Job Summary:

The Project Manger will be responsible for providing technical leadership on sexual and gender-based violence prevention and response programming in Borno, Adamawa and Yobe. Specifically, the Project Manager will design and manage the implementation of GBV strategies and mobilize action to respond to emerging gender issues affecting Northeastern women, girls and children. She/he will be responsible for providing sound and current capacity building and technical support on GBV prevention, mitigation and response to staff, partners and community members.

Key Responsibilities:

In accordance with GRA’s policy and procedures, the incumbent will be responsible for the following:

1. Project Management:

Assume primary responsibility for daily project management and implementation, and ensure compliance with project donor agreement and project proposal, particularly expected results, outputs and activities in accordance with log frames and timeframes and notify management immediately as issues arise; Provide technical leadership in implementing and reporting of GBV response activities (including case management, psychosocial support, and advocacy); Support the collection and analysis of sex- and age- disaggregated data (quantitative, qualitative and anecdotal) as well as streamlining the needs assessment, collection and analysis so that it can be more effective in meeting beneficiary needs; Take the lead in planning and implementation of budget expenditures to ensure effective use of resources against planned activities and expected outputs; Ensure adequate project monitoring systems and evaluation procedures are in place applying appropriate tools in order to collect and update all progress indicators for the project; Ensure the participation of the different stakeholders, including GRA program staff, women groups, the government, CSOs, and community members; Developing awareness raising and staff training programs to raise awareness on GBV; Participate in the development and production of communication materials (leaflets, posters, brochures) to raise awareness on GBV and outreach to the community; Conducting training for social workers to build their capacity and activate their role in GBV case management; Act as the focal point for all Gender related issues; Perform such other duties as may be assigned.

Providing day to day technical guidance on GBV to ensure standards and procedures are followed; Build strategic alliances with other key actors internally and externally to advocate for gender-sensitive programming; Define and implement coordination and follow up mechanisms with external actors and GRA programs involved in detection; Develop referral pathways depending on the available services and the survivors’ needs; Establish a mapping of external actors providing services to victims of gender based violence in the three States of Northeast operations and ensure the referral pathways are understood by all program staff working on GBV; Work with partner UN agencies and civil society to formulate a coordinated response; Compile and prepare quality monthly and periodic project progress reports, as well as the final report, and feed in other information as required by the donor; Collect and promote good practices and lessons learned, contributing to a collection of replicable good practices for gender equality programming: Document the lessons learned from the different interventions and on developing best practices and knowledge management capacity; Ensure accurate data entry into the GBV information management system and support the development of a database to track referrals across Programs in coordination with the Information Management Officer.

3. Gender mainstreaming:

Facilitating coordination with related departments and partners in order to ensure tangible progress on implementation of gender policies and mainstreaming strategies; Convening and facilitating regular meetings with partners and departments and providing support and advice to gender focal points, and following-up on the implementation and monitoring of the gender action plans; Provide technical support to and identify opportunities for the development of relevant advocacy and communication/ information materials to address gender (in) equality issues; Facilitate organization of training to partners, GBV teams, and senior officers; attends and contribute to gender-related training, workshops and meetings as and when required; representGRA upon request at workshops and events where information on gender mainstreaming in the departments is requested; Facilitate and support the integration of gender perspectives (such as the framework and checklists) in the programming across programs; Coordinate with GRA organization-wide gender taskforce, ensuring coherence of established processes, and contributing to organization-wide results on the implementation of the gender equality policy and strategy; Work with the Senior Gender Adviser and the Gender Response Team on documenting the lessons learned from the different interventions and on developing best practices and knowledge management capacity.

Minimum Qualifications:

A Bachelor’s degree (minimum), or a Master’s degree (desirable), in Psychology, social sciences, development studies, gender and/or women’s studies or any other related field. At least 5 years previous work experience with 3 years’ experience relevant to the function. Excellent command of written and spoken English. Understanding of GBV and gender relations in the North Eastern setting.

Job Summary:

The Administrative Manager is responsible for providing administrative, operational, and logistical support to GRA’s head office and coordinating administrative efforts for field technical activities including general office administration, human resources, legal and statutory compliance, health and safety, procurement and staff capacity building in line with GRA policies and procedures. This position is primarily responsible for ensuring that office administrative operations are functioning efficiently and effectively and are aligned to support attainment of GRA’s goals. The incumbent will ensure administrative and HR supports are conducted according to GRA’s policy, standard operating procedures, and good business practices, and that tasks are completed with a high level of quality and integrity.

