KULCHA—WA’s pre-eminent multicultural arts organisation of 30 years—has bitten the dust, another victim of savage state government cutbacks and poor offi cial advice.

ALFRED BUCKLAND is 80 years old and the last thing he wants to be doing is walking the streets, putting up posters that plead for the return of his stolen chihuahua.

Little Alfi e was pinched from his Beaconsfi eld front yard around 9.15pm last Saturday.

Mr Buckland is one of at least fi ve people across Fremantle and Cockburn believed to be the victims of a thief—or gang of thieves—who takes puppies and later sell them on popular website Gumtree.

“My grandchildren gave it to me for Christmas—he was the joy of our life,” the long-retired dog breeder told the Herald, adding his daughters check Gumtree every morning to see if they can spot Alfi e.

Hilton vet co-owner Cathy Van-Niekerk says her clinic was told two weeks ago a client’s puppy had gone missing: Four weeks later the dog turned up on the classifi eds website.

“The owner posed as a customer, went to the house and stole her dog right back,’ Ms Van-Niekerk told the Herald.

The theft was reported to police but as it was diffi cult to prove the dog was stolen—not found—no charges were laid. The client is adamant the dog could not have escaped its yard.

In the past week alone, Ms Van-Niekerk says her clinic has received three calls from distraught owners reporting puppies stolen from secure front yards in Beaconsfi eld, Hamilton Hill and Hilton.

“We are encouraging all the owners who have called us recently to look on Gumtree, report it to the police and post it on Facebook,” she told the Herald.

“It is extremely upsetting that this is happening in our local community and people really need to be aware of it.”

Meanwhile in Munster a spate of dog thefts has locals worried that staff ordshire terriers are being targeted for dog fi ghting, with smaller dogs also being taken for baiting.

ELEVEN-year-o ld Jacob Peterson narrowly escaped injury last Saturday when a floodlight tower crashed to the ground in Len Shearer Reserve, Melville.

Craig Peterson says his son had been at the park with his sister and dogs and was sitting on a park bench when he heard unusual creaking behind him.

“Jacob turned around and saw the tower coming down but was able to jump up out of the way in time—it landed two metres from him,” Mr Peterson told the Herald.

Mr Peterson says his son received a scare but recovered quickly because people quickly rushed to his aid.

“Two fi tness trainers from the nearby Melville aquatic centre, and a local resident ran over to make sure he was OK and provide comfort; they couldn’t work out whether he had been hit or not. I would like to thank these people

for helping my son.”“From what we could see two

of the bolts sheared. One of the residents who witnessed it was an engineer and he seemed to think that it wasn’t so much an age issue but it was the method by which they secured it to the ground—they hadn’t eff ectively provided enough protection from the elements.

“I’ve noticed now they have pulled all the poles down to inspect them. I guess the question is whether there was adequate procedure in place to monitor them and make sure they were safe.”

resulted in this light falling over,” he told the Herald.

“The city has not had any maintenance issues with these lights in the past, but has removed the other lights on the same oval as a precaution and are having them inspected by a structural engineer to ensure their structural integrity prior to reinstallation.”

Emma Arangio says a friend of hers was targeted and she wants owners to be wary of strange markings. She’s posted a warning on Facebook with photos of the markings.

“If anyone sees weird markings like these (above, or anything similar like blue circles) somewhere in their front yard and they have a dog—please keep your dog indoors.”

arts base and it’s the perfect way to ease the transition for new citizens. Mr Cope says it will take a “philanthropic miracle” to rescue Kulcha—a staple of Fremantle’s cappuccino strip—at this late stage.

The drama has played out since last year after Kulcha applied to WA arts minister John Day for additional funding to meet burgeoning demand for its services from WA’s vast regional areas, from Broome and the Pilbara to Denmark in the south.

A huge infl ux of migrants—many part of the waning resources boom—had lifted demand for multicultural arts, which helps ameliorate the loneliness felt by many hailing from far away lands who often fi nd themselves working in isolated WA. Mr Cope says the organisation had recognised early on that box offi ce receipts were falling—as was its profi tability—due to WA’s economic decline.

WA arts minister John Day must fi x the Kulcha debacle that his department is in part responsible for bringing about. He can and must reinstate Kulcha’s funds with an immediate fl ick of his ministerial pen and instruct his department to be a help not a hindrance.

Finally, the government must fast-track Royalties for Regions to fund Kulcha’s vital services to WA’s regions and let the capable Kulcha board get back on track.

department to commission an independent fi nancial analysis which identifi ed the need for a recapitalisation of Kulcha to around $200,000, Mr Cope told the Herald.

Having sat on that report for

three months while Kulcha’s life blood ebbed away, Mr Day rejected the recapitalisation, eff ectively a pillow over the organisation’s face. After 30 successful years Kulcha just slipped away.

