SAFETY REGULATIONS & INFORMATION( CC QUY NH V AN TON & THNG TIN CN BIT )

All safety regulations required by law and Vietnam Waste Solutions (VWS) must

be strictly observed by ALL VWS Employees,. Contractors and Visitors. All VWS

Employees , Contractor supervisors and their employees, Visitors , shall insure to

be aware of these regulations and that they are followed. VIOLATORS WILLNOT BE PERMITTED TO WORK AT ANY Vietnam Waste Solutions, Inc.

(VWS) location.

I. SMOKING REGULATIONS

( Quy nh v ht thuc )

All posted "No Smoking" areas are to be observed. In addition, NO butane lighters("Bic", "Cricket", etc.) are to be used or carried by any persons engaged in

welding, cutting or burning activities. Smoking is not allowed in the area.

II. SAFETY PERMITS

( Giy php v An ton )

Permits must be obtained for the following operations.Cc Giy php v An ton c th c cp trong cc trng hp sau y :

A. Burning and Welding Permit

( Giy php hn v chm la )

Required in any designated "flammable" or "No Smoking" area and/or in any

tank, vessel or similar enclosed space; or on pipelines . This permit may be

required for any spark producing operation (other than open flame) such as

operating electric power tools (grinding, cutting, etc.), gasoline driven motors,

jackhammers, etc. One or more men may be required to serve as a fire watch

during welding operations.

B. Lockout Permit

Required whenever work is required on or in equipment that, if accidentally

started, could cause injury.

C. Confined Space Permit

(Giy php lm vic ni hn ch v thong kh ).

Required where any worker must enter a confined space. Any confined space mustbe cleaned, ventilated and purged. Life lines, harnesses and supplied air-breathing

equipment may be required. A standby observer will be required. A confined

space is any enclosed area with limited access.

contact. NOTE: Our staff will make every effort to supply the required permits asexpeditiously as possible.

III. HOUSEKEEPING

( KHU VC CNG TRNH )

A. Work Areas

Clean work areas are expected. Work areas are to be cleaned daily and all debris

removed.

B. Equipment and Supplies

Equipment and supplies must be stored neatly. Aisles, passageways, roadways, fire,other emergency equipment and flammable materials must be kept clear at all

times. Arrangements for storage of equipment and supplies must be made in

advance with your location contact. The company will not be responsible for theft

or other loss.

C. Containers

All containers, bottles, barrels, drums, tanks, and other shall be labeled identifyingthe contents of the container. Unmarked containers will be confiscated and

properly dispensed or disposed.

IV. SAFETY SUPPLIES AND PROTECTIVE EQUIPMENT

A. Safety Equipments

Approved safety glasses, hard hats and work shoes with puncture-resistant soles

are required but not provided by VWS for outside workers. Contractors must

supply their employees with appropriate safety equipment per the location

requirements and enforce the wearing of them.

B. Outer Clothing

Complete outer clothing, including long-sleeve shirts and pants, is required when

exposure to hazardous materials is possible. No sandals or open toed footware of

any type is permitted on the facility.

C. Other Safety Supplies

Other safety supplies, such as gloves, face shields, goggles, fire extinguishers and

protective clothing are not provided by VWS for outside contractors. Equipment,

such as ladders, welding equipment, scaffolds, machinery, tools, vehicles, etc., are

not loaned to outside contractors. Discuss any special requirements with your

location contact.

V. EMERGENCY CONDITIONS

If required, all contract workers will abide by all emergency instructions given by

any supervisory member of VWS.

B. Injuries

All injuries experienced on any site property must be reported to your location

contact. Contractor needs to report injuries/accidents to us and we should

investigate the accidents as we do our own.

A list of emergency contacts is posted in the Scalehouse, Guard House and Offices.

The list contains the phone numbers for Police, Fire, Hospital, Ambulance, and

VWS supervisory staff.

C. Flammable liquids

D. Equipments

Ladders must be in good condition and must be made secure near the top.

Scaffolding shall be of substantial construction with guardrails and toe boards

installed.

E. Signs

F. Shut Off Connections

Do not shut off or make connections to operating electric, gas, steam, air, water orprocess lines unless authorized to do so.

G. Safety

Safety barricades must be put in place at open manholes, floor holes, catch basins

and excavations. Appropriate lights must be installed if holes are to be left open

during darkness hours.

H. Personnel

Contractor personnel shall not enter any building or area other than the one in

which they are working other than to use designated toilet facilities.

I. Landfill Tipping Area

Only authorized VWS employees and the waste truck drivers and helpers are

allowed in the active tipping area. VWS employees in the active area are limited to

traffic controllers(spotters), waste equipment operators, load checking inspectors,

equipment mechanics, fuel truck operator, and supervisors. All other persons

entering the tipping area must be accompanied by a VWS manager.

J. Driving and Transportation

While driving a vehicle on VWS site no persons shall be allowed to ride on theoutside of the vehicle. Drivers and helpers must stay in the vehicle while moving.
