Behind this armoured and mechanised onslaught came a number of German divisions in lorries, and behind them again there plodded comparatively slowly the dull brute mass of the ordinary German army and German people, always so ready to be led to the trampling down in other lands of liberties and comforts which they have never known in their own.

I have said this armoured scythe-stroke almost reached Dunkirk - almost but not quite. Boulogne and Calais were the scenes of desperate fighting. The Guards defended Boulogne for a while and were then withdrawn by orders from this country. The Rifle Brigade, the 60th Rifles, and the Queen Victoria's Rifles, with a battalion of British tanks and 1,000 Frenchmen, in all about 4,000 strong, defended Calais to the last. The British brigadier was given an hour to surrender. He spurned the offer, and four days of intense street fighting passed before silence reigned over Calais, which marked the end of a memorable resistance. Only 30 unwounded survivors were brought off by the navy, and we do not know the fate of their

comrades. Their sacrifice, however, was not in vain. At least two armoured divisions, which otherwise would have been turned against the British Expeditionary Force, had to be sent to overcome them. They have added another page to the glories of the light divisions, and the time gained enabled the Graveline water lines to be flooded and to be held by the French troops.

Thus it was that the port of Dunkirk was kept open. When it was found impossible for the armies of the north to reopen their communications to Amiens with the main French armies, only one choice remained. It seemed, indeed, forlorn. The Belgian, British and French armies were almost surrounded. Their sole line of retreat was to a single port and to its neighbouring beaches. They were pressed on every side by heavy attacks and far outnumbered in the air.

When, a week ago today, I asked the house to fix this afternoon as the occasion for a statement, I feared it would be my hard lot to announce the greatest military disaster in our long history. I thought - and some good judges agreed with me - that perhaps 20,000 or 30,000 men might be re-embarked. But it certainly seemed that the whole of the French first army and the whole of the British Expeditionary Force north of the Amiens-Abbeville gap would be broken up in the open field or else would have to capitulate for lack of food and ammunition. These were the hard and heavy tidings for which I called upon the house and the nation to prepare themselves a week ago. The whole root and core and brain of the British army, on which and around which we were to build, and are to build, the great British armies in the later years of the war, seemed about to perish upon the field or to be led into an ignominious and starving captivity.

That was the prospect a week ago. But another blow, which might well have proved final, was yet to fall upon us. The king of the Belgians had called upon us to come to his aid. Had not this ruler and his government severed themselves from the allies, who rescued their country from extinction in the late war, and had they not sought refuge in what was proved to be a fatal neutrality, the French and British armies might well at the outset have saved not only Belgium but perhaps even Poland. Yet at the last moment, when Belgium was already invaded, King Leopold called upon us to come to his aid, and even at the last moment we came. He and his brave, efficient army, nearly half a million strong, guarded our left flank and thus kept open our only line of retreat to the sea. Suddenly, without prior consultation, with the least possible notice, without the advice of his ministers and upon his own personal act, he sent a plenipotentiary to the German command, surrendered his army, and exposed our whole flank and means of retreat.

I asked the house a week ago to suspend its judgment because the facts were not clear, but I do not feel that any reason now exists why we should not form our own opinions upon this pitiful episode. The surrender of the Belgian army compelled the British at the shortest notice to cover a flank to the sea more than 30 miles in length. Otherwise all would have been cut off, and all would have shared the fate to

which King Leopold had condemned the finest army his country had ever formed. So in doing this and in exposing this flank, as anyone who followed the operations on the map will see, contact was lost between the British and two out of the three corps forming the first French army, who were still farther from the coast than we were, and it seemed impossible that any large number of allied troops could reach the coast.

The enemy attacked on all sides with great strength and fierceness, and their main power, the power of their far more numerous air force, was thrown into the battle or else concentrated upon Dunkirk and the beaches. Pressing in upon the narrow exit, both from the east and from the west, the enemy began to fire with cannon upon the beaches by which alone the shipping could approach or depart. They sowed magnetic mines in the channels and seas; they sent repeated waves of hostile aircraft, sometimes more than 100 strong in one formation, to cast their bombs upon the single pier that remained, and upon the sand dunes upon which the troops had their eyes for shelter. Their U-boats, one of which was sunk, and their motor launches took their toll of the vast traffic which now began. For four or five days an intense struggle reigned. All their armoured divisions - or what was left of them - together with great masses of infantry and artillery, hurled themselves in vain upon the ever-narrowing, ever-contracting appendix within which the British and French armies fought.

Meanwhile, the Royal Navy, with the willing help of countless merchant seamen, strained every nerve to embark the British and allied troops; 220 light warships and 650 other vessels were engaged. They had to operate upon the difficult coast, often in adverse weather, under an almost ceaseless hail of bombs and an increasing concentration of artillery fire. Nor were the seas, as I have said, themselves free from mines and torpedoes. It was in conditions such as these that our men carried on, with little or no rest, for days and nights on end, making trip after trip across the dangerous waters, bringing with them always men whom they had rescued. The numbers they have brought back are the measure of their devotion and their courage. The hospital ships, which brought off many thousands of British and French wounded, being so plainly marked were a special target for Nazi bombs; but the men and women on board them never faltered in their duty.

Meanwhile, the Royal Air Force, which had already been intervening in the battle, so far as its range would allow, from home bases, now used part of its main metropolitan fighter strength, and struck at the German bombers and at the fighters which in large numbers protected them. This struggle was protracted and fierce. Suddenly the scene has cleared, the crash and thunder has for the moment - but only for the moment - died away. A miracle of deliverance, achieved by valour, by perseverance, by perfect discipline, by faultless service, by resource, by skill, by unconquerable fidelity, is manifest to us all. The enemy was hurled back by the retreating British and French troops. He was so roughly handled that he did not

hurry their departure seriously. The Royal Air Force engaged the main strength of the German air force, and inflicted upon them losses of at least four to one; and the navy, using nearly 1,000 ships of all kinds, carried over 335,000 men, French and British, out of the jaws of death and shame, to their native land and to the tasks which lie immediately ahead. We must be very careful not to assign to this deliverance the attributes of a victory. Wars are not won by evacuations. But there was a victory inside this deliverance, which should be noted. It was gained by the air force. Many of our soldiers coming back have not seen the air force at work; they saw only the bombers which escaped its protective attack. They underrate its achievements. I have heard much talk of this; that is why I go out of my way to say this. I will tell you about it.

This was a great trial of strength between the British and German air forces. Can you conceive a greater objective for the Germans in the air than to make evacuation from these beaches impossible, and to sink all these ships which were displayed, almost to the extent of thousands? Could there have been an objective of greater military importance and significance for the whole purpose of the war than this? They tried hard, and they were beaten back; they were frustrated in their task. We got the army away; and they have paid fourfold for any losses which they have inflicted. Very large formations of German aeroplanes - and we know that they are a very brave race - have turned on several occasions from the attack of one-quarter of their number of the Royal Air Force, and have dispersed in different directions. Twelve aeroplanes have been hunted by two. One aeroplane was driven into the water and cast away by the mere charge of a British aeroplane, which had no more ammunition. All of our types - the Hurricane, the Spitfire and the new Defiant - and all our pilots have been vindicated as superior to what they have at present to face.

When we consider how much greater would be our advantage in defending the air above this island against an overseas attack, I must say that I find in these facts a sure basis upon which practical and reassuring thoughts may rest. I will pay my tribute to these young airmen. The great French army was very largely, for the time being, cast back and disturbed by the onrush of a few thousands of armoured vehicles. May it not also be that the cause of civilisation itself will be defended by the skill and devotion of a few thousand airmen? There never has been, I suppose, in all the world, in all the history of war, such an opportunity for youth. The Knights of the Round Table, the Crusaders, all fall back into the past - not only distant but prosaic; these young men, going forth every morn to guard their native land and all that we stand for, holding in their hands these instruments of colossal and shattering power, of whom it may be said that

deserve our gratitude, as do all the brave men who, in so many ways and on so many occasions, are ready, and continue ready to give life and all for their native land.

I return to the army. In the long series of very fierce battles, now on this front, now on that, fighting on three fronts at once, battles fought by two or three divisions against an equal or somewhat larger number of the enemy, and fought fiercely on some of the old grounds that so many of us knew so well - in these battles our losses in men have exceeded 30,000 killed, wounded and missing. I take occasion to express the sympathy of the house to all who have suffered bereavement or who are still anxious. The president of the Board of Trade [Sir Andrew Duncan] is not here today. His son has been killed, and many in the house have felt the pangs of affliction in the sharpest form. But I will say this about the missing: We have had a large number of wounded come home safely to this country, but I would say about the missing that there may be very many reported missing who will come back home, some day, in one way or another. In the confusion of this fight it is inevitable that many have been left in positions where honour required no further resistance from them.

Against this loss of over 30,000 men, we can set a far heavier loss certainly inflicted upon the enemy. But our losses in material are enormous. We have perhaps lost one-third of the men we lost in the opening days of the battle of March 21 1918, but we have lost nearly as many guns - nearly 1,000 - and all our transport, all the armoured vehicles that were with the army in the north. This loss will impose a further delay on the expansion of our military strength. That expansion had not been proceeding as far as we had hoped. The best of all we had to give had gone to the British Expeditionary Force, and although they had not the numbers of tanks and some articles of equipment which were desirable, they were a very well and finely equipped army. They had the first fruits of all that our industry had to give, and that is gone. And now here is this further delay. How long it will be, how long it will last, depends upon the exertions which we make in this island. An effort, the like of which has never been seen in our records, is now being made. Work is proceeding everywhere, night and day, Sundays and week days. Capital and labour have cast aside their interests, rights, and customs and put them into the common stock. Already the flow of munitions has leaped forward. There is no reason why we should not in a few months overtake the sudden and serious loss that has come upon us, without retarding the development of our general programme.

Nevertheless, our thankfulness at the escape of our army and so many men, whose loved ones have passed through an agonising week, must not blind us to the fact that what has happened in France and Belgium is a colossal military disaster. The French army has been weakened, the Belgian army has been lost, a large part of those fortified lines upon which so much faith had been reposed is gone, many valuable mining districts and factories have passed into the enemy's possession,

the whole of the Channel ports are in his hands, with all the tragic consequences that follow from that, and we must expect another blow to be struck almost immediately at us or at France. We are told that Herr Hitler has a plan for invading the British Isles. This has often been thought of before. When Napoleon lay at Boulogne for a year with his flat-bottomed boats and his Grand Army, he was told by someone, "There are bitter weeds in England." There are certainly a great many more of them since the British Expeditionary Force returned.

The whole question of home defence against invasion is, of course, powerfully affected by the fact that we have for the time being in this island incomparably more powerful military forces than we have ever had at any moment in this war or the last. But this will not continue. We shall not be content with a defensive war. We have our duty to our ally. We have to reconstitute and build up the British Expeditionary Force once again, under its gallant Commander-in-Chief, Lord Gort. All this is in train; but in the interval we must put our defences in this island into such a high state of organisation that the fewest possible numbers will be required to give effective security and that the largest possible potential of offensive effort may be realised. On this we are now engaged. It will be very convenient, if it be the desire of the house, to enter upon this subject in a secret session. Not that the government would necessarily be able to reveal in very great detail military secrets, but we like to have our discussions free, without the restraint imposed by the fact that they will be read the next day by the enemy; and the government would benefit by views freely expressed in all parts of the house by members with their knowledge of so many different parts of the country. I understand that some request is to be made upon this subject, which will be readily acceded to by His Majesty's government.

We have found it necessary to take measures of increasing stringency, not only against enemy aliens and suspicious characters of other nationalities, but also against British subjects who may become a danger or a nuisance should the war be transported to the United Kingdom. I know there are a great many people affected by the orders which we have made who are the passionate enemies of Nazi Germany. I am very sorry for them, but we cannot, at the present time and under the present stress, draw all the distinctions which we should like to do. If parachute landings were attempted and fierce fighting attendant upon them followed, these unfortunate people would be far better out of the way, for their own sakes as well as for ours. There is, however, another class, for which I feel not the slightest sympathy. Parliament has given us the powers to put down fifth column activities with a strong hand, and we shall use those powers subject to the supervision and correction of the house, without the slightest hesitation until we are satisfied, and more than satisfied, that this malignancy in our midst has been effectively stamped out.

