C, February 28..Gov¬ ernor Kltchln sent to the Gehoral As¬ sembly to-day a message relative to the bonds now in the possession of the United States government of North Carolina, of the class of the South Dakota bonds, :md recommending steps tor adjusting the differences. The gov¬ ernment has $:">S,000 of these bonds, purchased many years ago, with cer¬ tain Indian funds of the government, thoy being of the class of 'bonds com¬ promised in 1879 at 10 cents on tho $1. The interest and all on these now amount to something like $.100,000. On tho other band, the State has claims against the United States government for 544,000 worth of cotton that was seized and confiscated during the Civil War by the Federal government, and this, wit haccrucd Interest, offsets the government claim largely. The rec¬ ommendation of the Governor Is that the General Assembly authorizo the Governor to appoint-two commissioners to meet with two commissioners from tho Federal government, at Washing¬ ton, and adjust tho two accounts. Tho Senate spent two hours dlscusB- . «ng the Mobgood State-wide primary] bllj for all parties, and took recess without reaching a vote. I In the Senate, unfavorable reports came In for Senator Thomas's bill, to encourage tho use of non-trust goods, and Senator Letpmond's bill, to pre- vent monopoly or oppression by gas, electric power and light companies. Senator Martin's bill to provide fot Western Carolina Training School pass ed and was sent to tho House. Among new bills introduced were. Hoyden, providing engineering assist¬ ance by tho State to any county in road construction. Martin, of Buncombe, to make appor- tlonmeut of senatorial districts. The flouso passed on llnal reading: the bill for a $250,000 fireproof State administration building, and sent It to the Senate for concurrence in the amendment, cutting the amount from S600,000, voted by the Senate, in chang¬ ing from the original $1,000,000 bond Issue. The Royden* bill carried. Another bill of State-wido interest, passed by the House, was to aid In road-building, by authorizing the State to issue 4 per cent, bonds and lloat them, using the; proceeds In loans to counties on 6 per cont. bond Issues. With only four more days remain¬ ing of the present session of the Gen¬ eral Assombly before It expires by con¬ stitutional limitation, unless the mem¬ bers seo fit to stay on for some time without pay, which is not at all likely there Is a wholo lot of pending legisla¬ tion in tho way of the disposition of pending State-wide bills that must be rushed through, with glarng unduu haste, or else left on the calendar as unfinished business. Furthermore, thq sentiment among- the leaders in both houses is to leave these matters ~»nd- ing, rathor than take action without the most ample time for threshing out tho provisions, and possible effect of the various sections of the pendln» bills. Thoy consider no action at all. and leaving tho general State laws as to trusts, Insurance matters and such like Just as they axe very much pref¬ erable to hasty action, as to any of these that might leave loopholes that would put the State's affairs In these matters in worse condition than any of the most ardent advocates of changes Insist they are now. Legislation as to trust matters is In this class. Pending hills are tied up in committee, and there is no likeli¬ hood of any changes, except possibly providing a fund for the Governor to aid In prosecutions, through employing counsel, and paying for investigations to a limited extent through the Attor¬ ney-General. C, February 28..Gov¬ernor Kltchln sent to the Gehoral As¬sembly to-day a message relative tothe bonds now in the possession of theUnited States government of NorthCarolina, of the class of the SouthDakota bonds, :md recommending stepstor adjusting the differences. The gov¬ernment has $:">S,000 of these bonds,purchased many years ago, with cer¬tain Indian funds of the government,thoy being of the class of 'bonds com¬promised in 1879 at 10 cents on tho$1. The interest and all on these now

amount to something like $.100,000. Ontho other band, the State has claimsagainst the United States governmentfor 544,000 worth of cotton that wasseized and confiscated during the CivilWar by the Federal government, andthis, wit haccrucd Interest, offsets thegovernment claim largely. The rec¬ommendation of the Governor Is thatthe General Assembly authorizo theGovernor to appoint-two commissionersto meet with two commissioners fromtho Federal government, at Washing¬ton, and adjust tho two accounts.Tho Senate spent two hours dlscusB-. «ng the Mobgood State-wide primary]bllj for all parties, and took recesswithout reaching a vote.
