The upcoming months will be exciting for the AGA Chicago Chapter. We have added several new faces to the CEC providing a wealth of diverse talent. We still need a Presi-dent-Elect. We have revised our Chapter By-Laws which will be published in the near term. At the March CEC meeting, we will be selecting our SLM and National PDT representa-tives. Please keep your eye on the upcoming events sec-tion of our newsletter.

The AGA Chicago Chapter continues to push forward in our quest to reach “Platinum” status for 2016. In that endeavor, we enlist your help in filling vacancies on the CEC as well as volunteering for service on one of our com-mittees. Please join us in making 2016 a great year for our Chicago Chapter members.

M A R C H I S C G F M M O N T H On behalf of the AGA Chicago Chapter Executive Committee, I would like to ex-press gratitude and commend our 48 chapter members who are Certified Govern-ment Financial Managers (CGFMs), of which 37 are active and 11 are retired. In honor of CGFM month, the AGA Chicago Chapter Executive Committee has peti-tioned state and local governments to issue proclamations recognizing March as CGFM month. Raul Nieto petitioned the state of Illinois for a proclamation, and the governor signed a proclamation declaring March 2016 as CGFM month in the state of Illinois. Frank Moy has petitioned the Village of Libertyville, IL for a proclamation, and the Mayor signed the a proclamation designating March 2016 as CGFM month in Libertyville. The Chicago Chapter petitioned additional local governmental enti-ties for proclamations, and is waiting to hear back from such entities, so additional proclamations may be obtained. Thank you to our 48 CGFMs for your dedication to AGA and the Chicago Chapter, and to everyone who requested a proclamation declaring that March is CGFM month. - Crystal Currier, Newsletter Editor

The Chapter Executive Committee (CEC) is the primary chapter governing body and is composed of officers and directors. Terms of office are for one year. No of-ficer may be elected for more than three successive terms in the same office. The president may not run for consecutive terms. Please contact Hugh Smith, AGA Chi-cago Chapter President, at [email protected] if you would like to apply or nominate someone for any position listed below. PRESIDENT

Leads and directs the Chapter through its various programs and events;

Responsible for managing CEC activities as well as championing the AGA and Chapter with employers, colleges and universities, the media, etc.

PRESIDENT-ELECT Assists the Chapter President and other officers and board members in carrying out

their duties;

Discharges the responsibilities of the office of the president in the event the Chapter President’s position becomes vacant.

SECRETARY Maintains the minutes of the Chapter Executive Committee meetings, obtains approval

of the minutes by the CEC, and ensures the minutes are published in the Chapter Newsletter and/or on the Chapter website.

TREASURER

The custodian of Chapter funds;

Responsible for Chapter financial records and reports; including the maintenance of adequate records of all transactions involving Chapter funds.

PROGRAM DIRECTOR Develops and initiates a comprehensive set of programs for general Chapter member-

ship through monthly meetings and special activities.

MEETINGS DIRECTOR

Plans Chapter events

Works closely with the Program Director

MEMBERSHIP DIRECTOR Responsible for attracting new members to the Chapter and retaining current mem-

bers.

EARLY CAREERS DIRECTOR

EDUCATION DIRECTOR Coordinates quality educational events for the Chapter members and other govern-ment financial management professionals.

The Association of Government Accountants, Chicago Chapter earned the following Chapter Recognition Program credits during February and this chapter year to date:

AGA’s Chapter Recognition Program has sev-eral levels a chapter can meet including bronze, silver, gold, and platinum. Each chapter President whose chapter reaches its goals will be recognized during the AGA Na-tional Professional Development Training (PDT) with a plaque denoting status attained for the year, whether it is Bronze (12,000—14,500 credits), Silver (14,501—17,000 cred-its), Gold (17,001—19,500 credits), or Plati-num (19,501—22,000 credits). For the past three consecutive chapter years, the Chicago Chapter of AGA earned platinum status by achieving 19,501 or more credits.

For the current chapter year, 2015-2016, we have earned 54.09 percent of the maximum points and are on track to earn platinum sta-tus again. We have maxed out on Communi-cation credits for the year, and we are close to meeting our goals for Leadership and Com-munity Service. CEC members, keep up the great work!

C O M M U N I T Y S E R V I C E E V E N T U P D A T E

On Saturday February 13, 2016, the AGA volunteered at the Pacific Garden Mission in the city’s South Loop from 5pm to 7pm. The Mission provides a warm place to stay and three meals each day to

homeless individuals and families and depends on the good will and hard work of volunteers. This was our second con-secutive month volunteering here. Volunteers primarily worked on two assembly lines preparing and serving a few hundred plates of food (roast beef, mashed potatoes and gravy, and corn) to many women, chil-dren, and men (some were entire families living there). Once the signal was given to begin serving, the majority of the homeless lined up to get their food, while others were served plates at their tables. The dining room is huge with many rows and once dinner was over volunteers helped wash and clean tables gathering all the dirty plates, utensils, and cups left on the tables. After cleaning and collecting all of these items, volunteers took them to the dish-washing station