Turning once again, and this time more generally, to the question of invasion, I would observe that there has never been a period in all these long centuries of

which we boast when an absolute guarantee against invasion, still less against serious raids, could have been given to our people. In the days of Napoleon the same wind which would have carried his transports across the Channel might have driven away the blockading fleet. There was always the chance, and it is that chance which has excited and befooled the imaginations of many continental tyrants. Many are the tales that are told. We are assured that novel methods will be adopted, and when we see the originality of malice, the ingenuity of aggression, which our enemy displays, we may certainly prepare ourselves for every kind of novel stratagem and every kind of brutal and treacherous manoeuvre. I think that no idea is so outlandish that it should not be considered and viewed with a searching, but at the same time, I hope, with a steady eye.

We must never forget the solid assurances of sea power and those which belong to air power if it can be locally exercised. I have, myself, full confidence that if all do their duty, if nothing is neglected, and if the best arrangements are made, as they are being made, we shall prove ourselves once again able to defend our island home, to ride out the storm of war, and to outlive the menace of tyranny, if necessary for years, if necessary alone. At any rate, that is what we are going to try to do. That is the resolve of His Majesty's government - every man of them. That is the will of parliament and the nation. The British empire and the French republic, linked together in their cause and in their need, will defend to the death their native soil, aiding each other like good comrades to the utmost of their strength. Even though large tracts of Europe and many old and famous states have fallen or may fall into the grip of the Gestapo and all the odious apparatus of Nazi rule, we shall not flag or fail.

We shall go on to the end, we shall fight in France, we shall fight on the seas and oceans, we shall fight with growing confidence and growing strength in the air, we shall defend our island, whatever the cost may be, we shall fight on the beaches, we shall fight on the landing grounds, we shall fight in the fields and in the streets, we shall fight in the hills; we shall never surrender, and even if, which I do not for a moment believe, this island or a large part of it were subjugated and starving, then our empire beyond the seas, armed and guarded by the British fleet, would carry on the struggle, until, in God's good time, the new world, with all its power and might, steps forth to the rescue and the liberation of the old.

Vice-president Johnson, Mr Speaker, Mr Chief Justice, President Eisenhower, Vice-president Nixon, President Truman, reverend clergy, fellow citizens: We observe today not a victory of party, but a celebration of freedom - symbolising an end, as well as a beginning - signifying renewal, as well as change. For I have sworn before you and almighty God the same solemn oath our forebears prescribed nearly a century and three-quarters ago.

The world is very different now. For man holds in his mortal hands the power to abolish all forms of human poverty and all forms of human life. And yet the same revolutionary beliefs for which our forebears fought are still at issue around the globe - the belief that the rights of man come not from the generosity of the state, but from the hand of God.

We dare not forget today that we are the heirs of that first revolution. Let the word go forth from this time and place, to friend and foe alike, that the torch has been passed to a new generation of Americans - born in this century, tempered by war, disciplined by a hard and bitter peace, proud of our ancient heritage, and unwilling to witness or permit the slow undoing of those human rights to which this nation has always been committed, and to which we are committed today at home and around the world. Let every nation know, whether it wishes us well or ill, that we shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe, to assure the survival and the success of liberty.

This much we pledge - and more. To those old allies whose cultural and spiritual origins we share, we pledge the loyalty of faithful friends. United, there is little we cannot do in a host of cooperative ventures. Divided, there is little we can do - for we dare not meet a powerful challenge at odds and split asunder.

To those new states whom we welcome to the ranks of the free, we pledge our word that one form of colonial control shall not have passed away merely to be replaced by a far more iron tyranny. We shall not always expect to find them supporting our view. But we shall always hope to find them strongly supporting their own freedom - and to remember that, in the past, those who foolishly sought power by riding the back of the tiger ended up inside.

To those people in the huts and villages of half the globe struggling to break the bonds of mass misery, we pledge our best efforts to help them help themselves, for whatever period is required - not because the communists may be doing it, not

because we seek their votes, but because it is right. If a free society cannot help the many who are poor, it cannot save the few who are rich.

To our sister republics south of our border, we offer a special pledge: to convert our good words into good deeds, in a new alliance for progress, to assist free men and free governments in casting off the chains of poverty. But this peaceful revolution of hope cannot become the prey of hostile powers. Let all our neighbours know that we shall join with them to oppose aggression or subversion anywhere in the Americas. And let every other power know that this hemisphere intends to remain the master of its own house.

To that world assembly of sovereign states, the United Nations, our last best hope in an age where the instruments of war have far outpaced the instruments of peace, we renew our pledge of support - to prevent it from becoming merely a forum for invective, to strengthen its shield of the new and the weak, and to enlarge the area in which its writ may run.

Finally, to those nations who would make themselves our adversary, we offer not a pledge but a request: that both sides begin anew the quest for peace, before the dark powers of destruction unleashed by science engulf all humanity in planned or accidental self-destruction. We dare not tempt them with weakness. For only when our arms are sufficient beyond doubt can we be certain beyond doubt that they will never be employed.

But neither can two great and powerful groups of nations take comfort from our present course - both sides overburdened by the cost of modern weapons, both rightly alarmed by the steady spread of the deadly atom, yet both racing to alter that uncertain balance of terror that stays the hand of mankind's final war.

So let us begin anew - remembering on both sides that civility is not a sign of weakness, and sincerity is always subject to proof. Let us never negotiate out of fear, but let us never fear to negotiate.

Let both sides explore what problems unite us instead of belabouring those problems which divide us. Let both sides, for the first time, formulate serious and precise proposals for the inspection and control of arms, and bring the absolute power to destroy other nations under the absolute control of all nations. Let both sides seek to invoke the wonders of science instead of its terrors.

Together let us explore the stars, conquer the deserts, eradicate disease, tap the ocean depths, and encourage the arts and commerce. Let both sides unite to heed, in all corners of the earth, the command of Isaiah - to "undo the heavy burdens, and [to] let the oppressed go free." And, if a beachhead of cooperation may push back the jungle of suspicion, let both sides join in creating a new endeavour - not a new balance of power, but a new world of law - where the strong are just, and the weak secure, and the peace preserved.

All this will not be finished in the first 100 days. Nor will it be finished in the first 1,000 days, nor in the life of this administration, nor even perhaps in our lifetime on this planet. But let us begin.

In your hands, my fellow citizens, more than mine, will rest the final success or failure of our course. Since this country was founded, each generation of Americans has been summoned to give testimony to its national loyalty. The graves of young Americans who answered the call to service surround the globe. Now the trumpet summons us again - not as a call to bear arms, though arms we need; not as a call to battle, though embattled we are; but a call to bear the burden of a long twilight struggle, year in and year out, "rejoicing in hope, patient in tribulation", a struggle against the common enemies of man: tyranny, poverty, disease, and war itself.

Can we forge against these enemies a grand and global alliance, north and south, east and west, that can assure a more fruitful life for all mankind? Will you join in that historic effort?

In the long history of the world, only a few generations have been granted the role of defending freedom in its hour of maximum danger. I do not shrink from this responsibility - I welcome it.

I do not believe that any of us would exchange places with any other people or any other generation. The energy, the faith, the devotion which we bring to this endeavour will light our country and all who serve it. And the glow from that fire can truly light the world.

And so, my fellow Americans, ask not what your country can do for you; ask what you can do for your country. My fellow citizens of the world, ask not what America will do for you, but what, together, we can do for the freedom of man.

Finally, whether you are citizens of America or citizens of the world, ask of us here the same high standards of strength and sacrifice which we ask of you. With a good conscience our only sure reward, with history the final judge of our deeds, let us go forth to lead the land we love, asking His blessing and His help, but knowing that here on earth, God's work must truly be our own.

I am the first accused. I hold a bachelor's degree in arts and practised as an attorney in Johannesburg for a number of years in partnership with Oliver Tambo. I am a convicted prisoner serving five years for leaving the country without a permit and for inciting people to go on strike at the end of May 1961.

At the outset, I want to say that the suggestion made by the state in its opening that the struggle in South Africa is under the influence of foreigners or communists is wholly incorrect. I have done whatever I did, both as an individual and as a leader of my people, because of my experience in South Africa and my own proudly felt African background, and not because of what any outsider might have said.

In my youth in the Transkei I listened to the elders of my tribe telling stories of the old days. Amongst the tales they related to me were those of wars fought by our ancestors in defence of the fatherland. The names of Dingane and Bambata, Hintsa and Makana, Squngthi and Dalasile, Moshoeshoe and Sekhukhuni, were praised as the glory of the entire African nation. I hoped then that life might offer me the opportunity to serve my people and make my own humble contribution to their freedom struggle. This is what has motivated me in all that I have done in relation to the charges made against me in this case.

Having said this, I must deal immediately and at some length with the question of violence. Some of the things so far told to the court are true and some are untrue. I do not, however, deny that I planned sabotage. I did not plan it in a spirit of recklessness, nor because I have any love of violence. I planned it as a result of a calm and sober assessment of the political situation that had arisen after many years of tyranny, exploitation, and oppression of my people by the whites.

I admit immediately that I was one of the persons who helped to form Umkhonto we Sizwe, and that I played a prominent role in its affairs until I was arrested in August 1962.

In the statement which I am about to make I shall correct certain false impressions which have been created by state witnesses. Amongst other things, I will demonstrate that certain of the acts referred to in the evidence were not and could not have been committed by Umkhonto. I will also deal with the relationship between the African National Congress and Umkhonto, and with the part which I personally have played in the affairs of both organisations. I shall deal also with the part played by the Communist Party. In order to explain these matters properly, I will have to explain what Umkhonto set out to achieve; what methods it prescribed for the achievement of these objects, and why these methods were chosen. I will also have to explain how I became involved in the activities of these organisations.

I deny that Umkhonto was responsible for a number of acts which clearly fell outside the policy of the organisation, and which have been charged in the indictment against us. I do not know what justification there was for these acts, but to demonstrate that they could not have been authorised by Umkhonto, I want to refer briefly to the roots and policy of the organisation.

I have already mentioned that I was one of the persons who helped to form Umkhonto. I, and the others who started the organisation, did so for two reasons. Firstly, we believed that as a result of Government policy, violence by the African people had become inevitable, and that unless responsible leadership was given to canalise and control the feelings of our people, there would be outbreaks of terrorism which would produce an intensity of bitterness and hostility between the various races of this country which is not produced even by war. Secondly, we felt that without violence there would be no way open to the African people to succeed in their struggle against the principle of white supremacy. All lawful modes of expressing opposition to this principle had been closed by legislation, and we were placed in a position in which we had either to accept a permanent state of inferiority, or to defy the government. We chose to defy the law. We first broke the law in a way which avoided any recourse to violence; when this form was legislated against, and then the government resorted to a show of force to crush opposition to its policies, only then did we decide to answer violence with violence.

But the violence which we chose to adopt was not terrorism. We who formed Umkhonto were all members of the African National Congress, and had behind us the ANC tradition of non-violence and negotiation as a means of solving political disputes. We believe that South Africa belongs to all the people who live in it, and not to one group, be it black or white. We did not want an interracial war, and tried to avoid it to the last minute. If the court is in doubt about this, it will be seen that the whole history of our organisation bears out what I have said, and what I will subsequently say, when I describe the tactics which Umkhonto decided to adopt. I want, therefore, to say something about the African National Congress.

The African National Congress was formed in 1912 to defend the rights of the African people which had been seriously curtailed by the South Africa Act, and

which were then being threatened by the Native Land Act. For thirty-seven years - that is until 1949 - it adhered strictly to a constitutional struggle. It put forward demands and resolutions; it sent delegations to the Government in the belief that African grievances could be settled through peaceful discussion and that Africans could advance gradually to full political rights. But white governments remained unmoved, and the rights of Africans became less instead of becoming greater. In the words of my leader, Chief Lutuli, who became President of the ANC in 1952, and who was later awarded the Nobel Peace Prize:

"Who will deny that thirty years of my life have been spent knocking in vain, patiently, moderately, and modestly at a closed and barred door? What have been the fruits of moderation? The past thirty years have seen the greatest number of laws restricting our rights and progress, until today we have reached a stage where we have almost no rights at all."

