Dear Ladies and Gentlemen,

You are now reading the first Sustainability Report published by Flughafen Wien AG. For us, sustainable development not only meanssteady growth, but also respect for the environment and our neigh-bours, responsibility for the region and an active dialogue with our stakeholders. Our commitment to these principles is underscored bythe mediation process with local residents, which has been underwaysince 2000.

The 2003/2004 Sustainability Report is based primarily on 2003 data. Statistics for 2004 will be updated and included in our enclosed factsheet. The main object of analysis was Flughafen Wien AG (VIE). We also included the Flughafen Wien Group and/or the airport sitewherever it was reasonable and the necessary data were available.

A designated project team developed the basic structure for thisreport, and the most important topics were determined at a kick-offmeeting with department heads, in which the general framework forthe project was also defined.

The organisation of the report and selection of indicators reflect theguidelines for sustainability reports issued by the Global ReportingInitiative (GRI). Security and safety are very important for the airportbusiness, and we have therefore dedicated a separate chapter to these issues. In the interest of credibility and transparency, it wasimportant for us to engage an external institution to provide an expertopinion. This task was performed by oekom research, a well-knownrating agency, and the results of their work can be found on the lastpage of this report.

In the future we plan to issue a sustainability report every two years,in addition to our annual reports. It will contain current statistics aswell as an evaluation of previously announced goals. Flughafen WienAG has also created a sustainability management function, which willhave responsibility for our future activities in this area.

The airport and sustainability

Flughafen Wien AG has alwaystaken a proactive approach tothe sustainable development of both the company and theregion, not least because ourairport is a focal point of publicinterest in many respects and isclosely interlinked with its region.

The reasons for this are diverse:

Vienna International Airportprovides the first – and last –impression of Vienna and Austria for foreign visitors.

Flughafen Wien AG has tradedon the stock exchange since1992 and is therefore undercontinuous scrutiny by thefinancially oriented public, inparticular by analysts andinvestors.

Sustainability pays

Acting with a focus on sustain-ability is one of the most impor-tant modern business principles,and a tenet that is followed by a growing number of success-full companies. In addition tofinancial performance, companiesalso acknowledge their respon-sibility for the environment,society and the regions in whichthey do business. Sustainabilityhas become a key issue in the business world, which isdemonstrated by the convincing

The provinces of Vienna andLower Austria hold invest-ments of 20% each in Flug-hafen Wien AG, not only forfinancial reasons but also to support regional develop-ment goals.

In recent years, Vienna Inter-national Airport has become

an important economic factorand motor for the entire region.

Subjects such as flight noiseand environmental pollutionfrequently represent thefocal point of discussionswith neighbouring residents.

The mediation process thatwas started in conjunctionwith plans for a third runwayhas triggered continuous dis-cussions with neighbouringresidents, citizens' commit-tees, politicians and otherinterest groups.

Our plans to intensify coop-eration with Bratislava Airportare designed to promote thejoint development of thesetwo regions following theexpansion of the EU.

Intensive communicationswith public authorities, customers and suppliersform an integral part of our day-to-day business activities.

The expansion of our infrastruc-ture will create the basis for futuregrowth in air traffic – growth thatis linked with a responsibility forour customers and the airlines,our shareholders, logistics firmsand tenants as well as the entireregion. Our employees shouldalso benefit from this growth,since they represent our mostimportant capital for sustainabledevelopment.

The current organisational struc-ture of Flughafen Wien AG isshown on the attached factsheet.

Flughafen Wien Group

Flughafen Wien Group compa-nies operate in many differentindustry sectors. Since the endof 2003 Flughafen Wien AG also manages the City AirportTrain (CAT) through a joint venture with its partner, theAustrian Federal Railway Corpo-ration ("Österreichische Bundes-bahnen"). The company alsoholds an investment in ScheduleCoordination Austria GmbH(SCA), which allocates timeslots to aircraft.

Flughafen Wien AG acquired a40% stake in Malta InternationalAirport (MIA) during July 2002through its holding in MaltaMediterranean Link ConsortiumLtd. Together with the 20% ofshares traded on the Maltesestock exchange, this investmentplaces MIA in the same exclusivecircle of listed European airportsas Flughafen Wien AG.

Flughafen Wien AG is one ofthe few publicly traded airportcompanies in Europe. We serveas the developer, builder andoperator for the airport and allrelated services. As the mostimportant airport in CentralEurope, we are preparing forabove-average growth. Theeastward expansion of the EUhas extended our catchmentarea well into Austria's neigh-bouring countries. Our strategicgoal is to further expand ourposition as a hub for transferpassengers between Easternand Western Europe.

Flughafen Wien – a goodneighbour for more than50 years

In early 1938 a ground-breakingceremony took place for an air-base on the "Heidfeld" area be-tween Fischamend and Schwe-chat. After the end of the warthis airport – which was locatedin Soviet occupied territory –came under British control andwas also used by French armedforces.

The landing of a British Europe-an Airways plane at the RoyalAir Force (RAF) base on 2 Sep-tember 1946 marked the firstcivil use of Schwechat airport.Ultimately, Schwechat was chosen as the site for Vienna'scentral airport.

On 1 January 1954 the newlyfounded "Wiener Flughafenbe-triebsgesellschaft m.b.H." tookover the airport from the BritishAir Force – making it the firstprivately managed airport inAustria. In that same year workstarted on temporary repairs tothe facility. This marked thestart of a success story thatcontinues today.

... and Expansion

On 6 October 1977 RudolfKirchschläger, President of theRepublic of Austria, opened thesecond runway (16/34) at Vien-na International Airport. Thatsame year, the General AviationCenter – the part of the airportreserved for private aircraft –opened for business. The VIP &Business Centre (1979), theinstallation of long-distanceheating lines (1981) and con-nection to the A4 motorway(1982) followed.

A Novotel hotel was built in1983, and 1986 marked theexpansion of the arrival hall,construction of a new admini-stration building and EDP cen-tre, and the renovation of cargofacilities. In 1988 the strikingPier East formed a new land-mark on the apron. One yearlater the number of passengersexceeded five million for thefirst time.

The World Trade Center openedin 1990, followed by the Air Car-go Center and Car Park 3 duringthe following year.

Development ...

On 27 March 1956 the AustrianMinistry of Transport granted its approval for the constructionand operation of a general avia-tion airport.

