AMSTERDAM/LONDON Theprospect of a new U.K. sales chartincorporating airplay data and dri-ven by a conjunction of the Dutchand British authors' societies isunder discussion.

A working party has been set upjointly by the U.K.'s MCPS/PRS andthe Netherlands' Buma/Stemra toestablish the feasibility of a projectwhich would be unprecedented inEurope on several counts. Such achart would run counter to the estab-

lished pattern of authoritative chartsbeing driven by record label groups,and the possibility of an authors'society from one country having aninterest in the charts of anothernation has no parallel.

However, both societies cautionthat they are merely discussing thematter at this stage, and that thereare no firm proposals established.

The U.K charts issue was raisedduring a meeting between Buma/Stemra and MCPS/PRS on June 5/6,one of a series of meetings betweeenthe two societies set up to find ways of

combiningexpertise andresources inorder to cutcosts (Music &Media, May10). FRANKFURT - Official German radioratings just published for the wholeof 1996 show that more people areturning into the medium, with thebiggest gains appearing in Berlinand the former East Germany states.

The figures, published by rat-ings institute AG Media Analyse inits MA '97 report, register a totalaverage radio audience per hour ofalmost 15 million, compared with13.2 million listeners per hourin 1995.

Mystery surrounds new Radio France stationPARIS - With less than a week to gobefore its launch on June 17, details ofFrance's new public "youth" station-still known by the code name of RadioAlpha-remain extremely sketchy.

The station, which is to be operat-ed by public broadcaster RadioFrance, is due to be launched in thesouthern city of Toulouse, accordingto sources close to the project. Yet, aweek before the station is due to go onair, several important questionsremain unanswered.

Radio Alpha's format is understoodto be a mix of music and brief news

packages, targeted at a 18-25 audience.Programming sources say that the

music will be the dominant force in theschedule. The programming has beenprepared by radio producer OlivierNanteau, who was appointed by RadioFrance president Michel Boyon lastyear to co-ordinate the project.

Nanteau's managment team alsoincludes Joel Pons (communication,strategy and development), GillesCarretero (production) and MarcGarcia (programming), assisted byGilles Seydoux (music programming).In total, the station will employ some30 people.

Radio Alpha is expected to be

broadcast from Toulouse, using thefrequency previously occupied by localpublic station Radio France Toulouse,and should be available in other cities(including Paris) in the nextfew months.

"We are ready to start, but themain difficulty will be to find [spare]frequencies," says a source close tothe project. Boyon has alreadyannounced that Alpha will not seeknational coverage, and will be limitedto the main cities, of which ten havealready been targeted.

Broadcasting authority CSA,which is currently undertaking anational audit of radio frequencies, is

believed to be unwilling to give RadioFrance any new frequencies, althoughsources say that Boyon has a reserveof several "sleeping" frequencies hecan fall back on for the new service.

Questions have also been askedabout the new youth station's budget.According to estimates, Radio Alpha'sbudget is somewhere between Ffr 20and 40 million ($3.5-6.9 million). Butfrom the start, the government hasmade it clear that Radio France willreceive no additional financing for theproject. Broadcasting unions fear thatBoyon will be tempted to finance thestation by raiding the budget of cul-tural network France Culture.

Political, industryconcern as RAIsells record labelby Mark Dezzani

MILAN - Nuova Fonit Cetra (NFC),the record label founded in 1911 andlinked to the country's public broad-caster RAI since the '30s, has beenput up for sale following consistentlosses and countless changes instrategy over the past four years.

The likely acquisition of NFC by amulti -national music industry play-er has provoked warnings from vari-ous quarters that the sell-off couldresult in a further erosion in themarket share of domestically -ownedlabels, and will represent the loss ofan historic national music catalogue.

The sale of the Ricordi musicgroup to BMG in 1994 raised similarconcerns, particularly from national-ist elements on both the right andleft of the political spectrum, andfrom executives of independentlabels. NFC's catalogue includes arich patrimony of Italian classical,light pop and opera, including rarerecordings of soprano Maria Callasand tenor Beniamino Gigli. AmongstNFC's small roster of contemporarydomestic artists are singer/songwrit-ers Edoardo Bennato andGino Paoli.

According to figures supplied byaccountants KPMG (appointed tobroker the sale), NFC recorded a lossof L3.5 billion ($ 2.12 million) lastyear on a turnover of L26 billion ($15.76 million). This compared to loss-es of L7.5 billion ($ 4.55 million) ona similar turnover in 1995. Furtherlosses are anticipated this year.

NFC MD Carlo Latini resignedone week prior to the officialannouncement of the sale by the RAIon June 5. Latini issued a statementexplaining that he was leaving vol-untarily following strategic differ-ences with RAI executives. In thestatement, he says, "I hope thatNFC does not end up in the hands offoreigners, but the risk certainlyexists. This would represent thecomplete disappearance of a majorpart of the Italian record industry."

U.S. alternative rockers Live have sold 100,000 copies of their current album Secret Samadhi(Universal) in the Netherlands since its release at the end of February. Dutch stations trade frequencies in voluntary dealby Robbert Tilli

THE HAGUE - Holland's leadingcommercial radio stations have comeup with their own frequency planwhich promises to drastically reshapethe country's radio dial.

Exchanging existing FM frequen-cies between themselves, the commer-cial broadcasters have agreed on afrequency distribution plan whichwill raise the number of near -national(commercial) FM stations from thecurrent four (Sky Radio, Radio 538,Classic FM and Radio NoordzeeNationaal) to seven.

Minister of trans-port AnnemarieJorritsma-Lebbink hasagreed to the sugges-tions drawn up by thecommercial stations,and has incorporatedtheir proposed changesinto the government's fre-quency distribution plan,which was published on June 9. Ifthe plan is approved by the Dutchparliament, it will render the contro-

versial government auction of FM fre-quencies unnecessary (Music &Media, April 5).

Oldies station Radio 10 Gold, JazzRadio and the Holland Media Group'sCHR outlet Hit Radio Veronica arethe proposed newcomers to the FMband as a result of the deal. It meansthat Veronica's alternative rock sta-tion Kink FM (currently only avail-able via cable radio) will not get theterrestrial FM frequency it was seek-ing Kink FM programme directorJan Hoogesteijn explains, "At themoment, Hit Radio Veronica needs an

FM frequency more than anythingelse, so we [at Veronica] focused on[getting an FM frequency for] thatstation. It simply has to score."

According to the proposals agreedby the commercial broadcasters, softAC outfit Sky Radio will gain extracoverage in the north of the countryby taking over a frequency fromdomestic music station RadioNoordzee. Noordzee MD Pieter Cloocomments, "It might not be the mostideal solution, but it's broadly accept-able. The one frequency we've lost inthe north is well compensated by twonew ones in the same region.However, this situation could possiblyharm us if the new deal is only applic-able for a short period. Therefore wehope the minister will install the planfor a long time."

On July 1, Jorritsma-Lebbink willpresent the proposed frequency planto Parliament. Henk Houtman, minis-terial spokesman of the telecommuni-cations section at the TransportDepartment, confirms "there will onlybe a frequency auction if this plandoes not pass through the -house."