Even after 1949, the ANC remained determined to avoid violence. At this time, however, there was a change from the strictly constitutional means of protest which had been employed in the past. The change was embodied in a decision which was taken to protest against apartheid legislation by peaceful, but unlawful, demonstrations against certain laws. Pursuant to this policy the ANC launched the Defiance Campaign, in which I was placed in charge of volunteers. This campaign was based on the principles of passive resistance. More than 8,500 people defied apartheid laws and went to jail. Yet there was not a single instance of violence in the course of this campaign on the part of any defier. I and nineteen colleagues were convicted for the role which we played in organising the campaign, but our sentences were suspended mainly because the judge found that discipline and non-violence had been stressed throughout. This was the time when the volunteer section of the ANC was established, and when the word 'Amadelakufa' was first used: this was the time when the volunteers were asked to take a pledge to uphold certain principles. Evidence dealing with volunteers and their pledges has been introduced into this case, but completely out of context. The volunteers were not, and are not, the soldiers of a black army pledged to fight a civil war against the whites. They were, and are, dedicated workers who are prepared to lead campaigns initiated by the ANC to distribute leaflets, to organise strikes, or do whatever the particular campaign required. They are called volunteers because they volunteer to face the penalties of imprisonment and whipping which are now prescribed by the legislature for such acts.

During the defiance campaign, the Public Safety Act and the Criminal Law Amendment Act were passed. These statutes provided harsher penalties for offences committed by way of protests against laws. Despite this, the protests continued and the ANC adhered to its policy of non-violence. In 1956, 156 leading members of the Congress alliance, including myself, were arrested on a charge of high treason and charges under the Suppression of Communism Act. The non-

violent policy of the ANC was put in issue by the state, but when the court gave judgement some five years later, it found that the ANC did not have a policy of violence. We were acquitted on all counts, which included a count that the ANC sought to set up a communist state in place of the existing regime. The government has always sought to label all its opponents as communists. This allegation has been repeated in the present case, but as I will show, the ANC is not, and never has been, a communist organisation.

In 1960 there was the shooting at Sharpeville, which resulted in the proclamation of a state of emergency and the declaration of the ANC as an unlawful organisation. My colleagues and I, after careful consideration, decided that we would not obey this decree. The African people were not part of the government and did not make the laws by which they were governed. We believed in the words of the Universal Declaration of Human Rights, that 'the will of the people shall be the basis of authority of the government,' and for us to accept the banning was equivalent to accepting the silencing of the Africans for all time. The ANC refused to dissolve, but instead went underground. We believed it was our duty to preserve this organisation which had been built up with almost fifty years of unremitting toil. I have no doubt that no self-respecting white political organisation would disband itself if declared illegal by a government in which it had no say.

In 1960 the government held a referendum which led to the establishment of the republic. Africans, who constituted approximately 70 per cent of the population of South Africa, were not entitled to vote, and were not even consulted about the proposed constitutional change. All of us were apprehensive of our future under the proposed white republic, and a resolution was taken to hold an all-in African conference to call for a national convention, and to organise mass demonstrations on the eve of the unwanted republic, if the government failed to call the convention. The conference was attended by Africans of various political persuasions. I was the secretary of the conference and undertook to be responsible for organising the national stay-at-home which was subsequently called to coincide with the declaration of the republic. As all strikes by Africans are illegal, the person organising such a strike must avoid arrest. I was chosen to be this person, and consequently I had to leave my home and family and my practice and go into hiding to avoid arrest.

The stay-at-home, in accordance with ANC policy, was to be a peaceful demonstration. Careful instructions were given to organisers and members to avoid any recourse to violence. The government's answer was to introduce new and harsher laws, to mobilise its armed forces, and to send saracens, armed vehicles, and soldiers into the townships in a massive show of force designed to intimidate the people. This was an indication that the government had decided to rule by force alone, and this decision was a milestone on the road to Umkhonto.

Some of this may appear irrelevant to this trial. In fact, I believe none of it is irrelevant because it will, I hope, enable the court to appreciate the attitude eventually adopted by the various persons and bodies concerned in the National Liberation Movement. When I went to jail in 1962, the dominant idea was that loss of life should be avoided. I now know that this was still so in 1963.

I must return to June 1961. What were we, the leaders of our people, to do? Were we to give in to the show of force and the implied threat against future action, or were we to fight it and, if so, how?

We had no doubt that we had to continue the fight. Anything else would have been abject surrender. Our problem was not whether to fight, but was how to continue the fight. We of the ANC had always stood for a non-racial democracy, and we shrank from any action which might drive the races further apart than they already were. But the hard facts were that fifty years of non-violence had brought the African people nothing but more and more repressive legislation, and fewer and fewer rights. It may not be easy for this court to understand, but it is a fact that for a long time the people had been talking of violence - of the day when they would fight the white man and win back their country - and we, the leaders of the ANC, had nevertheless always prevailed upon them to avoid violence and to pursue peaceful methods. When some of us discussed this in May and June of 1961, it could not be denied that our policy to achieve a non-racial state by non-violence had achieved nothing, and that our followers were beginning to lose confidence in this policy and were developing disturbing ideas of terrorism.

It must not be forgotten that by this time violence had, in fact, become a feature of the South African political scene. There had been violence in 1957 when the women of Zeerust were ordered to carry passes; there was violence in 1958 with the enforcement of cattle culling in Sekhukhuniland; there was violence in 1959 when the people of Cato Manor protested against pass raids; there was violence in 1960 when the government attempted to impose Bantu authorities in Pondoland. Thirty-nine Africans died in these disturbances. In 1961 there had been riots in Warmbaths, and all this time the Transkei had been a seething mass of unrest. Each disturbance pointed clearly to the inevitable growth among Africans of the belief that violence was the only way out - it showed that a government which uses force to maintain its rule teaches the oppressed to use force to oppose it. Already small groups had arisen in the urban areas and were spontaneously making plans for violent forms of political struggle. There now arose a danger that these groups would adopt terrorism against Africans, as well as whites, if not properly directed. Particularly disturbing was the type of violence engendered in places such as Zeerust, Sekhukhuniland, and Pondoland amongst Africans. It was increasingly taking the form, not of struggle against the government - though this is what prompted it - but of civil strife amongst themselves, conducted in such a way that it could not hope to achieve anything other than a loss of life and bitterness.

At the beginning of June 1961, after a long and anxious assessment of the South African situation, I, and some colleagues, came to the conclusion that as violence in this country was inevitable, it would be unrealistic and wrong for African leaders to continue preaching peace and non-violence at a time when the government met our peaceful demands with force.

This conclusion was not easily arrived at. It was only when all else had failed, when all channels of peaceful protest had been barred to us, that the decision was made to embark on violent forms of political struggle, and to form Umkhonto we Sizwe. We did so not because we desired such a course, but solely because the government had left us with no other choice. In the Manifesto of Umkhonto published on 16 December 1961, which is exhibit AD, we said:

"The time comes in the life of any nation when there remain only two choices - submit or fight. That time has now come to South Africa. We shall not submit and we have no choice but to hit back by all means in our power in defence of our people, our future, and our freedom."

This was our feeling in June of 1961 when we decided to press for a change in the policy of the National Liberation Movement. I can only say that I felt morally obliged to do what I did.

We who had taken this decision started to consult leaders of various organisations, including the ANC. I will not say whom we spoke to, or what they said, but I wish to deal with the role of the African National Congress in this phase of the struggle, and with the policy and objectives of Umkhonto we Sizwe.

As far as the ANC was concerned, it formed a clear view which can be summarised as follows:

It was a mass political organisation with a political function to fulfil. Its members had joined on the express policy of non-violence.

· Because of all this, it could not and would not undertake violence. This must be stressed. One cannot turn such a body into the small, closely knit organisation required for sabotage. Nor would this be politically correct, because it would result in members ceasing to carry out this essential activity: political propaganda and organisation. Nor was it permissible to change the whole nature of the organisation.

· On the other hand, in view of this situation I have described, the ANC was prepared to depart from its fifty-year-old policy of non-violence to this extent that it would no longer disapprove of properly controlled violence. Hence members who undertook such activity would not be subject to disciplinary action by the ANC.

I say 'properly controlled violence' because I made it clear that if I formed the organisation I would at all times subject it to the political guidance of the ANC and would not undertake any different form of activity from that contemplated without the consent of the ANC. And I shall now tell the court how that form of violence came to be determined.

As a result of this decision, Umkhonto was formed in November 1961. When we took this decision, and subsequently formulated our plans, the ANC heritage of non-violence and racial harmony was very much with us. We felt that the country was drifting towards a civil war in which blacks and whites would fight each other. We viewed the situation with alarm. Civil war could mean the destruction of what the ANC stood for; with civil war, racial peace would be more difficult than ever to achieve. We already have examples in South African history of the results of war. It has taken more than fifty years for the scars of the South African War to disappear. How much longer would it take to eradicate the scars of inter-racial civil war, which could not be fought without a great loss of life on both sides?

The avoidance of civil war had dominated our thinking for many years, but when we decided to adopt violence as part of our policy, we realised that we might one day have to face the prospect of such a war. This had to be taken into account in formulating our plans. We required a plan which was flexible and which permitted us to act in accordance with the needs of the times; above all, the plan had to be one which recognised civil war as the last resort, and left the decision on this question to the future. We did not want to be committed to civil war, but we wanted to be ready if it became inevitable.

Four forms of violence were possible. There is sabotage, there is guerrilla warfare, there is terrorism, and there is open revolution. We chose to adopt the first method and to exhaust it before taking any other decision.

In the light of our political background the choice was a logical one. Sabotage did not involve loss of life, and it offered the best hope for future race relations. Bitterness would be kept to a minimum and, if the policy bore fruit, democratic government could become a reality. This is what we felt at the time, and this is what we said in our manifesto (exhibit AD):

"We of Umkhonto we Sizwe have always sought to achieve liberation without bloodshed and civil clash. We hope, even at this late hour, that our first actions will awaken everyone to a realisation of the disastrous situation to which the nationalist policy is leading. We hope that we will bring the government and its supporters to their senses before it is too late, so that both the government and its policies can be changed before matters reach the desperate state of civil war."

The initial plan was based on a careful analysis of the political and economic situation of our country. We believed that South Africa depended to a large extent on foreign capital and foreign trade. We felt that planned destruction of power plants, and interference with rail and telephone communications, would tend to scare away capital from the country, make it more difficult for goods from the industrial areas to reach the seaports on schedule, and would in the long run be a heavy drain on the economic life of the country, thus compelling the voters of the country to reconsider their position.

Attacks on the economic life-lines of the country were to be linked with sabotage on government buildings and other symbols of apartheid. These attacks would serve as a source of inspiration to our people. In addition, they would provide an outlet for those people who were urging the adoption of violent methods and would enable us to give concrete proof to our followers that we had adopted a stronger line and were fighting back against government violence.

In addition, if mass action were successfully organised, and mass reprisals taken, we felt that sympathy for our cause would be roused in other countries, and that greater pressure would be brought to bear on the South African government.

This then was the plan. Umkhonto was to perform sabotage, and strict instructions were given to its members right from the start, that on no account were they to injure or kill people in planning or carrying out operations. These instructions have been referred to in the evidence of 'Mr X' and 'Mr Z.'

The affairs of the Umkhonto were controlled and directed by a national high command, which had powers of co-option and which could, and did, appoint regional commands. The high command was the body which determined tactics and targets and was in charge of training and finance. Under the high command there were regional commands which were responsible for the direction of the local sabotage groups. Within the framework of the policy laid down by the national high command, the regional commands had authority to select the targets to be attacked. They had no authority to go beyond the prescribed framework and thus had no authority to embark upon acts which endangered life, or which did not fit into the overall plan of sabotage. For instance, Umkhonto members were forbidden ever to go armed into operation. Incidentally, the terms high command and regional command were an importation from the Jewish national underground organisation Irgun Zvai Leumi, which operated in Israel between 1944 and 1948.

