To modify parameters if needed to help optimization engineer to find out the cause of the performance problem1.2 Work Flow chart Concerning the different phase of the network, the optimization process is divided into two situations: the optimization for live network and the optimization for pre-launched network. The difference is whether there are users in the network or not.For the live network, there are OMC statistic data can be used to reveal the network performance. On the other side, the influence to the network should be taken into consideration for any adjustment. That is the reason that the adding of the simulated loading and the changes of the parameter must be done at night if necessary.

If not otherwise stated, the following flow chart is applicable to the optimization for the both situation. The optimization process is divided into the following parts:

(Single site verification( RF optimization( Parameter Optimization( Customer acceptance( Optimization report output

Figure 1 Radio network optimization flow chart1.3 Input Requirements 1.3.1 Optimization Quality Objectives The optimization quality objectives, made by the optimization service provider and the customer, depending on the actual network, are confirmed in a contract and are used to evaluate the project quality together with the relevant acceptance criteria.

Generally, the radio equipment sales contract contains the service of engineering network optimization, that is, when the new NODEB and expansion NODEB are cut over, Huawei will cooperate with the customer to optimize the network following the negotiated quality standards. The standards should be determined by the RNO service terms in the project contract, here is the example of common standards [1]:

1) No decrease of performance indicators is allowed in the relocated or expanded network; 2) After adjustment, the performance indicators of a new network should meet the requirement of the customer;

3) The service provider and the customer should agree on a reasonable performance index depending on the actual network status, especially for some special requirements beyond the service range/service mode or some special network, such as the peripheral network, tunnel coverage, sea coverage and indoors coverage. 4) If the customers requirement is beyond the service range or mode of this network optimization, the two parties will sign another contract for it.

5) The traffic average value in busy hours three days before the cutover is adopted as the index of the previous network, while the traffic average value in busy hours three days after the optimization is regarded as the index of the optimized network.

The special RNO service should be clarified in a service contract based on the mutual understanding of network quality.

Then the problem analysis reports can be used as the material for the optimization report. Please refer to the XX project organization of directory for Optimization2.1 Understanding of the Existing NetworkBefore the network optimization, the RNO manager (NO_PM) should be acquainted with the existing network to make the working plan. The information below is required:

( Radio Network Planning report

The radio network planning report can be obtained from the planning manager (NP_PM) in the case that the planning was done by HUAWEI. Otherwise, the report should be obtained from the customer (OPRTR). The planning report(s) should cover each expansion of the network.

(Optimization history

The live network may be optimized many times before, so it is necessary to obtain the optimization history to learn the network adjustment process and remained problems.

(Latest site configuration parameter table and radio part parameter configuration tableThey can be obtained from:

1) The above planning report, expansion report and optimization history, 2) The regional team leader, 3) The OMC configuration database. It is preferred to compare the data obtained from the above ways. Any inconsistency must be discussed together with the regional team leader and the planning engineer.(OMC statistic data and subscriber complaints of the existing network2.2 Optimization Target Determination Refer to Optimization Quality Objectives. 2.3 Cluster Division and Optimization Team Establishment The optimization manager needs to establish the optimization teams by estimating the workload, deciding the human resource and tools requirements and making the time schedule. The general organization is shown in the figure below:

Figure 2 organization of RNO team If the NODEBs involved are more than 20 or the test time of the target area exceeds 3 hours, we should divide the target area into parts before the optimization. Cluster refers to a set of NODEBs in one part. An area of a cluster should contain a complete test route and the time for one test should less than three hours. In addition, the test time of each cluster should be similar.

2.4 Optimization Tools and Software2.4.1 Optimization ToolEach team should be equipped with a set of drive test tools, including:1. UMTS Scanner: Agilent E6474A with E6455C(version upper 6.0) scanner/or TEMS)2. UMTS Test UE: Qualcomm TM6200 (version upper 5.0)/or Motorola A835.

