LONDON - Dave Lincoln has beenappointed to the new position ofbroadcast director at the UK's EMAPRadio group, as part of a wide-rangingreshuffle which steps up the compa-ny's policy of regularly rotating its topmanagement.

According to EMAP Radio chief exec-utive Tim Schoonmaker, Lincoln-pre-viously managing director of EMAP's

Jean -Paul Baudecroux is no saint, but NRJ's presidenthas certainly got a flair for business.

NRJ's foray into e -commerce is a significant move thatmoves the goalposts for both broadcasters and the musicindustry.

Baudecroux's strength has always been a firm under-standing of branding. NRJ's brand is not only strong inFrance, it has a firm place in the heart of listeners all overEurope, especially 15-24 year olds.

NRJ reaches several million listeners, all of whom arepotential consumers. With the power of its networks, NRJcan promote commercial propositions to its listeners/consumers and create a sense of community conducive toe -commerce.

As NRJ is first and foremost a broadcaster of music, itis no surprise that it targets record sales and downloadsof music as its core Internet business. Record companiesmay initially object to broadcasters stealing their clothes,but they stand to gain if key players like NRJ start to sellmusic on-line.

Traditionally, people hear a track on the radio, thenbuy the single or album in a recordshop. In the new media environ-ment, the retail link disappearsfrom the chain-listeners log intothe station web site and instantlydownload the track seconds afterhearing it on air-and buy othergoods in the process.

If it's done by the book-in otherwords, if right owners are properlyremunerated-this will no doubtboost sales of pre-recorded musicand contribute to NRJ's bottom line.

NEW YORK - Viacom Inc. and CBSCorporation have merged, creatinga media giant which will have directimpact on the radio and music indus-tries.

The new company-named Viacom-is described in a statement as "theworld's leading company in theproduction, promotionand distribution of enter-tainment, news, sportsand music with un-matched content and aportfolio of the world'smost powerful brands."

Viacom will combinethe assets of both groupsin areas such as terres-trial TV (CBS), cable TV(MTV, Nickelodeon, VH1,TNN, CMT, MTV2,Showtime, The MovieChannel, among others),film and TV production (Paramount),radio (Infinity Broadcasting Corpora-tion, which operates 163 radio stationsin the US), outdoor advertising (TDI),video distribution (BlockbusterVideo), book publishing (Simon &Schuster), amusement parks andthe Internet (cbs.sportsline.com, cbs.

marketwatch.com, mtv.com, SonicNet.com, vhl.com, and Nick.com).

According to a company statement,Viacom will be "a pivotal player in theworld of music. Through its InfinityRadio stations and the branded pro-motional power of MTV, MTV2, VH1,CMT, TNN and over the Internet, Via-com will reach more music fans thanany other entity worldwide."

The combined rev-enues of CBS and Viacomwould have reached $21billion (euros 20.42bn) in1998, second to Time -Warner and ahead ofDisney, with profits ofapproximately $4.0bn.

"The new Viacom willbe the first 21st Centurymedia company, withstrong brands that leadthe industry in all aspectsof our operations," com-mented CBS president

/CEO Mel Karmazin, who will be pres-ident/COO of the new operation,reporting to 76 -year old Sumner Red-stone, who remains as chairman/CEOof Viacom. "The creation of this mediagiant marks the beginning of a newera of explosive growth domesticallyand around the world," says Redstone.

CSA mixesmessagesby Renzi Bouton

PARIS - It's been something of aschizophrenic week for CSA, theFrench broadcasting authority. CSAhas been reprimanding stations fornot respecting the 1994 quotas lawwhile, at the same time, criticising the"rigid" law for not ensuring "the grow-ing diversity of formats."

The French authority cautionedthree gold (Nostalgie, RFM and MFM)and two national AC networks (RTL 2and Cherie FM) for not respecting the20% quota for new talent and newproduction. Meanwhile, three CHRand dance stations (Ado FM, Paris,Voltage, Paris and Kiss FM, Nice)have not obeyed the 40% French -lan-guage content quota.

These cautions follow up a lettersent out in May, so if the stationschoose to ignore this second warning,they face penalties ranging from finesto temporary licence suspension.

Marc Pallain, general manager ofNRJ-owned Cherie FM, andspokesman for the radio groupBureau de Liaison de la Radio says:"It is hard to believe that the CSA willstretch to sanctions against us,although the ball is now in the court ofthe Ministry of Culture. But for now,we have no reason to change."