LONDON - The proliferation of dancestations in the U.K. continues withthe Radio Authority's award of theEast of England regional licence todance station Vibe FM.

Vibe FM will be operated byEastern Counties Radio, a companyowned jointly by EssexRadio/Southend (56 percent), theDaily Mail newspaper group's radioarm DMG (25 percent) and local elec-tronics firm Mission Group (10 per-cent). The remaining interest is heldby individual minority shareholders.

The licence covers the rural EastAnglian counties of Norfolk, Suffolkand Cambridgeshire, with a potentialaudience of 1.5 million adults.

According to Vibe's applicationdocument to the Radio Authority, thenew station will mix classic and con-temporary dance music styles, play-ing acts such as Michael Jackson,Eternal, Damage and Jamiroquai.There will also be specialist showsfeaturing R&B and soul. Essex Radiogroup programme director PaulChantler says Vibe's programmingproposals were based on extensiveresearch in the coverage area.

Chantler was the main author ofVibe's application document, and willbe significantly involved in setting upthe new station. Prior to joining EssexRadio, he was the programme directorof Galaxy 101 FM/Bristol-the U.K.'sfirst dance station outside of London-which he helped to launch inSeptember 1994.Chantler says,"The key to theprogramming [ofVibe FM] will be amix of all eras ofdance music, asat Galaxy.

"Our researchshows that youngpeople in Vibe'scoverage area arebored with theexisting [local]commercial ser-vices," continuesChantler. "Vibewill be a dance sta-tion, but its brandof dance will be dif-ferent from [dance]stations in anurban setting. Themix of the old and

the new will reflect the expectations ofan audience in a rural area."

The programmer adds, "Some peo-ple in dance radio think they are partof the dance industry, and that any-one who is not playing 24 hours a dayof urban dance is not relevant. That isnot correct."

Mixed fortunes for Buma-Stemraby Emmanuel Legrand

AMSTERDAM - Dutch mechanicalrights society Stemra and its per-forming rights sister society Bumahave turned in contrasting financialperformances for 1996, reflecting theincreasing market pressures affectingEuropean authors' societies.

Buma's turnover increased by 7percent on 1995 figures to Dfl 135

million ($70 million). Of this sum,more than Dfl 128 million ($67 mil-lion) was distributed to rights' own-ers. Buma states that its operatingprofit "was again improved," allowingthe society to pay out more than 95cents on every guilder collected.

Radio airplay fees contributed Dfl11.1 million ($5.8 million) to the pro-ceeds available for distribution, com-pared to 10.2 million ($5.3 million) in

However, situation was very differ-ent at Stemra, where turnover fell toDfl 322 million ($168 million), a 7 per-cent drop on 1995 figures. In a state-ment, Stemra concedes that the mostsignificant event of the year for thesociety was the termination of thecentral licensing deal with Dutch -based major PolyGram.

"The contract was not extendedbecause Stemra refused to accept cer-tain demands from PolyGram whichwould have had serious consequencesfor the system of co-operation betweenthe mechanical rights societies,"explained a statement from Stemra.The statement adds that the loss of thePolyGram contract "had little effect onthe figures for 1996," but warns theconsequences will be felt in 1997.

To compensate the loss ofPolyGram's contract, Stemra says itwill be "creating a distinct profile onthe market, now that other licensingdeals of major companies such asEMI, Sony, BMG and Warner will beexpiring in other European territoriesin the near future."

Buma/Stemra warns that the newcontext of the international market,with increasing pressures from inter-national music publishers, will affectthe company's operations and resultin "drastic cut -backs." The organisa-tion says it will down -size in order to"operate with greater flexibilityand efficiency."

news bitesFRANCEA&R legend Canetti is deadJacques Canetti, one of France'smost respected A&R men, died inParis on June 7 aged 88. Canetti'scareer took off after the war when,in 1947, he was running thecabaret Trois Baudets as well asbeing in charge of A&R at bothPolydor and Philips. He bookedthen -unknown singers such asEdith Piaf, Jacques Brel, JulietteGreco, Georges Brassens and youngjazz piano player Serge Gainsbourgfor his cabaret, and signed most ofthem to Philips. After he left thelabel in 1963, he remained an inde-pendent producer and publisher,always on the look -out for new tal-ent. "French culture has lost aunique talent -spotter," commentsthe new minister of culture andcommunication, CatherineTrautmann. "Canetti played anessential part in the building ofsome of [our] greatest artists."

GERMANYSingles sales take downward turnFor the first time in over two years,CD -single sales registered a drop inthe first quarter of 1997. Sales fellby 2.3 percent to 11.9 million units,compared to 12.3 million units in thefirst three months of 1996.Germany's IFPI organisation com-ments in a statement that, "Itremains to be seen if new hit singlescan turn the downward trendaround during the rest of the year."Thanks to strong album sales, theoverall music market in Germanygrew by 4.1 percent to 68.8 millionunits in the first quarter, comparedto 66.1 million in the previous year.The IFPI figures account for approx-imately 82 percent of the totalGerman market for recorded music.

U.K.Emap stations finedTwo Emap Radio stations havebeen fined by U.K commercialradio regulator the RadioAuthority (RA). Piccadilly 1152/Manchester was fined £10,000($16,230) for breaching the 1990Broadcasting Act concerning abu-sive language and offensiveremarks. The offences were com-mitted by phone-in show hostJames Stannage in March andApril this year. According to theRA, Stannage abused callers withbad language, and in one caseinsulted a relative of a teenagerwho was killed in a car crashinvolving a stolen car in which theyouth had allegedly been "joy rid-ing." Stannage, who was suspend-ed by the station for a week follow-ing the incident, was fined £1,000only a year ago for a similarinfringement. Meanwhile, Emap'sRed Rose 999/Preston was fined£1,000 ($1,623) by the RA for vio-lating its Promise of Performance.The RA criticised the unauthorisedreduction of the AC/gold station'snews and speech output.

VIENNA - Members of the governingSocial Democrats and AustrianPeople's Party have voted against theprivatisation of public broadcasterOsterreichischer Rundfunk (ORF) orany of the four radio stations and twoTV channels it controls.

However, in the meeting on May30 to discuss ORF's future, the keyissue of whether the public broadcast-er should be transformed into ashareholding corporation (with a 50

percent stake held by the federal gov-ernment and 50 percent held by thenine provinces) remained unresolvedby party members.

But the meeting did agree thatORF's TV and radio output should beclearly distinguishable from that ofcommercial broadcasters. The mem-bers of the party committee plan fur-ther meetings over the coming weeks todiscuss the future of ORF before anyproposals are presented by the govern-ment to parliament.

ORF spokeswoman Eva Elsigan

says that, until the process reachesthat stage, it is hard to predict exact-ly what changes will take place at thepublic broadcaster in the mediumterm. "It's not possible to say any-thing about these matters, as theyare still in progress," she comments.

ORF is coming under closer scrutinyas competition hots up on the Austrianairwaves. The government recentlyloosened its traditionally strong grip onthe country's broadcasting industry,and on May 1 companies could beginapplying for licenses to operate eight

regional and 55 local radio stations.The application period is scheduled

to close on June 12, after which theRegional Radio Authority is expectedto "start awarding licenses within fourmonths," according to Michael Kogler,an attorney for the Authority.

