This reductionis by 3 and 4 points
respectively in MP which is better
than thenational average. Among
20 states of the country, MP and
Tamil Naduhave registered
remarkable achievements in this
sector. In thecountry, neonatal
mortality rate came down by one
point from 29 in2012 to 8 in 2013.
In the state, this reduction was
by 3 points from 39 to 36 in
oneyear. Infant mortality rate in
the state has declined by 4 points
from73 in 2012 to 69 in 2013. This
is the best performance in 20
states.Bihar, Gujarat, Haryana,
Jammu-Kashmir, Punjab and West
Bengal havestood second by reduc-
ing infant mortality rate by 3
points. Reductionin neonatal mor-
tality rate by 3 points and infant
mortality rate by 4points in MP is
remarkable. According to SRS
Bulletin 2013 released byRegistrar
General of India, success has been
achieved in saving livesof seriously
ill, premature and extremely
under-weight children withimpor-
tant and active contribution of
health workers.
This success has been achieved
in the state with launch of
MamtaAbhiyan, distribution of
CUG SIMs to health workers, con-
stant trainingto workers and mon-
itoring of schemes. Further success
will be achievedin reduction of
infant and maternal mortality rate
in the state infuture. In the state,
special attention is being paid to
norms set bythe Central govern-
ments regarding this.
Arrangements of supportivesuper-
vision of seriously ill and weak
children have also been made inthe
state. Public Health and Family
Welfare Department is making-
maximum use of information tech-
nology. As many as 14 softwares
arebeing developed for monitoring.

Indore: The MP Lokayukta police caught red-handed 102
state governmentemployees, from top rank officers to peon, for
allegedly acceptingbribe in Indore division last year. "A total 130
criminal cases were registered after 102 state governmentstafferswere caught red-handed accepting bribe in 83 traps laid bythe
anti-corruption watchdog last year in the division,"
IndoreLokayukta Superintendent of Police Arun Mishra said.
He said that ill-gotten swanky houses, besides properties
fetching Rs7 to 8 crore according to present market value, of three
officersincluding assistant engineer, have been attached under MP
SpecialCourt Law, 2011 during last year in the division. The
attached immovable properties are being used to run 'aangan-
wadis'and schools, he said. The
Lokayukta police registered 37
cases againstpeople for misusing
official position, he said.
Besides, chargesheets were
filed in special courts in connec-tion with45 cases of corruption,
Mishra said. The courts pro-
nounced punishmentsin 22
cases, while in two cases the
accused were acquitted, he
saidadding that the rest of the
cases were being heard in
courts.

Raipur: Having registered more than 20 lakh
unemployed youths with the State Employment
Exchange office here, only about 18000 candidates
are receiving the benefit of Unemployment
Allowance. The allowance, which was earlier Rs 500
month, was increased to Rs 1000 per month from
January 1, 2014. In Raipur, 10,625 unemployed
youth registered themselves with the District
Employment Exchange office while only 10 candi-dates could be provided jobs, during this period. As
per the rules, the candidate between the age group of
18 and 35 years, who has passed higher secondary
and belong to below poverty line (BPL) family, can
apply for the allowance. The applicants should have
live-registration with the employment registration
office of more than two years. Besides, they should
be dependent on parents/family members for liveli-
hood and should not have any source of income to get
the allowance. Presently, less than 1 per cent (about
17693) beneficiaries are getting the benefit of unem-
ployment allowance. If one goes by this, there is a
need of making changes in order to maintain accu-
rate and acceptable records of the unemployed youths
instead of keeping a vague data. “The government is
in process of bringing a bill, which will make it com-
pulsory for all the departments to mandatorily
inform the Employment Exchange on recruiting any
of the registered youths to make necessary changes
in our data” said a senior officer.

directed its officials to check ille-
gal sale of intoxicants and set up
rehabilitation centres to curb the
menace of drug addiction in the

Aswal has instructed officials to
take stern action against smug-
gling and illicit sale of intoxicants
while chairing a meeting of state-
level Coordination Committee last
evening at Mantralaya, an official
statement said. The coordination
committee comprising officials of
various departments has been
constituted to check unauthorizedtrade of intoxicants in
Chhattisgarh. "In the meeting,
ACS asked police and food and
medicine control officials to check
purchase and storage of narcotics
drugs in medical stores on regular
basis and take strict action if any
irregularities are found. Aswal
also gave directions to set up max-
imum number of drug de-addic-
tion and rehabilitation centres
where proper arrangements of
counselling and treatment should
be made available for drug
addicts. Besides, orders were also
issued to keep a check on young-
sters consuming drugs. Asking
officials to adopt effective meas-
ures for controlling illegal trade of
intoxicants, Aswal suggested that
departments of industry, com-
merce, environment and pollution
can be joined hands with to fight
with the problem. Field officers
were directed to strictly imple-
ment the legal provisions of ban of
illegal trade of intoxicants.