and helped with garbage collection. This may be the tough-est task and the cleanup work can use as many volunteers as possible. Next, we helped the dishwasher load the dirty dishes into racks. The dishwasher then fed the rack through the dish-washer conveyer belt and we helped unload and put away the clean dishes and cups. This was a big job and seemed never ending, but we got it done! The dishwasher crew consisted of one person and he was very grateful for all the help we gave him. Volunteers could have eaten at the Mission, but we did not, wishing to not take a meal from the homeless. Overall, all of the volunteers were happy to perform such a great service to the community and the staff of Pacific Garden Mission expressed their sincere gratitude for our help. The volunteers includ-ed: Frank Moy (GSA-OIG) and friend Jim; Deborah Strong (VBAFC), her son Malik Strong, and her sister Monique Hall; and Eddie Jones (DHS-OIG) brought his mom and two boys because there were not enough AGA volunteers.

CEC Education and Program Director Frank Moy, stated “I live in Libertyville and the Pacific Garden Mission (on Canal Street, a couple blocks south of Roosevelt) is about 40 miles away. I had to contend with traffic delays on the Kennedy. However, once I got off the Kennedy, the loca-tion was just about 5 minutes away and free parking was readily available and parked just ¼ of a block away. So do not let the availability and cost of parking to be an issue. I want to express a note of appreciation for Eddie Jones who put time and effort in arranging this and representing the AGA in such a fine way.”

Special thanks to Frank Moy for his continued support in AGA community service efforts! Having family and friends join us is great at events, but I would like to see more AGA and CEC members at future events. -Eddie Jones Director of Community Service

AGA Chicago Chapter Presents Two Scholarships

The AGA Chicago Chapter is proud to announce that it is has awarded two scholarships for Fall 2015 semester. Tosha Kadakia, a junior at Loyola University, was awarded AGA’s first Excellence in Account-ing or Finance Award. The scholarship recognizes outstanding college students in the field of account-ing or finance who have achieved positive academic records and been rated highly by professional ref-erences. Maria Elena Flores, a senior at DeVry University, was awarded AGA’s first Leadership/ Com-munity Involvement Award. The scholarship also recognizes outstanding college students in the field of accounting or finance who have demonstrated exceptional leadership and community service quali-ties. Both scholarship recipients each received $500 towards their tuition and a free AGA student membership.

The Excellence in Accounting or Finance Award and the Leadership/ Community Involvement Award are two scholarships offered by the AGA Chicago Chapter to current college students (undergraduate or graduate students) in the field of Accounting and Finance studies. The awards are restricted to stu-dents from Illinois or Greater Chicagoland Area institutions of higher education. The AGA Chicago Chap-ter will be announcing another scholarship opportunity in 2016. Meet our AGA Scholarship Recipients Tosha Kadakia - I am a junior undergraduate student at Loyola University Chicago, majoring in Account-ing and minoring in Health Systems Management, who will graduate in May of 2017. One of my favor-ite quotes by Mahatma Gandhi is, “Be the change you wish to see in the world.” Being an observer and looking into the world, I will use my education in accounting as well as my valuable experiences as a student, leader, and intern to make a difference in this world and to help people. As a striving licensed CPA and a healthcare tax consultant, I desire longevity with a firm. I plan to move up the ranks, and my ultimate dream is to manage my own hospital one day. I am grateful that Loyola offers me a combina-tion of a quality education and endless opportunities for advancement. I initially became familiar with the Association of Government Accountants through my Audit class and furthered explored the organi-zation through Loyola’s Business Career Services Center. The AGA Scholarship means a lot to my fami-ly and me. Finances for education are always a critical component to consider. Knowing that I have additional assistance encourages me. This scholarship is symbolic of my perspective on life as the "glass half full”. This scholarship re-assures me that all my hard-work, dedication, and discipline to my academics and development will bring me one step closer to my mission of making a difference in this world and helping others. With my hard work and determination, I strive to exceed Loyola University Chicago's expectations.

Maria Elena Flores - I am a Dean’s List senior at DeVry University scheduled to graduate at the end of Spring of 2016 with a Bachelor’s degree specializing in Accounting. I plan to continue my education at DeVry University to earn a Master’s Degree in Accounting. As an inducted member of the Delta Mu Del-ta Business Honor Society, I look forward to transferring my technical and leadership skills into the gov-ernmental accounting sector. My mission is simple. I want to develop and grow personally and have the opportunity to bring my leadership skills to build a socially responsible ethical workplace. I want my education to prepare me to work within an organization where I can make a positive difference. I heard about the Fall 2015 Scholarship Award through one of the Professors at DeVry University, Dr. Kasthuri Henry. As the recipient of the AGA Chicago Chapter’s Leadership/ Community Involvement Scholarship award, I welcome the opportunity to pay it forward by serving the chapter in a meaningful way.

AGA NATIONAL SCHOLARSHIP OPPORTUNITIES AND NATIONAL PDT AWARD NOMINATIONS

Young Professionals: PDT scholarship available The Young Professionals Focus Group annually selects five young professionals to attend the PDT in July. Recipients act as ambassadors for attendees and assist in the AGA exhibit hall booth and other activities throughout the training event. Applications due March 1. PDT Awards of Distinction These awards, presented annually at AGA’s Professional Development Training (PDT), primarily recog-nize individuals for their contributions to AGA. The deadline to receive nominations for PDT 2016 is March 30, 2016. The applications can be found here.