Pallain says there is a need for alaw that can incorporate AC and goldformats-such as Nostalgie's-whichoffers a healthy amount of Frenchmusic but hardly any new talent.

Ironically, for almost a year, theCSA has proposed a slackening in thequotas and outlines in a statement:"The CSA can only regret the rigidityof the law on the growing diversity offormats, which is a source of richnessand pluralism for the listeners."

Sources say, the CSA is aiming toprovoke reactions from the govern-ment, record labels and broadcastersand push for a change in the quotaslaws. However, previous attempts toopen up dialogue between labels andbroadcasters under the aegis of theMinistry of Culture and communica-tion in July were boycotted by labels.

SEVILLE - Rafael Revert, director general of Todomasi-ca, is launching Spain's firstinternational music tradefair. Taking place in Seville'sPalace of Exhibitions andCongresses between Septem-ber 30 and October 3, theTodomasica fair includesmusic from Morocco, Algeria,Tunisia, Turkey, Greece andEgypt. Revert, formerly direc-

tor of Cadena 100, comments: "As the world's eighthlargest music market, Spain needs its own major musictrade fair." Debates include the challenge posed by theInternet and piracy and the role of independent labels.

BERLIN KEEPS KLASSIK ON AIR

BERLIN - The Berlin -Brandenburg media regulator(MABB) has renewed Klassik Radio's licence, followingthe Euromedia Group's take-over of the station earlierthis summer. Under existing legislation, new ownersmust re -apply to the regulatory body for a licence. Some15 applicants-with formats from hip-hop/R&B andcountry to rock-competed for the frequency (M&M,August 7, 1999). Klassik Radio is one of 12 national com-mercial broadcasters which also has a nationwide reachvia cable or satellite.

300 LABELS SEDUCED BY CDUCTIVE

LONDON - Over 300 indie labelshave signed up to a distributor ofMP3 music on the Internet.Cductive.com, a US distributorwhich has just opened a Euro-pean office based in London'sSoho, has attracted labels suchas Strictly Rhythm, Dorado, Fil-ter, Beggars/4AD/XL and V2Records. Managed by 011ie Buckwell, founder and MD ofdance/alternative labels Dorado and Filter Records, theLondon office will manage the swelling roster of UK inde-pendent labels wanting to distribute their music digitally.

Los ANGFT.PS - Liquid Audio and The Hollywood Reportermagazine have joined forces to showcase music by com-posers for film, TV and advertising commercials. Using Liq-uidAudio's software and services for the digital delivery ofmusic, the partnership is to launch "The HollywoodReporter Composer Registry," a music auditioning servicefor the post production community, at the end of October.

This was the cornerstone ofthe speech made by Paul Burg-er, chairman of Sony MusicUK, when he addressed thecompany's annual sales con-vention in Bournemouth, Eng-land on September 4.

Burger also outlined Sony'splans for the "the best Christ-mas line-up" Sony has evercompiled. He is hoping to scorethe company a hat trick withthe best-selling album at retailfor Christmas.

Burger added that theChristmas season should boostSony's market share in the UK."A few years back, we had a10% market share. Last year,our market share rose to 16%and this year we are already1.5% ahead of last year's fig-ure. Our domestic roster hasnever been stronger," enthused

Burger also revealed plansto open a MiniDisc-only retailstore located on the groundfloor of Sony's building in Lon-don. The shop, MiniDisc.com,would be the first of its kind inEurope and is to stock a fullrange of MiniDisc pre-recordedsoftware at full price. It willsell Sony's repertoire on Mini -Disc as well as products fromother record companies. It isunderstood the shop will notsell hardware. "It will be a fan-tastic showcase for this tech-nology," promised Burger.

EMAP, Capital win digital radio contestby Jon Heasman

LONDON - In the only UKdigital radio licence to be con-tested to date, CE Digital-ajoint application by the EMAPand Capital radio groups-haswon the battle for London'sdigital multiplex.

CE Digital proposes tobroadcast eight existing Lon-don commercial services (Cap-ital FM, Capital Gold, Kiss100, Magic 105.4, NewsDirect, Xfm, Sunrise Radioand LBC). In addition, CapitalRadio will provide a new (asyet unnamed) Hot AC station.

The award, made by UKregulator the Radio Authority,is being seen as a vote for Lon-don's existing radio order,given that other multiplex bid-ders were proposing more newservices for the capital.