The day is not far when Chhattisgarh
will become "Naxal-free", thanks to the joint
efforts of state government and Centre inwiping out the Maoist menace, Chief
Minister Raman Singh said. He conveyed
this to a delegation of National Security
Advisory Board (NSAB) which called on him
here recently.
The delegation headed by NSAB chair-
man and ex-Foreign Secretary Shyam Saran
met Singh at his official residence and dis-
cussed different aspects of Naxalism. They
also discussed the security arrangements
and measures being taken for the socio-eco-
nomic betterment of people in the insur-
gency-hit region, at the meeting. "The chief
minister informed the board about various
welfare schemes of the state government inLWE (Left Wing Extremism) areas, besides
the joint efforts of Central armed forces and
state police in counter-insurgency operation,"
an official statement said. The board advises
Centre on national security after analysing
various issues and visits various states in
this regard. Singh told the delegation the
Naxal problem has been eradicated from
Surguja region (north Chhattisgarh) and
remains confined only to certain areas of
Bastar and Rajnandgaon. "The day is not far
when the state and Centre will together wipe
out the Maoist menace and succeed in mak-
ing a Naxal-free Chhattisgarh," Singh said.
"Central security forces, state police jawansand officers are fighting the menace of
Naxalism with better coordination at every
front. During past few months we have
achieved some major success in this direc-
tion," the chief minister said referring to a
significant number of Naxals laying down
their arms and arrest of many cadres. Singh
also said thrust should be given to execution
of effective strategies to ensure security for
people along with efforts to bring a positive
change in their life style.

Raipur: Residents of coal-rich
Gare village in Chhattisgarh’s
Raigarh district have found a unique
way to assert their rights over the
natural resources found on their
land—they have floated a company
to mine coal and generate power.Inspired by Mahatma Gandhi’s prin-
ciples of self-sufficiency and non-vio-
lence, the residents started Gare
Urja Private Limited in June 2013.
Registered in Gwalior, MP, the
company today has more than 250
farmers from 10 villages as share-
holders. The farmers own 450
hectares that fall in the coal block,
Gare IV/6, which holds high-quality
coal. The idea of floating a coopera-
tive mining company was born in
2006, when the Centre allocated the
block to Jindal Steel Works (JSW)
despite opposition from the resi-
dents. And this was not a one-off
instance in the coal-rich Tamnartaluka. “In the past few years, the
Centre has allocated land in Gare
and its adjoining villages to coal min-
ing, power and steel companies, such
as Jindal, Jaiswal Neco and Monnet-
Ispat, against people’s consent,”
alleges Harihar Patel, former
sarpanch of Gare. Interestingly, Gare
IV/6 is one of the 218 coal blocks
whose mining leases were cancelled
by the Supreme Court in August this
year because of their arbitrary allo-
cation. Residents say the Centre’s
decision to allocate the coal block to a
private firm without their consent is
also illegal as per the Supreme Court
judgement on July 23, 2013, whichstates that the owner of land has
absolute rights over the minerals
under or over it.
Coal SatyagrahaThough the Gare residents are
yet to earn from the natural resource
underneath their land, they have
begun asserting their rights over it.
Since 2013, they have been celebrat-
ing birth anniversary of Gandhi by
staging coal satyagraha. This year,
over 700 residents, including 500
women, met at the village temple in
the morning and marched to the
bank of the Keloriver, a tributary of
the Mahanadi. After a community
feast, the group collected coal from
an exposed seam and marched on to
submit the pieces at the agricultural
market cooperative office in Gare in
the presence of government officials.
“It was a protest against companies
that forcefully wanted to acquire peo-
ple’s land to mine coal,” says Patel,
also a member of Jan Chetna Manch,
a non-profit working for the rights of
people affected by mining.

