Welcome . . .The Warren County Educational Service Center provides high quality and low cost programs and services to our client
school districts. Most of our programs resulted from suggestions and ideas that came from our customers. We provide
great flexibility for districts to solve unique challenges in which they need a part-time employee, a program for a student
with special learning needs, or simply a way to reduce costs.
Recognizing that each district is unique and diverse, programs and services are designed to enhance the sharing of
resources and working together cooperatively. Our ultimate goal is for all students to have positive learning opportunities
which we strive to achieve through teamwork, effective leadership and mutual support.

WCESC serves as a sponsor for conversion community (charter) schools. Community schools, often called charter schools in other states, are public nonprofit, nonsectarian schools that operate independently of any school district but under a contract with an authorized sponsoring entity that is established by statute or approved by the State Board of Education. Community schools are public schools of choice and are state and federally funded. Conversion community schools are created by converting all or a portion of an existing traditional public school, including a joint vocational school district, or building operated by an educational service center to a community school. Once created, conversion community schools operate independently from the sponsoring school district or ESC. The sponsor of a community school has legal requirements for oversight of the school’s operations. In addition to our required oversight as defined by ODE, WCESC seeks ways to assist our sponsored community schools to promote student success. We view community school operators as our partners and our goal is to offer our full range of resources as needed, not just to provide basic oversight of state laws and guidelines.
For over ten years we have sponsored schools that serve a wide variety of student populations ranging from traditional students to those with students with special needs. In fact, one sponsored school has become the most successful school in working with at-risk students, having a graduation rate double that of any peer school in the State of Ohio. We are actively involved in promoting the use and integration of technology into the educational environment and work in collaboration with our schools to encourage the adoption of the latest technology.

School Crisis Response Team’s purpose is to augment your school or districts team’s functions by assisting when added resources are necessary. The team can serve as intervention specialists in the aftermath of a crisis or as collaborating experts when evaluating at-risk youth.

School Psychologists help children and youth succeed academically, socially, behaviorally and emotionally. They team with educators, parents and other mental health professionals to create safe, healthy and supportive learning environments for all students that strengthen connections between home and school.

Special Education Supervision services assist teachers, administrators and parents in providing appropriate services for students with disabilities (ages 3-22). We also facilitate the implementation of the special education policies and procedures, provide staff development, coordinate services with outside agencies, help complete state forms and applications, assist in writing grants with districts and support district Intervention Assistance Team (IAT) meetings.

Help Me Grow of Warren County provides health and developmental services for Ohio’s expectant parents, newborns, infants, and toddlers. Services are designed with your family’s concerns and goals in mind so that your child(ren) starts school healthy and ready to learn. Early intervention leads to successful transition to the public school setting.

Curriculum Services provides assistance in Academic Content Standards, Resident Educator Program, Comprehensive Data Analysis of School Information, Assessment Consulting, Professional Resource Library, Staff Development, Assist/Support Teacher Improvement, Demonstration Teaching, Grant Writing and Support, Substitute Teacher Training, Online Professional Development, English as a Second Language, Leadership Training and Support, OGT Tutoring, Master Teacher Program Consortium, OIP Training-Ohio Improvement Process Walkthroughs and Walkthrough Training, Distance Learning, and Professional Development

Occupational & Physical Therapy Services include the provision of assessments, interventions, modifications and accommodations for students with fine and gross motor concerns that impact their ability to fully participate within their age level academic curriculum and their overall educational environment. These supports are guided by the student’s Individualized Education Plan (IEP). Students are served within preschool and school age settings, based on the school model of delivery of service. The therapy department consists of Occupational Therapists, Occupational Therapy Assistants, Physical Therapists, and Physical Therapist Assistants.

Speech & Language Pathology Services include assessment, interventions and evaluations for students with speech-language disabilities in early intervention, preschool and school-age programs, support for students functioning in the general education curriculum, support for students functioning within his/her special education program, support in the compliance with federal, state and local mandates, help identifying accommodations and modifications that will allow children with speech and language disabilities to participate in state/district assessments, and assistance in the evaluation of students’ needs related to assistive technology and augmentative devices.

Other Services include assistance in administrative search and interview process, teacher recruitment, policy development, levy campaigns, licensure and processing of teaching license application consultation, and generation of employment contracts for teachers, administrators and para-professionals and certification of salaries for the local districts, and process bus driver physicals for certification.
Gifted Services provides testing for placement in G/T services, assist districts in the process for subject and grade acceleration, provide E-mail and telephone consultations with districts, consult and provide resource materials to gifted intervention specialists, assist with decision-making and development of policy/guidelines for gifted, assist districts for compliance with accountability requirements for gifted, provide staff development and enrichment opportunities for students, administer EXPLORE Test for 5th and 6th grade students, communicate with parents, school personnel, and others about characteristics and educational needs of gifted students and provide link to county, region, and state gifted education network.

Ohio Pre-Service Program trains those who have never driven a school bus with students on board and veteran drivers when their certificate expires. The program is designed to meet the requirement under the Pupil Transportation Operation and Safety Rules enacted by the State Board of Education. Upon completion the school bus driver receives a certificate for six years.

