Premesso che: lo Stato con il Decreto Legge 31 agosto 2013, n.102, ha istituito un apposito fondo per il contrasto della morosità incolpevole; con l’art. 1, comma 2, della Legge 80/2014, ha altresì previsto una copertura finanziaria del Fondo destinato agli inquilini morosi incolpevoli fino al 2020, disponendone la ripartizione annuale con Decreto del Ministro delle Infrastrutture e dei Trasporti alle Regioni che attivano iniziative finalizzate, appunto, al sostegno degli inquilini morosi incolpevoli; Regione Lombardia con DGR n. X/5644 del 03.10.2016 ha avviato la misura sul territorio regionale e emanato apposite linee guida, con riparto in favore dei Comuni ad elevata tensione abitativa, tra cui anche il Comune di Siziano e il Comune di Casorate, facenti parte dell’Ambito Territoriale di Certosa di Pavia; con DGR 7464/2017 ha assegnato ai Comuni le risorse relative all’anno 2017, confermando le linee guida; con DGR 602/2018 ha assegnato le risorse relative al Fondo 2018, pari per il Comune di Siziano ad € 111.818,26 e per il Comune di Casorate Primo a € 50.611,18, e prorogato contestualmente al 31/12/2019 l’utilizzo di tutte le risorse sin qui assegnate; ha disposto che i 155 Comuni interessati dal provvedimento, per iniziative di carattere sperimentale e nel rispetto dei criteri definiti dal Decreto Ministeriale del 30 marzo 2016 e dalle Linee Guida Regionali, potessero mettere a disposizione parte o tutte le risorse assegnate per la programmazione di misure gestite dai Piani di Zona, in coerenza con le finalità del fondo per la morosità incolpevole; i Comuni di Siziano e Casorate Primo hanno deciso di mettere a disposizione di tutti i Comuni dell’Ambito parte delle risorse loro assegnate con DGR 5644/2016 e con DGR 7464/2017, in misura di € 42.350,00 da Casorate Primo e di € 101.604,48 da Siziano; Il Comune di Casorate Primo, con DGR n.147/2018 ha inoltre deciso di destinare al Piano di Zona il 50% dell’importo a lui riservato con DGR 602/2018, per una somma pari a € 25.305,59; Il Comune di Siziano ha altresì deciso di destinare a tutti i Comuni dell’Ambito territoriale l’intero importo a lui assegnato, pari a € 111.818,26; Premesso inoltre che: il Comune di Siziano, in qualità di capofila dell’Ambito Territoriale di Certosa di Pavia, con deliberazione della Giunta Comunale n. 206 del 19/12/2016 ha dato avvio all’intervento di cui trattasi mediante approvazione di apposito avviso pubblico e con deliberazione n. 65 del 15.03.2018 ne ha disposto la prosecuzione sino al 31/12/2018 in esecuzione delle disposizioni regionali, d’Ambito e dei Comuni assegnatari delle risorse; Comune di Belgioioso Prot. n. 0001855 del 31-01-2020 partenza
