1. Tlw effort« of StiAFE and Allied Scbordlnate Commda in tba field of lnfraetrantufe Iiave1 to date, been directed prinarlly toward the development of "HflfrO, P?fT"n IltfmTTMftaTf "i "i^h relatively l i t t le consideration of "Hatiflnal ItfglftT1 n t r j ^ ' «réarme. Coordination «Ith national authorities Id the field of lnfreatruoture likewise has been concerned principally Kith the Jaevr rohötruotion proposed for inclusion In NAfO ccniKHi progrns. In the futute, hoasvsr, as the balk of the Tirograaaing of »NATO oonrnon infrastructure* drams to ^ close, greater V portunity exists for Review of "National infrastructure» requirements fttr HAIO forcée, and, In conjunction with national authorities, detaral* tuition of the extent to ifalch existing facilities meet these require-ments and Whether the'programs planned by National authorities for neu construction are adequate to meet the needs of Ulied Cotnand Europa.

>'. Zt The basic principle governing tbe development of requirements for tho construction of the additional fixed installations needed in SiippMt of NATO forces assigned or esrmsrked for Allied Coanand Surope le the military need. Infrastructure requirements should bs analysed on their merits as to military essentiality, adequacy of existing facilities, and net additional construction required to meet minimal essentiel needs. After requirements have been determined, and their validity and juetlflcation fully established^ the second step should be to exsolne which of the projects ore properly classified as hDATO com-mon infrastructure" and whichtro not eligible for such progress but should be urovided bj respective nations as a part of their responsi-bility (as set forth in nC 36 and JÜC 22/12^ for providing required logistic resources and support for their national contingents assigned or to be sssigned to Allied Comcnd Snrope. After having classified requirements for neu construction as either Hationsl infrastructure* or ttHATO oonnon infrastructure11, or a combination of the tiro, ths next step Is to submit arwopriate rocooaond Htions for the programing of each category.

3. In determining whether requirements for ns« construction should be programed as "l a t i o a a l infrastructure" or as "NATO coram Mfra-ateuebore*, i t should be recognised t h a t catégorisa of fixed installerions F h i o h do not already h a v e a F e l l established basis or possess over-riding justification for classification de 1WATO conaton infrastructure' fall t> gain acceptance for svtcb programs in the final analysis, The long delays end nested effort T f t l c h result from a*tempting to include iteme under MTO common programs which will n e v e r be accepted as such, end the advantages of processing such itens under Matlonsl programs from Uw beginning, vas pointedly illustrated- during the course of development of the Fourth Slice infrastructure program. Construction projects esti-mated to cest a total of 497 million pounds iters recommended to KUPE by subordinate ctntfiendertt. SBAKB reduced this to a total of 232 million pounds in Its final reoomteodatlons to the Standing Group. To doits, only VS million pounds Use been financed, and only 65 million pounds additional even accepted as eligible for common financing, UaIiy of tbe remaining projects have no prospect of approval as NATO coamon, even though Uie bulk of them are valid military requirements." It Is not the lack of justification of their nilitcry necessity that has caused their delay, but rather their non-acceptsnoe for Inclusion in HATD coMKin programs. Some of Uiose projeeta uere originally reoonoended to S5W5 as long age as 16 months, and no doubt attny .would bave been Initiated long ago, or even completed by now, hod Uiey bean pi one ad
