average*• High levels of smoking and alcohol related illness, above
average rates of obesity* • BUT - our rate of people killed and seriously injured on
roads is better than average*

How did we solve them?• Procurement – discussions with Monitor and legal advice
• Metric development – in depth conversations and analysis of a
range of viable metrics
• 7 year contract length – accepted the risk that this length of
time is needed to see the impact of the service
• NHS Contract – flexed to meet the needs of the 7 year contract
length and the social impact bond
• Information Governance – detailed understanding of patient
flows and specialist advice