Indore: Eight species of birds like francol-
ins and quails are on theverge of extinction in
the Malwa region, a recent study has revealed.
The study carried out by the MP Forest
Department, has found nkinghabitat of these
birds due to human intervention, as the major
reasonfor the massive decline in their numbers.
The number of francolins and quails have fallen
drastically afterthickets in which they reside
were destroyed in the Malwa region.
The human population has expanded into
the birds' environs accordingto the study, Ujjain
District Chief Conservator of Forests (CCF) P
CDubey said. He said that his department's pri-
ority now, is to keep thebirds' habitat intact forwhich their environs are being identified.
Dubey said that forest ground duty officials
would be deputed to thesehabitats to shoo away
cats and other animals which damage eggs and-
chicks of these birds. He said that village folk
would be roped in tohelp conserve these birds.
Ornithologist Ajay Gadikar, who was associated
with the study, saidthat the numbers of grey
francolins, painted francolins, rain quails,jungle
bush quails, rock bush quails, barred button
quails and smallquails have dipped in the
Malwa region, adding that poaching too is afac-
tors for their decline.
Thickets of Ujjain's Agar and Tarana
regions are home to francolinsand quails hesaid, adding that forest department officials are
takingsteps to preserve these birds.

The milk availability per
person in MP is 345 gram,
which is more than the world
and national average, MP
Animal Husbandry Minister
KusumMehdale said recently.
"Despite rising population,
the availability of milk per per-
son in MP is 345 gram, which is
more than the national (300
gram) and world (281 gram)
average," the minister told
reporters here.
Chief Minister Shivraj
Singh Chauhan has directed toraise the availability to 500
gram per person in next five
years, she said. The average
milk production in MP contin-
ues to remain more than the
national average since the last
three years.
In 2013-14, the milk pro-
duction at national level regis-
tered an increase of 3.97 per
cent, while in MP it was 8.61
per cent, Mehdale said. The
state has set a target to take
this figure to 9.40 per cent in
2014-15, she said. The minister
also informed that the state
has already surpassed
Maharashtra in total milk pro-
duction and stood at sixth posi-
tion in the country. "The state
is likely to get fourth position
in the country for milk produc-
tion in 2014-15 by surpassing
Andhra Pradesh and Punjab,"
Mehdale said.On the occasion, the minis-
ter also informed about the
achievements of her other
departments, including public
health engineering, horticul-
ture and food processing, fish-
eries development, cottage and
rural industries and law and
legislative affairs.

MP has a debt of Rs 95,000
crore and it is likely to touch
Rs 1 lakh crore by the end of
the current financial year,
State Finance Minister Jayant
Mallaiya said here recently.
He, however, added that
state's financial situation isgood. "In 2003-04, MP had a
debt burden of Rs 35,000 crore
and now it has reached Rs
95,000 crore. By the end of this
financial year it is expected to
be Rs 1 lakh crore," he told
reporters. During 2003-2014,
though the state borrowed Rs
60,000 crore, it spent Rs 1.20
lakh crore on construction of
roads, canals, dams, power
generation, drinking water
and hospital buildings, among
other things, he said. About
increase in VAT on petrol and
diesel despite the Centre
reducing the fuel prices, theminister said situation in
every state was not same, and
even Rajasthan had increased
the VAT while Gujarat was
contemplating a hike too.
On Goods and Services Tax
(GST), the minister said the
Union Finance Minister Arun
Jaitley had assured that after
its implementation, if there
was a shortfall in the state's
revenue the Centre would
compensate it. He termed the
financial situation of MP as
quite good, and added that not
a single bill was pending for
payment. During the 11th plan
(2007-12), the state's economic
growth rate was 9.94 per cent
while in 2013-14 it had already
crossed 11.08 per cent, he said.
Master plan for 50,982 vil-
lages had already been pre-
pared by taking into account
local populations' priorities, he
said. Mallaiya said since BJP
came to power, construction of
1,600 small, 13 medium andfive mega irrigation schemes
was completed.