3. GSM Test UE: Sagem OT764. GPS and data line: the E6455C has built-in GPSMore than one set of equipment below is required and shared in a large project team:1. YBT250: For identifying the location of the interference2. Digital camera: Used to record special propagation environment 2.4.2 Optimization SoftwareThe following software is required for each team: 1. 3GOT: To analyze radio part parameter configuration, OMC statistics data2. Post processing tool: HUAWEI Assistant or ACTIX Analyzer RVS3. MapInfo: For some self-definition analysis of drive test data3 Single Site Verification3.1 ObjectivesUse Scanner + UE to:1. Verify Coverage (RSCP & Ec/Io)

2. Verify scrambling codes

3. Verify no installation faults

4. Make test calls3.2 PreparationBefore the time-consuming drive test, we should only ensure the following conditions have been met. 3.2.1 Alarm Check

Usually, the product support engineer will be responsible for checking and resolving all the alarms, It is important for the optimization engineer prior to any field test to check with product support engineer regarding any alarms especially intermittent alarms ( for example: transmission alarms which can be automatically recovered as these indicate network instability and will negatively impact the service).

3.2.2 Cell State Check

Usually, the product support engineer will be responsible for checking and resolving all the cell state problems. It is important for the optimization engineer prior to any field test to confirm with product support engineer regarding cell state.3.2.3 Radio Part Parameters Check

Check equipment version and radio part parameters configuration, for example: the scrambling code, power setting, neighbor cell list, handover parameter. As for neighbor list, the check must be done not only to intra-frequency neighbor list, but also to inter-frequency neighbor list and inter-RAT neighbor list.Please refer to WCDMA RNO 3GOT User Manual,WCDMA RNP Parameter Configuration Baseline3.3 Site VerificationSite verification needs to check the service function before the optimization to ensure the basic service functions are normal for each site.

The check consists of signal strength, feeder connection, LA/RA, PS attach, PS detach, voice service call setup, PDP activation , intra-frequency handover, 3G2G handover, 3G2G cell reselection. The call setup test can ensure the normality of the control plane and user plane in the CS domain, while the PDP activation test can ensure the normality of the control plane and user plane in the PS domain.

If there is any suspect like the low signal strength and wrong feeder connection (maybe Tx/Rx main antenna, maybe Rx diversity antenna), the optimization engineer needs to ask installation engineer from the company or from the customer to do the RF check.

Please refer to the related part of Single Site Verification Checklist,Single Site verification Guideline4 RF Optimization During the RF optimization, the optimization manager (NO_PM) should track the optimization progress of each team, and organize the information communication periodically to facilitate the solving of some common problems. Any RF issues at edge of cluster must be resolved in coordination with the adjacent cluster as soon as possible.4.1 ObjectivesUse Scanner + UE to:

1. Optimize CPICH and service coverage & cell dominance

2. Minimize interference

3. Minimize pilot pollution

4. Optimize neighbor list

5. Resolve any RF-related drop call4.2 Drive SurveyDrive survey includes both a scanner and a UE in a continuous AMR call. Its prior to making antenna changes must carry out a detailed drive survey before and after the change. Drop calls should be analyzed to determine if the cause is RF related or not.Refer to WCDMA RNO Drive test Guideline4.2.1 Preparation

1. Alarm Check

Same as Alarm Check2. Cell State Check

Same as Cell State Check3. Test Route SelectionDetermine the drive test area depending on the pilot coverage prediction in the planning report, and then select the test courses with drivers who are familiar with the local condition. Its recommended that the test for a crowded area can be done in non-busy hours to save time.

Principles to select test route:

1. The routes should be of different distance from the site, such as close to the site, middle part of the cell and the edge of the cell

2. The routes should cover the main roads

3. The routes should contain residence zone4. The routes should cover low-speed, media-speed and high-speed roads5. The routes should cover different propagation environments as much as possible 6. The routes should cover the overlap area, such as the handover area and pilot pollution area

7. The routes should cover actual or expected high traffic area

8. The routes should contain the expected poor coverage area

4. Load SimulatorThe test to pre-launched network should be performed under simulated load to find the potential problems in the future running. The downlink simulated load can be achieved by the OCNS function of the RAN equipment. The suggested simulated load is 75%.

Its not recommended to do the test with simulated load for a live network because the simulated load will affect the users.

