Federal Open Market Committee Announcement: QuantitativeEasing and Then Some

Highlights On September 13th, the Federal Open Market Committee (FOMC) met forits regular policy-setting meeting and announced further significantaccommodative monetary policy actions. The Federal Reserve (Fed) tookthese actions to counter the expectations that the current pace ofeconomic growth would not be strong enough to substantially lower theunemployment rate, which currently stands at 8.1%.

The FOMC announced four specific measures:

A new agency mortgage-backed securities (MBS) purchase program, at apace of $40 billion per month, to be continued indefinitely until the outlookfor the labor market improves substantially. This is the first time theFOMC has instituted an open-ended purchase program. Buying MBS is aclear signal that the Fed is trying to provide an additional boost to thedepressed housing market.

Energy Program Moves ForwardAl Greenough, PAISBOA The activities of our consortiums are oftensupervised by a group of school representativeswho work on an ongoing basis with a team ofexpert consultants to set policy and evaluateresults. Since our May meeting, I have beengathering the commitments from all of the

schools who are participating in the Energy Purchasing Program.Yesterday, the Committee approved the strategies of the consultant topurchase natural gas and electricity through June 2015. Now that we haveexperience and data for the group, the consultants can use strategiesthat will best meet the primary goals of the program, which are to achieveprice stability and budget certainly. In the case of electricity, that maymean separating the accounts by size to achieve better pricing for smallaccounts. This is a case where the buying power of the group not onlycounts towards better pricing, but also creates opportunities for expertiseand strategies not available to individual schools. We all owe the Committee a debt of gratitude for their commitment and