Austrian Airlines AG (AUA) wasfounded in 1957, and introducedscheduled operations with itsfirst flight to London on 31 March1958. One year later the originalRunway 12/30 (today 11/29) wasextended to 3,000 metres inorder to meet the requirementsfor larger aircraft. A new termi-nal building was opened in 1960and a new export cargo hall followed six years later. By 1972 the apron, cargo facilitiesand infrastructure had beenenlarged, the arrival hall wasextended, and operations wereexpanded to a second floor.

The initial public offering marked a milestone in 1992:Flughafen Wien Betriebsge-sellschaft m.b.H. became Flughafen Wien AG. During the following years the transitarea was expanded (1993), Pier West was completed(1996) and Runway 11/29 wasextended to 3,500 meters(1997).

In 2000 we started a mediationprocess together with neigh-bouring residents, citizens'committees, representatives ofall political parties and variousinterest groups. This processfocuses on the current and future impact of Vienna Inter-national Airport and environ-ment-related expansion plans,e.g. flight noise levels and thepossible construction of a thirdrunway. At the end of 2000 theAustrian Industrial InvestmentCorporation ("ÖIAG") sold itsstake in Flughafen Wien AG, theprovinces of Vienna and LowerAustria increased their holdingsto 20% each and 10% of shares were transferred to anemployee foundation. From2001 to 2004 the new CargoNorth facility was built on the

grounds north of the B9 motor-way. It now houses facilities forMenlo, FedEx, UPS and TNT aswell as a new customs building.A new police headquarters wascompleted in 2003.

A new era for ground transpor-tation began in December 2003with the start of operations by the City Airport Train (CAT).Vienna International Airport cannow be reached in only 16minutes from the "Wien-Mitte"railway station, and passengersare able to check-in before board-ing the train.

The airport today

Roughly 200 companies arelocated at the airport, includingairlines, shops, forwardingagents, service firms and manyothers. More than 14,000 menand women from the provincesof Vienna, Lower Austria andBurgenland work at this location.

Vienna International Airporthandled a total of 12.8 millionpassengers and 173,000 tonnesof cargo in 2003, and the comingyears are expected to bring further growth. 14.7 Million Passengers are expectetd tocome in 2004.

A glimpse into the future

Overall, forecasts show a trendof steady growth. For this rea-son, we plan to invest approx. € 722 million in expansion projects by 2008 – projects that will also benefit the entire region. The positive develop-ment of the airport will createnew opportunities for businessesthat settle here, and further in-crease the number of interestingjobs.

Our Guidelines, Principles and Strategies for the Future

management and control ofcompanies, and is directedtoward the sustainable creationof value for the benefit of share-holders.

Flughafen Wien AG was one ofthe first companies to declareits support for the Code. One of the primary goals underlyingthese regulations is to strength-en the confidence of share-holders, customers, employeesand the public. Flughafen WienAG had already implementedmost of the corporate gover-nance regulations before theCodes took effect. The coopera-tion between the ManagementBoard and Supervisory Boardand the work of the variouscommittees has always beensystematic and characterised byan open climate for discussion.The corporate strategy of theFlughafen Wien Group wasdeveloped and discussed by the Strategy Committee andManagement Board in 2003. In August of that same year, itwas presented to and approvedby the full Supervisory Board.

We see opportunities for growthin the new and larger Europeand intend to utilise this poten-tial in agreement with the princi-ples of sustainability. We placegreat value on the responsibleeconomic development of Vien-na International Airport for thebenefit of our stakeholders, shareholders, customers andairlines, logistics firms, tenantsand employees as well as theentire region.

Corporate Governance

The Austrian Corporate Gover-nance Code was issued in Oc-tober 2002, and forms a volunta-ry system of rules for publiclytraded companies. It representsan essential instrument to ensurethe transparent and responsible

The Compliance Guidelines andappendices were implementedthrough a separate documentissued by Flughafen Wien AG.This corporate guideline regu-lates the distribution of informa-tion in the company as well asthe monitoring of all internaland external flows of informati-on in order to prevent misuse.We were one of the few com-panies in Austria to present thefixed and variable compensationpaid to each member of ourManagement Board in our 2003Annual Report, and therebymeet the wishes of our share-holders for even greater trans-parency. We view the obser-vance of human rights, the realisation of equal opportunitiesfor all social groups, and therejection of all forms of briberyand corruption as a matter ofcourse and also demand thesame from our partners.

Our strategy for the future

The Flughafen Wien Group’s cor-porate strategy forms the basisfor the responsible commercialdevelopment of Vienna Interna-tional Airport in the future.

An airport is fascinating: mil-lions of passengers start theirtravels from here. Thousands of passengers each day, thousands of tonnes of cargo –Vienna-Schwechat is a gateway

VIE on the road to the future

Airports convey a sense of the"big wide world" – but behindthis world is a business centrewhose significance extends farbeyond the processes that servetravel. Value added and jobscreated at the airport have apositive influence on the entireregion. Airlines, freight carriers,forwarding agents, retail andgastronomy businesses, autorental firms, service companies,public authorities, oil suppliersand other companies in closerelationship with the airportcomplement and support thisdevelopment. They also gener-ate extremely varied types ofjobs at the airport.

The airport in change

Recent years have seen thestart of a major transformationin the airport industry: on theone hand, crises triggered bythe terrorist attacks 11 Septem-ber 2001, the war in Iraq andSARS pulmonary disease and,

a number of major investmentsover the coming years so wecan provide short transfer times,easy orientation and simplehandling processes for the grow-ing number of passengers whowill use our airport in the future.

on the other hand, significantgrowth in the number of pas-sengers. In addition to ourhome carrier, the Austrian Air-lines Group, low-cost carriersare gaining an increasing shareof the market. This develop-ment has also led to a signi-ficant change in consumerbehaviour. Our aim is to not just react to this new marketsituation, but to approach thefuture in a proactive manner. The positive development ofVienna International Airport also opens up a wide range ofopportunities for new busines-ses that settle here. This is particularly true for companieswhose success is dependenton international connections. As part of our planned expansion,we will also improve the infra-structure needed to attract newbusinesses. The non-aviationsector at Vienna InternationalAirport will take on greaterimportance. A key factor for thecoordination of commercial activities in Europe is the widerange of destinations offered by Vienna International Airport.This represents a major compe-titive advantage for our location.

