That’s how the par-ish priest of Balangiga in Eastern Samar feels with the return of the bells taken from the town’s Church belfry 117 years by the American soldiers to their town.

Fr. Serafin Tybaco, Jr., parish priest of the San Lorenzo Martir, said that whatever he feels right now is sure how the peo-ple of Balangiga, more than 98 kms away from this city, feels.

“It’s really overwhelm-ing and indescribable feelings that finally the long wait is over,” Tyba-co, reach on his mobile phone, said.

ORMOC CITY- The town of Tabango in Leyte has not just put up a landfill where wastes are to be dumped turned it into an ecologi-cal (eco) park to make it more productive.

In 2016, the local government has put up a landfill in Barangay Manlawan, seven kms away from the town proper, where wastes are to be deposited and processed in compliance to Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act.

The municipal gov-ernment, under Mayor Bernard Jonathan Re-mandaban, packaged the area, all of three hectares, not just a mere dumpsite but into an eco-park where tourists could visit or as a venue for sports competitions.

TACLOBAN CITY- Justice remain elusive to the family of noted bota-nist Dr. Leonardo Co who was killed while doing a research work inside the complex of the Energy De-velopment Corp.(EDC) in Kananga, Leyte eight years ago.

Co was killed on No-vember 15,2010 in Ba-rangay Lim-ao, Kananga, which is within the EDC complex, together with forest guard Sofronio Cor-tez and another compan-ion, Julius Borromeo.

In 2013, a case of reck-less imprudence resulting in multiple homicide and attempted homicide was filed against members of the 19th Infantry Battal-ion, based in Kananga by a panel of prosecutors of the Department of Justice.

However, the family of the late botanist, through their lawyer Edmund Lao, filed a motion seeking to upgrade the case into murder.

Abinguna of the Katun-god-Sinirangan Bisayas, a local human rights group, said that they are disap-pointed that it’s been eight years now since the mur-der of Co took place and the perpetrators remain scot-free.

“Our call is still the same: those who killed Dr. Co should be held account-able. To us, the delay in the decision of the case could be deliberate considering those involved (in the kill-ing incident) are members of the state forces. They thought that delaying the decision of the case could result for the public to for-get on the case,” Abinguna said.

Abinguna said that they remain positive that the soldiers involved in the case would be found guilty, citing the case of retired military general, Jovito Palparan who was meted with jail time after a court finds him guilty of kidnap-

ping and serious illegal de-tention.

Palparan, incidentally, served as Eastern Visayas top military official for eight months in 2005 which was marked with al-leged human rights viola-tions.

Lawyer Desiree Ponte-jos, regional director of the Commission on Human Rights (CHR), also said that they are also dismayed on the slow pace on the case of Co and his companions.

“We are monitoring the (progress of the) case. We are also disappointed that up to now, there is no res-olution on the murder of Co,” Pontejos said.

The respondents of the case were members of the 19th IB led by Lt. Ronald Ochimar.

Ochimar, in previous interview, said that on that fateful day, they were con-ducting their operations against members of the New People’s Army.

Leyte town eco-park aim to become a tourist draw,model for environment preservation

The construction of the planned hotel will be

funded by the local gov-ernment unit, the town mayor said.

A zipline and a sky bike, in addition to the currently operational wall climbing, will also be put up inside the eco-park.

And to make the eco-park ‘more lively,’ sports events are to be staged there, Remanda-ban said.

Early this month, it served as a venue for bicycle endurance com-petition participated by foreign competitors.

“My travel to other countries with my wife, former Mayor Mari-cor, gave us the idea of having this in our town and maximize the rich resources that we have which is the nature. At the same, it is our way of raising advocacy in preserving the envi-ronment and reduce its abuses”, he added. (ELVIE ROMAN ROA)

TACLOBAN CITY -- Rice traders in Eastern Visayas are given until next week to fully comply with the suggested retail prices (SRP) for the staple, an official of the National Food Authority (NFA) said on Tuesday.

NFA-Eastern Visayas assistant regional man-ager Raymond Tafalla ad-mitted that some traders defy the new SRP since they still have old stocks of rice bought at higher prices.

“The maximum is two weeks after the launch in Ormoc City last Novem-ber 9. We don’t want to hear this excuse of old stocks again. We have de-ployed our staff to conduct an inventory of existing stocks in private ware-houses,” Tafalla told the Philippine News Agency (PNA) in a mobile phone interview.

The central govern-ment on Friday began enforcing the SRP for rice in cities and provinces

In consultation with rice industry stakeholders, the following SRP were set: regular milled rice (local), P39 per kg.; well-milled rice (local), P44 per kg.; premium rice (local), P47 per kg.; well-milled rice (imported), P39 per kg.; and premium rice (import-ed), P43 per kg.