Meanwhile, national public AC sta-tion 03 has come under fire for not play-ing enough Austrian music (Music &Media, May 17). Musicians and musicindustry executives contend that, as apublic broadcaster, 03 needs to do moreto support the Austrian music industry

BMG gains new roots in Spanish dealby Howell Llewellyn

MADRID - Spanish "popular roots"music is expected to receive a''''majorboost in Latin America, U.S. latinolnar-kets and Spain itself following the for-mation of an alliance between BMGEspana and Seville -based indie labelDiscos de Arte.

"It is not a merger," says BMGEspana president Jose Maria Camara."We want to provide the resources thatare necessary for Discos de Arte tobecome a national leader in popular

roots music whilst retaining its inde-pendence at all times."

Camara adds, "Our next step is toexport Spanish copla, flamenco,rumba, and sounds linked with thesouthern Andalucia region."

In the longer term, BMG plans toestablish its new partner as a keyimporter of popular roots music fromLatin America.

Discos de Arte director generalGonzalo Alba points out that most ofthe partners in the three year -oldlabel are actually artists themselves.

Alba describes the label's strength as"understanding music that is close toits roots, whether it is made in Sevilleor in the Andes mountains." He seesBMG's main contribution to the newpartnership as "its marketing andpromotion knowhow."

Even before the Discos de Arte deal,BMG Espaiia's domestic repertoirealready outsold its international prod-uct last year-thanks mainly to a rosterincluding artists such as Joan ManuelSerrat, Victor Manuel, Ana Beier' andPedro Guerra.

I commentary IBusiness relations inChina and Hong KongI would like to clarify some remarksabout China quoted in Music & Media(May 31).

Personal relationships ("guanxi")have been important in business rela-tionships in China for thousands ofyears. The Confucianist imperial gov-ernment felt that to clearly define lawswas to invite exploitation of loopholes inthe exact wording, rather than respectof the spirit of the law. As legal enforce-ment of business contracts was not anoption, merchants relied on friends andfamily for introductions to trusted coun-terparties, and were very wary of deal-ing with strangers.

This tradition persists to the modemday: Western record executives travel-ling to China without a personal intro-duction may be surprised at the level ofdetail of their operations requested bypotential partners. A lengthy "feel -out"discussion period is another modem -day reminder of China's legal past.

China today has up-to-date commer-cial laws in almost every sector-includ-ing intellectual property rights-designed to be fully consistent with thenumerous international treaties towhich it is a signatory

The real legal issue today is enforce-ment: often the central government inBeijing has the best intentions, but findsit hard to co-ordinate with far -awaylocal authorities. There have, however,been recent important signs of improve-ment, including a dramatic crackdownon pirated music product in China's

strongest calls for protection of econom-ic rights in China come from China'sown growing middle class. The future ofrule of law in Hong Kong depends not oninternational pressure, but on Chinaitself realising its value.

In summary, Western record execu-tives exploring opportunities in Chinaand Hong Kong should fully understandthe traditional value placed on guanxi.

Contracts in China have not yetreached the same status as in Hong

Kong, but that day is approaching fasterthan most observers realise driven byChina's own interests.

The GuardianThe British daily offers a portrait of KissEnterprises MD Gordon McNamee, whosteered dance station Kiss FM from its1985 launch as a soul pirate station inSouth East London to a multi mediadance music empire which now includesradio franchises in Manchester andLeeds, as well as satellite TV Acquiredby EMAP Radio in 1992-two yearsafter the station went legal with aLondon licence-Kiss soon proved one ofthe group's strongest brands. "It's allabout the brand name," says McNameeto writer Stephen Armstrong. "[...] thecredibility of the Kiss brand can extendacross a number of things." At the begin-ning of June, Kiss switched distributionof its Kiss TV programmes from cable -only L!ve TV to Granada's GSkyB satel-lite network. The switch was swiftly fol-lowed by a £500,000 sponsorship dealwith Sony. Q: The world knows you as a singer;your political career is, in compari-son, less well known. How differentdo you find being a politician, asopposed to being a performer?A: If I wasn't a performer I certainlycouldn't have become an MEP! Politicsis a different world; we deal with sub-jects which are all very different. Whatkeeps me interested is that I have todeal with social and other issues. Onthe cultural committee and the develop-ment committees, we deal with educa-tion, youth and media, including TVand Broadcasting.

Q: The music industry will have ahearing in the EuropeanParliament on June 18. What will bethe point of that session?A: The Commission knows about classi-cal music and the exchange of perform-ers between countries. But [the exis-tence of] the pop music industry has notreally been admitted in the Parliament.Music is a very influential area. Artistsin the pop field are followed very closelyby young people.

Q: The European Parliament andthe Commission don't really gener-ate much enthusiasm among youngEuropeans.A: Yes, in Europe I don't think youngpeople even know what the Communityis about-they think about economicand political issues for the future, but Idon't think the Parliament inspiresthem. Music is a big influence on youngpeople, and for that reason it's abouttime the Community became interest-ed in music.

Q: Why should the music industrybother to speak at this session?After all, it's generally acknowl-edged that the EU has shown it nofavours in the past.A: If we don't take the time to do thishearing, then we won't be taken serious-ly as a professional industry. It will be tothe industry's advantage to do it. It'svital that the right people express them-selves, especially for support in thingslike the fight against piracy.

Q: What's in the action plan beingprepared by the Commission?A: Its main aim is to preserve music inEuropean nations. We believe theexchange of live performances is vital tosupport national production. Tourshave to be opened up, producers mustrealise that they can produce artistsfrom outside their own country. At themoment, a German can go to Holland orDenmark to produce other artists, butnot much further. There will be moremusic crossing borders. National prod-ucts from European nations have anidentity. We can preserve European cul-tures and individuality.

THE M&M INTERVIEW: NANA MOUSKOUR1On June 18, the European Parliament is devoting a whole day to the European music business. It will hearpresentations from, and ask questions of key players in the industry. The move is aimed at briefing theParliament in advance of a European music "action plan" being prepared by the European Commission.A key figure in organising this session has been Nana Mouskouri, Mercury recording artist and a Greekmember of the European Parliament. Here, she talks to M&M's music editor Dominic Pride.

Q: From sales statistics, it's clearthat many Europeans want to lis-ten to Anglo-American repertoire,not music from other Europeannations.A: They might want to, but that doesn'tmean that other music doesn't exist. Wecan't stop people from buying somethingelse. We need to reinforce the identityand national music of each country. It'simportant that musicians can travelfrom one country to another. The idea isto support co -productions and concerts.An artist needs to move from one coun-try to another to perform. I lived inEngland and learned the language so Iwas able to sing in that language. lbgive other music a chance, you have togive people a choice.

Q: This sounds like a very strongargument for quotas.A: If it was the choice of the TV andradio stations they would play only for-eign music. In France, they neverplayed French music and the propor-tion of sales [reflected that]. Therecomes a point where you have to startplaying music in your own language. Ifyou go to England and you don't hearany foreign music [on the radio] it's akind of quota anyway.