"The strength of tried andtested brands will drive thetake-up of digital radios inLondon," says EMAP Radiochief executive Tim Schoon-maker. "They provide a foun-dation of quality serviceswhich will give confidence tothe new medium, and cross -promotion on London'sfavourite stations will help toestablish digital radio quick-ly." Adds Capital Radio groupchief executive David Mans-field: "If digital radio is to besuccessful, it must be backedby companies with stabilityand financial firepower."

The unsuccessful bidderswere MXR Digital (a joint yen-

ture between Chrysalis Radioand Border Radio) andSwitchdigital, which unitedTalk Radio and Virgin Radio.However, the Radio Authorityis set to advertise two moreLondon multiplex licences.

EMAP Radio is also cele-brating the award of theSouth Yorkshire digital muti-plex, for which it was the soleapplicant. London -based ser-vices Kiss 100 and Xfm willjoin existing local stationsHallam FM, Magic AM, Clas-sic Gold, BBC Radio Sheffieldand Trax FM on that multi-plex, with an additional newAC service.

Meanwhile, "ContinuousCool Country" (3C) will becoming to in Scotland follow-ing the award of the Glasgowdigital multiplex licence to

COPENHAGEN - Should they stay orshould they go? Cable operator TeleDanmark sent 520,000 ballots to Dan-ish households on August 18 asking lis-teners to vote on which broadcastersshould remain on cable.

The DKK 6 million (euros 810,000)exercise last week garnered a responsefrom 41% of Danish households, whichvoted The Voice's radio station top andits sister product, Voice Pop, third. Theresult follows The Voice's boosted audi-ence share from 5.8% in the last quar-ter to 6.3% in this quarter (M&M,August 28, 1999).

"We have once again shown thatThe Voice is the strongest product on

the Danish radio scene. The fact thatour new product, The Voice Pop, wonthird place proves that the Danes feelconfident that The Voice delivers prod-ucts of prime quality," says EricHansen, MD of The Voice.

Broadcasters spent a total of DKK35 million (euros 4.7m) in campaigningfor their survival in the poll, which sawsupport for many German stations insouthern Jutland, close to the border.NRJ managed to stay on the airwaves,although MTG's Swedish Power HitRadio did not.

BMG radio promoter Daniel Vangs-gaard comments: "The results don'treally mean much. The stations I workwith are still there, so now I guess I'llsee what the new ones have to offer."

Mushroom hits the dance floorby Christian Lorenz

London -based indie Mushroom, home toGarbage, Ash and Peter Andre, is set to burstinto the dance arena with Paul Oakenfold'sPerfecto label and sister imprint 48k.

Founded by UK club DJOakenfold 10 years ago,Perfecto has earned a reputa-tion in the UK for quality com-mercial dance releases. Firstdistributed by BMG and thenby East West Records, Perfectosigned a licensing deal with theNews Corp. -owned Mushroomat the start of 1999.

"Our goals are to deliver one-off hit recordsfollowing the success of [Perfecto act] the DopeSmugglaz' The Word and Double Double Dutchin the short term and to develop two to threealbum artists over the next 18 months,"Mushroom MD Korda Marshall says. The com-pany also wants to expand Perfecto's fanbase incontinental Europe and Asia and to breakOakenfold's label in the US, where it will be dis-tributed by Warner Music's Sire imprint.

In the rest of the world Perfecto and 48k aredistributed by BMG Entertainment, throughMushroom's global licensing deal with the com-pany. Upcoming singles releases include PlanetPerfecto (Bullet In The Gun) and Skip Raiders(Another Day), both on Perfecto, as well asDeception (On The Dancefloor) and Aida (Far &Away) on 48k.

Perfecto's first album release will be an as -

yet -untitled export -only compilation for theinternational market due out at Christmas. Afull album by the Dope Smugglaz is slated forrelease in March 2000.

"Perfecto has always been about albumartists, while I see 48k competing with com-mercial dance labels such as EMI's Positiva andUniversal's Manifesto," says Oakenfold.

Mushroom head of international Mirelle Davissees Oakenfold as the best ambassador forPerfecto and 48k, both in the public and in theeyes of licensing partner BMG. "Paul has a high-er profile than the label at present," she com-ments. "My reputation as a DJ is definitely key tothe image of the labels," Oakenfold drily agrees.

This month he starts a new residency atLondon's latest super club Home and onOctober 1 he embarks on a UK college tour. "Iwill also put my label's acts on the net everymonth with a live webcast from the Perfectonight at Home," promises Oakenfold.