Umkhonto had its first operation on 16 December 1961, when Government buildings in Johannesburg, Port Elizabeth and Durban were attacked. The selection of targets is proof of the policy to which I have referred. Had we intended to attack life we would have selected targets where people congregated and not empty buildings and power stations. The sabotage which was committed before 16 December 1961 was the work of isolated groups and had no connection whatever with Umkhonto. In fact, some of these and a number of later acts were claimed by other organisations.

The Manifesto of Umkhonto was issued on the day that operations commenced. The response to our actions and manifesto among the white population was characteristically violent. The government threatened to take strong action, and called upon its supporters to stand firm and to ignore the demands of the Africans. The whites failed to respond by suggesting change; they responded to our call by suggesting the laager.

In contrast, the response of the Africans was one of encouragement. Suddenly there was hope again. Things were happening. People in the townships became eager for political news. A great deal of enthusiasm was generated by the initial successes, and people began to speculate on how soon freedom would be obtained. But we in Umkhonto weighed up the white response with anxiety. The lines were being drawn. The whites and blacks were moving into separate camps, and the prospects of avoiding a civil war were made less. The white newspapers carried reports that sabotage would be punished by death. If this was so, how could we continue to keep Africans away from terrorism?

Already scores of Africans had died as a result of racial friction. In 1920 when the famous leader, Masabala, was held in Port Elizabeth jail, twenty-four of a group of Africans who had gathered to demand his release were killed by the police and white civilians. In 1921 more than one hundred Africans died in the Bulhoek affair. In 1924 over two hundred Africans were killed when the Administrator of South-West Africa led a force against a group which had rebelled against the imposition of dog tax. On 1 May 1950, eighteen Africans died as a result of police shootings during the strike. On 21 March 1960, sixty-nine unarmed Africans died at Sharpeville.

How many more Sharpevilles would there be in the history of our country? And how many more Sharpevilles could the country stand without violence and terror becoming the order of the day? And what would happen to our people when that stage was reached? In the long run we felt certain we must succeed, but at what cost to ourselves and the rest of the country? And if this happened, how could black and white ever live together again in peace and harmony? These were the problems that faced us, and these were our decisions.

Experience convinced us that rebellion would offer the government limitless opportunities for the indiscriminate slaughter of our people. But it was precisely because the soil of South Africa is already drenched with the blood of innocent Africans that we felt it our duty to make preparations as a long-term undertaking to use force in order to defend ourselves against force. If war were inevitable, we wanted the fight to be conducted on terms most favourable to our people. The fight which held out prospects best for us and the least risk of life to both sides was guerrilla warfare. We decided, therefore, in our preparations for the future, to make provision for the possibility of guerrilla warfare.

All whites undergo compulsory military training, but no such training was given to Africans. It was in our view essential to build up a nucleus of trained men who would be able to provide the leadership which would be required if guerrilla warfare started. We had to prepare for such a situation before it became too late to make proper preparations. It was also necessary to build up a nucleus of men trained in civil administration and other professions, so that Africans would be equipped to participate in the government of this country as soon as they were allowed to do so.

At this stage it was decided that I should attend the conference of the Pan-African Freedom Movement for central, east, and southern Africa, which was to be held early in 1962 in Addis Ababa, and, because of our need for preparation, it was also decided that, after the conference, I would undertake a tour of the African states with a view to obtaining facilities for the training of soldiers, and that I would also solicit scholarships for the higher education of matriculated Africans. Training in both fields would be necessary, even if changes came about by peaceful means. Administrators would be necessary who would be willing and able to administer a non-racial state and so would men be necessary to control the army and police force of such a state.

It was on this note that I left South Africa to proceed to Addis Ababa as a delegate of the ANC. My tour was a success. Wherever I went I met sympathy for our cause and promises of help. All Africa was united against the stand of white South Africa, and even in London I was received with great sympathy by political leaders, such as Mr Gaitskell and Mr Grimond. In Africa I was promised support by such men as Julius Nyerere, now President of Tanganyika; Mr Kawawa, then Prime Minister of Tanganyika; Emperor Haile Selassie of Ethiopia; General Abboud, President of the Sudan; Habib Bourguiba, President of Tunisia; Ben Bella, now President of Algeria; Modibo Keita, President of Mali; Leopold Senghor, President of Senegal; Sekou Toure, President of Guinea; President Tubman of Liberia; and Milton Obote, Prime Minister of Uganda. It was Ben Bella who invited me to visit Oujda, the Headquarters of the Algerian Army of National Liberation, the visit which is described in my diary, one of the exhibits.

I started to make a study of the art of war and revolution and, whilst abroad, underwent a course in military training. If there was to be guerrilla warfare, I wanted to be able to stand and fight with my people and to share the hazards of war with them. Notes of lectures which I received in Algeria are contained in exhibit 16, produced in evidence. Summaries of books on guerrilla warfare and military strategy have also been produced. I have already admitted that these documents are in my writing, and I acknowledge that I made these studies to equip myself for the role which I might have to play if the struggle drifted into guerrilla warfare. I approached this question as every African nationalist should do. I was completely objective. The court will see that I attempted to examine all types of authority on the subject - from the east and from the west, going back to the classic work of Clausewitz, and covering such a variety as Mao Tse Tung and Che Guevara on the one hand, and the writings on the Anglo-Boer War on the other. Of course, these notes are merely summaries of the books I read and do not contain my personal views.

I also made arrangements for our recruits to undergo military training. But here it was impossible to organise any scheme without the cooperation of the ANC offices in Africa. I consequently obtained the permission of the ANC in South Africa to do this. To this extent then there was a departure from the original decision of the ANC,

but it applied outside South Africa only. The first batch of recruits actually arrived in Tanganyika when I was passing through that country on my way back to South Africa.

I returned to South Africa and reported to my colleagues on the results of my trip. On my return I found that there had been little alteration in the political scene save that the threat of a death penalty for sabotage had now become a fact. The attitude of my colleagues in Umkhonto was much the same as it had been before I left. They were feeling their way cautiously and felt that it would be a long time before the possibilities of sabotage were exhausted. In fact, the view was expressed by some that the training of recruits was premature. This is recorded by me in the document which is exhibit R.14. After a full discussion, however, it was decided to go ahead with the plans for military training because of the fact that it would take many years to build up a sufficient nucleus of trained soldiers to start a guerrilla campaign, and whatever happened, the training would be of value.

I wish to turn now to certain general allegations made in this case by the state. But before doing so, I wish to revert to certain occurrences said by witnesses to have happened in Port Elizabeth and East London. I am referring to the bombing of private houses of pro-government persons during September, October and November 1962. I do not know what justification there was for these acts, nor what provocation had been given. But if what I have said already is accepted, then it is clear that these acts had nothing to do with the carrying out of the policy of Umkhonto.

One of the chief allegations in the indictment is that the ANC was a party to a general conspiracy to commit sabotage. I have already explained why this is incorrect but how, externally, there was a departure from the original principle laid down by the ANC. There has, of course, been overlapping of functions internally as well, because there is a difference between a resolution adopted in the atmosphere of a committee room and the concrete difficulties that arise in the field of practical activity. At a later stage the position was further affected by bannings and house arrests, and by persons leaving the country to take up political work abroad. This led to individuals having to do work in different capacities. But though this may have blurred the distinction between Umkhonto and the ANC, it by no means abolished that distinction. Great care was taken to keep the activities of the two organisations in South Africa distinct. The ANC remained a mass political body of Africans only carrying on the type of political work they had conducted prior to 1961. Umkhonto remained a small organisation recruiting its members from different races and organisations and trying to achieve its own particular object. The fact that members of Umkhonto were recruited from the ANC, and the fact that persons served both organisations, like Solomon Mbanjwa, did not, in our view, change the nature of the ANC or give it a policy of violence. This overlapping of officers, however, was more the exception than the rule. This is why persons such as 'Mr X' and 'Mr Z,' who were on the regional command of their respective areas, did not participate in any of the ANC committees or activities, and why people such as Mr Bennett Mashiyana and Mr Reginald Ndubi did not hear of sabotage at their ANC meetings.

Another of the allegations in the indictment is that Rivonia was the headquarters of Umkhonto. This is not true of the time when I was there. I was told, of course, and knew that certain of the activities of the Communist party were carried on there. But this is no reason (as I shall presently explain) why I should not use the place.

· As already indicated, early in April 1961 I went underground to organise the May general strike. My work entailed travelling throughout the country, living now in African townships, then in country villages and again in cities. During the second half of the year I started visiting the Parktown home of Arthur Goldreich, where I used to meet my family privately. Although I had no direct political association with him, I had known Arthur Goldreich socially since 1958. .

In October, Arthur Goldreich informed me that he was moving out of town and offered me a hiding place there. A few days thereafter, he arranged for Michael Harmel to take me to Rivonia. I naturally found Rivonia an ideal place for the man who lived the life of an outlaw. Up to that time I had been compelled to live indoors during the daytime and could only venture out under cover of darkness. But at Liliesleaf [farm, Rivonia,] I could live differently and work far more efficiently.

· For obvious reasons, I had to disguise myself and I assumed the fictitious name of David. In December, Arthur Goldreich and his family moved in. I stayed there until I went abroad on 11 January 1962. As already indicated, I returned in July 1962 and was arrested in Natal on 5 August.

· Up to the time of my arrest, Liliesleaf farm was the headquarters of neither the African National Congress nor Umkhonto. With the exception of myself, none of the officials or members of these bodies lived there, no meetings of the governing bodies were ever held there, and no activities connected with them were either organised or directed from there. On numerous occasions during my stay at Liliesleaf farm I met both the executive committee of the ANC, as well as the NHC, but such meetings were held elsewhere and not on the farm.

· Whilst staying at Liliesleaf farm, I frequently visited Arthur Goldreich in the main house and he also paid me visits in my room. We had numerous political discussions covering a variety of subjects. We discussed ideological and practical questions, the congress alliance, Umkhonto and its activities generally, and his experiences as a soldier in the Palmach, the military wing of the Haganah. Haganah was the political authority of the Jewish National Movement in Palestine.

· Because of what I had got to know of Goldreich, I recommended on my return to South Africa that he should be recruited to Umkhonto. I do not know of my personal knowledge whether this was done.

Another of the allegations made by the state is that the aims and objects of the ANC and the Communist party are the same. I wish to deal with this and with my own political position, because I must assume that the state may try to argue from certain exhibits that I tried to introduce Marxism into the ANC. The allegation as to the ANC is false. This is an old allegation which was disproved at the treason trial and which has again reared its head. But since the allegation has been made again, I shall deal with it as well as with the relationship between the ANC and the Communist party and Umkhonto and that party.

The ideological creed of the ANC is, and always has been, the creed of African nationalism. It is not the concept of African nationalism expressed in the cry, 'drive

the white man into the sea.' The African nationalism for which the ANC stands is the concept of freedom and fulfilment for the African people in their own land. The most important political document ever adopted by the ANC is the 'freedom charter.' It is by no means a blueprint for a socialist state. It calls for redistribution, but not nationalisation, of land; it provides for nationalisation of mines, banks, and monopoly industry, because big monopolies are owned by one race only, and without such nationalisation racial domination would be perpetuated despite the spread of political power. It would be a hollow gesture to repeal the gold law prohibitions against Africans when all gold mines are owned by European companies. In this respect the ANC's policy corresponds with the old policy of the present Nationalist party which, for many years, had as part of its programme the nationalisation of the gold mines which, at that time, were controlled by foreign capital. Under the freedom charter, nationalisation would take place in an economy based on private enterprise. The realisation of the freedom charter would open up fresh fields for a prosperous African population of all classes, including the middle class. The ANC has never at any period of its history advocated a revolutionary change in the economic structure of the country, nor has it, to the best of my recollection, ever condemned capitalist society.

As far as the Communist party is concerned, and if I understand its policy correctly, it stands for the establishment of a state based on the principles of Marxism. Although it is prepared to work for the freedom charter, as a short term solution to the problems created by white supremacy, it regards the Freedom Charter as the beginning, and not the end, of its program.

The ANC, unlike the Communist party, admitted Africans only as members. Its chief goal was, and is, for the African people to win unity and full political rights. The Communist party's main aim, on the other hand, was to remove the capitalists and to replace them with a working-class government. The Communist party sought to emphasise class distinctions whilst the ANC seeks to harmonise them. This is a vital distinction.