Q: What about the arguments thatquotas are simply cultural protec-tionism? Surely that's against thespirit of free movement of goodswithin the EC?A: If they don't [operate quotas], thanthen their individual personalities andidentity will die. We need to stop listen-ing just to American and Englishmusic. When I sang, people learnedthat there was such a thing as Greekmusic. We don't have to forbid someonefrom listening to one thing, but we haveto promote the alternative. In any case,Americans are the biggest protection-ists in the world, but they sell theirproducts all over Europe.

Q: Education seems to form quite alarge part of the plan too.A: It is important that you should beable to train in popular music. Theindustry has become so profes-sional now.

Q: So, what kind of schools do youactually envisage?A: A place where they should be able tolearn pop music. Learning the notesand scales is a classical training, butafter that, you can study what youwant, jazz or folk or whatever. I stud-ied for eight years as classical musi-cian, but I became a popular singer.You learn a discipline and learn towork hard, without losing your inspi-ration.

When I started, [the music busi-ness] was always based on ama-teurism. Now things have to be pro-fessional. We need stage managersand lighting managers. We have tohave schools to be able to train to thesame level in Madrid as inAmsterdam.

Q: How important is harmonisa-tion of VAT to the future ofEuropean music?A: That has to be the first thing-the lowering of taxes. Otherwise onemarket will be flooded withimports from places where taxesare lower. People believe musicis a "cultural good," but notwhen it comes to VAT.

The problem is a political one.Unfortunately, Europe controls theParliament, and the Parliament doesnot have the power to decide, whichthey need. We all depend on individ-ual ministers and commissioners.

Q: What advice would you give torecord companies in their dealingswith artists?A: I've been with the same record com-pany all my working life. I never usedthe success just to make more money.

I know a record company has a lot ofexpenses, but they need to work hard foran artist. At the moment, they workhard for a product and forget about theartist. It's wrong to forget the music. It'sstill about art and culture, not money.They should believe in the artist. I

would also try to convince radio and TVstations that they must not decide forthe people. The people must be allowedto decide.

Q: What advice would you giveartists starting out on their careers?A: For me, it was hard work and appre-ciation of the audience and loyalty tothem that gave me success. Never workfor the money. Express yourself andwork for the audience. Put quality andrespect into it, and remember, it's notwhat you do-it's how you do it.

'Girl Power' past, preserThe extraordinary success of the Spice Girls means that, just as Take That spawned many boy -band imitators,we are likely to see a number of all -girl groups emerge in the next couple of years who have drawn at least someinspiration from the U.K. act's success. Here, Music & Media writers profile six of Europe's most promising all-girl line-ups, from the youthful pop/dance of Sista Sista to the no -compromise rock of Drain, while Chris Whiteand Tom Ferguson look back at some of the leading female groups of the past.

Formed in 1957, Shirley Owens, Addi Harris, DorisColey and Beverly Lee released their debut single the following year andin 1959 were among the first signings to Scepter Records (whom DionneWarwick later recorded for).

In 1961, The Shirelles had their first big hit with Will You Love MeTomorrow, written by the prolific songwriting team of Gerry Goffin and

Carole King. It sold over a million copiesand was the first song by an all -girl groupto top the Billboard Hot 100 chart.Several months later, they had a secondmillion seller on their hands whenDedicated To The One I Love (which theyhad first released in 1959) was reissuedand reached number three in the Hot 100.

Their other hits included the BurtBacharach song Baby It's You (covered byThe Beatles on their debut album) andSoldier Boy. By 1967, however, the groupwere beset with record company prob-lems which saw them gradually disap-pear from the charts.

That was then...THE SUPREMES

Undoubtedly the most successful all -girl group of the '60s were TheSupremes, who started life as ThePrimettes in 1959, before beingsigned by founder Berry Gordy toTamla Motown Records in 1962. In1964, with a line-up of Diana Ross,Mary Wilson and Florence Ballard,they started a run of U.S. numberone hit records-with Where Did OurLove Go-which has never been emu-lated by any other female pop group.

The Supremes' classics includedCome See About Me, Stop! In TheName Of Love, Back In My ArmsAgain, I Hear A Symphony, BabyLove and You Can't Hurry7 Love. In1967 they secured their tenth U.S.number one hit with The Happening.

The trio of Sarah Dalin, KerenWoodward and Siobhan Faheyreleased their debut, Ai A Mwana,on the independent Demon labelin 1981, before being signed toLondon, where they enjoyed theirgreatest success, notably with theStock Aitken & Waterman produc-tion team. However, after Fahey'sdeparture in 1988 to formShakespears Sister (she wasreplaced by Jacqui Sullivan),Bananarama struggled to recap-ture their early form and the hitscame to a halt as the '90s dawned.

That was then...THE THREE DEGREESAlthough the '70s proved to be a relatively quiet period for all -female

groups, Philadelphia's The Three Degrees secured a run of hits whichincluded When Will I See You Again, Take Good Care Of Yourself, The YearOf Decision, Woman In Love, The Runner and My Simple Heart.

Initially consisting of Fayette Pinkney, Linda Turner and ShirleyPorter, the Three Degrees formed in the '60s. A line-up changein 1966, which saw Sheila Ferguson and Valerie Holidayreplace Turner and Pinkney, preceded their initial U.S.success in 1970-72 on the Roulette label, where they wereproduced by the man who had discoveredthem, Richard Barrett.

A move to the Philadelphia Internationallabel-regarded by many as the '70s soulequivalent of Motown-in 1973 saw themmake their international breakthrough withDirty Old Man. It was a result of beingteamed with the prolific writing and pro-duction team of Kenny Gamble and LeonHuff. However, the '80s were less kind tothe group, and line-up changes precedetheir relegation to the cabaret circuit.

That was then...THE POINTER SISTERSIn the '80s The Pointer Sisters, alongwith acts such as Labelle, continued thetradition of all -female soul music. ThePointers had a run of chart successesincluding Fire, He's So Shy, Slow Hand,I'm So Excited, Jump (For My Love), andAutomatic.

The Californian trio of Anita, Bonnieand June Pointer had been successfulbacking singers with a number of U.S.acts in 1969-71 before, under the tute-lage of legendary promoter Bill Graham,they recruited their older sister Ruth and signed as artists in their ownright to the Atlantic label in 1972.

A label switch to Blue Thumb saw the sisters enjoy limited U.S. success,but it was their switch to the Planet label which led to their major break-through. Slimmed down to a trio after the departure of Bonnie, the sistersmade their breakthrough with a version of Bruce Springsteen's Fire, a Top5 hit U.S. hit in 1979. The hits dried up in the late '80s, however, and fur-ther label changes to Motown and then SBK failed to re -ignite the Pointers'career in the '90s.

An end to Spain's 'long siesta'?Millions of Europeans have been to Spain for the sun, but howmany have tried the domestic music? Although South America isproving to be a consistently fruitful export market for Spanishartists, Europe remains largely indifferent to their charms-and on top of that, sales figures show that Spaniards them-selves are buying less music. However, the country's recordlabel executives are hoping that a combination of major newdomestic talent and the more widespread acceptance of"alternative" music genres will end years of sales stagnation.

quick glance at the offi-cial 1996 sales figuresfrom local music tradebody AFYVE for theSpanish market would

seem to indicate that the country'smusic industry is on the mend followinga disastrous 1995. Closer examination,however, reveals that while total rev-enues climbed from Pta.70 billion ($500million) in 1995 to Pta.74 billion ($529million), the number of units sold dur-ing 1996 continued to fall. The increasein value was essentially due to moresales on CD, as the penetration of CDhardware in Spain (currently around 46percent) continues apace.