C’garh govt supportsdecision to phase
out polythene
Raipur: The state government has extended
support to Urban Administration Department’s
plan to phase out plastic bags from January 2015
for pollution control in the State. Environment
Conservation Board will organise seminars and
other public awareness programmes, in associa-
tion with Urban Administration and
Development Department, in this connection.
This decision was taken in the 32nd State
board meeting of Chhattisgarh Environment
Conservation Board. Additional Chief Secretary
(ACS) Housing and Environment Department, N
Baijendra Kumar, presided over the meeting. The
government has also decided to relocate over 100
polluting industrial units situated in the vicinity
of Raipur. An action plan for re-locating indus-
tries of Siltara and Urla will be finalised and
implemented after proper discussion with the
concerned industrialists. Devendra Singh,
Member Secretary, Environment Conservation
Board, will be holding discussions with industri-
alists following which a proposal will be prepared
and sent to the State Government.
Many industries located in Siltara and Urla
— two major industrial areas situated adjacent
to capital city Raipur — will be displaced else-
where, an official statement informed. At the
meeting, Continuous Air Monitoring Station for
air pollution control was also reviewed. ACS
Kumar said that the station should be estab-
lished at a suitable location in AIIMS Hospital
premise or National Institute of Technology
(NIT). Big LED screens will be installed atRaipur collectorate and all other stations for
proper display. In the meeting, Bilaspur
Municipal Corporation Commissioner told that
NTPC will start Continuous Ambient Air
Monitoring Station from January 15.

has decided to issue solo certificates under Water
(Pollution Prevention and Control) Act 1974 and
Air Pollution Prevention and Control) Act 1981.
Challenging Chhattisgarh govern-
ment's claim that death of 13women in
a sterilization camp was due to con-
taminated antibiotics, aresearch and
advocacy group has claimed that "post-
operationinfection" was the reason
behind the deaths. A detailed investi-
gation done by Down to Earth (DTE)
magazine ofCentre for Science and
Environment (CSE) found that there
was a"botch-up" during the "assembly
line sterilisation procedure" whichwas
done in "poor and unhygienic" condi-
tions. "Our research has revealed that
the claim of state health officialsthat
the deaths occurred due to contaminat-
ed antibiotics is notcorrect. "Our col-
league who travelled extensively in the
district and met withboth government
officials and participants in the sterili-
sation camphas found that deaths were
because of post-operation
infection,"director general of CSE
Sunita Narain has said. "Botched"
sterilisation surgeries at government
organized health campshad claimed
the lives of 13 women in Bilaspur in
November and had leftover a 100 criti-
cal. The state government has consti-
tuted a judicial probe team toinvesti-
gate into the matter.
Narain claimed that the post-
mortem reports seen by the colleague
whoinvestigated the incident on behalf
of the magazine says that thewomen
had developed "septicaemia" (life-
threatening infection). Narain said the
research pointed out to "gross viola-
tions of the 2006national guidelines of
sterilisation" and it was important
that thistragedy makes us raise criti-
cal issues in the direction of
India'sfamily planning programme.
"India's family planning approach has
become target driven, campbased, ster-
ilisation focused where incentives are
given to familiesand doctors to under-
take these procedures. This happens in
spite thefact that the National
Population Policy actually discourages-
targets," she said. The CSE suggested
a revamp for the family planning pro-
gramme and saidthat there is a need to
move away from "target incentive
basedapproach" to make family plan-
ning part of the health care services.

Chhattisgarh, government has decided
to provide night-landing facilities at all
the helipads in the naxal-affected dis-
tricts of the state, removing a handicap
in the security operations.
There are 12 districts in
Chhattisgarh which are worst hit by
naxalism and provision of night-landing
facility will help in swift induction of
troops and evacuation of the injured
personnel which is currently not possi-
ble. The decision has been taken follow-
ing recommendation of a high-level
committee, headed by former CRPF
Director General K Vijay Kumar, which
faced the naxal attack in the state on
December 1, 2014 in which 14 CRPF
personnel were killed.
The Home Ministry has conveyed to
the Chhattisgarh government to initi-
ate the process of developing the heli-
pads to facilitate night-landing facility
through respective district magistrates
and the expenses will be reimbursed
under Centre's security related expen-
diture scheme, official sources said
here. Bastar, Bijapur, Dantewada,
Sukma, Narayanpur and Kanker are
among the districts worst hit by naxal-
ism.Lack of night-landing facility often
hampers movement of security forces
engaged in anti-naxal operations. There
have been several occasions in the past
when injured jawans could not be air-
lifted on time leading to fatality. The
Home Ministry will also request the
Airports Authority of India (AAI) to
install necessary gadgets to facilitate
night-landing of helicopters and air-
craft at Jagdalpur air field. The small
airfield is operated by the AAI, under
the Civil Aviation Ministry. In case of
Jagdalpur too, the Home Ministry will
bear the cost of upgradation. The
Indian Air Force, which operates at
least four helicopters in Chhattisgarh
for movement of troops and evacuation
of injured, did not land its choppers
many times despite emergency as the
night-landing facility was not available
in any of the helipads so far.

