Strategic aims:

• W.H.O. standard water distributed to all networked properties

• All major population centres served by a piped sewerage system and treatment

• Managed landfill sites with collection services in all Governorates

Page 4: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Water:Present situation:• There was a general impression of wastage through leaks,

bursts and deliberate damage to pipes.

Page 5: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

But repairs are regularly carried out and better quality and pressure have resulted in a noticeably better service.

Page 6: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

In addition, a major program of contracts is being carried out by Bechtel:

• Dredging of Sweet water canal

• Refurbishment of Pumping Station PS2

• De-silting and repair of settling basins

• Refurbishment of R0 Pumping station and treatment works

• Refurbishment of 14 water treatment works in Basrah

Though there were a few mishaps along the way……..

Page 10: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

This will lead to a vastly increased quantity available for Basra Governorate, with the aim being 400 litres per person per day. In Maysan, Muthanna and Thi Qar provinces, a series of contracts will be refurbishing existing works and installing new compact units and reverse osmosis units.

Water Treatment Works to be refurbished

Page 12: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Additionally:

• Major network repairs and refurbishment under the Emergency Infrastructure Plan (EIP) within Basra

• Water treatment and network provision in the 3 other Governorates.

Page 13: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Opportunities:

• Water available for process and cleaning

• Major contracts for refurbishment requires consultants, contractors & suppliers

• Possible contracting out of certain non-core services.

Page 14: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Sewage:

Sewage

• Basra city has a sewage works capable of giving basic treatment and disposal.

• Subject to a minor refurbishment in summer of 2003.

• Phases 2 & 3 to be completed by MMPW or Bechtel contract in near future.

Page 18: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

• Less than 50% of Basra city is connected to a piped sewerage system and only about 30% is connected to the Sewage Treatment works.

• A contract is underway to do the final connection another 20% and refurbish sewage pumping stations.

• Phases 4 to 7 of the Basra Sewage Plan will be implemented in the future.

• Major towns in 3 other Governorates have basic piped sewerage systems and treatment works, to be subject to a series of major contracts for refurbishment.

• Minor population centres serviced by septic tanks and private or state tankering disposal service.

Page 21: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Opportunities:

• Process waste can be received for disposal

• Refurbishment contracts – civil and M&E

• Prospects of contracting–out of non-core activities (eg, jetting, tankering, vehicle maintenance, etc)

Page 22: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Solid Waste Management

•Under control of Ministry of Municipalities and Public Works

•Ministry set up in May 2003- created by CPA subdivision of former Ministry of the Interior

•Responsible for Municipalities and Civil Services at local level •Principal functions –Drinking waterSanitationMunicipal ServicesAdministration

Page 23: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Solid Waste Management

• Previously - An established service in most of the larger cities, part funded by a nominal levy (100 oldID/m) as part of water service charging.

• Rudimentary service in rural areas

Page 24: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Solid Waste ManagementBUT•Serious disruption by the war and the subsequent looting.

•Waste management now very ineffective, largely broken down

•Widespread open dumping•Lack of manpower, equipment, expertise•Infrastructure (lack of) prevents use of sophisticated equipment in many area

But it is being worked on……and can be fixed.

Page 30: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

And there is a lot of rubble to be disposed off….or used as hardcore.

Page 31: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Opportunities –

Supply of equipment and plant for waste collection, waste treatment and disposal

Construction of infrastructure – Landfills (incl. leachate treatment, gas control)Waste transfer stationsWaste Processing e.g. Material Recovery facilities, Compost Plants, Thermal Treatment

Workshops, depots

Page 32: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Solid Waste ManagementOpportunities –

Service provision – contracts for street cleansing, collection, treatment, disposal, waste recovery

Public/Private partnerships/funding

Project Management – tender preparation, design, bid evaluation, construction supervision

Training – technology transfer

Page 34: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Overall expenditure:

$5.56 Billion will be spent on electricity sector across Iraq in near future

• $2.6B on generation

• $1.55B on transmission

• $1B on distribution

• $150M on communication & control

• $50M on security

With Japanese pledged to add to above as a donor.

Page 35: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Specifically in the South:

• 6 power stations with a combined output of 1400MW

• New power stations of 290MW being built in the next 7 months

• Large new plant under consideration by MEE and donor Japanese Government

Page 36: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004
Page 37: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Generation:

•All main units have been overhauled

•Smaller units that have not operated for years are now being overhauled

•From a position of approximately 3000MW last summer throughout Iraq, should be in the region of 6000MW this summer, specifically around 1400MW in South.

Page 38: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Najibiyah Power Station

Page 39: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Transmission:Looting of the 400kV and 132kV lines was extensive, however, the Transmission Co (with help from the military) has a repair program and major contracts are under way with Bechtel and USACE.

Page 40: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Nasiriyah transformer station, was looted, now completely repaired and operational

Page 41: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Distribution:

• Likely to be the bottleneck this coming summer, especially because of the improvement of the standard of living, eg, white goods.

• $10M contract to be awarded soon for distribution sub-stations within Basra

• Smaller contracts to be awarded in other 3 Governorates

• Street lighting also included under distribution company.

Page 42: Water in Southern Iraq Arif Alwan Ali Presentation 21 January 2004

Opportunities:

• 24hour/7 days per week power in most areas

• $M in contracts and construction to be let

• Consultancy services required

• IPP and PPA still required
