Have a merry, ‘green’ holiday season

By Darshana PatelAs the holidays approach, think of creative

ways to make the holiday season environmen-tally sound. In addition to wishing you a happyand safe holiday season, the Maryland Depart-ment of the Environment’s (MDE) Waste Man-agement Administration offers some sugges-tions on how to have more environmentallyfriendly holidays.

• Make ornaments by recycling CDs. Deco-rate the shiny side of a CD with glitter gluedesigns and cover the other side with old wrap-ping paper or wallpaper. Slip a decorative stringthrough the middle and create a loop for hang-ing. Or trace small stockings, bells, trees or thelike on the shiny side of the CD, cut them outusing a small electric saw. program promoting pollution preven-tion at facilities throughout the Chesa-peake Bay watershed, continues toexpand its membership and post greaterpollution prevention results each year.

With 443 members (109 from Mary-land), the program is well on its way tomeeting a goal of 1,000 members by2005. This year, participants reportedreducing 22 million pounds of waste,recycling 1.26 billion pounds of mate-rials and conserving over 256 milliongallons of water in 2000 at a cost sav-ings of $15 million. Members also re-ported having trained 8,124 of their em-ployees in pollution prevention prac-tices.

“Businesses for the Bay is a criticalsupporting program for reaching thegoals of the Chesapeake Bay agree-ments,” said Robert Dunn, of DuPont,chair of the Businesses for the Bayworkgroup.

As such, the program seeks to makeBusinesses for the Bay a householdname wi th a logo recognizab lethroughout the watershed.

Pollution prevention, or P2, is de-fined as practices that reduce or elimi-nate pollution prior to recycling, treat-ment, or disposal and includes in-creased efficiency in the use of rawmaterials, energy, water and the con-servation of natural resources. Sev-enteen organizations were recognizedfor their successes in these areas atthe third annual Businesses for theBay meeting, which took place Nov. 5in Hershey, Pa. Five of the winners —Procter and Gamble, Target Corpora-tion, Acme, Struever Bros. Eccles &Rouse and Watercolor Lavender Farm— have facilities in Maryland.

Procter and Gamble is the only three-time Businesses for the Bay award win-ner. They were honored this year formaking further significant reductionsin hazardous waste in their nail polishproduction. By improving their inven-tory and ordering methods, Proctor andGamble reduced their nail polish bulkhazardous waste by 307,587 pounds(93 percent), reduced nail polish fin-ish stock hazardous waste by 290,598pounds (83 percent) and non-hazard-ous product waste by 2,036,980 pounds(40 percent). By installing speed con-trols for cooling towers, power factorcorrection, and frequency drive on100-horsepower motors, energy usewas reduced by 1.5 million kilowatthours. All employees receive Site En-vironmental Awareness Training andare asked to focus on waste source/cost reductions at both work andhome.

strong market base has allowed themto facilitate changes in the manufac-turing industry, particularly in the areaof product package reduction. Almost100 percent of the clothing Target sellsarrives without excess packaging.Stores recycle three-quarters of theirwaste weight and donate non-saleableitems to shelters, schools, and humanesocieties. Target also provides envi-ronmental education to store employ-ees including “EcoLogic” a quarterlyenvironmental newsletter. An em-ployee that expends extra efforts inwaste reduction is considered an “EcoHero” and is acknowledged in thenewsletter and by having a tree plantedin their name in the Chippewa NationalForest. Target has implemented betterbuilding practices including energy ef-ficiency measures in its new headquar-ters and several new stores. In 2000,Target incorporated training for itsnew buyers to increase awareness ofrecycled content products, as well ashow to talk to vendors about environ-mentally preferable product options.

Albertson’s, Inc., the country’s sec-ond-largest food and drug retailer, andAcme, it’s eastern division company,spearheaded deve lopment o f anunwaxed standard display-ready pro-duce box to replace the waxed corru-gated produce boxes that have beenthe industry standard for decades.Albertson’s encouraged and assistedthe Fibre Box Association (FBA) todevelop an improved corrugated boxfor shipping produce. The outcomewas a corrugated package that pro-vides greater strength and durability

and is fully recyclable. The producebox is manufactured from 40-60 percentrecycled paper, completing the recy-cling loop. Albertson’s is continuingits efforts by working to replace tradi-tional containers with recyclable pack-aging in the poultry and seafood in-dustries.