THE Film and Television Institute is also pulling out of Fremantle, perhaps permanently.

FTI marketing manager Michael Ellis told the Herald this week the organisation will almost certainly move closer to Perth while the roof of its heritage-listed digs is repaired.

“We have looked around at some places in Fremantle, but it does look likely that we’ll be moving out for at least a year,” Mr Ellis told the Herald.

Fremantle city council, which owns the former boys’ school FTI has called home for 40 years, has promised the fi lm industry incubator it’ll have fi rst option to move back in once repairs are fi nished.

But Mr Ellis says a lot will depend on where FTI ends up over the next few months. It’s expecting to make an announcement within weeks.

Perth is the hub of WA’s indie game developers, an industry Mr Ellis says is going “gangbusters”.

FTI churned out many of the current crop of game developers in recent years and recently stepped up a notch by hiring Kate Raynes-Goldie as director of interactive programs. Dr Raynes-Goldie has had a stellar career in games development and internet education.

Mr Ellis says regardless of where FTI ends up, the organisation will always maintain its historical connections with Fremantle because of the support it’s received over the years from the council and community.

NEWS of Kulcha’s demise has sent ripples of fear through arts organisations across Fremantle, though none the Herald spoke to face imminent closure.

“I’m shocked. I am so sorry for Jon,” Fremantle Press CEO Jane Fraser said when the Herald told her of the closure.

“We’re travelling OK, we’ve been under the radar for 37 years,” she said of the independent publisher, noting there have been a few hairy fi nancial years.

She says it’s a very diffi cult time with government cutbacks, but notes education is also faring badly: “We all need a sugar daddy.”

While an off -hand remark, the comment underlines a serious problem for Freo’s arts community: It’s been unable to cash in on the city’s increasingly wealthy population and has diffi culty connecting with it.

Mayor Brad Pettitt says the Fremantle Foundation is addressing the issue, looking at, “how they can increase philanthropy for the arts in Fremantle, and that might be a focus”. He notes that last year Foundation donors channelled $100,000 into local charities.

to see Kulcha doing a Lazarus, but the council will approach the Barnett government to discuss its priorities and see if it can stem the haemhorraging of Fremantle’s cultural sector.

“The government has had a fundamental shift to what they would say is a competitive funding model for the arts, but that has come at the expense of long-standing arts organisations.

“It’s very diffi cult to see organisations like Deckchair and Kulcha close, particularly when it feels like these organisations have made Freo.”

The fl ip-side is emerging arts in the city, as the city had focussed on attracting new art in its cultural development policy.

“With a crystal ball we might have done that diff erently,” Dr Pettitt says, noting the council’s been surprised by the extent of artistic suff ering.

He says the council has received a plea from the Fly by Night Musician’s Club for assistance because it’s also suff ered cutbacks and a big rent increase.

“There’s no secret the Fly is facing challenges, and one of things we can do is to increase our direct level of support for the Fly, and I would look at that,” he says.

Bypassing responsibility for gridlockLACK of awareness of Labor’s history seems to be the reason why some local members have been lambasting the government over its inaction with growing traffi c congestion.

They have forgotten their party dismantled the visionary Stephenson Plan of a future road system by deleting the Fremantle bypass, a vital link in a proposed freeway system.

To secure the seat of Fremantle for Jim McGinty the Labor government sought to appease a vocal minority and resorted to political treason by

I absolutely love it down here and each day is like a holiday. I have worked extra hard over the years, day and night up to 70 hours a week including extra jobs in the evenings and weekends, and guess what—I have achieved my goal. There is nothing like this place on the coast.

The only problem is we have “outsiders” like you people who write to the Herald and make our little beach look like a tip. There are signs on the beach advising no smoking and no alcohol consumption and guess what, the council does not care because nothing is being done about it with all the “outsiders” destroying our sacred area.

I say, put up a sign saying no “outsiders” allowed on “our” Port Coogee beach. We are the ones who pay the Port Coogee levy on top of our rates—or maybe we should gate it up.

Seeing the lightI WOULD like to publicly thank some people who helped my 11-year-old son last Saturday morning. He was sitting on a bench at Len Shearer reserve in Booragoon when one of the fl ood light towers suddenly fell over.

Luckily, he was not struck by it but as it fell only a couple of metres from him he received quite a scare. Two fi tness trainers from the Melville aquatic centre immediately abandoned their classes and ran over to check he was ok and provided some comforting words.

A fellow resident, Mark, was also in the park and was also quick to check Jacob was ok. Many news reports may lead us to believe our sense of community is disappearing. I think the actions of these good people suggest otherwise. Thank you to all.