Marshall hints at more alliances in the dancearena. "Mushroom will have an aggressive A&Rpolicy over the next two years," he says, addingthat as part of News Corp., "we have the meansto buy labels to complement our business."

Looking further ahead, Mushroom mightsoon expand outside its core label business.Marshall would not confirm any plans at press -time but comments: "I'm looking forward to thetechnological development that will offer newoutlets for our music. There is an obvious syn-ergy between a small, creative label likeMushroom and a media concern such as NewsInternational."

US to get slice of the Danish bluesby Charles Ferro

Jazz singer Cmcilie Norby spearheads DanishWave, the biggest campaign ever promotingDanish culture in the US.

Appointed by the Danish Ministry ofCultural Affairs as a figurehead,Norby will play 11 gigs at the top jazzclubs of New York City as part of aprogramme that counts no less than85 events between September 9 toNovember 1.

Her current album Queen Of BadExcuses (Blue Note), released inDenmark on August 30, will be fea-tured heavily during the campaign.

"We've already received advanceorders for 6,000 units," says EMI -Medley exploitation manager MetteFjeldsted. The album will be releasedin October in Australia and Japan,where Norby enjoys a strong cult following.

The album is spiced with latin rhythms,touches of soft rock and faux -African phrasing.

Six of the 12 tracks were recorded live in thestudio, and all but two of them were penned b3Norby. "I tried to follow my intuition," shesays. "I took the traditional jazz sound, wovein modern lyrics about social observations ancdid something a bit different."

Norby cut her first jazz albumon Blue Note in 1995 and followecit up with the benchmark /1/13Corner Of The Sky a year later. Thelatter contained a version of DavitBowie's Life On Mars, which Bowiehimself highly praised. The twcsets together sold more than130,000 units worldwide.

Norby broke through withjazz-rock fusion act calledFrontline, and later teamed urwith Nina Forsberg to form OneTwo, one of the hottest names inDanish jazz-rock in the late 1980s.

Since opting for a more purist approach in the'90s, she has shared stages with CassandraWilson and Ray Charles.

ANOTHER TIME AROUNDShawn Christopher's 1992 classic Don't Lose The Magic(4 Play/USA) sees a second outing with new mixesby Eric Kupper, Stonebridge and Dave Aude. The trackhas already appeared in mixes by David Morales andTodd Terry but Aude's vocal mix updates the songbeautifully.

LATIN CUBAN LINK UPThe compilation series For Films, from Hamburg -based Freibank Musikverlage, is now on its fourth edi-tion. This new release shows the changing face ofFreibank's artists.

"I wanted the compilation to reflect that our repertoirehas come a long way from the dark, gothic style of the'80s," says Klaus Maeck, who compiles the series.

"I also want to try and influence the scene in Germanywhere latin and Cuban music are becoming more popular."

Maeck is currently putting together a compilationcalled Electro Latino that will reflect the new sound. Dueout next spring, it will include material from SenorCoconut, previously known as Atom Heart, one of theearly tech/house stars now based in Santiago de Chile."Since he moved there his music has changed a lot," saysMaeck. "In a general sense, it's important for the future ofelectronica that Cuban and latin music cross over."

The distinctive Voice of DenmarkDanish commercial CHRstation The Voice, basedin Copenhagen and alsobroadcasting to Aarhusand Odense, celebrated its15th anniversary this year.Charles Ferro investigatesthe philosophy of a stationwhich has changed theface of radio in Denmark.

As the bells of Copenhagen'scity hall tolled at noon onJune 8, 1984, the state ofradio in Denmark was des-tined to change forever. It

was the day The Voice took to the air-waves as the country's first legal com-mercial radio station.

The Voice pioneered format -basedradio in Denmark, creating a consis-tent sound that owed much to USradio. Its basic philosophy is to playthe best music from the '90s and the'80s, and to be the first on the air withnew music.

"When listeners turn on The Voice,they immediately know what they're

getting," says SimonJunker, creative

director at musicconsultancyMusic -Matters.

Adds Junkers:"The most inter-esting factor has

been the waythey have branded

the station. It is high-ly visible in other media,

through events, and so activates lis-teners. The Voice's constant develop-ment of both programming and mar-keting has been of great interest to

labels and advertisers as well as toothers in the radio industry."