Key Responsibilities:

1. Administrative:

Oversee and advice on the day-to-day running of GRA’s head and regional offices; Provides administrative support to ensure efficient operations of GRA’s head and regional

offices; Assist with planning and preparation of invitations to workshops, meetings and training

participants in accordance with the GRA procedures; Conduct the Anti-Terrorism Clearance Verification Process for events’ participants, venues

and related service providers; Ensure the availability of materials, stationery, printed materials, branded materials, name

tags, registration sheets, all arranged and packaged for training activities;

software and monitor accordingly; Closely work with Executive Director and senior management on property leases and other

contracts and agreement ensuring it complies with national laws; Take responsibility for health and safety issues and ensure that all staff remain aware of

2. Human Resources:

Develop and implement GRA’s HR related policies and procedures that align with GRA’s priorities and demands in compliance with the Nigeria Labour Law;

Manage recruitment and selection processes; identify recruitment needs and advise management on best recruitment approaches; conduct interviews; cross-check candidate’s documents; prepare staff work contracts; do orientation to HR operations; and handle staff exit and hand over;

Design and implement appropriate performance evaluation systems, manage and advice on their implementation, analyse results for staff improvement and training purposes;

Ensure that HR management in field offices is properly done; Support line managers in change of management on team building and addressing GRA’s

challenges, and identify key HR issues for management’s attention; Train staff in HR related policies and guidelines; Ensure that HR related contracts (insurances, health services) are accurate and renewed; Ensure legal compliance throughout human resource management; personnel files, payroll

and leave records are updated and in order, and share any personnel changes with the Finance Officer / Manager;

Handle and oversee disciplinary and grievance issues, employee and labour relations, and time and attendance management.

Perform any other responsibilities as may be directed by the Supervisor.

3. Stores Maintenance/Management:

 Maintains the flow of materials and supplies to the consumables stores using bin cards; Receive procured items into the consumable stores, record, manage and issue out requests to

staff; Ensure regular stock count and balance indication on bin cards; Provide regular status reports and timely replenishment requests; Take custody and arrange the availability of audio-visual equipment, displays and other

meeting needs.

A Bachelor’s degree (minimum), or a Master’s degree (desirable), in Business Administration or in Public Administration, Social Sciences, or similar field.

At least 5 years of experience in HR and administrative tasks, of which at least 3 years are with an NGO setting.

Strong ICT skills especially Microsoft Office applications (MS Word, Excel, PowerPoint). Ability to prioritize demanding workload and work under minimal supervision. Excellent command of written and spoken English. Excellent planning and organization skills. Ability to deal with pressure and work quickly. Good communication, diplomacy and problem-solving skills. Ability and willingness to listen and share decisions and to take effective decisions.

Job Summary:

The Finance Manager will control and manage the implementation of the accounting systems in GRA’s head office, collect and process GRA’s financial data in order to provide management, donors, grantors, creditors, and others with timely, accurate and understandable information. The incumbent will perform routine financial management of all financial transactions, bank reconciliations, cash management and generation of reports for management decision-making and reporting. The position holder will oversee all the expenses, treasury management, accounting, controls & compliance aspects of GRA projects.

Key Responsibilities:

Oversee day-to-day financial management and accounting for GRA projects; maintains and manage financial accounts in coordination with the Executive Director;

Assist in establishing, maintaining, and updating organizational financial policies and procedures to guide the work of project staff and management;

Prepare and track project budgets and budget projections; reviews expense reports, vouchers and payment requests, including proper back-up documentation to ensure compliance with established GRA systems and donor’s requirements;

Work with the Executive Director and Program Manager to develop annual budgets, projections, financial plans, costing estimates and monthly cash forecasting;

Maintain regular communication with the senior management team at HQ by providing relevant and timely financial information for planning and decision-making purposes;

Ensure timely payments to staff, consultants, and vendors; Work closely with operations to implement monthly payroll accurately and on time, keep

accurate and updated records and conducts regular reviews of staffing financial information;

Oversee payments to vendors and contractors, consultants and other relevant parties and ensure that proper documentation is present;

Ensure employees’ Travel Expense Reports (TERs) and Travel Advances (TAs) are submitted on time and reconciled properly;

Maintain complete, accurate and timely financial records; prepares and submit monthly financial reports as directed by the Executive Director in timely manner; and supporting documents are filed appropriately in hard and soft copies;

Maintain and oversee internal controls; prepares estimates of monthly cash requirements for HQ; coordinate with the Program Manager in the field office; manage project bank account, reconciles monthly accounts and bank statements; submits receipts and invoices;