cides accordingly. For this, a spe-
cial awareness campaignshould
be conducted in April-May.
Farmers should also be motivated
foradvance storage of fertilisers-
during this period. He soughtin-
formation about procurement of
paddy. He directed to ensure that-
paddy is procured with correctrates. The department should
monitorthis process, he added.
The meeting was informed that
154 teams have been constituted
foreffective monitoring of fertilis-
er distribution who have conduct-
ed1398 inspections. As many as
313 cases of different nature have
beenregistered. Database of
about one lakh organic farmers
has beenprepared in the state.
Farm-power has also increased in
the state from0.8 kilowatts to
1.36 kilowatts. Information was
also given aboutimpact of rain
and efforts for prevention of frost.So far, Rabi crops have been
sown in 102.42 lakh hectares
including58.74 lakh hectares
wheat, 34.82 lakh hectares gram
and 8.14 lakhhectares mustard
crops. Urea has been distributed
5.81 lakh MT ingovernment sec-
tor and 3.62 lakh MT in private
sector.
Fertilisers should be stored in advance in state: CM
The state capital is home to highest
number of disabled citizens, 84,502 to be
precise. Indore stood at second place with a
population of 78,761 disabled people.
Releasing data at a workshop here at
Academy of Administration recently, cen-
sus MP director Sachin Sinha said there
are 15,51,931 people with different disabil-
ities in MP, which is 2.14% of disabled pop-
ulation of 2,68,10,557 in India. Comparing
to 2001 census, there is a decline of 0.19%
in disabled population in the state. This
data is based on 2011 census and is
released for the first time.
Sinha said Jabalpur and Rewa with
population of 59,074 and 57,889 people
with disabilities, respectively are placed at
third and fourth positions. Sagar is at fifth
position with a population 52,576.
Interestingly, Alirajpur, one of most back-
ward districts of the state tribal district
has minimum number of disabled people -
10,869. He said this statistics is based on
eight categories, including visually chal-
lenged, people who are hard of hearing or
deaf, those lacking power of speech or
dumb, physically disabled people and peo-
ple with learning difficulties. Surprisingly,
Bhopal stood first in all parameters. In
visually challenged category, Bhopal has
21,346 citizens followed by Indore with
16,839 people under this category. Datia is
at lowest level in the state with population
of 1,843 people who visually challenged In
all there are as many as 2,70,751 people in
the state with this problem.
In category, with people lacking hear-
ing power, Bhopal again topped the list
with a population of 21,843, while Indore
is at second position with population of
18,915. Sheopur is at lowest level with
population of only 1,748 people with this
problem. There are 2,67,361 people in MP
with problems of hearing power or com-
pletely deaf. In speech-related problems,
Bhopal again has highest population of
4,553 people under this category followed
by Indore, 3,764 people. Alirajpur is at bot-
tom with 339 people having speech-related
problems.
Bhopal also has highest number of peo-
ple with learning disability with the popu-
lation of 3,917 people. Indore is again at
second level with population of 3, 823 peo-
ple. Alirajpur is at the bottom with only
403 persons with the learning disability. In
all, there are 77, 803 people in the state
with problem of learning disability.
As far as mentally retarded people are

“The image of Indian
Transformer industry has taken
a beating both at home and
abroad because of use of sub-
standard quality of CRGO steel
and Indian manufacturers are
blacklisted in several countries
in Africa and Middle East”
according to Anil Agarwal,
President of Indian Transformer
Manufacturer Association(ITMA). According to him, cor-
ruption and unfair trade prac-
tices like these are biggest hand-
icap in realizing Prime Minister
Modi’s ‘Make in India’ dreams.
CRGO steel, a critical raw mate-
rial used for lamination in
Transformers, is not manufac-
tured in India and is almost
entirely imported. The quality
of the special grade steel having
a direct bearing on the quality of
transformers, Ministry of Steel
had issued a quality control
order in 2012 mandating the
imported CRGO steel to meet a
specified BIS quality standard.
As Customs officials largely
ignored the order, Transformer
manufacturers approached
Department to Revenue which
issued instructions in 2014 ban-
ning imports without prescribed
BIS certificate. “When we
pressed for compliance of order,
the imports of defective steel
was stopped at major parts, but
it started getting cleared at
smaller ports and later at the
dry ports presumably in con-
nivance of customs and
unscrupulous dealers”, Agarwal
added. According to industry
sources, lately the Dadri dry
port (Noida, Uttar Pradesh) has
become major entry point for
import of substandard CRGO
steel. Now, to circumvent the
quality control order, the dealers
declare CRGO steel as ‘trans-
former parts’ in the invoice and
the bill of lading which is
patently fraudulent. ITMA has
demanded that government
should take steps to effectively
implement its own orders.