Personality appealAnother Voice innovation has beenthat of the personality presenter.Back in 1984, the idea of DJs doingany more than presenting songs andtelling the time was unheard of inDenmark. What immediately strucklisteners about The Voice was how itspresenters were given a much freerrein compared to their counterparts

at public broadcaster DanmarksRadio. As a result, Voice DJs began toestablish names for themselves, and anumber of them moved on to TV, toother radio stations or careers inentertainment.

In the early '90s The Voice becameeven more aggressive with a new per-sonality morning show called Happy& Co., based on the US Morning Zooidea pioneered by New York's Z100."The first ratings showed we wentback by 30%, but within six months

the ratings were up 317%," says theshow's first presenter, "Happy" Hansvan Rijn, who was appointed jointprogramme director alongside EikFrederiksen in 1998. "We were givingthe Danes something different," herecalls, "although they needed a bit oftime to find out if they liked it."

Programming innovationsThe morning show was subsequentlyrebranded the Kaos Krew, and VanRijn has recently handed the mikeover to Marlene Steinhaur so that hecan concentrate full-time on his pro-gramming duties.

Notoriously outrageous in itsapproach, the Kaos Krew show has,in the past year, given away a breast -enhancement operations to listenersand has featured couples having sexlive on air. "We take chances," admitsVan Rijn.

In another promotional stunt, theKaos Krew last year urged its listen-ers to ring a competing call -in show onpublic CHR station P3 and win a Dkr2,000 (euros 14,860) if they managedto say, on -air: "The Voice is Denmark'snumber one hit radio station."

After several successes, the P3presenters hit back by allowing lis-teners 15 minutes to call in andbroadcast the strap -line, in anattempt to cost The Voice dearly. "Butwe got on TV and into all the newspa-pers, something money can't buy,"says Van Rijn.

However, the Kaos Krew's contro-versial activities have proved lesspopular outside of the Copenhagenmarket. As a result, Odense now hasits own morning show and Aarhuswill soon follow suit. "We have to

sound local and be local," Rijn says."That's how we believe we can win inthese areas."

The Voice is now Denmark's most -listened to commercial radio station,chalking up a 6.3% share in the sec-ond quarter of this year (M&M,August 28) in the official Gallup rat-ings. DR's P3 remains the overallmarket leader among the nationalmusic networks, with a 27.7% shareof listening, but The Voice has astronger listener base in the 18-34target group than P3.

As recently as the fourth quarterof 1998, The Voice's share was at4.5%, but significant numbers of newlisteners were added after it beganterrestrial broadcasting in Aarhus,Denmark's second largest city. "Ourprime ambition is to reach the wholecountry," says managing directorEric Hansen. "We are hoping that sta-tions can be established in Esbjergand Aalborg, the third and fourthlargest cities. Aarhus was a textbookexample of how to launch a radio sta-tion. ANR [the existing station whosefrequency The Voice took over] had43,000 daily listeners, but four weeksafter the launch that figure wasboosted to 108,000."

The big familyA major turning point in the develop-ment of The Voice was the purchase ofa majdrity stake in the station by theLuxembourg -based ScandinavianBroadcasting System (SBS) in 1994.The injection of this fresh capital andknow-how enabled investment intechnology and training. US and UK, and keep abreast of tech-nological advances," explains Hansen.

The group's next project is tolaunch a Hot AC station, Voice Pop onOctober 1, targeting an older audi-ence. In this context, it has to benoted that the term "pop" in Danishmeans popular in the true genericsense of the word rather than theteen music genre. The station is hop-ing its slightly older demographic willopen the door to new advertisers.

There is certainly room in the mar-ket for an AC approach-Denmarkhas lagged behind the rest of Europein the evolution of radio, and with fewexceptions, formats have not beenclearly defined. Smaller local commer-cial stations tend to mix hits from var-ious genres, or programme specialistshows in a particular time slot for aspecific age groups or musical tastes.

However, Clear Channel's nationalSoft AC station Radio 2 (which untilvery recently was confined to broad-casting on cable) has the advantage ofbeing the first station to enter theadult arena. "It's a new market that'ssprouting for adult listeners," notesJakob Sorensen, radio promoter atEMI -Medley. "It's interesting for someof our products, and it will be fasci-nating to see who wins the battle."

Going for firstsHowever, in the past The Voice hasnot achieved success by merely follow-ing the crowd. As programme director

Eik Frederiksen says, "We alwayswant to be the first to play a record."