Participate in regular meetings (phone, Skype etc.) with field office Program & Operations staff to discuss financial items;

Supervise and support the team on the preparation of budgets, fund requests and follow up the settlements of funds transferred;

Ensure field vouchers are prepared accurately, supporting documents are in place, and all transactions are coded in accordance of chart of accounts and project charge code(s);

When applicable, assist with an internal or external audit activity; Establish processes and systems to manage, disburse and oversee small grants, as required; Overall relation with banks, including opening and closing accounts, negotiation of conditions; Train GRA staff on detailed financial guidelines and requirements in order to implement

activities and execute budgets accordingly; Informing supervisors of any issues / problems that may arise in their job performance; Perform any other responsibilities as may be directed by the Supervisor.

Qualifications, Skills and Experience:

A Bachelor’s degree (minimum), or a Master’s degree (desirable), in Accounting, Finance, Business Management, or other relevant field.

 At least 5 years of working experience with at least 3 years’ experience at a senior level in the Finance department of a reputable NGO.

Experience directly managing finance staff persons; Knowledge of Finance & Accounting packages like QuickBooks. High level of computer literacy especially knowledge of Microsoft Office applications (MS

Word, Excel, PowerPoint). Proven problem identification and resolution experience with budgeting, forecasting, banking,

tax authorities, foreign currency transactions, and other related issues. Proven experience in managing expenditure within budget. Must be dynamic, persuasive, self-motivated, and able to demonstrate high initiative. Personal competencies – like teamwork, communication skills, analytical skills, networking,

and partnership skills.

Job Summary:

The Monitoring, Evaluation, Learning (MEL) and Communications Officer supports the design, development and implement effective systems to monitor progress, impacts, and successes of project activities and performance across all country projects. S/he supports the collection, analysis and processing of complex data related to all aspects of program activity implementation. S/he will also support the preparation of impact assessments, baseline studies, surveys and needs assessments to identify necessary changes and future project opportunities. S/he will also have experience in photography, videography, writing news, impact and feature stories.

Key Responsibilities:

1. MEL:

Develop /draft the M&E framework for GRA projects to ensure that they meet the donor requirements and maximizes evidence generation;

Implement efficient and logical data flow systems that build off of existing national data collection mechanisms and ensure timely gathering of project data;

Institute data quality assessments and other data quality assurance measures to ensure data collected for GRA projects are accurate and reliable;

Collaborate with regional project teams, and support them in successful implementation; Conducts data collection, verification and supports in report writing for all GRA programs; Support in training projects partners on data collection, project monitoring and evaluation; Support s GRA Program Managers in the development of proposals, specifically the theory of

change and measurement plans; Assist GRA Program Managers in managing the portfolio of projects and administration of

projects using relevantsystems; Work in close cooperation with relevant managers to meet the monitoring and evaluation

needs of the donors and business partners; Closely monitor and report on the results and progress made with regard to project

implementation and provide feedback to the Program Manager and regional staff;

1. Communication:

Provide technical support and advice on public relations and communications at HQ and field offices;

Assist in the coordination of initiatives that enhance communication with key stakeholders and facilitate the use of appropriate media to generate visibility for GRA’s brand among external audiences;

Support the development of documentation and dissemination of experiences, lessons learnt, impact stories, best practices and case studies;

Assist in taking and editing pictures, audio and video recordings for documentation purposes and for sharing with partners and key stakeholders;

Assist in the production of newsletters, materials, publicity materials such as brochures, pamphlets, documentaries, annual reports and special publications etc. as directed by management;

Assist in maintaining GRA’s official social media platform sites (e.g. Twitter, Facebook, YouTube, etc.) and keep them current, relevant, updated and interactive, while ensuring implementation of emergent platforms;

Assist in designing promotional publications, including graphic arts and photography forGRA;

Develop press materials including press statements and releases, and information kits/fact sheets;

Actively work with regional staff on content gathering based on data analysis and learning generated from projects;

Support Program Manager and regional team in content review for regional/public outreach materials.

Qualifications, Skills and Experience:

A Bachelor’s degree (minimum), or a Master’s degree (desirable), in Social Sciences, Project Management, or relevant subject, preferably with specialisation in Monitoring and Evaluation.

A minimum of 5 years of work experience with at least 3 years of experience in Monitoring and Evaluation in an NGO.