Before the analysis, the optimization manager need to ensure the RSCP and Ec/Io thresholds for the project are ready. It includes not only the thresholds include in the RNO acceptance criteria but also those to distinguish the problem is related to RF or system (UTRAN, CN, UE).4.2.2 Data Analysis

The drive test data analysis consists ofIN PRIORITY:

1. Poor Coverage2. Dominant Cell3. Pilot Pollution4. Neighbor List Missing5. Minimize interference 6. Other any RF-related drop callPlease refer to WCDMA RNO RF Optimization Analysis Guideline4.2.3 Adjustment Recommendation and ImplementationChanges will mainly include: 1. Engineering parameter adjustment2. Neighbor list changes1. Engineering Parameter Adjustment

Most of the problems of coverage or interference can be solved by adjusting the engineering parameter. One side is to enhance the coverage to eliminate the blind area; the other hand is to control coverage and interference. To be specifically, to use the combination of ways below (in priority):

Antenna down tilt adjustment Antenna azimuth adjustment

Antenna location adjustment Antenna height adjustment

Antenna replacement, refer to Antenna Selection Guideline Site replacement

Add repeater, RRU or micro cell for expansion

Before the implementation of the adjustment of the engineering parameters, its necessary to carefully analyze the RSCP, dominant cell, Ec/Io of related cells together with the antenna pattern. Usually the optimization engineer only needs to provide installation engineer from the company or from the customer with the engineering parameter change requirement.2. Radio Part Parameters Adjustment

As for radio part parameter changes in RF optimization phase, usually only the Neighbor cell list is needed to be done.

As for live network, all parameter should be changed very carefully. The change of the parameter must follow some procedures from the company and the customer. Its recommended to discuss with customer to make it clear about the work flow.

Here is a reference:OMC change form, signed by director

Figure 3 work flow for parameter changeHuawei optimization engineer give out the recommendation of parameter change. If accepted by engineer from customer planning department, then customer planning department will deliver a formal OMC change form to customer OMC department after the form signed by director of the customer planning department. Then customer engineer from the OMC department together will HUAWEI OMC engineer will change the parameter in the equipment.

Another advice is to update a Parameter Change Recommendation Record Form.xls from HUAWEI side at the same time, which maybe used later.

Sometimes its hard to predict accurately the impact of the parameter changes. So its necessary to benchmark before and after parameter changes. Its recommended to do the benchmark together with the statistics analysis for live network.

Another benchmark needs to be mentioned is for different type of UE.4.3 Summary

After the RF optimization, the team leader (NO_PL) should summarize the optimization process to output the following reports:1. XXX Project XXX Cluster Description of RF Optimization process2. XXX Project XXX Cluster Radio Part Parameter Configuration Table5 Parameter OptimizationParameter optimization includes field test and statistics analysis. The field test can be divided into two parts: drive test on main road and test for special areas. Test for special areas is like walk survey for some indoor distributed cells.

Statistics analysis is optional for pre-launched network.

5.1 Objectives

Use scanner + UE log, RNC log, statistics counters and KPI, MSC & SGSN log (if needed) to:1. Reduce access failure

2. Reduce drop call3. Enhance service quality5.2 Drive SurveyDrive test is to get information on the service coverage on the main road and to optimize the problems as access failure, drop call, power control, handover and service quality. The test includes (in priority): 1. The call setup test for voice service2. The continuous call test for voice service3. Idle mode test4. The call setup test for video phone service5. The continuous call test for voice service6. The call setup test for PS service7. The continuous call test for PS serviceThe call setup test for CS service must contain MOC and MTC. The test should be performed repeatedly to the position with problems to make sure that the problem is repeatable.Unlike RF optimization drive test, for parameter optimization its not needed to do the service test for all sites. So its not necessary to stick to the idea of cluster. Since some parameters are sensitive to the clutter and speed, so its better to design the test route for service test from the clutter and speed point of view.Refer to the related part in WCDMA RNO Drive test Guideline5.2.1 Preparation