Struever Bros. Eccles & Rouse is adevelopment and construction com-pany that specializes in the adaptivereuse of underutilized and/or historicsites. In 2000, Struever Brothers fo-cused on redeveloping Tide Point, aformer soap-making plant in Baltimore.Tide Point is now a mixed-use, urbancampus and a prime example of the in-tent of Maryland’s Smart Growth Pro-gram. The project is located in an En-terprise Zone Priority Funding Area inBaltimore City and is also considereda “brownfield.”

Green space was sprinkled through-out various elevations of the land-scape to help control runoff to Balti-more Harbor. S t reuver Bros . hasopened its office there and participatesin the Maryland Department of Hous-ing and Community Development’sLive Near Your Work Program.

Jo Asher and her family run Water-color Lavender Farm, Maryland’s firstlavender farm. To halt the runoff of soilto a nearby stream, they planted grassin all areas plowed by previous own-ers and installed a fence to preventhorses from reaching the stream. Theyalso created stream buffers averaging100 feet and set aside acreage for wild-

Q. I just purchased an existing drycleaning store. What do I need to do forMDE?

A. Most dry cleaners have to deal withair quality and hazardous waste issues.Both of these programs involve notifica-tion and record keeping requirements.When purchasing a new store the ownerinformation for both of these must be up-dated and it is also a good idea to checkthe existing records. Be sure to keep cop-ies of what is sent to the department. Ide-ally, you should make sure the owner hasthe required permits and paperwork beforeyou buy the business.

To update the owner information for theair quality permit use the form for the AirQuality General Permit to Construct for Per-chloroethylene Dry Cleaning Equipment.Write “Registration” at the top of the formand send it to MDE, attention ARMA DataManagement. There is no fee for the regis-tration update, however, if there are anychanges to the location or equipment, youwill need a new permit and will have to paya $500 permit fee. For additional assistancein completing the form contact the SmallBusiness Assistance Program at (410) 631-3772 or the Air Quality Compliance Pro-gram at (410) 631-3220.

To update the EPA hazardous waste iden-tification number you will need to use form8700-12 Notification of Regulated WasteActivity that is available from MDE or itswebsite, www.mde.state.md.us. When youare submitting this update be sure to markthe box for subsequent notification in sec-tion I and the change of owner indicator insection VII.D. Please note that for subse-quent notifications you are required tocomplete sections I, II, IV, VI, VII, IX and X.You are also required to complete any other

life habitat. To minimize erosion, lavenderis planted between 6-foot grass strips. Onlythe planting areas are plowed and the plantsare double cropped. The farm does notuse pesticides on the lavender and only asmall portion of the farm receives targetedherbicide applications in the lavenderstrips. The lavender products producedon the farm all carry the motto: “We are allthe keepers of the lighthouse. The light ofthe decisions we make today will grant theChesapeake safe passage into the future.”Proceeds from some of the lavender prod-ucts go to non-profit organizations.

of the Environment (MDE)honored the KiwanisBuilder’s Club of NorthEast Middle School inEastern Maryland fortheir outstanding recy-cling efforts.

In a ceremony on na-tional Make a DifferenceDay Bill Schmidt, RegionalManager, Waste Manage-ment Administration pre-sented the Builder’s Clubwith an award for their re-cycling efforts. The clubhas collected 2 millionpounds of recyclablessince its inception in 1987.

The ceremony was tohonor the current 25 clubmembers that have madea true difference in theircommunity. The Mayor ofNorth East, County Com-missioners, and MDE at-tended the Builder’s Clubcelebration on Oct 27.

The Look for the Loop program,which was unveiled at the RecreationalEquipment Inc. (REI) store in CollegePark, with MDE in partnership withPrince George’s Department of Envi-ronmental Resources (DER).

Also check the record keeping from theprevious owner. You do not want to be inthe position of having problems during aninspection because the previous owner didnot keep proper records. If problems withthe records are discovered, disclose theseproblems in writing to MDE, along with theprocedures you will use to prevent theseproblems re-occurring under your owner-ship. By taking these steps you may beable to put these issues behind you beforean inspector shows up.

The EPSC can provide assistance withthese and other environmental transfer ofownership issues. The department also hasa Small Business Pollution ComplianceLoan Program that may be able to financean upgrade to your existing dry cleaningmachines.

Engineers and the Army EnvironmentalCenter, Fort Detrick staff began excavatingthe site in 1997 with a backhoe and person-nel in breathing apparatus.

In short order, the crew found beakers,drums and other evidence of waste chemi-cals.

“It was so bad,” said Lt. Col. JeffreySpringer, chief of Fort Detrick’s Safety, En-vironmental and Integrated Planning Of-fice, “we decided to stop because of thedanger [to personnel and the environ-ment].”