During a meeting chaired by Anurag Jain, Joint Secretary (FI) and Mission Director of
PMJDY, banks committed to cover the gap in issuance of RuPay cards and accounts
opened, including of Regional Rural Banks by January 15, 2015.‘

CM Shivraj Singh Chauhan has said that the con-
stitution ofNational Institute for Transforming India
(NITI) has laid thefoundation of a true federal struc-
ture in the development process oftransforming India.
In his blog and twitter the CM said the newdispensa-
tion would go a long way in meeting the developmen-talchallenges of India. The CM said that India woke up
to a new dawn of development based oncooperation and
democratic values in the new year on January
1,2015.This epoch-changing development has taken
place in the form of theNational Institute for
Transforming India (NITI) replacing thePlanning
Commission of India.
Chauhan said that in 1952, the then Prime
Minister Pandit JawaharlalNehru set up the Planning
Commission of India was the right decisionin the right
direction in view of the circumstances and require-
mentsof that time for all round development of the
nation.Post-independence the Commission played a
very crucial role indevelopment of the nation through
the Five Years Plans. The Commissiongave a very good
account of itself in planning, formulating andimple-
menting schemes to a great extent. However, over the
decades,especially after economic liberalization in 1991
the existence of thePlanning Commission started out-
living its existence. In democracydifferent states are ruled by
different political parties. It wasincreasingly being felt that
the Planning Commission had become a toolof the powers
that be at the centre to serve their interest by showingpreju-
dices, slants and aversions against states. Discrimination
infunds allocations was also experienced by states for these
reasons. The CM said that the Planning Commission had
started showing lack ofdemocratic ethos in its functioning.
The discussions held by theCommission with CMs had been
reduced to a mere ritual. Schemes wereformulated at the
Centre and sent to the states for implementation.While for-
mulating the schemes the specific geographical, social,eco-
nomic, historical and cultural requirements of the states
were nottaken into account. It is a major factor respon-
sible for not reachingdesired fruits of development to the
masses. I have been maintainingat different fora that
just as one single medicine cannot cure alldiseases, there
cannot be a fit-for-all scheme or programme for allstates.
This is particularly true about centrally sponsored
schemes. Chauhan said that the most important thing
about the NITI set up byour innovative Prime Minister
Narendra Modi to replace the PlanningCommission is
that it preceded comprehensive consultations with allthe
CMs. Its Governing Council includes all CMs of States
and Lt.Governors of Union Territories. This would give
new direction andmomentum to the development of
states.
The CM said that another special feature of the new
dispensation isthat it provides for constitution of
Regional Councils to resolvecontentious inter-state
issues. This would remove the bottlenecks indevelop-
ment and the states while pushing up their own devel-
opmentwould contribute more actively and promptly to
development of thenation. Chauhan said that the NITI
would facilitate planning at villagelevel, which is very
important. In MP we have already done it. We
haveMaster Plans of all the villages in place. These
plans have beenchalked out in consultation with the vil-
lagers. The Action Plansaccommodate their suggestions and
advices. The process of execution ofthese Action Plans has
already started. I am happy that this processis being intro-
duced across the country. This would help harness theavail-
able resources for development of villages in a more efficient-
manner.

parks and woodlands
to improve the deterio-
rating condition of
forests as well as gen-
erate a source of income for the state
exchequer, according
to a CMO official. The
state government hopes to gener-
ate an annual income of Rs 10,000
crore by enhancing inflow of inter-
national tourists near Tadoba and
Pench in the Vidarbha region.
"We will develop the entire
region around Tadoba and Pench
into an eco-tourim zone so that we
can attract international tourists
there. It has been calculated that
around eight million people visit
India every year,"said Principal
Secretary in the Chief Minister's
Office Praveen Pardeshi.
"If we could attract only ten
percent of tourists to the forests of
Vidarbha, we would have about
eight lakh people visiting us year-
ly. Say if they spend about 200 dol-
lars a day for only around four
days, the state would earn an
annual income of Rs 10,000 crore,"
he said. Pardeshi said that until
now, the government's focus was
on core forest areas, but focus
would now be shifted towards
buffer zones.
"By focusing on buffer zones
that is areas around the forests,
and developing them into eco-
tourism zones, the entire liveli-
hood of people living in jungles
and around sanctuaries can be
transformed. Then, instead of peo-
ple thinking of cutting wood to
earn a livelihood, they will look at
tourists as a source of livelihood.
That way they will themselves
ensure that trees are protected,"