While Labor has the rail projects to its credit, it needs to be careful when criticising others for the road system problems it helped create. Rather than pour money into creating cosmetic monuments to themselves, the Libs should bite the bullet and get on with the job of reinstating the bypass. The longer it is left the more expensive it will become. It would be at least one legacy of great benefi t to the community in which the Barnett government could be proud.

out how traffi c congestion on east-west routes like Leach and Canning Highways is solved by extending a north-south route (Stirling Highway) through White Gum Valley and down to Cockburn. Stephenson’s original north-south bypass route of course trammelled through Dalkeith, to serve as a link between the western suburbs and Melville. But that was knocked on the head by Sir Charles Court.

Greed changeI THOUGHT Gordon Payne’s letter (“Do we live up to the anthem?” Herald, February 8, 2014) was pertinent, thought-provoking and relevant to modern day Australia.

I was born in 1952 and life was great in this country back in my formative years. Things like trust, honesty, mateship and respect for other people and their property were in abundance.

Around the mid 1980s things began to change.

Being an ex-serviceman I am all for our alliance with the US and hope it continues to fl ourish but we seem to have taken on some of Uncle Sam’s less attractive qualities, like greed, ruthlessness, violence and forsaking mateship in the pursuit of wealth and power.

I still believe Australia is the best country in the world to live in, but it saddens me to see it becoming a more impersonal, artifi cial and apathetic society.

As for Gordon’s last paragraph about the “fair go” that used to exist, I think that was thrown out the window a long time ago.

NOT a week goes by when people don’t express to me their

despair at Fremantle’s economic woes. To them, the empty shops and general disrepair of the CBD are the foremost symbols of Fremantle’s decline.

The emotion contained in their observations shows there are not many places in WA where residents care about their community as much as here. Their message is clear: Fremantle’s leaders haven’t done enough to realise the city’s full potential.

But there is more to Fremantle’s decline than meets the eye. Not enough attention is given to the role the state government could, and should play, in Fremantle’s rejuvenation. There are too many areas which clearly demonstrate the Barnett government’s neglect.

The reality is a stark contrast to the claim in its own strategic planning framework, Directions 31, that identifi ed Fremantle as a metropolitan strategic centre, a tourist hub and home to Perth’s only container port.

Last year then-planning minister Simon O’Brien announced the relocation of the WA housing department from Perth to Fremantle. Yet the move has been pushed down the list of priorities.

Bringing 1000 public servants to work in Fremantle would inject some verve into the rejuvenation of the port city. Meanwhile, the construction of

this signifi cant offi ce space has gone out to tender and its time extended but there has been no announcement on the project.

But it’s not just the new projects the state government is failing to deliver; it is also failing to protect its own heritage assets. The warders’ cottages next to the markets should be a celebration of our rich history. Instead they are a sign of this government’s neglect. Home to prison warders until the early 1990s, the then Labor state government bought them for use as public housing. This government has since decided they are too expensive to maintain, evicted the tenants and left the cottages to rot before our eyes.

The City of Fremantle is looking at the feasibility of investing in their restoration, but understandably it will not enter into this if the business case does not stack up.

I have raised the state of the cottages on numerous occasions, even joining the premier for a visit earlier this year. Yet his government is sitting on its hands, while residents and visitors watch limestone walls crumble, gutters dangle dangerously off roofs and timber beams rot until they can no longer support the building.

All that prevents the cottages from becoming a danger to residents are unsightly construction fences that have decorated the Henderson Street frontages for more than two years—a lovely vista for the thousands of tourists who visit the adjacent Fremantle Markets.

Meanwhile the state government is exposing Freo residents to danger on one of our major pieces of infrastructure. Nine years ago an engineer’s report on the Fremantle Traffi c Bridge said it was at risk of

collapse if hit by a passing ship or barge. Labor allocated $80 million to the bridge’s replacement but lost government before it was built. WA transport minister Troy Buswell has since reallocated that money to other projects and allowed nothing for this major piece of transport infrastructure that services the port and provides passage to Fremantle to thousands of motorists every day.

And if residents hadn’t by now felt enough of the Barnett government’s contempt for Fremantle, local services also suff er. The plan is to close the emergency department at Fremantle Hospital and the popular Kaleeya Hospital in East Fremantle, which provides maternity services. There is a strong argument for retaining an emergency facility in central Fremantle, particularly as thousands of revellers visit the nearby cappuccino strip every weekend.

The botched handling of possible school amalgamations has only increased uncertainty for schools and local parents, who months after the initial announcement “that school amalgamations are being looked at in Fremantle”, remain no clearer on what the government proposes.

One thing they can be certain of is the Barnett Government is ripping millions from local schools under its cuts to the education budget.

The onus is on the state government to make an immediate and material diff erence to Fremantle’s fortunes.