Our Master Plan

In summer 2000 we started a broad-based investment pro-gramme, which is focusedaround the expansion of the terminal. Our growth has made it necessary to expand both theterminal and cargo facilities,improve rail and road connecti-ons, and construct new officebuildings and a third runway.

Skylink Terminal Expansion Over the coming years, theterminal will be enlarged instages. Short transfer times,clear orientation and simpleprocesses will become evenmore important. The heart ofSkylink will be a new baggagehandling and sorting system.However, we must firstmaster a number of logisticchallenges before work canstart on these projects.

Handling Center WestThe Skylink project also in-cludes the construction of anew handling centre, whichis scheduled to open in summer 2005.

Air Cargo CenterThis facility will be plannedand constructed in accordancewith the latest standards forinformation technology andlogistics processes.

Cargo NorthThe development of the CargoNorth area marks the first stepto reposition our cargo andoffice segments. We alsoadded extra offices for cus-toms authorities in this area.

Air Traffic Control TowerThe new tower and integrat-ed office building for AustroControl GesmbH form thetechnical heart of air trafficcontrol activities. With aheight of over 100 metres,this building will also createa new landmark for ViennaInternational Airport.

Office ParkFlughafen Wien AG is develop-ing this facility to meet theincreasing demand for officespace at the airport. The newbusiness and commerce cen-tre will be fully integrated intothe well functioning infra-structure of Vienna's world-wide traffic hub.

The platforms will be ex-tended to a length of 450metres, and a second paral-lel track will be installed eastof the station. Additionalstairs, escalators and eleva-tors will make it easier toreach the floors above thestation and make transferseasier. The new platformswill open in early 2008, andthe station is scheduled forcompletion in 2010. Therenovation and redesign ofthe railway facilities at Vien-na International Airport willopen a wide range of newopportunities in the east, and therefore represents animportant requirement forthe joint development of theregion between Vienna, Bra-tislava and western Hungary.

Third RunwayForecasts indicate that thepresent runway system willreach its capacity limits in2010. Vienna InternationalAirport will then need anadditional runway to accom-modate arriving and depar-ting aircraft.

City Airport TrainThe City Airport Train (CAT)started operations in Decem-ber 2003, and now providesdirect connections betweenthe "Wien-Mitte" railway sta-tion and Vienna InternationalAirport. Passengers can checkin their luggage at the "Wien-Mitte" station and, at thesame time, also obtain board-ing cards for their flights.

New Railway Station The railway station at ViennaInternational Airport will berenovated and enlarged toaccommodate long-distancetrains.

Vienna-Bratislava AirportSystemThe position of Vienna as akey east-west hub will in-crease in importance over the coming years, above allbecause of the larger catch-ment area that was createdby the accession of Austria'sneighbours to the EU. We areactively working to acquire astake in Bratislava Airport,which will enable both loca-tions to benefit from thegrowth potential inherent inthis region. If Flughafen WienAG is able to realise thisinvestment, our goal will be to establish a joint systemwith a reasonable division offunctions, similar to the Parisor London airports.

Management systems

Risk managementRisk management is an inte-gral part of all operating andstrategic business processesin the Flughafen Wien Group.In order to minimise the riskof potential financial losses,we have insurance to coverdamages and liability. Flug-

hafen Wien AG has establishedcontrol systems and instru-ments as well as an internalaudit department that regu-larly evaluates business prac-tices and organisational pro-cesses for their correctness,security and efficiency.

Crisis management - airside, landsideVienna International Airporthas developed security pro-grammes for the manage-ment of crisis situations,which could result from acci-dents, terrorist activities ornatural disasters. Forum 11 was founded in 1993to promote communication andprovide information on the eco-nomic, ecological and socio-cultural development of thecommunities near Vienna Inter-national Airport. As such itbrings representatives of busi-ness and local municipalitiestogether. It also publishes "vis à vie" magazine, which providesreports "from the region for theregion" and is distributed to

48,000 households in Vienna andLower Austria four times a year.

Neighbourhood Forum

Discussions on the constructionof a third runway indicated aclear need to inform not onlyneighbouring communities butalso a broader circle of stake-holders. The NeighbourhoodForum includes a substantiallylarger number of interestgroups than the Advisory Board.

The members of this informalgroup of mayors from localmunicipalities are provided withinformation on current develop-ments at and around ViennaInternational Airport through the"VIE Aktuell" magazine andmediation newsletter.

Mediation is the way

Flughafen Wien AG initiated anew form of communication in2000 with our recommendationfor a mediation process withlocal residents. This dialoguehas joined representatives ofcitizens' committees, FlughafenWien AG, the Austrian AirlinesGroup, Austro Control, politicalparties, public authorities, inter-est groups and the mayors oflocal communities. Fifty partieshave worked on this processsince 2001 to develop jointsolutions for the managementof flight noise and capacity prob-lems at Vienna International Airport.

The idea to deal with a possibleconflict through a mediation process was the result ofefforts by many men andwomen. For this reason, pre-

cultural activities through-out the region as well as a number of sporting associationsand social events. FlughafenWien AG served as the mainsponsor of the Bruck / Leithamusic festival from 1999 to2002, and has also financedequipment for numerous play-grounds and skater tracks in the region over recent years.We help the fire departmentsand Red Cross centres in neighbouring communities, and recently financed a fullyequipped ambulance for theRed Cross in Schwechat.

paratory work such as theselection of mediators andcomposition of the mediationforum was completed jointly by the Neighbourhood AdvisoryBoard, citizens' committees,representatives of the provincialgovernments and employees ofFlughafen Wien AG.

The process is accompanied byThomas Prader as process pro-vider, Ursula König and HorstZillessen as mediators, and ateam of internationally recog-nised experts.

Sustainability as a standard

The mediation process generat-ed a large number of recom-mendations to alleviate thecapacity problems that areexpected to affect the runwaysystem by 2010. The proposalsranged from relocating the air-port to acquiring a stake in Bra-tislava Airport or closer coopera-tion with regional airports tonumerous alternatives for a thirdrunway. The three pillars of sus-tainability formed the basis forjoint criteria to evaluate these

different recommendations, and indicators from the areas of ecology, economy and thecommunity were defined.