It is true that there has often been close cooperation between the ANC and the Communist party. But cooperation is merely proof of a common goal - in this case the removal of white supremacy - and is not proof of a complete community of interests.

The history of the world is full of similar examples. Perhaps the most striking illustration is to be found in the cooperation between Great Britain, the United States of America, and the Soviet Union in the fight against Hitler. Nobody but Hitler would have dared to suggest that such cooperation turned Churchill or Roosevelt into communists or communist tools, or that Britain and America were working to bring about a communist world.

Another instance of such cooperation is to be found precisely in Umkhonto. Shortly after Umkhonto was constituted, I was informed by some of its members that the Communist party would support Umkhonto, and this then occurred. At a later stage the support was made openly.

I believe that communists have always played an active role in the fight by colonial countries for their freedom, because the short-term objects of communism would always correspond with the long-term objects of freedom movements. Thus communists have played an important role in the freedom struggles fought in countries such as Malaya, Algeria, and Indonesia, yet none of these states today are communist countries. Similarly in the underground resistance movements which sprung up in Europe during the last World War, communists played an important role. Even General Chiang Kai-Shek, today one of the bitterest enemies of communism, fought together with the communists against the ruling class in the struggle which led to his assumption of power in China in the 1930s.

This pattern of cooperation between communists and non-communists has been repeated in the National Liberation Movement of South Africa. Prior to the banning of the Communist party, joint campaigns involving the Communist party and the congress movements were accepted practice. African communists could, and did, become members of the ANC, and some served on the National, Provincial, and local committees. Amongst those who served on the National Executive are Albert Nzula, a former Secretary of the Communist party, Moses Kotane, another former Secretary, and J. B. Marks, a former member of the central committee.

I joined the ANC in 1944, and in my younger days I held the view that the policy of admitting communists to the ANC, and the close cooperation which existed at times on specific issues between the ANC and the Communist party, would lead to a watering down of the concept of African nationalism. At that stage I was a member of the African National Congress youth league, and was one of a group which moved for the expulsion of communists from the ANC. This proposal was heavily defeated. Amongst those who voted against the proposal were some of the most conservative sections of African political opinion. They defended the policy on the ground that from its inception the ANC was formed and built up, not as a political party with one school of political thought, but as a parliament of the African people, accommodating people of various political convictions, all united by the common goal of national liberation. I was eventually won over to this point of view and I have upheld it ever since.

It is perhaps difficult for white South Africans, with an ingrained prejudice against communism, to understand why experienced African politicians so readily accept communists as their friends. But to us the reason is obvious. Theoretical differences amongst those fighting against oppression is a luxury we cannot afford at this stage. What is more, for many decades communists were the only political group in South Africa who were prepared to treat Africans as human beings and their equals; who

were prepared to eat with us; talk with us, live with us, and work with us. They were the only political group which was prepared to work with the Africans for the attainment of political rights and a stake in society. Because of this, there are many Africans who, today, tend to equate freedom with communism. They are supported in this belief by a legislature which brands all exponents of democratic government and African freedom as communists and bans many of them (who are not communists) under the Suppression of Communism Act. Although I have never been a member of the Communist party, I myself have been named under that pernicious act because of the role I played in the defiance campaign. I have also been banned and imprisoned under that act.

It is not only in internal politics that we count communists as amongst those who support our cause. In the international field, communist countries have always come to our aid. In the United Nations and other councils of the world the communist bloc has supported the Afro-Asian struggle against colonialism and often seems to be more sympathetic to our plight than some of the western powers. Although there is a universal condemnation of apartheid, the communist bloc speaks out against it with a louder voice than most of the white world. In these circumstances, it would take a brash young politician, such as I was in 1949, to proclaim that the communists are our enemies.

I turn now to my own position. I have denied that I am a communist, and I think that in the circumstances I am obliged to state exactly what my political beliefs are.

I have always regarded myself, in the first place, as an African patriot. After all, I was born in Umtata, forty-six years ago. My guardian was my cousin, who was the acting paramount chief of Tembuland, and I am related both to the present paramount chief of Tembuland, Sabata Dalindyebo, and to Kaizer Matanzima, the Chief Minister of the Transkei.

Today I am attracted by the idea of a classless society, an attraction which springs in part from Marxist reading and, in part, from my admiration of the structure and organisation of early African societies in this country. The land, then the main means of production, belonged to the tribe. There were no rich or poor and there was no exploitation.

It is true, as I have already stated, that I have been influenced by Marxist thought. But this is also true of many of the leaders of the new independent states. Such widely different persons as Gandhi, Nehru, Nkrumah, and Nasser all acknowledge this fact. We all accept the need for some form of socialism to enable our people to catch up with the advanced countries of this world and to overcome their legacy of extreme poverty. But this does not mean we are Marxists.

Indeed, for my own part, I believe that it is open to debate whether the Communist party has any specific role to play at this particular stage of our political struggle. The basic task at the present moment is the removal of race discrimination

and the attainment of democratic rights on the basis of the Freedom Charter. In so far as that party furthers this task, I welcome its assistance. I realise that it is one of the means by which people of all races can be drawn into our struggle.

From my reading of Marxist literature and from conversations with Marxists, I have gained the impression that communists regard the parliamentary system of the west as undemocratic and reactionary. But, on the contrary, I am an admirer of such a system.

The Magna Carta, the Petition of Rights, and the Bill of Rights are documents which are held in veneration by democrats throughout the world.

I have great respect for British political institutions, and for the country's system of justice. I regard the British Parliament as the most democratic institution in the world, and the independence and impartiality of its judiciary never fails to arouse my admiration.

The American Congress, that country's doctrine of separation of powers, as well as the independence of its judiciary, arouses in me similar sentiments.

I have been influenced in my thinking by both west and east. All this has led me to feel that in my search for a political formula, I should be absolutely impartial and objective. I should tie myself to no particular system of society other than of socialism. I must leave myself free to borrow the best from the west and from the east ...

There are certain exhibits which suggest that we received financial support from abroad, and I wish to deal with this question.

Our political struggle has always been financed from internal sources - from funds raised by our own people and by our own supporters. Whenever we had a special campaign or an important political case - for example, the treason trial - we received financial assistance from sympathetic individuals and organisations in the western countries. We had never felt it necessary to go beyond these sources.

But when in 1961 the Umkhonto was formed, and a new phase of struggle introduced, we realised that these events would make a heavy call on our slender resources, and that the scale of our activities would be hampered by the lack of funds. One of my instructions, as I went abroad in January 1962, was to raise funds from the African states.

I must add that, whilst abroad, I had discussions with leaders of political movements in Africa and discovered that almost every single one of them, in areas which had still not attained independence, had received all forms of assistance from the socialist countries, as well as from the west, including that of financial support. I also discovered that some well-known African states, all of them non-communists, and even anti-communists, had received similar assistance.

On my return to the republic, I made a strong recommendation to the ANC that we should not confine ourselves to Africa and the western countries, but that we should also send a mission to the socialist countries to raise the funds which we so urgently needed.

I have been told that after I was convicted such a mission was sent, but I am not prepared to name any countries to which it went, nor am I at liberty to disclose the names of the organisations and countries which gave us support or promised to do so.

As I understand the state case, and in particular the evidence of 'Mr X,' the suggestion is that Umkhonto was the inspiration of the Communist party which sought by playing upon imaginary grievances to enroll the African people into an army which ostensibly was to fight for African freedom, but in reality was fighting for a communist state. Nothing could be further from the truth. In fact the suggestion is preposterous. Umkhonto was formed by Africans to further their struggle for freedom in their own land. Communists and others supported the movement, and we only wish that more sections of the community would join us.

Our fight is against real, and not imaginary, hardships or, to use the language of the state prosecutor, 'so-called hardships.' Basically, we fight against two features which are the hallmarks of African life in South Africa and which are entrenched by legislation which we seek to have repealed. These features are poverty and lack of human dignity, and we do not need communists or so-called 'agitators' to teach us about these things.

South Africa is the richest country in Africa, and could be one of the richest countries in the world. But it is a land of extremes and remarkable contrasts. The whites enjoy what may well be the highest standard of living in the world, whilst Africans live in poverty and misery. Forty per cent of the Africans live in hopelessly overcrowded and, in some cases, drought-stricken reserves, where soil erosion and the overworking of the soil makes it impossible for them to live properly off the land. Thirty per cent are labourers, labour tenants, and squatters on white farms and work and live under conditions similar to those of the serfs of the middle ages. The other 30 per cent live in towns where they have developed economic and social habits which bring them closer in many respects to white standards. Yet most Africans, even in this group, are impoverished by low incomes and high cost of living.

The highest-paid and the most prosperous section of urban African life is in Johannesburg. Yet their actual position is desperate. The latest figures were given on 25 March 1964 by Mr Carr, manager of the Johannesburg non-European affairs department. The poverty datum line for the average African family in Johannesburg (according to Mr Carr's department) is R42.84 per month. He showed that the average monthly wage is R32.24 and that 46 per cent of all African families in Johannesburg do not earn enough to keep them going.

Poverty goes hand in hand with malnutrition and disease. The incidence of malnutrition and deficiency diseases is very high amongst Africans. Tuberculosis, pellagra, kwashiorkor, gastro-enteritis, and scurvy bring death and destruction of health. The incidence of infant mortality is one of the highest in the world. According to the medical officer of health for Pretoria, tuberculosis kills forty people a day (almost all Africans), and in 1961 there were 58,491 new cases reported. These diseases not only destroy the vital organs of the body, but they result in retarded mental conditions and lack of initiative, and reduce powers of concentration. The secondary results of such conditions affect the whole community and the standard of work performed by African labourers.

The complaint of Africans, however, is not only that they are poor and the whites are rich, but that the laws which are made by the whites are designed to preserve this situation. There are two ways to break out of poverty. The first is by formal education, and the second is by the worker acquiring a greater skill at his work and thus higher wages. As far as Africans are concerned, both these avenues of advancement are deliberately curtailed by legislation.

The present government has always sought to hamper Africans in their search for education. One of their early acts, after coming into power, was to stop subsidies for African school feeding. Many African children who attended schools depended on this supplement to their diet. This was a cruel act.

There is compulsory education for all white children at virtually no cost to their parents, be they rich or poor. Similar facilities are not provided for the African children, though there are some who receive such assistance. African children, however, generally have to pay more for their schooling than whites. According to figures quoted by the South African Institute of Race Relations in its 1963 journal, approximately 40 per cent of African children in the age group between seven to fourteen do not attend school. For those who do attend school, the standards are vastly different from those afforded to white children. In 1960-61 the per capita government spending on African students at state-aided schools was estimated at R12.46. In the same years, the per capita spending on white children in the Cape Province (which are the only figures available to me) was R144.57. Although there are no figures available to me, it can be stated, without doubt, that the white children on whom R144.57 per head was being spent all came from wealthier homes than African children on whom R12.46 per head was being spent.

The quality of education is also different. According to the Bantu Educational Journal, only 5,660 African children in the whole of South Africa passed their junior certificate in 1962, and in that year only 362 passed matric. This is presumably consistent with the policy of Bantu education about which the present Prime Minister said, during the debate on the Bantu Education Bill in 1953:

"When I have control of native education I will reform it so that natives will be taught from childhood to realise that equality with Europeans is not for them ... People who believe in equality are not desirable teachers for natives. When my Department controls native education it will know for what class of higher education a native is fitted, and whether he will have a chance in life to use his knowledge."

The other main obstacle to the economic advancement of the African is the industrial colour-bar under which all the better jobs of industry are reserved for whites only. Moreover, Africans who do obtain employment in the unskilled and semi-skilled occupations which are open to them are not allowed to form trade unions which have recognition under the industrial conciliation act. This means that strikes of African workers are illegal, and that they are denied the right of collective bargaining which is permitted to the better-paid white workers. The discrimination in the policy of successive South African governments towards African workers is demonstrated by the so-called 'civilised labour policy' under which sheltered, unskilled government jobs are found for those white workers who cannot make the grade in industry, at wages which far exceed the earnings of the average African employee in industry.