As an Opposition MP I will be taking the fi ght up to the Barnett government to make sure Fremantle gets a better deal than it currently receives.

SIMONE McGURK says the Barnett government is

contributing to Fremantle’s retail malaise by failing to properly invest in port city-related infrastructure.

Freshen up those old eyesWHEN it comes to defi ning graffi ti as art or eyesore, the eye of the beholder is often guided by age.

The young seem to like what others might describe as “extreme” and extreme wall art is mainly the style of work seen around central Fremantle’s streets and laneways.

A check reveals in increase in graffi ti and of “tags” over the months since Fremantle council relaxed its attitude toward this dubious improvement to the central city environment. This uglifi cation of the CBD has clearly not helped keep retailers in the city or attracted business to them.

So sick of thisI WOULD like to say how pathetic, disgusting and disloyal the WA housing and works and police departments are.

For starters, I have been complaining to housing regarding two lots of tenants that need to be evicted. But no, they continue to be antisocial and if you ring the police they don’t come out at all to deal with it.

I’ve complained to both departments of loud noisy tenants all hours of the night and morning. This is every day of the week, cars coming and going. So sick of this crap, as we shouldn’t have to put up with this.

The police department, well we don’t need them. Other than myself, neighbours have noticed drugs, stolen electrical goods being delivered daily to these properties and no police action is being taken.

I’m going to see if Today Tonight or A Current Aff air would like this story.

This crap in Willagee needs to stop, but honestly it won’t. More houses in this street will go up for sale and new people will move in. Cause we are going to be on ASAP.

Cull hysteria a token effortH JONES (Herald letters, February 1, 2014) you are spot on in every respect—you, unlike the average anti-drum line protestor, are informed!

We have had 4500 protesting at Cottesloe beach, then a couple of weeks later 6000—for what? About three weeks into drum lines seven sharks have been caught and killed.

Hysteria at its max—there are between 40 and 100 million sharks killed (that’s 11,500 an hour on the hour every hour,) every year for fi nning and fi sh and chips, including juvenile great whites, tigers etc—that is the threat to sharks!

There is an alternative that satisfi es both council and visitors to the city’s attractions, fi ts the ethos and history of the city and it is being demonstrated in Sydney: It will only upset the taggers and those bent on denigrating the city and dragging it further down.

On a brief visit to the Rocks in Sydney a short time ago, I photographed an extraordinary painted wall which can really only be described by the picture I took. Not my best attempt at photography due to circumstances, but arresting none-the-less.

It is really painted on a fl at section of wall, although appears three-dimensional and runs along a laneway near waters-edge. Surely this is the way Fremantle’s blank wall sections should look: scenes and people of early days, depictions of buildings gone but brought back to life in paint, depictions of the township as known to the early settlers and in the later boom days.

Such wall art would be a great attraction and talking point and build on the existing heritage. It would also cover the spreading garish rash that only further drives Fremantle into the nether-land of a “sick city”.

A dirty little secretTHE only surprise about Marius the giraff e being deliberately killed at the Copenhagen Zoo is the zoo was so open about it.

Surplus animals are the zoo industry’s dirty little secret. Zoos know nothing brings paying customers through the gates faster than newborn animals but breeding programs, often erroneously defended under the guise of species preservation, inevitably result in a surplus of less crowd-pleasing adults.

So zoos routinely trade, loan, sell and barter adult animals they no longer want. Others, like Marius, are killed, dismembered and fed to other captives.

Many surplus animals are simply warehoused like used-car parts in off -exhibit buildings designed solely to store animals with no place to go. These animals spend the indeterminable years waiting for relief that never comes. As long as people buy a ticket to the zoo, this cruel cycle will continue.

MOST Sunday mornings a couple of friends and I walk from South Fremantle into the

city for coff ee.The route is set in stone and as the

seasons change we unfailingly swoon over tree-lined Silver Street and its many delightful homes and gardens.

Autumn is my Canadian-raised friend’s favourite, when a blizzard of golden leaves rains down and blows along the street, reminding her of her childhood.

I’m partial to spring when trees are in bud and bluebells congregate around their base—and I know summer isn’t far away.

So I was stoked to be viewing 2 Silver Street, with all the privileges of a reviewer to open doors and drawers and poke into corners.

But mostly I just liked to stop and stare, in this case at the gorgeous cottage garden, beautifully framed by some particularly attractive jarrah windows and doors that make up the rear wall of the living/dining/kitchen.

Northern light pours into the open-plan extension, picking out jarrah fl oors in the dining and kitchen areas and the Mediterranean tiles of the living space, and the golden-hued timber of the kitchen benches and cupboards.

The country-style kitchen is compact but not cramped, with plenty of bench space and storage, including a slim-line pantry and a massive appliances cupboard.