Partial contract 2003

A partial contract for currentactions was concluded in May2003 on the subject of flightnoise, and most of the agreedchanges were implemented inearly April 2004. New departureroutes, changes in take-off andlanding procedures, and the newdistribution of air traffic form themain points of this contract. Thegoal was to provide relief for the largest possible number ofresidents, with a special focuson people who live very nearVienna International Airport.

An evaluation group monitorsthe implementation of the con-tract based on numbers, data,and facts. It includes represen-tatives of all contract parties.

The results from the monitoringprocess form an importantbasis for discussions. Furtherdata is gained from measuringflight noise at fixed and mobile

Future perspectives

These results will formthe basis for a mediation con-tract, which should be com-pleted by mid-2005.

The 50 representatives in themediation process negotiate onbehalf of all residents who areaffected by air traffic. For thisreason, it is particularly impor-tant to provide information tothe people who do not play anactive role in this programme.The participants in the media-tion project ensure this involve-ment by holding personal dis-cussions with the constituentgroups they represent.

Joint public relations activitiesby the mediation forum alsoform a key success factor forthe entire process. Milestonesin the project and the status ofnegotiations are presented to a larger public at press confer-ences and through the multi-party mediation newsletter.

Since the start of the mediationprocess four years ago, I havebecome familiar with anotherimportant facet of the airportand come to better understandthis facet in many meetings –namely the role and impact ofthe airport on the immediateand extended regional and eco-nomic environment. The air-port's constructive attitude hasmade this process one of mymost positive experiencesdespite all the conflicts relatedto these issues.

Air travel has become an impor-tant factor in global economicgrowth. An airport with an inter-national reputation creates notonly economic benefits for itsoperator but also benefits forthe entire region in which it islocated. On the other hand, asuccessful airport creates en-vironmental disadvantages forthe surrounding area and itsresidents. Therefore, a sustaina-ble development process shouldwork to establish a balance between economic and environ-mental interests.

Sustainability is reflected in re-lationships to others, especiallyat an airport. For this reason,we considered it particularlyimportant to ask our stake-holders for their opinions whenwe prepared this report.Thefocal point of their comments is formed by personal relations-hips to Vienna International Airport as well as the role played by Flughafen Wien AG in the long-term developmentof the region and EU expansion.Our questions were directed torepresentatives of the provin-ces of Vienna and Lower Austriaas well as to politicians andmembers of citizen initiatives.

Growth with responsibilityVienna International Airport isan important economic motor,not only for the Vienna regionbut also for the capital city ofVienna. The accession of ourneighbours – the Czech Repub-lic, Slovakian Republic and Hun-gary – to the EU has increasedthe significance of Vienna as a regional airport and also supported strong growth.

The airport is an important fac-tor because of the many jobs it provides directly on site and in the local economy. It hasbecome an integral part of theemployment markets in Viennaas well as the provinces ofLower Austria and Burgenland.

What should be emphasizedhere is the effort to realise prof-itable growth under ecologicallyresponsible conditions. Themediation process - which bringstogether representatives of the provinces, local mayors, citizen initiatives, associations,the members of the AviationGroup and other constituentorganisations – is impressive inboth a democratic as well as anecological respect and demon-strates the socio-politicalresponsibility of the airport.

People from all over the worldI have worked at the airport since1988. During this time I havebeen able to watch it grow froma "small" family company into aregion with 12,000 jobs. Whathas always fascinated me at the airport is the coming to-gether of people from all overworld – so many different nationalities and languages –and the contact with these people. You can hardly find thiscombination anywhere else – it really has its own specialcharm.

In my opinion the airport – andair traffic as such – are a motorfor the sustainable technicaldevelopment of transportationsystems. That may seem to bea presumptuous argumentgiven the current state of affairs– after all, many people believeair traffic devours hugeamounts of resources. How-ever, the few points where fossil energy is still transferredto airplanes create new opport-unities for rapid changeover tosustainable sources of energy –whether it is bio-kerosene orhydrogen produced with solarpower. From a technical stand-point, it would be easier todevelop sustainable systems forthese applications than forwide-ranging regional transpor-tation systems.

Safety represents fire preventionas well as general measuresdesigned to safeguard passen-gers and employees. Security is defined as the warding off ofdangers to persons and proper-ty, and also includes, for exam-ple, illegal entry.

Security concept

EU Regulation Nr. 2320/2003"for the determination of jointrules governing security in civili-an air traffic" took effect in early2003. Security areas were de-fined on a national basis, andharmonised and approved bythe EU in mid-2004. This regu-lation calls for the 100% controlof persons and equipment,vehicles, goods etc. in all security areas.

There is hardly an industry inwhich safety and security playsuch a major role as in aviation.The events of 11 September,SARS and the war in Iraq havemade this issue an even greaterfocal point of interest. At ViennaInternational Airport, we havealways undertaken all possibleefforts to continually improvethe level of security.

In the area of technical security,Vienna International Airportholds a top rank in Europeancomparison. This high standardwas underscored by the successful completion of a test series on the 100% HoldBaggage Screening system(HBS) in 2003 as well as by anICAO (International Civil Aviati-on Organization) audit andinspection by TSA/DHS (Trans-port Security Administration/-Department of Homeland Security, USA).

The airport's excellent standingwas achieved and will be main-tained with various securitysystems. The primary systemsare entry control with biometriccharacteristics, video equip-ment and the fully automatedcontrol of large baggage. Theinvestments in this equipmenttotalled € 14.5 million, and haveset the standard for airport facil-ities in Austria.

However, the most importantfactor is people. Our experi-enced employees, regular train-ing and fair pay are the guar-antees for a safe and secure airport. Outstanding teamwork

and the coordination of all acti-vities performed by airportemployees, VIAS (Vienna Inter-national Airport Security Ges.m.b.H.), the federal police inSchwechat and the AustrianMinistry of the Interior providean ideal operating environment.

In September 2004 the AustrianMinistry of the Interior selectedVIAS again to perform the secu-rity controls at Vienna Interna-tional Airport. This wholly ownedsubsidiary of Flughafen WienAG won the contract againststrong Austrian and internationalcompetition in an EU-wide ten-der process.

Safety management

Even slight irregularities canoften have a major impact,especially in air traffic. The dividing line between a "classicwork accident" and a "trafficaccident" is often difficult todraw. Since 2000 Vienna Inter-national Airport has used asystem developed by the Ludwig Boltzmann Institute for Accident Research to analysethe causes of accidents and

develop appropriate preventivemeasures. Therefore, com-prehensive safety managementmust cover and develop approp-riate measures for both areas.The system must also assistthe decision-making process by comparing accident costs to the estimated cost of poten-tially necessary improvements.