The government often answers its critics by saying that Africans in South Africa are economically better off than the inhabitants of the other countries in Africa. I do not know whether this statement is true and doubt whether any comparison can be made without having regard to the cost-of-living index in such countries. But even if it is true, as far as the African people are concerned it is irrelevant. Our complaint is not that we are poor by comparison with people in other countries, but that we are poor by comparison with the white people in our own country, and that we are prevented by legislation from altering this imbalance.

The lack of human dignity experienced by Africans is the direct result of the policy of white supremacy. White supremacy implies black inferiority. Legislation designed to preserve white supremacy entrenches this notion. Menial tasks in South Africa are invariably performed by Africans. When anything has to be carried or cleaned the white man will look around for an African to do it for him, whether the African is employed by him or not. Because of this sort of attitude, whites tend to regard Africans as a separate breed. They do not look upon them as people with families of their own; they do not realise that they have emotions - that they fall in love like white people do; that they want to be with their wives and children like white people want to be with theirs; that they want to earn enough money to support their families properly, to feed and clothe them and send them to school. And what 'house-boy' or 'garden-boy' or labourer can ever hope to do this?

Pass laws, which to the Africans are among the most hated bits of legislation in South Africa, render any African liable to police surveillance at any time. I doubt whether there is a single African male in South Africa who has not at some stage had a brush with the police over his pass. Hundreds and thousands of Africans are

thrown into jail each year under pass laws. Even worse than this is the fact that pass laws keep husband and wife apart and lead to the breakdown of family life.

Poverty and the breakdown of family life have secondary effects. Children wander about the streets of the townships because they have no schools to go to, or no money to enable them to go to school, or no parents at home to see that they go to school, because both parents (if there be two) have to work to keep the family alive. This leads to a breakdown in moral standards, to an alarming rise in illegitimacy, and to growing violence which erupts not only politically, but everywhere. Life in the townships is dangerous. There is not a day that goes by without somebody being stabbed or assaulted. And violence is carried out of the townships in to the white living areas. People are afraid to walk alone in the streets after dark. Housebreakings and robberies are increasing, despite the fact that the death sentence can now be imposed for such offences. Death sentences cannot cure the festering sore.

Africans want to be paid a living wage. Africans want to perform work which they are capable of doing, and not work which the government declares them to be capable of. Africans want to be allowed to live where they obtain work, and not be endorsed out of an area because they were not born there. Africans want to be allowed to own land in places where they work, and not to be obliged to live in rented houses which they can never call their own. Africans want to be part of the general population, and not confined to living in their own ghettoes. African men want to have their wives and children to live with them where they work, and not be forced into an unnatural existence in men's hostels. African women want to be with their menfolk and not be left permanently widowed in the Reserves. Africans want to be allowed out after eleven o'clock at night and not to be confined to their rooms like little children. Africans want to be allowed to travel in their own country and to seek work where they want to and not where the labour bureau tells them to. Africans want a just share in the whole of South Africa; they want security and a stake in society.

Above all, we want equal political rights, because without them our disabilities will be permanent. I know this sounds revolutionary to the whites in this country, because the majority of voters will be Africans. This makes the white man fear democracy.

But this fear cannot be allowed to stand in the way of the only solution which will guarantee racial harmony and freedom for all. It is not true that the enfranchisement of all will result in racial domination. Political division, based on colour, is entirely artificial and, when it disappears, so will the domination of one colour group by another. The ANC has spent half a century fighting against racialism. When it triumphs it will not change that policy.

This then is what the ANC is fighting. Their struggle is a truly national one. It is a struggle of the African people, inspired by their own suffering and their own experience. It is a struggle for the right to live.

During my lifetime I have dedicated myself to this struggle of the African people. I have fought against white domination, and I have fought against black domination. I have cherished the ideal of a democratic and free society in which all persons live together in harmony and with equal opportunities. It is an ideal which I hope to live for and to achieve. But if needs be, it is an ideal for which I am prepared to die.

President Hoover, Mr Chief Justice, my friends: this is a day of national consecration. And I am certain that on this day my fellow Americans expect that on my induction into the presidency, I will address them with a candour and a decision which the present situation of our people impels.

This is pre-eminently the time to speak the truth, the whole truth, frankly and boldly. Nor need we shrink from honestly facing conditions in our country today. This great nation will endure, as it has endured, will revive and will prosper. So, first of all, let me assert my firm belief that the only thing we have to fear is fear itself - nameless, unreasoning, unjustified terror which paralyses needed efforts to convert retreat into advance. In every dark hour of our national life, a leadership of frankness and of vigour has met with that understanding and support of the people themselves which is essential to victory. And I am convinced that you will again give that support to leadership in these critical days.

In such a spirit on my part and on yours we face our common difficulties. They concern, thank God, only material things. Values have shrunk to fantastic levels: taxes have risen; our ability to pay has fallen; government of all kinds is faced by serious curtailment of income; the means of exchange are frozen in the currents of trade; the withered leaves of industrial enterprise lie on every side; farmers find no markets for their produce; and the savings of many years in thousands of families are gone. More important, a host of unemployed citizens face the grim problem of existence, and an equally great number toil with little return. Only a foolish optimist can deny the dark realities of the moment.

And yet our distress comes from no failure of substance. We are stricken by no plague of locusts. Compared with the perils which our forefathers conquered, because they believed and were not afraid, we have still much to be thankful for. Nature still offers her bounty and human efforts have multiplied it. Plenty is at our doorstep, but a generous use of it languishes in the very sight of the supply.

Primarily, this is because the rulers of the exchange of mankind's goods have failed, through their own stubbornness and their own incompetence, have admitted their failure, and have abdicated. Practices of the unscrupulous money changers stand indicted in the court of public opinion, rejected by the hearts and minds of men.

True, they have tried. But their efforts have been cast in the pattern of an outworn tradition. Faced by failure of credit, they have proposed only the lending of more money. Stripped of the lure of profit by which to induce our people to follow their false leadership, they have resorted to exhortations, pleading tearfully for

restored confidence. They only know the rules of a generation of self-seekers. They have no vision, and when there is no vision the people perish.

Yes, the money changers have fled from their high seats in the temple of our civilisation. We may now restore that temple to the ancient truths. The measure of that restoration lies in the extent to which we apply social values more noble than mere monetary profit.

Happiness lies not in the mere possession of money; it lies in the joy of achievement, in the thrill of creative effort. The joy, the moral stimulation of work no longer must be forgotten in the mad chase of evanescent profits. These dark days, my friends, will be worth all they cost us if they teach us that our true destiny is not to be ministered unto but to minister to ourselves, to our fellow men.

Recognition of that falsity of material wealth as the standard of success goes hand in hand with the abandonment of the false belief that public office and high political position are to be valued only by the standards of pride of place and personal profit; and there must be an end to a conduct in banking and in business which too often has given to a sacred trust the likeness of callous and selfish wrongdoing. Small wonder that confidence languishes, for it thrives only on honesty, on honour, on the sacredness of obligations, on faithful protection, and on unselfish performance; without them it cannot live.

Restoration calls, however, not for changes in ethics alone. This nation is asking for action, and action now.

Our greatest primary task is to put people to work. This is no unsolvable problem if we face it wisely and courageously. It can be accomplished in part by direct recruiting by the government itself, treating the task as we would treat the emergency of a war, but at the same time, through this employment, accomplishing great, greatly needed projects to stimulate and reorganise the use of our great natural resources.

Hand in hand with that we must frankly recognise the overbalance of population in our industrial centres and, by engaging on a national scale in a redistribution, endeavour to provide a better use of the land for those best fitted for the land.

Yes, the task can be helped by definite efforts to raise the values of agricultural products, and with this the power to purchase the output of our cities. It can be helped by preventing realistically the tragedy of the growing loss through foreclosure of our small homes and our farms. It can be helped by insistence that the federal, the state, and the local governments act forthwith on the demand that their cost be drastically reduced. It can be helped by the unifying of relief activities which today are often scattered, uneconomical, unequal. It can be helped by national planning for and supervision of all forms of transportation and of communications and other utilities that have a definitely public character.

There are many ways in which it can be helped, but it can never be helped by merely talking about it.

We must act. We must act quickly. And finally, in our progress towards a resumption of work, we require two safeguards against a return of the evils of the old order. There must be a strict supervision of all banking and credits and investments. There must be an end to speculation with other people's money. And there must be provision for an adequate but sound currency.

These, my friends, are the lines of attack. I shall presently urge upon a new Congress in special session detailed measures for their fulfilment, and I shall seek the immediate assistance of the 48 States.

Through this programme of action we address ourselves to putting our own national house in order and making income balance outgo. Our international trade relations, though vastly important, are in point of time, and necessity, secondary to the establishment of a sound national economy. I favour, as a practical policy, the putting of first things first. I shall spare no effort to restore world trade by international economic readjustment; but the emergency at home cannot wait on that accomplishment.

The basic thought that guides these specific means of national recovery is not nationally - narrowly nationalistic. It is the insistence, as a first consideration, upon the interdependence of the various elements in and parts of the United States of America - a recognition of the old and permanently important manifestation of the American spirit of the pioneer. It is the way to recovery. It is the immediate way. It is the strongest assurance that recovery will endure.

In the field of world policy, I would dedicate this nation to the policy of the good neighbour: the neighbour who resolutely respects himself and, because he does so, respects the rights of others; the neighbour who respects his obligations and respects the sanctity of his agreements in and with a world of neighbours.

If I read the temper of our people correctly, we now realise, as we have never realised before, our interdependence on each other; that we can not merely take, but we must give as well; that if we are to go forward, we must move as a trained and loyal army willing to sacrifice for the good of a common discipline, because without such discipline no progress can be made, no leadership becomes effective.

We are, I know, ready and willing to submit our lives and our property to such discipline, because it makes possible a leadership which aims at the larger good. This, I propose to offer, pledging that the larger purposes will bind upon us, bind upon us all as a sacred obligation with a unity of duty hitherto evoked only in times of armed strife. With this pledge taken, I assume unhesitatingly the leadership of this great army of our people dedicated to a disciplined attack upon our common problems.

Action in this image, action to this end is feasible under the form of government which we have inherited from our ancestors. Our constitution is so simple, so practical that it is possible always to meet extraordinary needs by changes in emphasis and arrangement without loss of essential form. That is why our constitutional system has proved itself the most superbly enduring political mechanism the modern world has ever seen.

It has met every stress of vast expansion of territory, of foreign wars, of bitter internal strife, of world relations. And it is to be hoped that the normal balance of executive and legislative authority may be wholly equal, wholly adequate to meet the unprecedented task before us. But it may be that an unprecedented demand and need for undelayed action may call for temporary departure from that normal balance of public procedure.

I am prepared under my constitutional duty to recommend the measures that a stricken nation in the midst of a stricken world may require. These measures, or such other measures as the Congress may build out of its experience and wisdom, I shall seek, within my constitutional authority, to bring to speedy adoption.

But, in the event that the Congress shall fail to take one of these two courses, in the event that the national emergency is still critical, I shall not evade the clear course of duty that will then confront me. I shall ask the Congress for the one remaining instrument to meet the crisis - broad executive power to wage a war against the emergency, as great as the power that would be given to me if we were in fact invaded by a foreign foe.

For the trust reposed in me, I will return the courage and the devotion that befit the time. I can do no less.

We face the arduous days that lie before us in the warm courage of national unity; with the clear consciousness of seeking old and precious moral values; with the clean satisfaction that comes from the stern performance of duty by old and young alike. We aim at the assurance of a rounded, a permanent national life.

We do not distrust the future of essential democracy. The people of the United States have not failed. In their need they have registered a mandate that they want direct, vigorous action. They have asked for discipline and direction under leadership. They have made me the present instrument of their wishes. In the spirit of the gift I take it.

In this dedication - in this dedication of a nation, we humbly ask the blessing of God. May He protect each and every one of us. May He guide me in the days to come.

Comrades! In the party central committee's report at the 20th congress and in a number of speeches by delegates to the congress a lot has been said about the cult of the individual. After Stalin's death, the central committee began explaining that it is foreign to the spirit of Marxism-Leninism to elevate one person, to transform him into a superman possessing supernatural characteristics, akin to those of a god. Such a man supposedly knows everything, sees everything, thinks for everyone, can do anything, is infallible in his behaviour.