The Spanish music market has, infact, been largely stagnant for severalyears now. 1989's album sales figure of

54 million, for instance, has only beenbettered in 1991 (54.5 million units) andin 1994 (57 million units). All otheryears during the '90s have seen ship-ments falling below the 1989 total.

Domestic acts on the riseThe good news for the Spanish industryis that domestic acts are gainingground, taking a 36.4 percent slice of thetotal market in 1996 (up from 32 per-cent in 1995).

This was largely thanks to the suc-cess of two acts-MCA/Universal'sRosana, whose debut album, LunasRotas, has sold 780,000 units domesti-cally (and another 25,000 in Italy), andthe Hispavox label's Ella Baila Sola. Thelatter's self -titled debut album hasalready passed the half million sales

Other big domestic acts during thepast year have included Epic's Rosarioand Azucar Moreno. Rosario's MuchoPor Vivir has sold 340,000 units, whileEsclava de to Piel by Azucar Moreno hasso far chalked up sales of 312,000. LosRodriguez has shifted 240,000 units ofHasta Lluego (DRO/GASA), whileIsabel Pantoja's Amor Eterno (Polydor)has topped the 300,000 mark.

BMG continues to dominate themiddle ground in Spain, with El GustoEs Nuestro by Ana Belen, JoanManual Serrat, Miguel Rios and VictorManuel shipping 350,000 units just sixweeks after its release. Meanwhile,Belen's solo album Mirame has sold150,000 copies.

Ariola and RCA are also fostering agrowing stable of successful newbloods, including the likes of NinaPastore, Pedro Guerra, Ska'pe andReincidentes, all of whom are shiftingfive figure units. Similar sales figureshave been achieved by two Arcadereleases, En Este Mundo Quizas byParticia Oliver, and La Marabunta'sLa Vida En Rebajas. Mexican Ricky Martin is closeto Pausini's total with 360,000 copiessold of A Medio Vivir (Columbia).Kenny G's Moments is Ariola's currentbiggest seller at 150,000 units.However, none of those artists canbegin to match the success of ErosRamazotti, who has notched up some300,000 sales of Dove E'C Musica.

While the big guns keep on selling,perhaps the most interesting and signif-icant development for the long-termhealth of Spain's music market is thatalternative acts from the indie sceneand dance underground are finallybreaking through into the mainstream.

"There has been a general open-ing -up of niche markets, which start-ed about two years ago," notes TomasDiez, international A&R manager ofMadrid -based record companyFonomusic. "Finally radio and the[music] industry in general are start-ing to realise that it's worth support-ing alternative music."

Diez cites Fonomusic acts such as IxoRai and Estragos as being typical of thenew breed of alternative Spanish acts,who are now selling thousands ratherthan hundreds of units. The sameapplies to "alternative" internationalacts-the likes of Bjork, Tricky andOrbital have all been seeing significant-ly better results lately. For example,

Orbital's In Sides (Internal) has sold7,000 copies, plus another 7,000-8,000copies of the similarly -priced U.S. (par-allel) import with its extra CD of livetracks and remixes.

Retail revs upIn the past, an underdeveloped retailsector contributed to the difficulty ofbreaking new acts in Spain. However,this problem is diminishing on analmost monthly basis as new FNAC,Virgin or Crisol stores open, wideningcustomer choice and bringing provincialunit prices down.

One benchmark of the growingappetite amongst Spaniards for moreadventurous sounds has been the con-spicuous success of The Prodigy andtheir Spanish distributor, Caroline.

Caroline is already operating at 50percent above its financial target for1997, and is set to further improve onthat performance with the release ofThe Prodigy's new album, Fat Of TheLand, which is expected to easily reachsix -digit sales figures. Caroline creativemanager Mark Kitcatt reflects, "Themarket has definitely broadened. Mostof our acts-including our own signingDover [currently charting in Spain withSister]-are selling more records, get-ting more press attention and evensome airtime."

It seems that Cubano/Latinosounds are also growing in stature.Dominguez by Cuban poet SilvioRodriguez (Fonomusic) is heading forplatinum status, while Mar by Los

Sabandenos (Manzana) has hit themagic 100,000 unit mark.

Manzana-one of Europe's largestimporters of Cuban music-has severalother important acts on its books,including Jose Velez and OrquestaCaracas. The company's efforts to buildbridges between Spain/Europe andCuba/Latin America have placed it atthe forefront of a genre which attractsboth world music and pop aficionados.

The modern danceA trio of Barcelona independents, MaxMusic, Blanco y Negro and Ginger, moreor less dominate Spain's dance musicscene-as they have for some time.However, falling compilation sales dueto market saturation, a very small sin-gles market and competition from themajors have combined to cut into theirsales figures.

Ginger's biggest album successesduring the past year have been dancecompilations Puzzletron 4 and CalentitoCalentito. Says sales manager JoseGarcia, "1996 was an excellent year, butwe have to wait and see what's going tohappen this year. Currently peoplearen't buying many records."

Even market leader Max Music hasseen a decline in sales, although itscompilation album Caribe Mix still sold350,000 units. A surprise success hasbeen one of the label's own signings-Rebecca-who has sold over 200,000copies of her self -titled debut album.

"There have been a lot of inferioralbums released over the last 18

months that have further weakened analready over -subscribed market,"admits Max Music's general managerSantiago Rusinol. "The situation got tothe point where the internal politics ofMax had to be changed in order toaccommodate fewer, but much morefocused, releases."

One example of this new focus is theWorld Dance Music compilation, a jointventure between the label and radioDJ Fernando Martinez, who presents adaily show on CHR network Los 40Principales. Another Max Music pro-ject has been Blue Boy's Remember Me,a track which is currently being usedby El Corte Ingles (Europe's largestchain -store) in its TV advertising. Therecord company is expecting RememberMe to be one of the biggest hits in Spainthis summer.

While Max has tweaked its mar-keting and release policy, Blanco yNegro has decided to go undergroundin its attempts to restore its fortunes.Through its import/export depart-ment, the company has forged dealswith underground labels from all overEurope. Sales are modest at themoment, but the label is carving out asignificant slice of Spain's burgeoningtech -house scene.

Underpinning this strategy arebedrock compilation titles such asBolero Mix 13 and the rather moreunderground 100% Dream album.Amongst its own roster, Los Sobraosby Los Sobraos and Guitarra by PedroJavier Gonzalez are the highlights.

Spain's multi -ethnic cultural heritage-a mix of influ-ences which encompasses Arabic, Sephardic andChristian artistic traditions-is enjoying its finestmoments since the Middle Ages and producing nothingshort of a musical renaissance.

The so-called "Golden Age of theThree Cultures" in the MiddleAges saw the Western world'sthree principle religions flour-ish in Andalucia under Moorish

rule. When the equally pervasiveCeltic tradition is factored in, Spainemerges as a rich fount ofMediterranean and Atlantic culture.