tion at the cost of forests, Pardeshi

Digital text booksto revolutionize
education sector
Thiruvananthapuram: In a major
initiative that may revolutionise the gen-
eral education sector, Kerala is all set to
introduce multi-media "Digital
Collaborative Textbooks" (DCT), the first
of its kind in the country, in government
schools. This digital textbook will com-
prise information contributed by persons
around the globe in audio or video for-
mats, besides the scanned soft-copy of nor-
mal textbooks. The state government has
decided to launch the DCTs in government
schools on an experimental basis from
next academic year starting in June, said
A Shahjahan, Secretary, Department of
General Education. Students and teachers
can access the DCTs with the support of
tablets and e-learning centres set up at
schools. IT@School, under the state
General Education Department, is plan-
ning to formally launch the "digital collab-
orative textbooks" early next month.
"The digital collaborative textbooks are
definitely a significant step in the educa-
tion sector of the country. We are planning
to formally launch the DCTs next month,"
Shahjahan said. A senior official of
IT@School said Kerala is the first state to
introduce this kind of multi-media text-
books. "At the normal level, the DCTs are
e-books in which ordinary textbooks are
scanned and uploaded. But, a plethora of
information, contributed by different peo-
ple including experts in different subjects
make them unique," said IT@School
Executive Director K P Noufal. He said
over 3.7 million students and about more
than two lakh teachers in the state-run
schools are expected to benefit from the
the ambitious project. The department
was also ready to share digital textbook
model with private schools also which fol-
low state syllabus. But, they should pro-
vide hardware and other supporting facil-
ities to get the access, he said.

India's economic growthlikely to increase to 6.3%
in 2016: UN Report
The country's economic growth is likely to
increase to 6.3per cent in 2016 from 5.9 per cent in
2015, according to a recent UNReport. The UnitedNations ‘World Economic Situation and Prospects
2015’(WESP) report which was released recently
said that on a global scale,economy will improve
marginally, although mounting uncertainties
andrisks could undermine economic growth.
The global economy is expected to grow 3.1 per
cent in 2015 and 3.3per cent in 2016, compared with
an estimated growth of 2.6 per centfor 2014. The
global economy expanded during 2014 at a moder-
ate anduneven pace. A number of economies in
developing countries have encountered various-
country-specific challenges. “In contrast, East Asia,
including China,managed to register relatively
robust growth, while India led SouthAsia to a mod-
erate strengthening,” the UN report said. Economic
growth in South Asia is set to gradually pick upfrom anestimated 4.9 per cent in 2014 to 5.4 per
cent in 2015 and 5.7 percent in 2016. “While the
recovery will be led by India, which accounts for
about 70per cent of regional output, other
economies such as Bangladesh andthe Islamic
Republic of Iran are also projected to see stronger
growthin the forecast period,” the report said. In
addition, India is likelyto make progress in imple-
menting economic policy reforms, thusproviding
support to business and consumer confidence.

strict about that," he added. Arbaaz
is currently busy promoting his film
"Dolly Ki Doli". Directed by
Abhishek Dogra, the film features
Sonam Kapoor and Rajkumar Rao
in key roles. Arbaaz's wife
Malaika Arora has co-produced
their past films -- "Dabangg" and
"Dabangg 2".
Talking about the importance of
her presence, Arbaaz said:
"Malaika is like a sounding board,
and I take her opinion. Her opinion
is unbiased...I feel she is very hon-
est. When I finalise anything, I

espite suffering from a kidney problem, an
ailing fan of superstar Rajinikanth was
determined to see his favourite star’s latest
release ‘Lingaa’ and reportedly escaped from hospi-tal to watch it. However, after the show he was
found dead in his seat with the intravenous drip-
tube intact, police said.
56-year-old Rajendran, hailing from
Chettipalayam in the city, was reportedly undergo-
ing treatment for a kidney problem at the
Government Hospital and was on an intravenous
drip for the last few days, police said.
Being an ardent Rajinikanth fan, he wanted to
watch the movie ‘Lingaa’, but strict vigil at the hos-
pital prevented his movement. However, he made
up his mind to watch the late night show and
reportedly managed to give the slip to the hospital
staff and got a ticket at a theatre near the Railway
Station, about a kilometre from the hospital and
occupied the seat, despite having an intravenous
drip. The Times of India reported that he had been
suffering from kidney cancer. The report also quot-
ed the manager of the theatre as saying that he had
seen the ailing Rajendran having popcorn and a soft
drink and the Rajinikanth fan seemed to be "enjoy-
ing himself".
After the movie, the theatre staff found him
dead lying on the seat. Police recovered the body
and sent it to the hospital. Further investigations
are on, they said. When contacted, an hospital staff
said authorities were verifying the records to con-
firm whether the deceased was a patient there.