Continued excavation of the buriedchemicals without some sort of barrier be-neath them would likely increase ground-water contamination, so Fort Detrick wasfaced with an interesting problem. Theyelected to create a barrier of frozen soil be-neath the buried waste. Using sophisti-cated pipe structures tunneling into theground in a tennis court sized “V” beneaththe waste pit, the soil will be frozen all theway down to the bedrock – a depth ofabout 35 feet. The deepest part of thechemical waste pit is about 18 feet. Thisbarrier will prevent any migration of con-taminants into the groundwater.

The vapors released in the 1997 testtrenching also led the Army to install thehuge containment structure over the entirework site. Louvers on one end of the struc-ture allow air to flow in, while eight largefans pull the air out of the other end andinto one-micron particulate filters and acti-vated carbon to remove dust and volatileorganics. The filtration system is designedto change the entire volume of the air in-side the containment structure every fourhours.

The actual excavation work began inearly November. Soil and chemicals arebeing excavated slowly so as to preventspillage and chemical release. The materialis being sifted for chemical containers,which will be analyzed in the attached labo-ratory to determine contents. The remain-ing material, which according to Army staffincludes “anything smaller than a mayon-naise jar,” will be shredded and spread outand dried to ensure there are no chemicalreactions. All material ultimately will bedisposed of in a hazardous waste facility inCanada.

The $4.8 million environmental restora-tion project also includes a series of othersafety features such as blast shields, safetyscreens and foam suppression units.

“The work at Fort Detrick is being doneusing innovative technologies that providefor the highest level of safety to workersand the environment,” said Karl Kalbacher,administrator for the Maryland Departmentof the Environment’s Environmental Res-toration and Redevelopment Program.“MDE is pleased to be partners with theArmy and Environmental ProtectionAgency in this important and impressiveproject.”

United Energy Coal, Allegany County– MDE entered into a Consent Order withthe United Energy Coal Company on Oct.22. United Energy operates a coal pro-cessing facility just outside of Frostburgthat had been cited by MDE inspectors forfailing to control dust and creating a nui-sance. Under the terms of the ConsentAgreement, United Energy agrees to takeextensive corrective action to reduce dustemissions and also agrees to pay a $7,500penalty. Status: Case closed. (Reference#AQCP 01-02-01)

The Berg Corporation, FrederickCounty – MDE issued a Notice of Pro-posed Civil Penalty to The Berg Corpora-tion on Oct. 29 for installing and operat-ing a concrete crushing and screening plantat a construction site in Frederick Countywithout first obtaining an air quality per-mit to construct and permit to operate. Theviolation was discovered during an MDEinspection of the facility. The proposedpenalty amount is for $3,500. Berg has 10days to request a meeting to discuss theproposed penalty. Status: Open (Refer-ence #AQCP 01-17)

Amcor Flexible Packaging, Washing-ton County – MDE issued a CorrectiveOrder and a Notice of Proposed Civil Pen-alty to Amcor on Oct. 30 for violations ofair quality regulations at its flexible pack-aging plant. The company was cited fornot notifying the department in a timelymanner of a change of ownership, for notconducting required testing, and for notsubmitting certain reports required by itspermits. The order requires the companyto submit a plan within 30 days to addressall violations cited. The proposed penaltyamount is for $35,000. Amcor has 10 daysto appeal the order and request a meetingon the penalty. Status: Open (Reference#AQCP 01-09-01)

Dave’s Tree Service, St. Mary’sCounty – MDE issued a Corrective Orderand a Notice of Proposed Civil Penalty toDave’s Tree Service on Oct. 30 to addressopen burning violations. Dave’s Tree Ser-vice has been cited numerous times byMDE and the St. Mary’s County HealthDepartment for open burning violations in-cluding burning without a permit, creat-ing a nuisance, and burning off-site mate-rials. The order requires Dave’s Tree Ser-

vice to submit a plan within 30 days to ad-dress all violations cited. The ProposedPenalty amount is for $5,000. Dave’s TreeService has 10 days to appeal the order andrequest a meeting on the penalty. Status:Open (Reference #AQCP 01-08-01)

Lesaffre (formerly Red Star Yeast),Baltimore City – MDE entered into a Con-sent Order with Lesaffre on Nov. 6 to re-solve air quality violations. The facilityfailed to perform and document calibra-tions of monitoring equipment, and failedto conduct manual sampling of the airstream when the on-line monitor was outof service. The Consent Order requires thecompany to pay a penalty of $10,000 andto take corrective actions to prevent simi-lar occurrences in the future. MDE’s ac-tion was initiated as a result of informa-tion contained in a required Quarterly Re-port. Status: Case closed. (Reference#AQCP CO-01-11-01)