That heritage has blossomed inrecent years into a veritable renais-sance of musical inspiration whichhas had repercussions far beyond thePyrenees. Groups such as RadioTarifa, Ketama, Milladoiro, andartists like gaita (Galician bagpipe)player Carlos Nunez and guitaristPaco de Lucia are all pioneers in thefusion and diffusion of Spain's eclecticcultural brew.

If Ketama's best-selling Songhaialbums (PolyGram)-which paired thenew flamenco quartet with Maliankora master Toumani Diabate-firstalerted the world to Spain's new musi-cal direction, then it is perhaps theChieftans' recent and rollicking cele-

bration of northern Spain's folk roots,Santiago (BMG), that has finallyfocused attention on the country'smusical riches. That album featuredCarlos Nunez, considered by many tobe the finest exponent of the gaita.

Nunez's own Brotherhood Of TheStars appeared in its wake (releasedworldwide by BMG). It featured notonly the Chieftans but also Ry Cooder,flamenco guitarist Rafael Riqueni,and Cuba's veteran son group ViejaTrova Santiaguera.

Perhaps the best known of the newSpanish groups to explore Spain'srhythmic and melodic traditions areRadio Tarifa, whose most recentrelease, Temporal (BMG), has lived upto the acclaim which greeted both theirremarkable first album, RumbaArgelina, and their stunning live per-formances throughout Europe. Using acombination of traditional and moderninstruments, Arabic, Turkish, Greek,Saharan, Sepahrdic and Iberian influ-ences clash and blend with medievaland flamenco music, resulting in a

truly captivating contemporaryMediterranean sound.

Sometime Radio Tarifa collaboratorand multi -instrumentalist JavierPaxarifin approaches similar sourcesin a more experimental manner. Onhis extraordinary and hauntingPerihelion (Nuba), he fashions fasci-nating rhythmic soundscapes with aplethora of reed and wind instrumentsand a variety of traditional percussion,played by Radio Tarifa's founder FainS. Duefias. An album which movesfrom highly rhythmic, Arab -influencedthemes to classically poised melodicadagios, it is one of the finest examplesof new Spanish music on the market.

On their third album, ElementaLatina (Resistencia), Elementalesoffer an intriguing and highly listen -able fusion of styles. Enrique Valino'shighly expressive violin soloing isbeautifully matched by Jose LuisOrdonez's lucid guitar playing to cre-ate music capable of sliding seemless-ly from flamenco to Celtic, passingthrough jazz and latin via a variety ofethnic textures.

Acclaimed guitarist Vigente Amigo,considered the heir to Paco de Luciafor his unmatched virtuosity, has justreleased his most ambitious project todate, a sweeping orchestral suite ded-icated to the poet Rafael Alberti. Firstpresented in Cordoba at celebrationsin honour of the poet's 90th birthday,

Poeta (Sony) is a full-blown flamencoconcerto played in collabora-tion with the Orquesta deCordoba directed by LeoBrouwer. Amor DulceMuerte is the first single.The guitarist will be ontour throughout Eur-ope this summer.

Moore gets more rhythmby Paul Sexton

When you've been a recording artist for almost30 years, it's sometimes hard to recreate theelement of surprise.

Gary Moore has done it by changing hissound so much that at times he's almostunrecognisable. Consequently, Virgin Recordsis able to tell anyone who expects the veteranguitarist's new album, Dark Days In Paradise,to be just another blues album to think again.

Dark Days In Paradise is as pronounced acareer shift as you're likely to hear this year,and Virgin international marketing directorDavid Wille says Moore has clearly been revi-talised by the experience. "From the level ofenthusiasm that Gary's shown while talkingabout the album in interviews, you can tell he'sobviously very excited," he says. "There mighthave been some fear that hardcore fans wouldbe alienated, but the truth is contrary to that,this album excites them as well."

The album was released in the U.K. andthroughout Europe on May 26, preceded by thesingle, One Good Reason, in Britain. Europeanterritories opted for the soulful track I HaveFound My Love In You. Moore appeared on thetop -rated Mississippi show in Spain, one of hisstrongest markets, on June 2, and has beenrehearsing in London for a European tourwhich starts at the Dynamo Stadium inMoscow on June 27 as guest of Sting. Furtherlive plans include various European festivals-

including Montreux Jazz on July 9-withBritish dates to come later in the year.

Says Moore of his new direction:"The album encompasses all the influ-ences I've had in my career over theyears and a few new ones. There's a bitof everything in there. I've been listen-

ing to a lot of hip -hop, drum 'n'bass, reggae, R&B, very

rhythmical stuff."It was nothing to do with

people's perception of what I did,it was just what I wanted to do. The same whenI started, or went back, to playing blues, I justfelt it was time for a change."

Celtic exports collecting salesby Ken Stewart

The international profile of Celtic music could bedue for a boost from the efforts of a label dedicat-ed to the genre, Celtic Collections.

The Dublin -based label is looking for moresales from the continental European marketplacewith 12 "hits" compilations from such notedCeltic acts as Clannad, Altan, Phil Coulter,Horslips, and the Dubliners.

The new label is the brainchild of SharonBrowne, managing director of K-tel Music &Entertainment, who took over K-tel Ireland-where she was general manager for five of her 12years with the company-after a managementbuyout last July.

She suggests that, in the past, Irish musicwas often "badly packaged and generally badlyrecorded." However, she notes, "Seven yearsago, K-tel [Ireland] started to export records andwere quite successful."

But Browne soon came to the belief that Irishmusic was undersold and regarded as cheapbecause, although local acts got good deals inIreland, they viewed overseas releases only assources of extra income, and had no idea of thetrue value of the market.

"But," she continues, "to counteract that, onthe positive side I found there was an affinitytowards Irish music and Irish people. Many dis-tributors, wholesalers, and labels around theworld had been successful with Irish compila-tions and K-tel constantly got requests [tolicence] tracks."

Browne also felt that companies abroad some-times sold what she regards as inferior musicbecause of a lack of knowledge of the genre, and

that there was a gap in the market for an Irishlabel removed from what she calls "the budget,sing -along bracket."

Browne continues, "We're not getting the ben-efit of the fact that U2, the Cranberries, SineadO'Connor and the Chieftains are Irish. They'reseen as international [although] people may beaware they're Irish. They're promoted as rockacts. I felt we weren't capitalizing on them."

So Browne applied K-tel's 35 -year interna-tional marketing expertise to Irish music.With so much Irish material available, it wasa challenge to make Celtic Collections "defini-tively different," she states, adding that heraim was to build awareness of Irish music anda reputation for a new label offering such fac-tors as value for money, collectibles fortourists, and a common thread runningthrough packaging and marketing.

"The albums are presented in a format neverbefore used on a range of Irish product," claimsBrowne. "All are produced on high definitionpicture disc portraying an image of Irish life andIrishness, reflecting the mood and feel of eachindividual album." The range was launched ear-lier this year in Ireland, the U.K, France,Spain, Portugal, Belgium, and Switzerland.

"The initial reaction is fairly good," saysGerhard Halterman, general manager of distrib-utor New Music in Madrid, adding that specialprogrammes on the series are to be carried onradio stations in Barcelona and Madrid.