Experience in Project Management monitoring and evaluation tools, systems and technology. High level proficiency in Windows Excel and quantitative analysis, experience of proficiently

operating M&E software. Demonstrable experience of designing M&E tools, surveys, and evaluations. Proficiency in photography and video editing software and tools.

Job Summary:

The State Project Coordinator will be responsible for providing technical support for community-based GBV prevention and response programming intheir designated States including Borno, Adamawa and Yobe, ensuring the achievement of the GBV programme goals. The incumbent will support in ensuring that all GBV activities are implemented in a timely, efficient and effective manner and according to the agreed GRA and donor guidelines.He/she will support to ensure that all monitoring, evaluation and reporting happen timely and all resources – including finances – are managed well. The incumbent will report directly to the GBV Program Manager.

Key Responsibilities:

1. Project Management and development

Provide leadership for implementation of community-based GBV prevention activities to engage partners and beneficiaries including women, girls, men and boys in GBV prevention, response and risk mitigation in the designated State/assigned field location;

Coordinate and provide technical support to project staff and community-based volunteers for quality GBV activity implementation in the designated State;

Provide technical support in planning, implementing and monitoring of GBV program activities (including case management, psychosocial support, and advocacy);

Work with (I)NGOs and other stakeholders to ensure holistic support for survivors, including participating in developing and strengthening GBV SOPs and referral pathways;

Support to provide strategic direction and undertake analysis of GBV trends, gaps in services, and GRA's capacities to better address needs in the assigned field locations;

Initiate and lead advocacy and community actionsaimed at demanding accountability to SGBV and VAWG in their designated State/assigned field location;

Participate and contribute to the GBV working group and protection working group in the designated State.

Contribute to program design and support the preparation of concept notes and proposals; Support in strengthening capacity of partners, institutions and beneficiariesto effectively take

action against harmful gender norms in their communities;

2. Project Monitoring and Evaluation, Documentation and Reporting:

Facilitate effective monitoring, documentation and reporting of GBV activities in compliance with agreed standards;

In liaison with the MEL & Communications Officer, ensure a functional project M&E system that represents the implementing state;

Develop high quality and timely technical reports for all project activities including monthly, quarterly and annual reports in their designated State/assigned field location.

 Effectively document all information related to project success, innovations and promising practices and disseminate through appropriate mechanisms;

3. Performance Management and Supervision:

Manage, supervise and build capacity of staff to implement, monitor and report on the project activities as required including ensuring that work within the team is planned and organized to meet the projects needs in the most cost effective manner;

Conduct quarterly and annual staff performance appraisals; Monitor and document performance of partners; Ensure staff are fully engaged and actively contributing to various initiatives; Ensure that all staff are aware of and comply with all GRA and donor policies and

procedures.

4. Finance/Budget and Asset Management:

Ensure project finances and assets are used in line with GRA and donor policies; Ensure project budget expenditure is within the planned time frame and approved budgets; Work with the project accountant(s) to ensure timely financial reporting and accountability in

line with donor policy guidelines; Provide required support during project audit; Monitor and address or report any risks to management.

5. Local level Networking and Collaboration:

Build and maintain effective strategic linkages, relations, collaborations and networks with partners and other local stakeholders for effective implementation of the project;

Participate in all sector meetings, stakeholders meetings, as well as support in deepening relationships with relevant stakeholders including MDAs, (I)NGOs, CSOs and CBOs at the state, local government and community level;

Engage and work closely with the state, local government and community level networks/ institutions/organizations relevant to supporting victims of GBV and initiatives to end VAWG and SGBV in the assigned state;

Ensure project advocacy initiatives are implemented in line with GRA’s advocacy agenda; Organize and hold regular reflection and/or learning meetings with project stakeholders as

planned.

Minimum Qualifications:

A Bachelor’s degree (minimum), or a Master’s degree (desirable), in Psychology, social sciences, development studies, gender and/or women’s studies or any other related field.

At least 5 years previous work experience with 3 years’ experience relevant to the function. Excellent command of written and spoken English. Understanding of the local language is

desirable. Understanding of GBV and gender relations in the North Eastern setting. Excellent writing skills including experience in drafting reports and presentations.

Competencies:

Strong Leadership and inter personal skills. Demonstrated organizational skills. Demonstrated proficiency in program project management based on GBV programming and

gender analysis. Knowledge of communication strategies and techniques. Must be able to work independently while being a strong team player.

Desirable Qualifications:

Project implementation, monitoring and evaluation experience. A valid International Passport. Knowledge of participatory approaches. Strong computer skills: must be competent in the use of Windows, MS office programs

(Word, Excel), and email programs.
