Wanted: Truckers and Pluckers - of Birdseed, That Is We've made arrangements to supply you with clean sunflower bird seed again this year. The seed needs to be picked up in mid-October, so if you've got a full- sized pickup, you could be a big help. Call Norb Debyle, 752-5949, to offer your services. The 50 lb. bags will be sold for $16 again this year and will be available toward the end of October at Sunrise Cyclery. We've also been invited to pluck our own. Don Veirs of the USDA at Utah State University invited any and all Bridgerland Audubon members to help themselves to the sunflower heads which were grown for experimental purposes in a field on the north side of 1400 North and just east of the USU greenhouses on 800 East. These make great bird attractions and you can watch the birds pick out the seeds. And there's no dirty bird feeder to clean up when they're done! Take your own sacks or boxes and go anytime. Any sunflower heads not harvested by us will be left for the Wild birds, but, hey, why not lure the wild birds to your own back yard? M o s t of these f u n d s w e r e ra ised f r o m t - s h i r t sales i n the late 1980s w h i c h w e r e b e i n g h e l d i n o u r t reasury w a i t i n g for a g o o d project to benef i t cranes. C r a n e D a y s , Inc. is d e v e l o p i n g a p r o g r a m f o r l u r e crops to reduce d e p r e d a t i o n of f a r m e r s ' f i e lds b y m i g r a t i n g cranes i n the f a l l . We're h o p i n g th i s w i l l reduce the d e m a n d for the f a l l crane h u n t a n d m a k e i t easier f o r e v e r y b o d y to w a t c h these m a g n i f i c e n t b i r d s .

T h e y argue that staff at the state l eve l can m o r e e f fec t ive ly address loca l issues, raise f u n d s for projects a n d h e l p coord ina te loca l chapters ' e f forts . W h i l e this w o u l d seem to be t r u e , loca l chapters are w o r r i e d tha t f u n d i n g a state office a n d m a n a g i n g the persormel w i l l stress a n a l ready o v e r w h e l m e d nuc leus of act ive v o l u n t e e r s , r e d u c i n g o v e r a l l the effectiveness of loca l chapters . T h e y w o n d e r i f this is m o s t l y j u s t an e f for t to i m p r o v e N a t i o n a l ' s i n c o m e statement, as they w o u l d be able t o keep the dues they f o r m e r l y spent o n the r e g i o n a l offices. These w e r e the issues discussed at the last f e w A u d u b o n C o i m c i l retreats, the last of w h i c h w a s h e l d September 20-21.

I t is c lear ly i m p o s s i b l e for the c u r r e n t n i n e r e g i o n a l off ices of N A S t o p r o v i d e v e r y t i m e l y or extensive services t o every state. T h e y ' r e j u s t too far a w a y f r o m m o s t of us a n d too f e w i n n u m b e r . H i s t o r i c a l l y , they w e r e f o r m e d to address some issue i n a state w h i c h h a d n a t i o n a l interest a n d t h e n r e m a i n e d to serve other states o n a n as-needed basis w i t h m o r e or less f i r s t h a n d experience i n the real issues faced b y loca l chapters . T h e y also d i s t r i b u t e the N A S staff t h r o u g h o u t the c o u n t r y , ra ther t h a n a l l h o l i n g u p at the W a s h i n g t o n , D . C . off ice. O u r o w n r e g i o n a l off ice is loca ted i n Boulder , C o l o r a d o , a n d c u r r e n t l y consists of three p e o p l e , i n c l u d i n g a secretary.

O v e r the past year the n u m b e r of state offices has g r o w n f r o m f i v e to f o u r t e e n . N A S has h e l p e d w i t h subs tant ia l grants t o these state offices, a n d U t a h w o u l d be n o except ion . N a t i o n a l is o f f e r i n g $75,000 per year f o r the f i r s t t w o years to get us g o i n g , l e a v i n g the o t h e r h a l f of the pro jec ted $150,000 a i m u a l cost to be ra i sed i n the state. A f t e r the f i r s t t w o years, w e ' d be o n o u r o w n . The off ice w o u l d consist of a director , a d e v e l o p m e n t d i r e c t o r ( f u n d r a i s i n g ) a n d a n off ice manager . E v e n i n U t a h , i t seems that a f u l l - t i m e staff s h o u l d be able to raise tha t k i n d of f i m d i n g — a n d t h i n k of the advantages of h a v i n g o u r v e r y o w n profess iona l staff avai lable t o w o r k w i t h state g o v e r n m e n t a n d h e l p raise f u n d s f o r loca l projects l i k e o u r L o g a n C a n y o n N a t u r e Center.