Helping Hands Veterinary Clinic,Frederick County – MDE issued a No-tice of Proposed Civil Penalty to HelpingHands Veterinary Clinic on Nov. 15 foroperating an illegal incinerator without apermit. MDE inspected the facility andobserved the operation of an unpermittedincinerator. MDE reviewed HelpingHands’ permit application and determinedthat the incinerator could not meetMaryland’s technical requirements anddenied the permit application. FrederickCounty also denied operation of the incin-erator on zoning grounds. The proposedpenalty is in the amount of $5,000. Help-ing Hands has 10 days to request a meet-ing to discuss the proposed penalty. Sta-tus: Open (Reference #AQCP 01-16)

Davis Concrete, Harford County –MDE issued a Corrective Order and a No-tice of Proposed Civil Penalty to DavisConcrete on Nov. 15 for violations of airquality regulations at its Harford Countycement production plant. The companywas cited for failure to control dust andcreating an air pollution nuisance. Theorder requires the company to submit aplan within 30 days to address all viola-tions cited. The proposed penalty amountis for $28,000. Davis has 10 days to ap-peal the order and request a meeting onthe penalty. Status: Open (Reference#AQCP 01-08-02)

Town of Centreville, Queen Anne’sCounty – MDE and the Town of Centrevilleentered into a Consent Order on Oct. 30,regarding biological nutrient removal(BNR) and upgrades to expand treatmentcapacity at the Centreville WastewaterTreatment Plant. The conditions of theConsent Order anticipate that the upgradeswill be completed by Dec. 31, 2002. TheConsent Order allows for interim perfor-mance standards for total suspended sol-ids, biochemical oxygen demand and totalphosphorus. Status: Case Closed (Refer-ence # CO-02-0041)

Interstate Corrpack, Inc., DorchesterCounty – MDE entered into a SettlementAgreement with Interstate Corrpack onOct. 29, to resolve alleged violations of thefacility’s pretreatment agreement with thecity of Cambridge. The Settlement Agree-ment requires Interstate Corrpack to pay$25,000 to the Clean Water Fund in reso-lution of ink discharges to the CambridgeWastewater Treatment Plant. Bowley’s Quarters Condo Marina,Baltimore County – MDE entered into aConsent Order with Bowley’s QuartersCondo Marina on Oct. 24 to resolve efflu-ent limit and monitoring violations of thefacility’s National Pollutant DischargeElimination Process (NPDES) dischargepermit. The terms of the Consent Orderrequire the facility to comply with itsNPDES permit. If the facility has any ad-ditional effluent limit violations, it mustsupply a plan and schedule for upgradesto ensure compliance with the NPDES per-mit. The facility is required to pay $1,000to the Clean Water Fund in resolution ofthe effluent limit violations. In addition,MDE is holding $4,000 in abeyance to bepaid if the facility does not complete allrequirements of the Consent Order. Sta-tus: Case Closed (Reference # CO-02-0014)

Weems Creek Medical Center, AnneArundel County – MDE entered into aConsent Order with the Weems CreekMedical Center on Oct. 16, regarding fu-ture connection to the Anne Arundel

County sanitary sewer system and to ceaseoperation of the current septic system. Theterms of the Consent Order require the fa-cility to pump and haul sewage to an ap-proved permitted, off-site disposal site untilthe facility can be connected to the countysewer system, an alternative on-site waste-water treatment system is constructed, orholding tank(s) can be installed. In addi-tion, the owner of the facility is requiredto establish an escrow account in theamount of $10,000, which will be used toreimburse part or all of the costs incurredby nearby private residential property own-ers, for the installation of new and deeperwells on their properties. Any money re-maining in the escrow account after Oct.16, 2003 shall be paid to the MarylandClean Water Fund. Status: Case Closed(Reference # CO-02-0068)

J & V Investment Company, Worces-ter County – MDE entered into a Settle-ment Agreement with J & V Investment onOct. 15 to resolve alleged sediment controland sediment pollution violations refer-enced in Administrative Complaint andPenalty # AP-01-0209 by the payment of$5,000 to the Sediment Fund. Status: CaseClosed (Reference #PS-02-0026)

Water and Sediment Pollution Penalties,Statewide – During the period of Oct. 15 toNov. 15, MDE collected an additional $22,300to the Clean Water Fund in settlement of al-leged water pollution violations from 10 estab-lishments. MDE also collected $8,390 in ad-ministrative penalties to the Sediment Fund insettlement of alleged sediment and erosion con-trol violations from four companies.