But the secret involves more thansimply being first. Frederiksen, amodest man with a golden ear, is anomnivorous absorber of information."Eik has his finger on the pulse, hesurfs the net, subscribes to all thetrades, and knows what's going on inDenmark and internationally," saysSony's radio promoter for interna-tional repertoire Bjorn Bengtsson."If Eik likes something, he'll try it,"adds Universal radio promotionsmanager Laust Pedersson.

Being first certainly involves keep-ing ears open beyond Danish borders.Voice personnel often return from hol-idays with a hot record which has notyet been released in Denmark. As a

result, it's not unusual for the stationto call a label and request a recordwell before its scheduled release,effectively becoming an indirect partof the launch apparatus.

The Voice was playing AlanisMorrisette long before Jagged LittlePill was officially released inDenmark, and played Shania Twainmore than a year ago. "Several yearsago Eik encountered some music doneby an unknown Canadian womanwho was having problems breakingthrough in Europe," relates EricHansen. "He listened to some songsand ran with it. That was CelineDion, long before she became a star."

The Frederiksen philosophy"Our listeners know that they will

hear the top five [chart records] today,and also the top five of the future,because our format features a lot ofnew music," says Frederiksen, whoadds that "labels know the reach ofThe Voice. If we add a song as ourPower Play, then they can evaluatefairly well how many records will besold, or how many concert tickets willbe sold. We both understand that wecan't live without each other."

Record labels appear to supportFre deriksen's assessment. "TheVoice is powerful radio," says Edelpromotions manager Jan WagnerHolm. "They're provocative and theyhit the target."

"If anybody can roll out a music TVstation, it's us," says Hansen, whoreveals he is talking with variousexisting TV channels which may beable to provide some kind of a windowfor The Voice. "We've been contactedby a number of TV stations thatwanted to film the morning team[Kaos Krew], because their antics areoften very visual."

Such a deal would aim to get view-ers used to the concept of music TV in

time for the next scheduled cable TVpoll in Denmark-The Voice's propos-als for a full-time music channel oncable failed to secure the necessaryvotes in a vote held last month.

"Surveys show that very few Daneswatch television in the morning, andthe selection of local programming islimited. There is great potential for it.The secret for TV will be local subjectmatter," Hansen asserts.

Labels report that they are readyfor a local music TV channel. It wouldbe able to put faces to Danish acts,especially new ones. There are highhopes that it would create a Danish

video market."MTV Nordic is so Swedish,' it's

important to have a player at home,"says Jakob Sorensen, radio promoterat EMI -Medley. "It would be fantasticto have Voice TV We don't have toomany outlets now," agrees CamilleTorp at Virgin special marketing.

"Existing music TV channels aretoo predictable," contends Hansen."You can't ask people to watch apre-recorded show that's 10 days old.It's impersonal. We can do it better,"he concludes. "Doing it better waswhat the Voice first aimed at 15years ago."

The European Radio Top 50 chart this week isstill influenced by big summer hits, but is pep-pered with new autumn releases.

Moloko shoots up from last week's 20 to num-ber 10 with their'70s disco -inspiredSing It Back(Echo). (See artiststory on page 3).At the top, Sum-mer Son by Texas(Mercury) refusesto be eclipsed, andafter four con-secutive weeks at the top of the aiplay chart,only TLC's Unpretty (LaFace/Arista) at numbertwo and Blue by Eiffel 65 (Bliss Co.) at numberthree, threaten the Scots' success.

The Eurythmics' new album Peace (RCA) isdue to be released in Europe at the end of Octo-ber. The first single from the album, I Saved TheWorld Today (RCA), goes straight in at number21-the highest new entry in this week's airplaychart. Rainer Gruhn, music director at Berlin'sAC/talk station Hundert 6, is enthusiastic aboutthe track: "Being an old Eurythmics fan, as wellas enjoying their solo material, I think theircomeback is great. Their fans are ecstatic-TheEurythmics back together is everything they'vebeen dreaming of! The track as a mid -tempo,timeless pop song is perfect for radio."

Hundert 6's programming consists of 52%speech and 48% music, aimed at 20-50 yearolds. "Our favourites at the moment are SimplyRed's Ain't That A Lot Of Love (East West),Chris De Burgh's When I Think Of You (A&M),and Different Roads by Joe Cocker (EMI)."Gruhn has a hot tip for other AC stations:"American country artist Wrecia Ford's You LetMe Live (BME) is an easy, soothing song whichis very suitable for the cold, dark autumn. It'sgoing to be big!"