Nursing Services provides nursing care to students in a variety of settings including school clinics, MD classrooms, 1:1 care for students with complex health needs including tracheostomy maintenance and during transportation as needed, and offers ODH health screening assistance. Care is delivered by a school nurse, RN, or LPN under the direction of a nursing supervisor. Some of the staff trainings available are medication administration, CPR/AED, First Aid, communicable disease, and common health related emergency prevention and response.

The Greater Ohio Virtual School is an accredited online high school. It is a comprehensive educational program for students in grades seven through twelve who reside in the state of Ohio. Our mission is to provide students with a highly personal and continuous connection to learning by utilizing an internet based curriculum. Every student will develop the skill of communication, the ability to engage in critical thinking, and the building blocks of education necessary for a successful future. Students are provided a computer to do the course work and can earn a GOVS high school diploma.

Social Communication classrooms provide services for children with autism with the most intense needs. A classroom teacher and three educational assistants provide sufficient amounts of adult attention in one-to-one or small group instructional settings to meet individualized goals. Speech therapy, occupational therapy and physical therapy are provided according to individual IEPs.
Collaborative Behavior Coaching Team provides school-based instructional and behavioral consultation services to school teams. Services include: analyzing and designing development supports within specific environments, modeling instructional techniques, problem-solving with teams to develop and/or modify behavior support plans, building capacity through presentations to school faculty and support staff, providing technical supports, consulting with teams and families on specific students.

School Age Multi Disabilities services are available to students and transition students with multi-disabilities. The students range in grades from 3 through 12. Each class has a teacher and at least one assistant in accordance to serving these students through their Individualized Educational Plans (IEPs). Students may also receive nursing services, speech therapy, physical therapy and occupational therapy according to their individual needs.

Work Study Transition Services provide students at the high school level who are being serviced on an Individual Education Plan (IEP). Work study is a related service that provides a variety of supports to help students with disabilities meet their vocational goals. These services may include long-term career planning, job development and placement, career counseling and with support agencies transition to adult services. Students may receive elective credits for maintaining employment in the community.

Coordinated Care Department provides intervention and prevention services to support children and their families. The program serves three types of youth: high-risk, multi-need children, unruly children, at-risk children with behavior problems.

Alternative School promotes corrective thinking and establishes boundaries providing a safe and productive work environment that allows the student to achieve academic success. It addresses the educational and social needs of at-risk students, who have problems with personal and social behavior in a typical student setting, by establishing a neutral setting in which students’ problems can be assessed and solutions can be explored.

Hearing interpreter services. We provide hearing interpreters for school districts who need services for deaf and hearing impaired students.

SED Unit helps school districts meet the needs of students that have previously lacked successful experiences in school due toinappropriate behaviors and emotional needs. The Warren County Learning Center helps these intense children learn different behaviors and achieve successes in their schools,homes and communities. The vision for the program is to return children to their home schools or the Career Center, not to hold students until the time of graduation from school.

In collaboration with our school districts, the ESC preschool program provides quality early childhood services throughout Warren County. Preschool children (age 3-5) identified with a preschool disability by their school district may attend a class in/near their district of residence. We also enroll tuition paying typical preschoolers.

WCESC Online Courses for Middle/High School Studentsprovide “virtual” credit recovery, credit flexibility, and AP or elective courses through EdOptions Academy. Courses are available to middle and high school students. All courses are 100% online and available year-round.

Transitional Living Classroom serves handicapped students who have met the requirements for high school graduation but who may benefit from additional support to learn independent living skills.

Overview
The Warren County Educational Service Center University Relations provide local Colleges and Universities with the opportunity to connect with K–12 students and a population of educators seeking ongoing education options.
The University Relations office connects the Warren County Educational Service Center and the Colleges and Universities in the region. The Executive Director works to improve partnership opportunities between K–12 teachers and students, and local Colleges and Universities. In addition, another focus is to increase dual enrollment for High School students, seeks external funding for incentive projects, and adds focus on the business community so the high school students can have real-world experiences, and creates grant partnerships for K–12 teachers and University faculty in order to develop strategic objectives that will align Universities with Educational Service Center priorities.
Warren County Educational Service Center has formed strategic partnerships with leading area colleges and universities. As we continue to form new partnerships, we look forward to providing more opportunities enabling us to inspire many more eager students and create a ripple effect of positive change that will be felt throughout
the community.

Educational Impact Online Professional Development are online course opportunities for teachers, administrators, and support personnel. The online programs are produced by Educational Impact and are presented by nationally known experts and offer practical classroom models. They will be appropriate for those seeking continuing education credit for licensure, those seeking to improve their knowledge of best practices, and those seeking to advance their skills through a self-paced program.

LPDC Info for ESC Staff is to assist licensed WCESC employees in developing Individual Professional Development Plans (IPDP) as required by state regulations and for monitoring professional development and continuing education hours required for Ohio Department of Education licensure renewals. All WCESC employees who currently hold a 5 yr. professional license or an 8 yr. professional certificate must set up a SWOCA Kiosk account and maintain their IPDP online.