Wolfgang Johannsen, A&R and marketingdirector of East West Records in Hamburg, is alsoupbeat about the series. "The general reaction ispositive," he says, noting that, "there is a certainaffinity with Irish music in Germany."

Dutch Touch is awinner for BMGby Robbert Tilli

Inside a year Dutch brother and sister Tjeerdand Trijntje Oosterhuis-alias Total Touch-have shot from being unknowns to beingnational stars, picking up a stringof industry awards along the way.

Already tagged "The Carpentersof the low countries" (M&M, June14,1997), Total Touch's self -titleddebut CD is fast aproaching tripleplatinum status (300,000 units) inthe Netherlands. Now BMG Ariolawants to share their success storywith the world; Germany is viewedas being particularly receptive to their R&B anddance -infused pop ditties.

Trijntje Oosterhuis attributes a large part ofTotal Touch's success to radio, albeit with somereservations. "Radio has been very supportive, Iguess," she reflects. "Personally, I'm not that fondof the hit radio format all of the time-I preferold Motown records to modern hits really-butwe owe a lot of our success to such formulaicradio programming."

To create a buzz for Total Touch, in March lastyear, BMG Holland A&R manager HenkjanSmits invited key media representatives to hisoffice for a listening session. Recalls Smits, "Iwanted to get the message across that this wasan album act and not just a one-off Soon the sin-gle, Touch Me There, was playlisted at both [pub-lic] Radio 3FM and [commercial] Radio 538. Buthell, as of then it took a long time!"

Touch Me There was a slow starter, if not atypical sleeper. Radio 3FM's station coordinatorPaul van der Lugt says the station kept the sin-gle much longer than usual on its playlist."Normally we delete singles after three weekswhen chart reaction is kind of low," he notes.

substantial market share by programming localproduct. Suddenly, Touch Me There became a Top20 hit. "If you've got radio and TMF on your side,then you reach all the kids," claims Smits.

TMF music editor Erik Kross says it wasthe first video to fit its Top 40 for-mat. "As it was accessible for allages, we put it in the highest rota-tion right away. We did the rightthing, as this year the band wonmost of our TMF awards."

Live work in the summer includ-ed Trijntje singing at the opening ofthe new Amsterdam Arena,watched by millions of TV viewers,

and the act supporting Michael Jackson threenights in the same stadium in September. Withthe poppy Top 3 hit, Somebody Else's Lover,album sales exploded. By November, both thealbum, which peaked at number 2 in the MegaTop 100 Album Chart, and single had hit gold(50,000 units).

The third single, the Mariah Carey -styledtorch song One Moment Your Mind, boosted salesof the album to platinum [100,000 units]. Bythen, Total Touch had become a typical "me -too"product. "Everybody wanted to have the album,as their neighbours already had a copy," accord-ing to BMG's Smits.

A second marketing campaign ran in January,which saw Total Touch cross the double platinummark. Some 60,000 more copies followed after afourth single Standin' Strong, Together! wasreleased this April.

By October 1996, the first release requestshad rolled in from Germany, Switzerland andItaly, and plans are now being made forGermany, where Touch Me There was releasedon June 2. BMG Holland and BMG Internationalhave planned a pan-European release (includingthe U.K) for the single in September, and a newvideo will be shot to bring German music TVchannel Viva on board.

English brothers find Spanish successby Howell Llewellyn

While their contemporaries back in the U.K.might have been enduring their first musicalexperiences in the school band, brothersAaron and Leon McCormack were playinglive in bars in the Spanish Canary Islandof Tenerife.

Now aged 18 and 21 respectively, the paircall themselves Brother 2 Brother and theirdebut album, So Many Roads, was released inSpain on May 26 by Universal Music Hispania(ex -MCA). It was released in Belgium andHolland at the beginning of the year and isset for early summer release in many Asianterritories; its launch in the rest of Europedepends on its success in Spain.

"Well, we're pretty international at least,"says Aaron. "We're English, live in Spain,have a Spanish label, our producer is Frenchand we recorded in Paris." In their pub -rockdays, they had the fortune to play when pro-ducer Marc Nouchy was in town and he likedtheir material, a tribute to the soul and R&Bmusic of the group in the film TheCommitments. "So Many Roads is a back -to -roots album for us, a mixture of pop -rock and

soul, but always songs from the heart," saysAaron. The first single is Missing The Nights.

Leon plays keyboards to Aaron's guitarand drums, and the duo sing together in har-mony. When not performing, Leon is housemusic DJ at Bobby's Bar, the biggest club onTenerife's infamous Playa de las Americas.

The duo are looking forward to a tour ofSpain in July with session musicians, spon-sored by CHR network Los 40 Principales.

COX IS ALL MIXED UPIn a move which reflects both the growing popularity ofunderground dance in France and the superstar status ofCarl Cox there, Jean Isnard, Fun Radio FM's head of pro-gramming recently signed up Cox for a weekly show. CalledCarl Cox Mix -Up, the session, which first went out on June7, has a Saturday midnight to 3 a.m. slot.

"I'm going to alternate with Laurent Gamier for themoment," says Cox. "When we find our feet," he continues,"we'll have other DJs on." Cox is especially keen to includesome of the new wave of French DJ/Producers likeMotorbass and Gilb R but he will also be sending in DATsof his performances around the world as part of hisregular contribution.

Cox, like many other top DJs, has been involved withradio for several years. For the last two years, TheJourney-his Saturday nightshow on London's Kiss FM, hasgiven him the opportunity to"spin anything from 1971 to thepresent." While it will be inter-esting to see what sort of ratingsthe show garners Cox's place asone of techno's top unit shiftersis assured with F.A.0 .T. 2(Ultimatum/edel).

The 35 track mix album, theresult of an impromptu threedeck session at a friend's L.A. loft,was released in March and isexpected to reach 500,000 unitsworldwide, according to the label. A measure of the timlessnessof Cox's work is that F.A.C.T. 1, released two years ago, is stillselling. NOMAuthors' societies investigate new U.K. chartradio monitoring system to the U.K

In the Netherlands, Aircheck isone of the key research elements inthe compilation of the Dutch indus-try -backed Mega Top 100 charts. Ituses a computerised "fingerprint"system which which compares asound sample from each record withthe output of 16 Dutch radio stations.

Asked whether he would like tohave a similar involvement in a newU.K chart, Vervoord replies, "Yes.We want to extend [our activities] tothe U.K." He adds that his primarymotivation is the commercial poten-tial of selling Aircheck data to theU.K record industry.

The "official" industry charts in theU.K are currently run by Chart Infor-mation Network (CIN), in which theBritish Phonographic Industry andmagazine publisher Miller Freeman

have equal stakes. Also representedon the CIN board is the British Asso-ciation of Record Dealers (BARD).

The electronically -captured salesdata on which the CIN chart is basedis purchased from BARD by CINunder an exclusive agreement withthe retail group. Since BARD repre-sents all the major retail chains andthe bulk of the significant indepen-dent stores in the U.K., its agree-ment with CIN has precluded othercompanies using BARD members'information to prepare their ownchart listings.

Buma/Stemra and its potentialpartners (one of which would have tobe a company capable of processingretail sales information) would needinformation from BARD stores if itsU.K. chart was to be authoritative.