The second highest new entry at number 30is American band Lyte Funky Ones' SummerGirls (Logic/Arista), taken from their recentlyreleased eponymous debut album. A boy bandwith a difference, the three members writemost of their own songs. Just below them onthe chart, Backstreet Boys have a new entry at33 with Larger Than Life, their follow-up singleto I Want It That Way (both Jive). Judging bythe success of the latter, the boy band willagain dominate Europe's airwaves.

Also a newcomer onthis week's EuropeanRadio Top 50 isFunkstar De Luxe'sremix of Bob Marley'sSun Is Shining (Edel)at 36. Other new en-tries are BritneySpears' You Drive MeCrazy (Jive) at 39, Ev-erything But The Girl'sFive Fantoms (EMI) at

48, and finally Phats & Small's 99 remix of theEarth, Wind & Fire track September (INCredi-ble) at number 50.

This has been Ricky Martin's summer allover Europe, and the latin singer is releasing afollow up to Living La Vida Loca (Columbia),still on the aiplay chart at 29 after 21 weeks.His new single, She's All I Ever Had (Columbia),is a strong contender for next week's EuropeanRadio Top 50. NRJ launches European e -division

NRJ is currently recruiting e-NRJ's10 -strong team, including a managingdirector. Weill declines to reveal thetotal investment the group is forecast-ing, but hints that: "although Internetactivities will represent an importantpart of our business, the investment issmall compared to the overall scale ofthe group." Start-up costs will be limit-ed, as e-NRJ will not invest in cash, butinstead make contra -deals with rele-vant companies.

As part of e-NRJ, a dedicated unitnamed NRJ Direct will deal withmusic and video downloads. NRJplans to sell both current hits playedon the network and its own products,signed to its NRJ Music label.

Weill says NRJ plans to move fast

in offering downloads. "As recordcompanies are becoming more awareof the huge potential of downloadingmusic, there will be more activity inthis area," he forecasts.

Another e-NRJ subsidiary is theelectronic commerce site starav-enue.com which already sells CDs,and will sell DVDs and CD-Roms inthe near future. Other brands whichsit comfortably with NRJ's are alsobeing scrutinised for strategic part-nerships. "We will announce a stringof deals within a couple of weeks,"reveals Weill.

In France, the group aims tolaunch 40 web sites targeting 40 keycities under NRJ.net.city. The latterwill use the news -gathering recours-es of NRJ's 120 -strong pool of jour-nalists, and will sell advertising

through its 300 -strong sales force.e-NRJ will also take control NRJ's

local websites in the eight otherEuropean countries where the com-pany arso operates (Belgium, Austria,Switzerland, Germany, Sweden, Nor-way, Denmark and Finland). Theumbrella site is Nrj.com.

In addition, NRJ plans to launchweb TV during the Techno Parade inParis on 18 September, and intends touse the Internet to synergise with itsradio programmes. Says NRJ groupprogramme manager ChristopheSabot: "We will complement what goesout on air with what goes out on thenet. For instance, an extensive WillSmith interview might not interestthe majority of listeners, but can beenjoyed by thousands of his fans whocan access it on our web site."

With added bounce, Sing It Backbecame the unofficial danceflooranthem at the Miami Winter MusicConference in March this year.

"Sing It Back came out of the blue,"recalls Bernd Albrecht, music pro-grammer at dance/alt.rock stationORB Fritz in Potsdam, Germany. "Ihad always thought of Moloko as aband that toys with trip hop, but SingIt Back is a great sing -along tune forall formats. We alternate betweenBoris' radio edit and the more recentSupermarket mix by Can 7 on Pepper-mint Jam which is maybe a touchmore leftfield and more in line withthe tastes of our core listeners."

"It's such a fantastic song," enthus-es Dlugosch. "The original just fallsshort of house speed which is why Iwanted to do the remix." When Dlu-gosch phoned Echo, the label hadalready commissioned some mixes

and US licensee Warner Brothers hadasked Todd Terry, so funds were run-ning low. "I did the mix for free,"reveals Dlugosch. "The deal is thatRoisin will sing on my next single."

Alex Myers, international market-ing manager at London -based indieEcho confirms that "Miami kicked thesong into life." In most European ter-ritories the record was released onAugust 16-an unusually long delayfor a hot dance record. Myers com-ments: "Our phones did not stop ring-ing after the Winter Music conference,but we had reached the end of ourlicensing deal with Universal, so ittook a while to sort things out."

Sing It Back is now licensed to Ger-man indie Peppermint Jam-which, inturn, is licensed to edel records-formost of Europe. In France, the track ishandled by Scorpio and, in the UK,Echo product is distributed by Pinnacle.