Same as Preparation5.2.2 Data AnalysisThe data analysis consists of:1. Analyzing and finding out the solution for access failure (system bugs, power control parameter, cell selection and reselection parameter etc.)2. Analyzing and finding out the solution for drop call (system bugs, power control parameter, handover parameter etc.)3. Analyzing and finding out the solution for service quality related problems (system bugs, power control parameter, RLC parameter etc.)For details, please refer to the corresponding guidelines.5.2.3 Adjustment Recommendation and ImplementationThe adjustment recommendations for service optimization are mainly focus on the Radio part parameters.1. Radio Part Parameter Adjustment The parameters to be changed usually are:

1. Common Control Channel Power Allocation parameters

2. RL Maximum Power parameters

3. Intra-frequency Handover parameters4. Inter-frequency Handover parameters5. Inter-RAT Handover parameters6. Power Control parameters7. Access parameters8. Other related parameters.The influence caused by the cell parameters adjustment should be analyzed carefully by optimization engineer. The change recommendation should be approved by optimization manager if needed.

The parameters adjustment to a live network should be performed when traffic is low (for example: at midnight). It is essential to do the service functional test after adjustment.2. Benchmark

Usually its hard to predict accurately the impact of the parameter changes. So its necessary to benchmark before and after parameter changes. Its recommended to do the benchmark together with the statistics analysis for live network.Another benchmark needs to be mentioned is for different type of UE.5.3 Test for Special Areas

Generally, special area refers to a small district or indoors environment, such as:

Operators offices, residence of VIP

Key hotels or entertainment location

Government location Locations of large company or group subscribers

Locations tend to be cared by the operator, such as railway station or airport5.3.1 Preparation

Same as Preparation5.3.2 Data analysis

Same as Data Analysis5.3.3 Adjustment Recommendation and ImplementationSame as Adjustment Recommendation and Implementation5.4 Statistics AnalysisAs for the live network, during the parameter optimization in parallel with field test, we need to optimize the cells whose performance indicators have not reached the acceptance requirements. For example, to optimize the cells with congestion problems in busy hours.Please refer to WCDMA RNO Performance Indicators Analysis Guideline.5.4.1 Preparation

Check with OMC engineer from both the company and the customer that:

1. All needed counters are activated2. The KPIs have been created3. Tools and scripts for KPI analysis are available. (usually the tools and scripts is available from the customer side)5.4.2 Analysis

Statistics analysis includes:

1. Identify the poorly performing RNCs, sites and cells2. Finding out the cause of the degrading together with other engineers (product support engineer, transmission engineer, installation engineer) 3. Give information about the impact of the changes of the parameters for benchmark. Please refer to the related parts in WCDMA RNO 3GOT User Manual and WCDMA RNO Performance Indicators Analysis Guideline.5.4.3 Adjustment Recommendation and ImplementationUsually it refers to the radio part parameter adjustmentSame as Adjustment Recommendation and Implementation5.5 Summary

After the parameter optimization, the team leader (NO_PL) should summarize the optimization process to output the following reports:1. XXX Project Description of Parameter Optimization process2. XXX Project Radio Part Parameter Table6 Customer Acceptance and Report Output6.1 Customer AcceptanceFollowing the acceptance plan made beforehand, the acceptance should be performed with the participation of the customer, and the test record table of each item should be checked and signed by test personnel from the customer side.

The XXX Acceptance Report should be based on the acceptance test data and be signed by the test participants both from HUAWEI side and the customer side.6.2 Optimization Report OutputThe XXX optimization report should be presented after the project passes the customer acceptance. The optimization report should include:1. Project background introduction2. Existing network status3. Acceptance criteria4. Optimization process5. Problem analysis and adjustment recommendation, and the effect for the implemented part6. Acceptance test and result7. Leftover problems and suggestions from the optimization point of view. Predict the traffic increase and the influence to network according to the traffic status before and after the optimization. Predict the time point of next optimization. 8. Appendix: It is suggested to put all figures and tables of the test data in the appendix to shorten the report body. Besides the optimization report, the updated XXX Project Site Configuration Parameter table and XXX Project Radio Part Parameters Tableare required. 6.3 Presentations and Customer CommunicationThe optimization manager (NO_PM) should prepare slides based on the optimization report to communicate with the customer and to learn their ideas about this optimization or the requirement for future optimization/expansion.