Asked if he foresees difficulties

arising from BARD's exclusive agree-ment to supply data only to CIN, Ver-voord counters, "Exclusive agree-ment? Is that allowed in Europe?"

He adds, "All these things willhave to be worked out. At themoment we [...] simply want toknow is whether it is possible totake what we have developed hereto another country."

The Buma/Stemra CEO says he isaware of the criticisms of the existingU.K charts, most notably the com-plaint that the singles listing is toovolatile, and the suggestion fromsome senior executives that an air-play element would slow the pace ofeach record's rise and fall. Currently,the U.K charts are based solely onsales in stores.

In the Netherlands, airplay is amainstay of the lower chart listings,

and Veervoord states that, if required,the Aircheck system could be up andrunning in the U.K. "within fourmonths." He adds, "The [technical]systems are not a problem."

John Hutchinson, chief executiveof MCPS/PRS, says the importation ofAircheck into the U.K. "is oneof manyideas we are going to develop."

He underscores that his primeinterest in Aircheck at this stage isin having the best available systemto monitor airplay royalties due toPRS members, but adds, "If there iscommercial gain from preparingcharts information, then that wouldbe investigated."

Asked whether MCPS/PRS wouldwant to be involved in a U.K chart,he states, "It's always possible. Butmy first duty is to get more moneyfrom broadcasters."

"It is obvious that all will be farfrom perfect," admits Jean -FrancoisMichel, director of the Brussels -based lobbying organisation Euro-pean Music Office (EMO), "but we,as an industry, have to view it as afirst step that will help raise theawareness of the Parliament tomusic -related issues." Jackson material receives mixed receptionsuccess on the U.S. Billboard Hot100 singles chart, peaking with itsMay 10 debut at number 42.

In this week's Billboard Hot 100,it tumbles to number 72 in only itsseventh chart week. U.S. major mar-ket CHR programmers agree almostunanimously that the song lacks theingredients of a hit in terms of bothproduction and originality.

Ironically, in Europe Blood is anunqualified smash. In its tenthweek on the chart, it remains num-ber two in Music & Media's Euro-pean Radio Top 50. The album,meanwhile, sits on top of the Music& Media European Top 100 Albumschart, while on the Eurochart Hot100 singles listing, it reaches num-ber 16 this week.

"We were a little concerned

when we heard the title and someof the lyrics, but when we heardthe track, it just blew us away,"says Paul Chantler, group pro-gramme director at the U.K.'sEssex Radio/Southend, who isplaying the song on his CHR sta-tion Essex FM.

Yet in the U.S, programmersclaim that they simply didn't hear a"hit" among the choruses of Blood."[...] It sounded like a 'B' side or anout -take from the Dangerous album,"says Erik Bradley, music director atCHR station WBBM (B96)/Chicago."The production as a whole doesn'thave a '97 flavour to it."

Rob Roberts, programme direc-tor of WHYI (Y100)/Miami says,"Everyone here came out with, 'It'sokay.' Nobody thought . it was

great." Roberts partially blamesJackson's "much -ballyhooed courtevents, surgeries and alleged wifestunts. When you put a mediocresong against all these things,nobody is really inspired to takethis record to the next level."

Essex Radio's Chantler, howev-er, disagrees that Jackson's recentnegative publicity should play anypart in playlisting decisions.

"That doesn't come into it," hesays, "We've gone way past thatstage over here." John Rosborough,programme director at CHR outletCool FM/Belfast in Northern Ire-land adds, "The difficulties he washaving doesn't make his music lessgood or less bad. German radio boostbiggest CHR station -challengingmarket -leading commercial stationAntenne Bayern -with a 43.9 percentincrease in its average hourly audi-ence compared to 1995.

But gold station BB Radio/Pots-dam can claim the biggest growthrate of all German broadcasters inthe MA '97 survey. Launched inDecember 1993, the station hasincreased has its average hourlyaudience by 125 percent to 90,000listeners per hour since last year.Caren Lottermann, sales director(east) of radio sales house IP, says"BB Radio has clearly benefitedfrom increased local programmecontent and the addition ofregional frequencies."

Following public AC station ORBAntenne Brandenburg's drop from220,000 to 140,000 listeners perhour, hot AC commercial outfit 104.6RTL is now the clear number one sta-tion in the highly competitiveGreater Berlin market, with anhourly reach of 160,000 listeners.Gold/AC station 94.3 r.s.2 movedcloser to the top of the ratings tablewith 150,000 listeners per hour, again of 15.4 percent compared to thelast MA survey. MTV is planning to launch an Internet site bythe end of the summer, and OTR has learntthat the music TV station is considering astrategic alliance with Larry Rosen,chairman and CEO of N2K-a virtual mail-order music shop-to develop its presence onthe Net. New York -based N2K was launchedin August 1995, and has since grown into oneof the most successful on-line enterprisesdealing with pre-recorded music.

In the wake of Clive Black's departurefrom EMI U.K. (see page 6), three other staff-all originally hired by Black-are alsounderstood to be leaving the organisation.They are A&R manager Raz Gold and hisdeputy Oliver Weait and Paul Mitchell,another A&R staffer. In a separatedevelopment, Dave Cross has left his positionof marketing manager at EMI Dance.

OTR hears that Russ Curry, one of thetwo founders of French independentdistribution company Cle Music, will bejoining another indie distributor, PIASFrance, as international manager. Curry,who used to be run A&M's European office inParis in the '80s, is tipped to replace DaveCronen as international manager. CleMusic has called in the receivers and willclose unless it finds a buyer.

A rift has allegedly developed betweenRadio Nacional de Espana (RNE) directorJavier Gonzalez Ferrari and his boss,Radio Television Espanola (RTVE)director general Fernando Lopez-Amor.The latest clash at the public broadcasterapparently came after Lopez-Amor decided toover -rule a Gonzalez ban on an interview witha controversial right-wing priest, which waseventually transmitted on RNE Radio 1.

On July 1, Munich's12 commercial radiostations will get a newcompetitor. The lucky13th is to be calledRelax FM 92.4, whichpromises a "smooth,sophisticated urbanformat." The drivingforce behind Relax isMarkus Langemann, MD of Munich -basedsyndicator Villa Media and presenter of thepopular breakfast show Langemann & DieMorgencrew on NRJ's CHR station Energy93.3/Munich. OTR hears that Langemann willbe presenting the breakfast show on Relaxhimself, leaving Energy with the task ofreshaping its breakfast team.

The U.K's GWR Group has confirmed thatit is to set up its own national sales house tosell all of its stations except Classic FM,which will continue to have its own salesteam. The move intensifies industryspeculation that Capital Radio -owned saleshouse MSM will shut, following Capital'sdecision sell its own stations in-house throughCapital Radio Sales.

At presstime, GWR was still unable topublically name the buyer of its Classic FMoutlet in Sweden, although group chiefexecutive Ralph Bernard reveals it has beensold to "a local entrepreneur" who will continueuse the Classic FM name under licence.Meanwhile, Bernard has denied rumours thatLondon News Radio (in which GWR is amajor shareholder) is planning to make majorprogramming changes at its rolling news serviceNews Direct 97.3 FM. Bernard describes therolling news format as a "slow burner" whichwill take time for listeners to get used to.