Be smart, watch out!

In order to improve the overallquality of work on the apronand based on accident statisticsfrom the first two months of2003 the airport services depart-ment is running a "Safety on the Apron" campaign.

The team respondsto emergencies that are report-ed by telephone (Tel.: 144) orradio (e.g. emergency landings).Since an airport must also beprepared to deal with major disasters, the fire departmentmaintains a fully equipped vanthat can transport up to 30severely injured persons. Inaddition to emergency calls, the medical centre offers assis-tance to accident victims andpassengers, airport employeesand visitors. A total of 4,474persons - including 1,203employees – were treated in2003. The treatment is free ofcharge for all EU citizens whohave health insurance.

The vaccination centre, which isrecognised by the World HealthOrganisation, provides specificas well as general preventative(e.g. meningitis or influenza)vaccinations for all travellers.The medical centre experts alsosupply information on vaccina-

VIE fire department

The fire department of Flug-hafen Wien AG has 65 full-timeemployees who are responsiblefor fire protection and technicalsupport for air traffic as well asall buildings and facilities at theairport. In addition, the identifica-tion and elimination of potentialdangers is becoming increasing-ly an important duty. The airport’sfire department experts are inte-grated in the planning stage forall new buildings to assist archi-tects, developers and builders.

In the event of major emergen-cies, so-called ancillary firedepartments with a total forceof 300 can be notified. Externalsupport can also be provided bythe 27 volunteer fire depart-ments from communities nearthe airport, who are included inan alarmplan.

The course of events that opened the borders to our EastEuropean neighbours hascreated new and interestingmarkets. It also increased ourcatchment area, and the poten-tial number of passengers forour airport, from 5.6 million to14 million. The geographicallocation of Vienna InternationalAirport at the heart of the newEurope places us in an increas-ingly important role as a cross-road of global economic activityand an attractive hub for east-west traffic.

Over 14,000 men and womenwork at Vienna International Air-port, with 3,200 employed bythe Flughafen Wien Group. Theimplementation of the MasterPlan and the continued suc-cessful development of ViennaInternational Airport will createa large number of new jobsover the coming years.

Every job at the airport createsan additional job in the Austrianeconomy, and every euro ofvalue added at the airport gener-ates € 0.9 in the Austrian econ-omy.

Capital markets

In 2000 Flughafen Wien AGbecame the third publicly trad-ed airport in Europe to have amajority share in private owner-ship. Since mid-March 2001 theprovinces of Vienna and Lower

Austria each own a stake of20%, the employee foundationholds 10%, and the remaining50% represent free float shares.The share price has shown soliddevelopment, rising from anIPO price of € 24.35 in 1992 to€55.42 on 15 November 2004.

Rising number of passengers

The number of passengers atVienna International Airportincreased 6.8% in 2003, andwe recorded two-digit growth in all traffic segments during thefirst nine months of 2004. Thisdevelopment confirms that theeffects of 11 September 2001,the war in Iraq and SARS havebeen overcome. With 12.8 milli-

on passengers in 2003 and anexpected total of 14.7 million in 2004 plus 173,300 tonnes of cargo in 2003, Vienna Inter-national Airport is a major eco-nomic driver in Austria.

Steady growth in traffic makesit necessary to continuallyexpand our handling facilities.Our Master Plan covers devel-opment programmes for theyears up to 2015. One of thelargest single projects is theterminal expansion Skylink,which will start in 2005.

Growth in comparison

In 2003 the number of passen-gers at Vienna International Air-port increased more than three-times the 2.1% growth report-ed by other major European air-ports. For the first nine monthsof 2004, growth in Vienna wasdouble the European average.This development was sup-ported primarily by low-cost carriers, which carried roughly750,000 passengers from Vien-na International Airport in 2003and 1,180,830 for the first ninemonths of 2004. Traffic toEastern Europe also showedextremely strong developmentthroughout 2003 and two-digitgrowth rates towards the endof the year. This overall positivetrend has continued through-out 2004.

Turnover

Turnover recorded by FlughafenWien Group rose 9.4% to € 348.4 million in 2003, and the first nine months of 2004saw a rise of 15.8%. The AirportSegment remained the largestbusiness unit in 2003 with 19.8%growth in revenues to € 162.7

million (January to September2004: +17.8%), which weregenerated chiefly by landing,passenger and infrastructuretariffs. This satisfactory develop-ment resulted primarily fromhigher traffic.

for the control of large baggagein accordance with EU regula-tions.

The Handling Segment gen-erated 30.4% of Group turn-over and recorded an increaseof 0.6% in turnover to € 106.0 million in 2003. This develop-ment was the result of higherhandling services (+ 3.3%) andcargo volume (+ 8.3%). Reve-nues from low-cost carriers roseby a sizeable amount, whileincome from the Austrian Air-lines Group and Swiss declined.

Our market share decreased 1.9 percentage points year-on-year to 91.2% for 2003. Resultsfor the first nine months of 2004show a 16.8% rise in turnover.

The Non-Aviation Segmentrecorded 5.4% growth in turn-over to € 79.4 million in 2003,which corresponds to 22.8% ofGroup revenues. Of this totalincrease, € 1.5 million represent-ed new rental income from theCargo North project and greaterdemand for security services (+ 10.7%). Income from the

duty free shops declined due to a decrease in the number of high-income passengers. In contrast, revenues from the Travel Value Shops increased.Income from gastronomy ren-tals rose 0.5% in spite of a construction-related decline in space. Turnover reported by the Non-Aviation Segmentincreased 10.3% during the first nine months of 2004.

High customer satisfaction

High service standards are akey factor for the success ofour company. We want our pas-sengers to experience Viennaas a safe, clean, fast and conven-ient airport at all times. In spiteof steady growth, the results of our passenger survey of ser-vices and facilities at ViennaInternational Airport remainedconstant in 2003, ranging from"good" to "very good". The Termi-nal Performance Index has beenmeasured since 1995, and isbased on personal interviewswith 350 departing and arrivingpassengers each month.

The instable development of traffic during the first sixmonths of 2003 and cautiousforecasts for the future devel-opment of our most importantcustomer, the Austrian AirlinesGroup, led us to revise theapproved investment programme.Capital expenditure for the firstnine months of 2004 totalled € 101.9 million, which nearlymatches the prior year value.