Such a belief about a man, and specifically about Stalin, was cultivated among us for many years. The objective of this report is not a thorough evaluation of Stalin's life and activity. Concerning Stalin's merits, an entirely sufficient number of books, pamphlets and studies had already been written in his lifetime. Stalin's role in the execution of the socialist revolution, in the civil war, and in the construction of socialism is universally known.

At present, we are concerned with how the cult of Stalin has been gradually growing, the cult which became the source of a whole series of exceedingly serious perversions of party principles, of party democracy, of revolutionary legality. The central committee considers it absolutely necessary to make material pertaining to this matter available to the 20th congress.

The great modesty of the genius of the revolution, Vladimir Ilyich Lenin, is known. Lenin always stressed the role of the people as the creator of history. Lenin mercilessly stigmatised every manifestation of the cult of the individual. Lenin never imposed his views by force. He tried to convince. He patiently explained his opinions to others.

Lenin detected in Stalin those negative characteristics which resulted later in grave consequences. Fearing the future fate of the of the Soviet nation, Lenin pointed out that it was necessary to consider transferring Stalin from the position of general secretary because Stalin did not have a proper attitude toward his comrades.

In 1922 Vladimir Ilyich wrote: "After taking over the position of general secretary, comrade Stalin accumulated immeasurable power in his hands and I am not certain whether he will be always able to use this power with the required care."

Vladimir Ilyich said: "I propose that the comrades consider the method by which Stalin would be removed from this position and by which another man would be selected for it, a man who, above all, would differ from Stalin in only one quality, namely, greater tolerance, greater loyalty, greater kindness."

Comrades! The party congress should become acquainted with new documents, which confirm Stalin's character. In March 1923, Lenin sent Stalin the following letter: "Dear comrade Stalin! You permitted yourself a rude summons of my wife to the telephone and a rude reprimand of her. Despite the fact that she told you that she agreed to forget what was said, I have no intention to forget so easily." Comrades! I will not comment on these documents. They speak eloquently for themselves.

As later events have proven, Lenin's anxiety was justified. Stalin, who absolutely did not tolerate collegiality in leadership and in work, acted not through persuasion, but by imposing his concepts and demanding absolute submission to his opinion. Stalin originated the concept "enemy of the people". This term automatically made it unnecessary that the ideological errors of a man be proven. It made possible the use of the cruellest repression, against anyone who in any way disagreed with Stalin, against those who were only suspected of hostile intent, against those who had bad reputations.

On the whole, the only proof of guilt actually used was the "confession" of the accused himself. "Confessions" were acquired through physical pressures. Innocent individuals - who in the past had defended the party line - became victims. Mass arrests and deportations of many thousands of people, execution without trial and without normal investigation created conditions of insecurity, fear and even desperation.

Vladimir Ilyich demanded uncompromising dealings with the enemies of the revolution. Lenin used such methods, however, only against actual class enemies and not against those who blunder. Stalin, on the other hand, used extreme methods and mass repressions at a time when the revolution was already victorious. During Lenin's life, party congresses were convened regularly. Lenin considered it absolutely necessary that the party discuss at length all questions bearing on the development of government. After Lenin's death, Stalin trampled on the principle of collective party leadership. Of the 139 members and candidates of the central committee who were elected at the 17th congress, 98 persons, 70%, were arrested and shot. It is inconceivable that a congress so composed could have elected a central committee in which a majority would prove to be enemies of the party. Delegates were active participants in the building of our socialist state; many of them suffered and fought during the pre-revolutionary years; they fought their enemies valiantly and often nervelessly looked into the face of death.

How, then, can we believe that such people had joined the camps of the enemies of socialism? This was the result of the abuse of power by Stalin. On the evening of December 1 1934 on Stalin's initiative, the secretary of the presidium signed the following directive: "1. Investigative agencies are directed to speed up the cases of those accused of acts of terror; 2. Judicial organs are directed not to hold up execution in order to consider pardon; 3. The organs of the commissariat of internal affairs are directed to execute the death sentences immediately after the passage of sentences." This directive became the basis for mass acts of abuse. The accused were deprived of any possibility that their cases might be re-examined, even when they stated before the court that their "confessions" were secured by force.

Lenin taught that the application of revolutionary violence is necessitated by the resistance of the exploiting classes, and this referred to the era when the exploiting classes existed and were powerful. As soon as the nation's political situation had improved, when in January 1920 the Red Army took Rostov, Lenin gave instructions to stop mass terror and to abolish the death penalty. Stalin deviated from these precepts. Terror was actually directed not at the remnants of the defeated exploiting classes but against the honest workers of the party; against them were made lying, slanderous and absurd accusations. Mass repressions contributed to the spreading of unhealthy suspicion, and sowed distrust among communists.

Stalin was a very distrustful man, sickly suspicious. He could look at a man and say: "Why are your eyes so shifty today?" or "Why are you turning so much today and avoiding to look me directly in the eyes?" The sickly suspicion created in him a general distrust. Everywhere and in everything he saw "enemies", "two-facers" and "spies". Stalin dispatched a coded telegram on January 20 1939 to the committee secretaries of provinces and regions. This telegram stated: "It is known that all bourgeois intelligence services use methods of physical influence against representatives of the socialist proletariat. The question arises as to why the socialist intelligence service should be more humanitarian against the mad agents of the bourgeoisie. The central committee considers that physical pressure should be used obligatorily against known enemies of the people." Thus, Stalin sanctioned the most brutal violation of socialist legality, torture and oppression.

The power accumulated in the hands of one person, Stalin, led to serious consequences during the great patriotic war. When we look at many of our novels, films and historical-scientific studies, the role of Stalin in the patriotic war appears to be entirely improbable. Stalin had foreseen everything. The epic victory is ascribed as being completely due to the strategic genius of Stalin. What are the facts of this matter? Stalin advanced the thesis that our nation experienced an "unexpected" attack by the Germans. But, comrades, this is completely untrue. As soon as Hitler came to power he assigned to himself the task of liquidating communism. The fascists were saying this openly. They did not hide their plans.

Despite grave warnings, the necessary steps were not taken to prepare. We paid with great losses - until our generals succeeded in altering the situation. Stalin tried to inculcate the notion that the victories gained by the Soviet nation were all due to the courage, daring, and genius of Stalin and of no one else. Let us take our military films. They make us feel sick. Let us recall The Fall of Berlin. Here only Stalin acts. He issues orders in a hall in which there are many empty chairs. And where is the military command? Where is the politburo? Where is the government? What are they doing, and with what are they engaged? There is nothing about them in the film.

Stalin acts for everybody, he does not reckon with anyone. He asks no one for advice. Everything is shown to the people in this false light. Why? To surround Stalin with glory - contrary to historical truth. Not Stalin, but the party as a whole, the Soviet government, our heroic army, its talented leaders and brave soldiers, the whole Soviet nation - these are the ones who assured victory in the great patriotic war. The magnificent, heroic deeds of hundreds of millions of people of the east and of the west during the fight against the threat of fascist subjugation which loomed before us will live for centuries, for millennia in the memory of thankful humanity.

Comrades! The cult of the individual acquired such monstrous size chiefly because Stalin himself supported the glorification of his own person. The edition of his short biography, which was published in 1948, is an expression of the most dissolute flattery, approved and edited by Stalin personally. He marked the very places where he thought that the praise of his services was insufficient. Here are some examples characterising Stalin's activity, added in Stalin's own hand, "The guiding force of the party and the state was comrade Stalin". Thus writes Stalin himself! Then he adds: "Although he performed his tasks as leader of the people with consummate skill, Stalin never allowed his work to be marred by the slightest hint of vanity, conceit or self-adulation." Where and when could a leader so praise himself?

Comrades! The cult of the individual brought about rude violation of party democracy, sterile administration, deviations of all sorts, cover-ups of shortcomings, and varnishings of reality. Our nation bore forth many flatterers and specialists in false optimism and deceit.

Some comrades may ask us: Where were the members of the politburo? Why did they not assert themselves against the cult of the individual in time? And why is this being done only now? First of all, members of the politburo viewed these matters in a different way at different times. Initially, many backed Stalin actively because he was one of the strongest Marxists and his logic, his strength and his will greatly influenced party work. After Lenin's death, especially during the first years, Stalin actively fought for Leninism against the enemies of Leninist theory and against those who deviated. At that time the party had to fight those who tried to lead the country away from the correct Leninist path. It had to fight Trotskyites,

Zinovievites and rightists, and bourgeois nationalists. This fight was indispensable. Later, however, Stalin began to fight honest Soviet people. Attempts to oppose groundless suspicions and charges resulted in the opponent's falling victim to the repression.

Comrades! So as not to repeat errors of the past, the central committee has declared itself resolutely against the cult of the individual. We consider that Stalin was extolled to excess. However, in the past Stalin undoubtedly performed great services to the party, to the working class and to the international workers' movement. Comrades! Lenin had often stressed that modesty is an absolutely integral part of a real Bolshevik. Lenin himself was the living personification of the greatest modesty. We cannot say that we have been following this Leninist example in all respects. We must correct this. But this should be done calmly. We cannot let this matter get out of the party, especially not to the press. It is for this reason that we are considering it here at a closed congress session. We should not give ammunition to the enemy; we should not wash our dirty linen before their eyes.

Comrades! We must abolish the cult of the individual once and for all. We must correct the views connected with the cult in history, philosophy and sciences, and continue systematically the work done by the party's central committee during the last years, a work characterised by collective leadership and self-criticism.

Comrades! The 20th congress of the Communist party of the Soviet Union has manifested with a new strength the unshakable unity of our party, its cohesiveness around the central committee, its resolute will to accomplish the great task of building communism. And the fact that we present in all their ramifications the basic problems of overcoming the cult of the individual is evidence of the great moral and political strength of our party. We are absolutely certain that our party, armed with the historical resolutions of the 20th congress, will lead the Soviet people along the Leninist path to new successes, to new victories. Long live the victorious banner of our party - Leninism!

I do not come here as an advocate, because whatever position the suffrage movement may occupy in the United States of America, in England it has passed beyond the realm of advocacy and it has entered into the sphere of practical politics. It has become the subject of revolution and civil war, and so tonight I am not here to advocate woman suffrage. American suffragists can do that very well for themselves.

I am here as a soldier who has temporarily left the field of battle in order to explain - it seems strange it should have to be explained - what civil war is like when civil war is waged by women. I am not only here as a soldier temporarily absent from the field at battle; I am here - and that, I think, is the strangest part of my coming - I am here as a person who, according to the law courts of my country, it has been decided, is of no value to the community at all; and I am adjudged because of my life to be a dangerous person, under sentence of penal servitude in a convict prison.

It is not at all difficult if revolutionaries come to you from Russia, if they come to you from China, or from any other part of the world, if they are men. But since I am a woman it is necessary to explain why women have adopted revolutionary methods in order to win the rights of citizenship. We women, in trying to make our case clear, always have to make as part of our argument, and urge upon men in our audience the fact - a very simple fact - that women are human beings.

Suppose the men of Hartford had a grievance, and they laid that grievance before their legislature, and the legislature obstinately refused to listen to them, or to remove their grievance, what would be the proper and the constitutional and the practical way of getting their grievance removed? Well, it is perfectly obvious at the next general election the men of Hartford would turn out that legislature and elect a new one.

But let the men of Hartford imagine that they were not in the position of being voters at all, that they were governed without their consent being obtained, that the legislature turned an absolutely deaf ear to their demands, what would the men of Hartford do then? They couldn't vote the legislature out. They would have to choose; they would have to make a choice of two evils: they would either have to submit indefinitely to an unjust state of affairs, or they would have to rise up and adopt some of the antiquated means by which men in the past got their grievances remedied.

Your forefathers decided that they must have representation for taxation, many, many years ago. When they felt they couldn't wait any longer, when they laid all the arguments before an obstinate British government that they could think of, and when their arguments were absolutely disregarded, when every other means had failed, they began by the tea party at Boston, and they went on until they had won the independence of the United States of America.

