Dear Ms. Manning:

The Washington State Department of Transportation completed qualitative monitoring of the SR-104 Grover’s Creek compensatory mitigation site on September 8, 2020, to address Year-2 (2020) performance standards. Monitoring activities included vegetation observations and photo documentation. This Year-2 report is being issued for compliance with the reporting requirements of the US Army Corps of Engineers Individual Permit Number NWS-2015-984-DOT.

Site development:

Vegetation communities on this site have developed slowly south of SR 104, but the site continues to meet the performance standard for survival. Willows (Salix spp.) dominate the vegetation community north of SR 104 and appear to be establishing rapidly. Despite bare patches along the north and south sides of the culvert, the site is developing diverse communities with cover estimated at 50 percent. The Olympic Region restoration crew has been treating Himalayan blackberry (Rubus armeniacus), cutleaf blackberry (Rubus laciniatus), and Scotch broom (Cytisus scoparius) to prevent dense non-native infestations and promote the establishment of native woody species. There is no performance standard for noxious weeds.

Results for Performance Standard 1 (Maintain plantings for at least three years to ensure at least eighty percent of the planting survive):

Due to the growth habit of willows, cover is a more appropriate measure. The cover throughout the entire site was estimated to be at least 50 percent, with over 80 percent survival. Dominant species include redosier dogwood (Cornus alba), willows (Salix spp.), salmonberry (Rubus spectabilis). Subdominant species include western red cedar (Thuja plicata), hardhack (Spiraea douglasii), bigleaf maple (Acer macrophyllum), and roses (Rosa spp.).