The key environmental issues forVienna International Airport arenoise and pollution levels, thesupply of goods and disposal of waste, and the efficient useof energy.

Climatic protection

Air traffic is responsible for 3.5%of the greenhouse gases causedby man. This was the conclusionof a study conducted by theIntergovernmental Panel onClimate Change (IPCC) in 1999.

As part of the environ-mental compatibility study for apossible third runway, a completesurvey of data on the emissionof all relevant pollutants andgreenhouse gases is currentlyin preparation. It will includefactors such as emissions causedby the take-off and landing ofaircraft as well as the apronfleet (tractors, trucks etc.) onthe ground.

Heat and electricity: careful use of resources

Vienna International Airportuses approximately 93 millionkilowatt hours of electricity each year, which equals roughlythe total energy requirementsof the city of Tulln (Austria). Thisenergy is supplied by "WIEN-STROM" via the Simmering/Kaiser-Ebersdorf distribution station. Four emergency powergenerators with a total capacityof 6.5 MW are available for crisis situations, and can alsooperate continuously if needed.

Efficient use of energy

The number of passengershandled at Vienna InternationalAirport rose by 78.2% or from7.2 to 12.8 million during theperiod from 1993 to 2003.During this same period, totalenergy requirements increasedby only 22.7%. This develop-

ment was supported by thehighly efficient use of electricalenergy. The optimal control oflighting equipment at the airportis monitored and managed by acentral office. State-of-the-artlighting technology also helps to continually reduce our energyrequirements.

Environmentally friendlyheating and cooling

Vienna International Airport issupplied with environmentallyfriendly heat by a 4.3 km pipe-line from the Schwechat refinery.This reduces our fuel require-ments – and also CO2 emis-sions – by roughly 5% comparedto direct heating with fuel oil. Heating requirements totalled

111,468,600 kilowatt hours in 2003, which translate into11,200 tonnes of fuel oil or thecapacity of 560 tanker trucks.

All air conditioned buildings are linked to the central coolingplant. The newer cooling machines contain only R717(ammoniac), an environmentallyfriendly refrigerant that doesnot endanger the ozone layer or contribute to greenhousegases. Heat recovery systemshave proved to be a profitableinvestment, and allow the recycling of cool and warm energy in the air that circulatesthrough the buildings.

Work also started in 2003 toexpand the railway station atVienna International Airport.This facility will be enlarged to accommodate long-distancetrains. The renovation and redesign will create a wide range of opportunities for railtravel to the east, and is there-fore an important requirementfor the joint development of the region between Vienna, Bratislava and western Hungary.

Traffic: perfect connections

Fast connections to publictransport action are an impor-tant success factor for any airport. On 14 December 2003the City Airport Train (CAT) started operations between the "Wien-Mitte" railway stationand Vienna International Airport.The project is a joint effort ofFlughafen Wien AG and the Austrian Federal Railway Cor-poration to significantly improveconnections between the air-port and the Vienna city centre.

Before the CAT, not even aquarter of all passengers usedpublic transportation to reach theairport. This situation was a keyreason for the 2001 decision todevelop the City Airport Trainand the subsequent founding of City Air Terminal GmbH (CAT)together with the AustrianFederal Railway Corporation.

Air quality: no verifiableimpact of air traffic

Vienna International Airport hasconducted measurements ofthe local air quality for more than15 years. The airport measure-ment system has been linked to the air quality monitoring

network operated by thegovernment of Lower Austriasince 1997.

This network comprises 46measuring stations, which send data to the network head-quarters every half hour. Thedata can be reviewed underhttp://www.noel.gv.at/service/bd/bd4/luft/messnetz.htm. This

website provides transparentinformation for the public onthe quantities of sulphur dioxide,nitrogen oxides, ozone, dustand carbon monoxide, the parameters that represent themajor part of air quality mon-itoring. Data recorded by themeasuring stations installed inthe region surrounding ViennaInternational Airport show only a slight variance from datarecorded directly on the airportgrounds. This fact has beenconfirmed by comparative measurements.

The situation at Vienna Inter-national Airport is similar to theouter districts of a large citywith low levels of carbon

monoxide, sulphur dioxide,dust, benzene and heavymetals as well as moderateemissions of nitrogen oxide.Slightly higher concentrations,which reflect city levels, arefound only in the central apronsector of the airport. The ozonevalues on the airport groundsmirror the general situation inthe Vienna basin.

Ground transportationemissions

Emissions by the airport groundfleet provide an overview of thequantifiable amounts of pollu-tants caused by motor vehiclesand other special equipment

(buses, tow trucks and starterservices). The 7% change from2002 to 2003 is directly relatedto the growth in traffic. In addi-tion, fuel consumption by ser-vice vehicles in 2003 was twiceas high as in the prior yearbecause of the severe winter,and represented nearly 3% ofpollutant emissions by groundtransportation equipment (2002:nearly 2%).

Aircraft emissions at ViennaInternational Airport totalled491 t of CO and 170,800 t ofCO2 equivalent in 2003 (extra-polation based on 2000). Thesevalues are substantially higherthan the emissions attributableto ground transportation vehicles.

Noise: the focus is on relief

In accordance with the require-ments of municipal authorities,the Research Institute for Heat-ing and Sound Technology ("Ver-suchsanstalt für Wärme- undSchalltechnik") at an independentinstitution in Vienna has calculat-ed a 66-dB(A) noise zone at Vienna International Airport everyyear since 1978. Despite a 180%increase in flight movements,the affected area has been re-duced more than half in sizeduring this period. This positivedevelopment is primarily due to the continuous modernisationof aircraft fleets by the airlines.

FANOMOS hears everything

FANOMOS (Flight Track and Noise Monitoring System) playsa central role in the analysis offlight noise. FANOMOS meas-ures noise emissions generatedby all take-offs and landings at14 fixed and two mobile meas-uring points. Radar and flightinformation records are providedby Austro Control. FANOMOS

merges this data with the inputfrom the measuring points. Thesystem also enables the monitor-ing of compliance with prescrib-ed take-off and landing routes.

FANOMOS and mobilemeasurements

In 2003 15 mobile measure-ment series were conducted as an addition to data recordedby the fixed measuring stations.This data is designed to serveprimarily as comparative values,which will be used to evaluatenoise control measures specifiedin the partial contract for themediation process.