It is about eight years since the word militant was first used to describe what we were doing. It was not militant at all, except that it provoked militancy on the part of those who were opposed to it. When women asked questions in political meetings and failed to get answers, they were not doing anything militant. In Great Britain it is a custom, a time-honoured one, to ask questions of candidates for parliament and ask questions of members of the government. No man was ever put out of a public meeting for asking a question. The first people who were put out of a political meeting for asking questions, were women; they were brutally ill-used; they found themselves in jail before 24 hours had expired.

We were called militant, and we were quite willing to accept the name. We were determined to press this question of the enfranchisement of women to the point where we were no longer to be ignored by the politicians.

You have two babies very hungry and wanting to be fed. One baby is a patient baby, and waits indefinitely until its mother is ready to feed it. The other baby is an impatient baby and cries lustily, screams and kicks and makes everybody unpleasant until it is fed. Well, we know perfectly well which baby is attended to first. That is the whole history of politics. You have to make more noise than anybody else, you have to make yourself more obtrusive than anybody else, you have to fill all the papers more than anybody else, in fact you have to be there all the time and see that they do not snow you under.

When you have warfare things happen; people suffer; the noncombatants suffer as well as the combatants. And so it happens in civil war. When your forefathers threw the tea into Boston Harbour, a good many women had to go without their tea. It has always seemed to me an extraordinary thing that you did not follow it up by throwing the whiskey overboard; you sacrificed the women; and there is a good deal of warfare for which men take a great deal of glorification which has involved more practical sacrifice on women than it has on any man. It always has been so. The grievances of those who have got power, the influence of those who have got power commands a great deal of attention; but the wrongs and the grievances of those people who have no power at all are apt to be absolutely ignored. That is the history of humanity right from the beginning.

Well, in our civil war people have suffered, but you cannot make omelettes without breaking eggs; you cannot have civil war without damage to something. The great thing is to see that no more damage is done than is absolutely necessary, that

you do just as much as will arouse enough feeling to bring about peace, to bring about an honourable peace for the combatants; and that is what we have been doing.

We entirely prevented stockbrokers in London from telegraphing to stockbrokers in Glasgow and vice versa: for one whole day telegraphic communication was entirely stopped. I am not going to tell you how it was done. I am not going to tell you how the women got to the mains and cut the wires; but it was done. It was done, and it was proved to the authorities that weak women, suffrage women, as we are supposed to be, had enough ingenuity to create a situation of that kind. Now, I ask you, if women can do that, is there any limit to what we can do except the limit we put upon ourselves?

If you are dealing with an industrial revolution, if you get the men and women of one class rising up against the men and women of another class, you can locate the difficulty; if there is a great industrial strike, you know exactly where the violence is and how the warfare is going to be waged; but in our war against the government you can't locate it. We wear no mark; we belong to every class; we permeate every class of the community from the highest to the lowest; and so you see in the woman's civil war the dear men of my country are discovering it is absolutely impossible to deal with it: you cannot locate it, and you cannot stop it.

"Put them in prison," they said, "that will stop it." But it didn't stop it at all: instead of the women giving it up, more women did it, and more and more and more women did it until there were 300 women at a time, who had not broken a single law, only "made a nuisance of themselves" as the politicians say.

Then they began to legislate. The British government has passed more stringent laws to deal with this agitation than it ever found necessary during all the history of political agitation in my country. They were able to deal with the revolutionaries of the Chartists' time; they were able to deal with the trades union agitation; they were able to deal with the revolutionaries later on when the Reform Acts were passed: but the ordinary law has not sufficed to curb insurgent women. They had to dip back into the middle ages to find a means of repressing the women in revolt.

They have said to us, government rests upon force, the women haven't force, so they must submit. Well, we are showing them that government does not rest upon force at all: it rests upon consent. As long as women consent to be unjustly governed, they can be, but directly women say: "We withhold our consent, we will not be governed any longer so long as that government is unjust." Not by the forces of civil war can you govern the very weakest woman. You can kill that woman, but she escapes you then; you cannot govern her. No power on earth can govern a human being, however feeble, who withholds his or her consent.

When they put us in prison at first, simply for taking petitions, we submitted; we allowed them to dress us in prison clothes; we allowed them to put us in solitary

confinement; we allowed them to put us amongst the most degraded of criminals; we learned of some of the appalling evils of our so-called civilisation that we could not have learned in any other way. It was valuable experience, and we were glad to get it.

I have seen men smile when they heard the words "hunger strike", and yet I think there are very few men today who would be prepared to adopt a "hunger strike" for any cause. It is only people who feel an intolerable sense of oppression who would adopt a means of that kind. It means you refuse food until you are at death's door, and then the authorities have to choose between letting you die, and letting you go; and then they let the women go.

Now, that went on so long that the government felt that they were unable to cope. It was [then] that, to the shame of the British government, they set the example to authorities all over the world of feeding sane, resisting human beings by force. There may be doctors in this meeting: if so, they know it is one thing to feed by force an insane person; but it is quite another thing to feed a sane, resisting human being who resists with every nerve and with every fibre of her body the indignity and the outrage of forcible feeding. Now, that was done in England, and the government thought they had crushed us. But they found that it did not quell the agitation, that more and more women came in and even passed that terrible ordeal, and they were obliged to let them go.

Then came the legislation - the "Cat and Mouse Act". The home secretary said: "Give me the power to let these women go when they are at death's door, and leave them at liberty under license until they have recovered their health again and then bring them back." It was passed to repress the agitation, to make the women yield - because that is what it has really come to, ladies and gentlemen. It has come to a battle between the women and the government as to who shall yield first, whether they will yield and give us the vote, or whether we will give up our agitation.

Well, they little know what women are. Women are very slow to rouse, but once they are aroused, once they are determined, nothing on earth and nothing in heaven will make women give way; it is impossible. And so this "Cat and Mouse Act" which is being used against women today has failed. There are women lying at death's door, recovering enough strength to undergo operations who have not given in and won't give in, and who will be prepared, as soon as they get up from their sick beds, to go on as before. There are women who are being carried from their sick beds on stretchers into meetings. They are too weak to speak, but they go amongst their fellow workers just to show that their spirits are unquenched, and that their spirit is alive, and they mean to go on as long as life lasts.

Now, I want to say to you who think women cannot succeed, we have brought the government of England to this position, that it has to face this alternative: either women are to be killed or women are to have the vote. I ask American men in this

meeting, what would you say if in your state you were faced with that alternative, that you must either kill them or give them their citizenship? Well, there is only one answer to that alternative, there is only one way out - you must give those women the vote.

You won your freedom in America when you had the revolution, by bloodshed, by sacrificing human life. You won the civil war by the sacrifice of human life when you decided to emancipate the negro. You have left it to women in your land, the men of all civilised countries have left it to women, to work out their own salvation. That is the way in which we women of England are doing. Human life for us is sacred, but we say if any life is to be sacrificed it shall be ours; we won't do it ourselves, but we will put the enemy in the position where they will have to choose between giving us freedom or giving us death.

So here am I. I come in the intervals of prison appearance. I come after having been four times imprisoned under the "Cat and Mouse Act", probably going back to be rearrested as soon as I set my foot on British soil. I come to ask you to help to win this fight. If we win it, this hardest of all fights, then, to be sure, in the future it is going to be made easier for women all over the world to win their fight when their time comes.

The leaders who, for many years past, have been at the head of the French armed forces have set up a government.

Alleging the defeat of our armies, this government has entered into negotiations with the enemy with a view to bringing about a cessation of hostilities.

It is quite true that we were, and still are, overwhelmed by enemy mechanised forces, both on the ground and in the air. It was the tanks, the planes, and the tactics of the Germans, far more than the fact that we were outnumbered, that forced our armies to retreat. It was the German tanks, planes, and tactics that provided the element of surprise which brought our leaders to their present plight.

But has the last word been said? Must we abandon all hope? Is our defeat final and irremediable? To those questions I answer - No!

Speaking in full knowledge of the facts, I ask you to believe me when I say that the cause of France is not lost. The very factors that brought about our defeat may one day lead us to victory.

For, remember this, France does not stand alone. She is not isolated. Behind her is a vast empire, and she can make common cause with the British empire, which commands the seas and is continuing the struggle. Like England, she can draw unreservedly on the immense industrial resources of the United States.

This war is not limited to our unfortunate country. The outcome of the struggle has not been decided by the battle of France. This is a world war. Mistakes have been made, there have been delays and untold suffering, but the fact remains that there still exists in the world everything we need to crush our enemies some day.

Today we are crushed by the sheer weight of mechanised force hurled against us, but we can still look to a future in which even greater mechanised force will bring us victory. The destiny of the world is at stake.

I, General de Gaulle, now in London, call on all French officers and men who are at present on British soil, or may be in the future, with or without their arms; I call on all engineers and skilled workmen from the armaments factories who are at present on British soil, or may be in the future, to get in touch with me.

Whatever happens, the flame of French resistance must not and shall not die.

June 19 1940

Frenchmen must now be fully aware that all ordinary forms of authority have disappeared.

Faced by the bewilderment of my countrymen, by the disintegration of a government in thrall to the enemy, by the fact that the institutions of my country are incapable, at the moment, of functioning, I, General de Gaulle, a French soldier and military leader, realise that I now speak for France. I n the name of France, I make the following solemn declaration: It is the bounden duty of all Frenchmen who still bear arms to continue the struggle. For them to lay down their arms, to evacuate any position of military importance, or agree to hand over any part of French territory, however small, to enemy control, would be a crime against our country. For the moment I refer particularly to French North Africa - to the integrity of French North Africa.

The Italian armistice is nothing but a clumsy trap. In the Africa of Clauzel, Bugeaud, Lyautey, and Noguès, honour and duty strictly enjoin that the French should refuse to carry out the conditions imposed by the enemy.

The thought that the panic of Bordeaux could make itself felt across the sea is not to be borne.

Soldiers of France, wherever you may be, arise!

June 22 1940

The French government, after having asked for an armistice, now knows the conditions dictated by the enemy.

The result of these conditions would be the complete demobilisation of the French land, sea, and air forces, the surrender of our weapons and the total occupation of French territory. The French government would come under German and Italian tutelage.

It may therefore be said that this armistice would not only be a capitulation, but that it would also reduce the country to slavery. Now, a great many Frenchmen refuse to accept either capitulation or slavery, for reasons which are called: honour, common sense, and the higher interests of the country.

I say honour, for France has undertaken not to lay down arms save in agreement with her allies. As long as the allies continue the war, her government has no right to surrender to the enemy. The Polish, Norwegian, Belgian, Netherlands, and Luxemburg governments, though driven from their territories, have thus interpreted their duty. I say common sense, for it is absurd to consider the struggle as lost.

True, we have suffered a major defeat. We lost the battle of France through a faulty military system, mistakes in the conduct of operations, and the defeatist spirit shown by the government during recent battles. But we still have a vast empire, our fleet is intact, and we possess large sums in gold. We still have the gigantic potentialities of American industry. The same war conditions which caused us to be beaten by 5,000 planes and 6,000 tanks can tomorrow bring victory by means of 20,000 tanks and 20,000 planes.

I say the higher interests of the country, for this is not a Franco-German war to be decided by a single battle. This is a world war. No one can foresee whether the neutral countries of today will not be at war tomorrow, or whether Germany's allies will always remain her allies. If the powers of freedom ultimately triumph over those of servitude, what will be the fate of a France which has submitted to the enemy?

Honour, common sense, and the interests of the country require that all free Frenchmen, wherever they be, should continue the fight as best they may.

It is therefore necessary to group the largest possible French force wherever this can be done. Everything which can be collected by way of French military elements and potentialities for armaments production must be organised wherever such elements exist.

I, General de Gaulle, am undertaking this national task here in England.

I call upon all French servicemen of the land, sea, and air forces; I call upon French engineers and skilled armaments workers who are on British soil, or have the means of getting here, to come and join me.

I call upon the leaders, together with all soldiers, sailors, and airmen of the French land, sea, and air forces, wherever they may now be, to get in touch with me.

I call upon all Frenchmen who want to remain free to listen to my voice and follow me.

Long live free France in honour and independence!
