped that by acting as a primary point of contact for the Community Council members, Scott will build a sound knowledge of the area, local concerns and act as an intermediary across all Council services.
The reports will change from time to time to reflect input from Community Council members. This report provides more comparisons with city data as requested.

We have noted the one grade C in West Pilton Place in Forth that was due to heavy litter and the one grade C in Dean Street in Inverleith that was due to litter in the proximity of The Bon Vivant bar and the communal bins. These have been inspected and cleaned.
There has been a clean up around the Neighbourhood Office and West Pilton Gardens involving a variety of staff from the North Neighbourhood Office. Over 12 bags of rubbish and other debris was collected from the area by staff.
A clean up of backgreens in and around West Pilton Rise has been undertaken to prepare for the roll out of communal recycling and waste containers to blocks that had previously had individual bins. Removal of vegetation and other tree work was also carried out.
The street cleaning crews have also begun leaf clearance and general tidying of main routes running through North Edinburgh, and this work will continue over the next two months.

The Cleanliness Index Monitoring System (CIMS) Score is assessed by Keep Scotland Beautiful who conduct quarterly inspections of a random sample of streets (approx 2% across the city).

CIMS – An ExplanationEvery quarter Keep Scotland Beautiful randomly pick around 2% of Edinburgh’s streets to inspect – they pick a 50-metre transect as representative of the street. This is then graded either:A= 3
no litter or refuse B+= 2.5
slight degradation of an A grade
B= 2
predominantly free of litter or refuse
C= 1
consistent distribution of litter and refuse with minor accumulations
D= 0
heavily littered with significant accumulations
If all streets were A the CIMS score would be 100. The actual CIMS score is the total achieved as a %age of the maximum (so if all were B+ it would be 83 and if all were B it would be 67). B is Keep Scotland Beautiful assessment of an acceptable standard, so anything above 67 is good (although CEC’s internal target is 72). The %age streets clean is taken by the number of streets graded C or D as a %age of the total streets inspected. Grades C and D are deemed to fall below acceptable standards, and require to be restored to Grade A within prescribed times of being reported, depending on their location and severity of littering (as set out in the 1999 Code). Conventional sweeping and cleaning regimes should be able to achieve a Grade A. The points awarded are based on 4 grades of cleanliness identified in the 1999 Code of Practice on Litter and Refuse, which was issued under Section 89(7) of the Environmental Protection Act 1990. The B+ grade is an additional grading to show that has not yet reached a B grade.

The Green Flag Award is the benchmark for a quality green space. They are administered in Scotland by Keep Scotland Beautiful, the independent environmental charity.
Edinburgh's parks and green spaces achieved 29 Green Flag Awards in this year's national competition. As well as retaining all previous Green Flags we achieved an additional 3 awards in 2015.

Just over one third feel that they are able to have a say on things happening or how Council services are run in the local area.
•Older respondents were more likely to feel that they have a say than those in the younger age groups – 43% of those aged 45 +, compared to 32% of under 45 year olds. •Lower levels were also noted for unemployed people (27%), students (24%) and ethnic minorities/non-UK citizens (29%).