a swimsuit round during the competition as
she finds it strange to walk in bikini on
stage. The organisers of The Miss World
contest, which has been an annual feature
since 1951, have removed swimsuit round
from their competition starting next year. To
this, Priyanka said: "Obviously it's strange
to walk in heels and swim suit on stage.
Take us to a pool or a beach and do that
shoot, that's fine because that's a natural
environment. It's weird and not natural." "I
have found it awkward myself but I am
happy that it didn't happen with me in my
years during Miss World. We didn't have
this swimsuit round," she added. Rolene

64th Miss World winner in London Dec 14
and it marked the final event featur-
ing contestants wearing bikinis.

Govt launches scheme to monitor toilet useIndia is checking whether
thousands of newly built toilets
are being used. Half a million
latrines have been built in
homes under a cleanliness drive
begun by Prime Minister
Narendra Modi in October. But
many people still prefer to defe-
cate outside. Sanitation inspec-
tors will go door-to-door to sur-
vey household lavatory use, not-
ing the results on mobile phones
and tablets, a government
statement said. Earlier surveys
merely monitored the construc-
tion of toilets. In its news
release, the ministry of drinking
water and sanitation said it will
launch a nationwide real time
monitoring of use of toilets.
Earlier, the monitoring wasdone only about the construc-
tion of toilets, but now the actu-
al use of toilets will be ascer-
tained on a sustained basis.
Launching the Clean India
Campaign (Swachh Bharat
Abhiyan) on 2 October, Modi
promised to build half a million
toilets within 100 days. The gov-
ernment says it has built
503,142 household latrines
since then.
However, studies in the past
have suggested that many peo-
ple in rural India, despite hav-
ing working toilets at home,
continue to go out into the open
believing it is more sanitary to
defecate far from home.
Hundreds of millions of people
defecating outside lead to large
numbers of hygiene-related dis-
eases and premature deaths.
Reports say some of the new toi-
lets are being used as store-
rooms by people who consider
toilets at home unhygienic.
Campaigners say that building toilets is not enough and that
motivating people to use them is
equally important. The govern-
ment has pledged to make India
"100% free" of open defecation
by 2019.

Parliament session and said every word
changed in the law brought by the UPA will
have to stand scrutiny of Parliament dur-
ing the Budget session.
Congress spokesperson Abhishek
Singhvi also alleged that the government
was effecting privatisation in railways
through “stealth” and attacked it for “com-
plete zig zag and lack of coherence” on noti-
fying rules allowing 100 percent FDI in
railways. “If you want to correct something,
there is a method to it...they (government)
are scared and afraid of public accountabil-
ity. I condemn it,” he told reporters, adding
“Ordinance Raj cannot last beyond the
budget session.” Asked whether Congress
supports amendments being brought to the
Act through the Ordinance, he said, “There
is no blanket answer (to it). Individual
clauses can be examined by any govern-
ment. The issue is of legislation of vital
matters like Land Acquisition by stealth
and ordinance. How can we support that?”
The Union Cabinet approved the
Ordinance to amend the Land Acquisition
Act recently. Singhvi asserted that “every
word” changed in the bill brought by the
previous Congress-led government will
have to stand Parliament’s scrutiny in the
next session. Alleging a “hiatus” between
the words and deeds of Modi government
on the issue of privatisation of railways, he
drew attention to different remarks made
by the Prime Minister on the issue during
last one year. Accusing him of “trying to
pull wool over the eyes of people” and mak-
ing “casual and irresponsible” statements
on the issues of privatisation in railways,
the spokesperson said the time has come
that Congress releases another booklet on
“U-turns” of the government.
Releasing a paper, which cited remarks
made by Modi in March 2013 and
November 2014 in favour of privatisation
in railways, Singhvi said while Modi made
a strong pitch for privatisation of railways
then, he “ruled out” the same while speak-
ing in his constituency in Varanasi on
December 25 this year.