Minimise waste

Vienna International Airport is comparable to a small city, with more than 200 companies,14,000 "residents" and over32,000 "daily visitors". The volumeof waste produced every day is also accordingly large. We utilise all opportunities for efficient waste management –also above and beyond legal

commercial waste but alsohazardous materials that mustbe handled specifically. This pro-cess reduces residual waste toa minimum. Recycling points inthe terminals give passengersan opportunity to dispose ofand separate waste into threecategories.

....and in the air

Waste is also separated abovethe clouds. The Austrian AirlinesGroup and Flughafen Wien AGhave developed a joint disposallogistics system, which nowcovers all airlines that land inVienna. Non-returnable bottlesare passed on to glass recycling.Beverage cans and newspapersare removed separately from air-craft and recycled. It should benoted that Flughafen Wien AG isnot responsible for the disposal

of all waste. The Austrian AirlinesGroup manages the disposal ofwaste produced in its hangars. A number of the system gastron-omy firms that operate at ViennaInternational Airport are also linked to a separate waste management system.

Recycling of construction debris

Renovation work in 2003 involvedthe replacement of roughly50,000 m2 of apron substructure.This material was recycled andused to create new foundationswherever technically possible.Demolition material was brokendown on the airport groundsand mixed with sand to achievethe right particle size for thisnew application.

The challenge: clean water

From 1993 to 2003 the numberof passengers at Vienna Inter-national Airport rose 78.2%, but our total water consumption

fell by 26%. The airport uses0.53 million m3 of water eachyear, which is equivalent to thedaily requirements of Austria'scapital city. Wells owned byFlughafen Wien AG in the DonauNational Park and a series of

waterworks pump and processground water into drinkingwater. A 25 km pipeline trans-ports this water to the airport,where part of it starts a journeyaround the world in the drinkingwater containers of various air-

craft. The Austrian Agency forHealth and Nutrition Safety("Österreichische Agentur fürGesundheit und Ernährungs-sicherheit") tests the drinkingwater at and around the airportfour times each year, and the

However, thiswater/de-icing mixture carries a higher waste component thannormal municipal waste water.Vienna International Airport hastherefore established specialde-icing positions to separateand collect this waste waterand pump it separately to thedigestion tanks at the Schwechatwaste treatment plant.

In 2002 Vienna International Air-port published a brochure entitled

At the nearby OMV refinery,four tanks store a total volumeof 30,000 m3 of kerosene, whichis pumped to the airport fueldepot at a maximum rate of180 m3 per hour.

Construction was completed in December 2003 to connectVienna International Airport withthe Schwechat-Mannswörthdistrict sewage treatment plant.From the end of 2005 all sur-face water from the airportaprons will be collected in aseparate system and redirectedto the sewage treatment plant.

Winter: a major challenge

All necessary measures arealso taken during the cold win-ter months to guarantee safetake-offs and landings. It isoften necessary to clear theentire runway system of snowand ice and ensure that aircraftare "aerodynamically clean". Our de-icing process uses aheated mixture of water and a substance that is comprisedprimarily of glycol. The glycolmixture used at Vienna Inter-

Reduction in total energy consumption per passenger (basedon the number of passengers handled) of 5% for 2005 and afurther 3.2% for 2006. This means a total reduction of 8% bythe end of 2006, based on 2003 statistics (kWh/PAX= 16.02).

Zero increase in non-recyclable aircraft waste per passengerfor 2005, despite forecasted growth of 4.8% in the number ofpassengers. The same applies to 2006, when the number ofpassengers is expected to rise by a further 4.6% based on2003 statistics (kg/PAX = 0.062).

Ensure the environmentally compatible disposal of waste waterfrom all aircraft movement areas by the end of 2005.

has remained relatively constantat 38 years, and the number ofemployees below 25 years ofage totalled 10.9% (June 2004).The average length of service isslightly over 10 years, which isrelatively high in comparisonwith other companies.

Employees from the region

Of the total workforce employedby Flughafen Wien AG, 46% livein Vienna, 22% in the surround-ing area of Lower Austria (radius:10 km), 21% come from othercommunities in Lower Austria,and 9% from Burgenland. Companies located at the air-port generate total annual re-venues of € 2.5 billion and contribute € 1.1 billion to theAustrian gross domestic product.

Female employees

Flughafen Wien AG has a compar-atively low percentage of femaleemployees because most of theworkforce is allocated to the air-craft handling segment, wherethe generally hard physical workis performed chiefly by men.

The share of women has de-clined in recent years becauseof the strong growth in trafficand the related increase in personnel for male-dominateddepartments (primarily aircraftloading).

The share of women in manage-ment equals 5.6% at the firstreporting level and 17.5 includ-ing the second reporting level.

Training and further education

Rapid growth, new areas ofbusiness and challenges, andgovernment requirements (retire-ment age) are increasing theimportance of training and furt-her education as well as theneed for greater flexibility andnetworking within the company.

In addition to technical courses,our training programmes focuson the optimisation of teambuil-ding, improvement in customerfocus, intercultural managementskills, rhetoric, and conflictmanagement. The demand forforeign language training is con-centrated primarily on English.

In 2003 and 2004, 65 managerstook part in an advanced train-ing programme that was de-signed especially for ViennaInternational Airport. The coursescover management skills, stra-tegy, controlling and industrialrelations law.

The Flughafen Wien Groupspent a total of € 690,000, or € 236 per employee, on train-ing and continuing education in 2003. This figure includesprogrammes organised centrallyby the personnel department aswell as courses held for indivi-dual departments.

Apprentices

Every year Flughafen Wien AGtrains significantly more appren-tices than required by our owndepartments. However, weview this programme as aresponsible contribution andinvestment for the education of young people in the easternregion of Austria. Our appren-tices train in a wide variety oftechnical and commercial pro-fessions and are repeatedlyamong the best in their classes.Many of them earn outstandinggrades in their final examinationsand also in local and nationalcompetitions. Our seven commercial and 20 technicalapprentices attend classes onbusiness and personality devel-opment as well as an event tosupport drug prevention.

Continuing education

Flughafen Wien AG supportedthe participation of six employeesin a Master of Business Admin-istration (MBA) programmeduring 2003.