Echo decided not to re -launch theDoctor album on the strength of SingIt Back. "We are between albums,"explains Myers. "We'd rather focus onthe new Moloko album which is sched-uled for the first quarter of 2000." Doc-tor was never actually released in theUS and Warner decided to wait for thenext album instead.

The new album will include Dlu-gosch's remix of Sing It Back, confirmsMyers. A first single from the thirdMoloko album is also expected to bereleased in early 2000.

Singh's OK, agree Mercury judgesby Christian Lorenz

LONDON - Asian dance guru TalvinSingh has scooped the1999 Technics MercuryMusic Prize-the UKmusic critics' award-forhis debut solo album OK(Island).

Simon Frith, chair-man of the judges,announced the award inLondon on September 7after what he describedas "an acrimonious deci-sion -making process."

The jury of media aidmusic industry represen-tatives picked OK from ashortlist of 12 albumswhich included the ManicStreet Preachers' This IsMy Truth Tell Me Yours(Epic), Blur's 13 (Par-lophone/EMI), The Chem-ical Brothers' Surrender(Virgin), Faithless' Sun-day 8pm (Cheeky), andUnderworld's BeaucoupFish (V2).

Schoonmaker explains that EMAPRadio's policy is to regularly rotateits senior management to preventexecutives and stations from becom-ing stale-hence moves to differentstations within the group should notnecessarily be viewed as promotionsor demotions. "Great people con-stantly need fresh challenges," saysSchoonmaker, who says the strategyis commonplace at top blue-chip com-panies such as Unilever and IBM. Chairman of the UK's Radio Authority (RA),Sir Peter Gibbings, has said that Oxford alter-native music station Oxygen 107.9 displayed "ashocking disrespect for itslisteners" when, onMarch 15 this year, itpretended during itsbroadcasts that the datewas actually March 8,and doctored the outputaccordingly. Reason beingwas that, following acomplaint about breach offormat, the RA hadrequested logging tapesfrom Oxygen for March 8, which the station wasunable to provide. So, in an attempt to avoid afine, Oxygen sent the RA tapes of its March 15output masquerading as a week earlier.However, the RA rumbled the scam and hasfined Oxygen a record -equalling £20,000 (euro33,200), and has shortened its licence term bytwo years-the first time it has imposed such asanction on a station.

Incidentally, it could be even tougher to try todeceive the RA in future-Hotline hears that theformer boss of British intelligence service MI5,Stella Rimington, is set to be a candidate toreplace Gibbings as RA chairman when he stepsdown next year.

German indie edel's second stock offering hasnetted the company euro 102 million-the newshares went on sale with a price of euro 58.50 onSeptember 8. In presentations to investors edelCEO Michael Haentjes indicated that the com-pany will press ahead with its plans for acquisi-tion targets in the US.

The official French Victoires music awardsmight still be in a state of limbo, but NRJ isfinally launching its own awards show. The NRJMusic Awards will take place on 22 January inCannes during MIDEM, and will be simulcast onNRJ and leading commercial TV channel TF1.There will be around 12 categories coveringdomestic and international repertoire.

Sony Music UK chairman Paul Burgerannounced during the company's convention inBournemouth last week that he will soon beappointing two new senior executives: an MD ofSony ATV publishing operations to replaceBlair McDonald (appointed MD of ColumbiaUK), and a head of the company's Internet busi-nesses. Burger told Hotline that he expects bothexecs to be named "within the next four weeks."

And still with the UK music biz, IanHanson, executive VP of EMI Records GroupUK & Ireland, has been given responsibilityfor EMI's global infrastructure project, whichwill look at the group's long-term operationsand investments.

Bruno Gerentes, chief executive of BMGFrance, has re-signed Laurent Voulzy. Voulzywas courted by both Sony and Virgin and hisnew deal with BMG is viewed as a sign that theFrench affiliate is now capable of attracting lead-ing artists again.

Swedish CHR network NRJ is closing its pro-gramming departments at its stations inGothenburg and Malmo. The quota of eight hourslocally produced content will in future be met bybroadcasting local opt -outs from the network'sheadquarters in Stockholm,.

Finally, Hotline hears that Holly Diener istipped to replace Sarah Silver, who departed forBMG a few weeks ago, as VP marketingColumbia at Sony Music Europe. Dienerworked for several years at EMI France, whereshe was in charge of international repertoire.
