ECONOMY & INDUSTRY OUR MOTIVATION: CLOSING THE GAP FROM R&D TO MARKET
ECONOMY 6 INDUSTRY
Offshore renewables are rapidly moving towards commercialization
Business strategies must follow an economic approach, focusing on industrialization, cost reduction, improvement of performance & reliability.
To respond to this need, WavEC created its Economy & Industry department in 2011, although activity started in advance.
– Team of professionals with engineering and economic backgrounds that offer consulting services and R&D support to our clients in industrial and economic areas
– Already since 2011, we have rendered services to leading technology developers, utilities and public institutions and participate in several national and EU projects.

PORTUGAL HAS VERY GOOD CHARACTERISTICS FOR OFFSHORE
RENEWABLE ENERGY
• Largest Exclusive Economical Zone of the EU (18 X 40 X)
• Very long coastline and mild climate:
75% of the population, Electrical Grid, Ports and Shipyards, and easy access to operate
• Resources on waves and winds medium to high
• Existing specific legislation for wave energy and offshore wind energy and Feed-in-Tariffs
• Pilot Zone in São Pedro de Moel for prototype test, pre-commercial and commercial farms
• WavEC manages the Pico Power Plant in the Azores Islands
• WavEC have a comprehensive contact network from European projects and several
institutions with significant technical and scientific knowledge (besides WavEC)
PUBLIC POLICIES AND DISSEMINATION
27
WHY OFFSHORE RENEWABLE ENERGY DEVELOPMENT IN PORTUGAL IS NOT
EVEN STRONGER?
• Non-existence of an offshore industry
• Reduced experience in industrial innovation processes
• Limited financing capacity
• Legislation not very clear and complex licensing processes
• Limited budget for R&D
• The potential of Portuguese offshore renewable not well known internally
PUBLIC POLICIES AND DISSEMINATION
WHAT HAS WAVEC DONE TO STRESS THIS PORTUGUESE POTENTIAL ON OFFSHORE RENEWABLE?
• WavEC: secretariat of Ocean Energy Systems (OES) (IEA implementation agreement for ocean
energy)
• WavEC: board member of the European Ocean Energy Association (EU – OEA)
• In Portugal
• To send different messages to Politics, Utilities and potential Project Developers, Public Administration and Public
• To build a comprehensive network through partnerships complementary to the international
28
• To edit a bi-monthly newsletter
• To organize an annual Seminar
• To be present in fairs and to participate in social media
• To answer to all Public Consultations related to the sector
Maritime Spatial Planning (POEM)
Integrated Coastal Zone Management (ENGIZC)
National Renewable Energy Action Plan (PNAER)
Simplification of administrative processes for the sea economy (Simplex do Mar)
• To train Public Administration executives
• To coordinate an outreach session before the deployment of the Windfloat project
• To organize workshops with vigorous participation of private and public entities