Our exchange programme withMalta Airport, in which fiveemployees participated during2003, also reported successfulresults. In addition, six appren-tices took part in a special ex-change programme with MunichAirport where they were inte-grated into daily work flows for a period of three weeks.

Employment of the handicapped

Vienna International Airportemployed 33 handicapped per-sons in 2004, which representsless than the legally requiredratio. Austrian law calls for thehiring of one (at least 50%) handicapped person for every25 employees, and failure tomeet this quota is penalised bya federal tax. The tax totalled € 121,263.96 for 2002 and € 156,900 for 2003.

Pension fund

Flughafen Wien AG contributes2.5% of the monthly salary or

wage for each employee to apension fund as long as theemployee remains with thecompany. These contributionsare held in a provision duringthe first five years of employ-ment, and are transferred to the pension fund after thistime. After a further five yearsof service the contributionscannot be forfeited, and thecapital accumulated by the pension fund "belongs" toemployees who can withdrawthis money on leaving the company. Employees also havethe option to make additionalcontributions on a voluntarybasis.

Compensation systems

The remuneration system forthe members of the Manage-ment Board and first level of

management differentiates between fixed and performance-based components. There areno plans to introduce stock option plans for manage-ment. Bonuses are granted to employees for exceptionalperformance and the achieve-ment of agreed targets.

Employee foundation

Since 2000, employees of Flughafen Wien AG have beenable to participate directly individends paid by the companythrough a private foundation.Flughafen Wien AG transferred10% of stock purchased as partof a share buyback programmeto this independent fund. In2003, a total of € 3.99 millionwas distributed to employeesfor the 2002 Business Year. Thispayout corresponds to 86.34%of the monthly average salaryor wage per employee. Distribu-tions to employees are basedon annual gross salaries orwages. The administration ofthe employee foundation is com-pletely independent of Flug-hafen Wien AG and includes amanaging board, supervisoryboard, and auditor.

Continuous improvement

Our employees make an activecontribution to daily operationswith their recommendations foroptimisation. Seventy recom-

mendations were made as partof this employee suggestionprogramme during 2003.

Employee survey

Opportunities for improvementare also identified by our rede-signed employee survey. Thesurvey is designed to triggercritical interaction with the company, and recorded a par-ticularly high rating for satis-faction on issues related to the clarity of duties and goals.

Excellent ideas on the opti-mised use of materials, team-work and mutual support willform the basis for furtherimprovement.

Appraisal meetings were heldwith 67% of all employees, and concrete performance andtraining goals were identified in 55% of these discussions.Since the first employee surveywas held six years ago, results have improved continuously and today reflect a generallyhigh level.

Employees and management

In accordance with Austrianlaw, members of the Works'Committee also serve on theSupervisory Board. The Manage-ment Board and Works' Com-mittee hold regular meetings.Personnel managers and em-ployee representatives meet on a weekly basis to discusscurrent topics. All salaried andwage employees as well asapprentices are covered by thetwo airport collective bargainingagreements, and are there-fore represented by the Works'Committee and trade union.

Involvement of the Works' Committee

The extensive representationduties of the Works' Committeeon behalf of employees make itpossible to solve problems inan effective and confidentialmanner together with the company.

Two specialists trained in indus-trial medicine are available toassist the employees of Flug-hafen Wien AG and other com-panies located at the airport.These doctors are responsiblefor inspecting work areas, eval-uating working conditions andconducting eye examinations as well as testing lung and

Vienna International Airport oper-ates a kindergarten, which isopen from Monday to Fridayfrom 5.30 am to 8.00 pm, andtherefore gives parents withshift jobs the opportunity tocombine a career and family.The Vienna International Airportkindergarten was recognized asthe most innovative nurseryschool in Austria by the AustrianFamilies Association and FamilyBusiness & Kandoo in 2004.

Free company transportation

Free company transportation toVienna and the surroundingcommunities demonstrates ourresponsibility for employeesliving in this region.

Voluntary supplementarymedical insurance

In 2003 we supported a groupaccident and medical insurancefor our employees with a con-tribution of € 130,300.

Sports and Cultural Association

The Employees' Sport and Cul-tural Association has more than1,100 members from all areasof the company.

The following opinion is basedsolely on this SustainabilityReport as such. We did not evaluate its content from a qualitative standpoint and didnot verify the correctness ofthe statements made therein.

Flughafen Wien AG follow the"triple bottom line" approach intheir first sustainability report,which calls for the equal weight-ing of economic, ecological and social factors. The indexdeveloped by Global ReportingInitiative (GRI) serves as ageneral guideline.

With respect to judgments onthe completeness of this report,it should be noted that Flugha-fen Wien AG has operated up to now exclusively in a regionwith very high social and envi-ronmental standards. Therefore,basic issues such as humanrights and elementary workstandards largely fade into thebackground.

This report contains an extensivediscussion of the importance ofthe airport as a regional businesscentre as well as the mediationprocess that was started in conjunction with the plannedexpansion of capacity. Addition-al references to links in theInternet provide constituentgroups with broad-based infor-mation.

The social section contains allessential information on thenumber of employees, employeerepresentatives and companybenefits. Also positive is thediscussion of areas with below-average performance, such asthe failure to meet legal require-ments for the employment ofhandicapped persons. Statisticson work safety are not includedin the social section, but can be found in a different part ofthe report.

Quantifiable goals up to theyear 2006 are presented in boththe environmental and socialsections. By providing this infor-mation, Flughafen Wien AG subjects itself to the control of results by outside observers.

From the viewpoint of therating agency, future reportsshould be expanded to includethe following points:

a comprehensive model forsustainability as an additionto the existing "businessmission"

the protection of social standards by suppliers andsubcontractors, especially if employees in non-EUcountries are involved

measures to fight corruption,in particular with regard tothe latent risk of corruptionconnected with the awardingof large contracts.

Moreover reporting shouldfocus even more on relevantecological and social issues and problem areas, instead ofconcentrating too much on the economic significance anddevelopment of the airport.

With this first SustainabilityReport, Flughafen Wien AG has taken an important steptowards increasing transparencyand expanding its dialogue withstakeholders as well as ex-tending its social responsibility beyond the economic dimension.The planned sustainability

management function shouldguarantee the continuous development of reporting inboth scope and depth.

However, this reporting will firstbe put to a test in the comingyears when information mustbe provided on the fulfilment or non-fulfilment of the goalsset forth in the present report.