H o w e v e r , w e ' r e w o r r i e d . So, f u n d i n g sources m a y exist tha t w o u l d s u p p o r t a state off ice , b u t w h o ' s g o i n g t o manage them? The f o u r A u d u b o n chapters i n U t a h — B r i d g e r l a n d , Wasatch ( O g d e n ) , Red Rocks (St. George) a n d Great Salt Lake (everyone else)—are each i n d e p e n d e n t organizat ions , w i t h the i r o w n charters , 501 (c) (3) tax -exempt status a n d leadership . U n f o r t u n a t e l y , i t seems tha t m o s t of the rea l ly act ive m e m b e r s are a l ready i n the leadership . A state office w i l l n e e d its o w n b o a r d of directors to set u p procedures , h i r e a n d direct staff, oversee operat ions , a n d h e l p w i t h f u n d r a i s i n g . W h a t w o o d w o r k d o they t h i n k these extra p e o p l e w i l l come o u t of?

O t h e r state offices have f o u n d such p e o p l e a n d f i m d s f r o m w i t h i n the i r states. There are fo lks w h o are less interested i n the rea l ly loca l issues (county, p l a n n i n g , k e e p i n g the c i t y g o l f courses f r o m eat ing u p w e t l a n d s , etc.) a n d prefer the chal lenge of w o r k i n g w i t h the legis la ture a n d state agencies o n w a t e r po l i cy , w i l d l i f e m a n a g e m e n t p r o g r a m s , a n d sanctuaries. L o o k i n g a r o t m d at the t h i n g s o u r p o p u l a t i o n keeps b u y i n g (cars, boats, skis, b readmakers , etc.), a n d the robust e c o n o m y i n U t a h , y o u ' v e got to be l ieve there's m o n e y o u t there for conservat ion w o r k . W h y s h o u l d n ' t w e g ive this state office a chance? M a y b e w e s h o u l d g r u n t i t o u t , p u t i n the h o u r s to get i t s tar ted , a n d t h e n require the staff to raise the i r o w n costs? I f i t fai ls i n a f e w years because fo lks got b u r n e d o u t or f u n d r a i s i n g w a s n ' t successful, are w e a n y w o r s e off?

These are d i f f i c u l t decisions to m a k e . The A u d u b o n C o i m c i l , cons is t ing of representatives f r o m each o f the f o u r chapters, is s t r u g g l i n g w i t h these decisions r i g h t n o w . T h e y have asked each chapter ' s b o a r d to discuss the issues a n d reach a consensus b y the next c o u n c i l m e e t i n g i n December. A t o u r October Board M e e t i n g , w e ' l l be d iscuss ing the state off ice, so i f y o u ' v e got some interest i n th is e x c i t i n g (i.e., scary) pro p o s a l , let 's hear i t . C a l l m e f o r m o r e i n f o r m a t i o n or jus t s h o w u p at the m o n t h l y b o a r d m e e t i n g . We d o have a p o s i t i v e effect o n U t a h ' s e n v i r o n m e n t , w e jus t need to f i g u r e o u t h o w best t o c o n t i n u e t h a t w o r k .

We are concerned about the accuracy of that a s s u m p t i o n a n d feel that w i t h d r a w a l of the m o n i t o r i n g s ta t ion is p r e m a t u r e . „ .

The f i r s t w i n t e r o f 95 /96 d i d n o t p r o d u c e n o r m a l December a n d January temperatures u n t i l m i d February a n d t h e n the c o l d spel l a n d s l ight i n v e r s i o n

These are the t y p e of scenarios d u r i n g w h i c h w e w o u l d l i k e to sample Logan ' s a ir qual i ty .

BirdWatch With Don and Lillian Stokes premieres o n PBS i n October a n d w i l l r u n for 13 weeks . The hosts, authors of best -se l l ing n a t u r e books , w i l l s h o w v i e w e r s h o w they have landscaped the i r f ive-acre p r o p e r t y i n Carl is le , Massachusetts, to attract m o r e t h a n 140 species of b i r d s .