AGA Scholarships Scholarship money is available for AGA members and their family members pursuing studies in a finan-cial management discipline such as accounting, auditing, budgeting, economics, finance, electronic da-ta processing, information resources management or public administration. Apply by April 15

The Association of Governmental Ac-countant (AGA), Chicago Chapter’s cur-rent by-laws was adopted in January 1998. This year the AGA National of-fice requested that all chapters review their respective by-laws to ensure compliance with the national by-law prototype, and have chapter bylaws approved by the AGA National office by May 30, 2016. The Chicago Chapter Executive Committee is currently work-ing on revisions to the chapter bylaws to ensure compliance with the nation-al by-law prototype.

The current chapter by-laws require that any by-law changes be brought before the full membership of the AGA Chicago Chapter for approval. Thus, in the near future all members of the AGA Chicago chapter will be asked to vote on revisions to the chapter by

laws. A copy of the updated bylaws will be provided to all chapter mem-bers, as well as instructions regarding how to vote on the revisions. We en-courage all members to participate in this process of reviewing and approv-ing the chapter bylaws. Thus, if you are a chapter member, please be on the lookout for an email regarding the bylaw changes, and be sure to cast a vote by the voting deadline. The Certified Government Financial Manager (CGFM®)

The Certified Government Financial Manager (CGFM) certification is award-ed by the Association of Government Accountants (AGA). AGA is a national professional association of some 15,000 members who represent every level of government financial management. Since 1950, AGA has been dedicated to serving those who are faced with the challenge of using every government financial resource in the most effective manner possible and has been the van-guard organization addressing the issues and challenges facing government finan-cial managers. AGA's CGFM program is specially de-signed to help meet the critical need for greatly increased emphasis on the pro-

fessional qualifications and stature of government financial managers. This professional designation is designed specifically to recognize the unique skills and special knowledge required of professionals who specialize in govern-ment financial management. 2) CALL TO ORDER by Hugh

3) RATIFY/APPROVE PRIOR MEETNG MINUTES – all accepted except for a few minor

changes (misspelling of name) made by Crystal.

4) PRESIDENT'S REPORT

Most of the meeting was devoted to going over the new bylaws that Janet drafted. Howev-

er, Janet was not at meeting, but we went ahead and discuss and voted on the comments

on the bylaws document.

Scholarship & Awards - Crystal made motion to approve, Hugh seconded, no discus-

sion, vote all ayes, approved.

Vacancies (President-elect & Social Media Director) – some discussion on eliminating so-

cial media director (not needed and too many directors and committees as is.)

There was a lot of discussion on the number of committees, and the relationship be-

tween committees and directors. Consensus was that the number of committees was un-

wieldly and responsibilities for chapter functions should fall just to the directors. The

chapter organization has to be streamlined to reduce the number of committees and di-

rectors. Right now there are 18 directors, for the size of the membership (about 109),

that number of directors is unwieldly, as the same person has to serve as two or more di-

rector positions.

Baltimore SLM in April – Crystal going 1 more slot available. Dr. Kas said she will

consider going.

Anaheim national PDT- national providing 2 hotel scholarships, there may be more

chapter members who want to go than available slots. There was a discussion of how

people should be selected to go, but selection process not decided. Right now, people

who are interested in going should let Hugh know, PDT will be 24 CPEs. Hotel scholarships

only for Hilton, if interested in going should make reservations now can always cancel lat-

er.

Meeting adjourned by Hugh at about 1:00 pm (the meeting ran over and the rest of the

agenda items were not discussed.)

The next Chapter Executive Committee Meeting will be held Thursday, April 7, 2016 from

11:30 AM - 12:30 PM. All members are welcome to attend or call in if they are interested

in getting involved with the AGA Chicago Chapter. We will be meeting in Room 330 of the

GSA Conference Center located at the Ralph H. Metcalfe Federal Building , 77 W. Jackson

2016 Professional Development Training: July 17–20 | Anaheim, CA or virtual | 24 CPEs | Learn more and register 2016 PDT Hotel Scholarships: Each chapter will receive two (2) rooms. The individual(s) utilizing the chapter’s scholarship must make their reservation at the Hilton Anaheim and NOT at the Marriott. The scholarship is valid for up to five nights from July 16-20. Once the room is booked, the individual needs to forward their confirmation email to me ([email protected]) and state which chapter they are using the hotel scholarship from NO LATER THAN June 3, 2016. A separate email will be sent to all chapter and regional volunteers this week with additional details. 2016 SLMs: The cities and dates have been booked and were announced in Leadership Matters on Dec. 16, 2015. Invitations were sent Jan. 8, 2016 to current chapter presidents-elect. Also, notification of the SLMs was sent to current chapter presidents and other CEC members, as each chapter receives two spots at the SLM. It is up to the chapter to deter-mine who will attend.