To raise awareness on the SRP for rice, the NFA regional office will launch the program in six provinc-es of the region. The first is on Wednesday in Northern Samar.

Starting Nov. 23, the NFA regional will impose sanctions against traders and retailers not complying with the SRP set for both local and imported rice sold in the market.

Sanctions include a written warning on the first offense and for succeed-ing offenses, the violators could suffer penalties of a

jail term of between four months and four years and a penalty of between PHP2,000 and PHP1 mil-lion. The NFA will also cancel their licenses to en-gage in rice trading and re-tailing.

NFA Acting Admin-istrator Tomas Escarez warned that starting next week, NFA officials who will fail to enforce the SRP for rice in their respective areas will be relieved im-mediately and placed on floating status.

“NFA provincial man-agers who will fail to im-plement the SRPs will be subject to a one-strike pol-icy while regional directors will similarly be subjected to administrative sanc-tions, including relief from their posts,” Escarez said in his speech in during the SRP launch in Ormoc City.

TACLOBAN CITY - The highly urbanized City of Tacloban under the leadership of Mayor Cris-tina G. Romualdez was conferred on Wednesday, November 14, the ‘2017 Seal of Child-Friendly Lo-cal Governance’ (SCFLG) award, during the regional awarding ceremony held at Hotel Lorenza, this City.

Conferred by the Council for the Welfare of Children (CWC) chaired by the Department of So-cial Welfare and Devel-opment (DSWD) and its partner agency the De-partment of the Interior and Local Government (DILG), the award was received by Executive As-sistant Atty. Marie Ronette Salve Barreda.

The award is based on the results of the manda-tory Child-Friendly Local Governance Audit (CFL-

TACLOBAN CITY- Dengue fever cases in Northern Samar has claimed the lives of six children with more than 1,000 others falling ill due to the said mosquito-bites ailment.

The 1,073 cases of den-gue fever covering from the months of January to November 13 of this year is the highest of the prov-ince for the past three years, Jessica Tepace, pro-vincial dengue coordina-tor, said in a mobile phone interview.

Tepace said that the 1,073 dengue fever cases of the province is its high-est since 2015 wherein 635 people were downed due to dengue fever.

Dino, who represented President Rodrigo Du-terte, said that one of the best things notable in the city’s advancement after the super typhoon, is the modernization of the pub-lic transport system.

“For one, electronic jeepneys became visible and had started their op-eration in the city,” he said.

“Tacloban City is the first in the country to have a modern and advanced transport system with the implementation of the e-jeep through the initia-tive of the Department of Transportation or DOTr,” he further bared.

“With this, we were not only able to provide the routes, but also franchis-ing was made open so that people in the resettlement areas would be served,” he added.

One of the noteworthy programs of the city gov-ernment benefiting chil-dren is the supplementary feeding program which benefits day care pupils from the 71 day care cent-ers around the city.

Lasting a cycle of 120 days, it is being imple-mented by the City Social

Welfare and Develop-ment Office (CSWDO) and is considered to be instrumental in the drop of malnutrition preva-lence in the city.

The local govern-ment unit (LGU) also maintains a center for abused children (along with a Center for Abused Women) – the only facil-ity of its kind in Region 8 managed by an LGU, which offers psychosocial support and a temporary sanctuary for neglected and maltreated children.

In city barangays, child-friendly desks were also instituted to render protection services to children, while the City Health Office maintains a network of health centers which puts a premium on child healthcare.

She said that almost all of its 24 barangays have dengue fever cases with the villages of Bugko and Cahicsan having the most number with combined 44 cases.

A one year-old boy from the village of Eco of said town died this week due to the mosquito-bite ailment, Tepace said, without giving details on the circumstanc-es of the case.

Fatalities, whose age ranged from four years old up to 9 years old, due to dengue fever also occurred in the towns of Catarman,

the provincial capital, with two deaths with the towns of Biri, Gamay, and San Isidro with one death each.

Tepace said that they ex-pect more cases of dengue fever before the year ends as the province continues to experience rainy season.

“The increase of the dengue fever cases in the province is due to stagnant waters caused by the rains that we have experienced since the start of the year,” she said.

“That is why we are encouraging the public to clean their surround-ings particularly those ar-eas where there are stagnant waters which mostly serve as the breeding ground of dengue-causing mosqui-toes,” Tepace said.

Tacloban City tops other ‘Yolanda’ rehab implementers - PAV Dino

from the initial 45 units granted by the Department of Transportations, there are now more than a hun-dred e-jeepneys serving ad-ditional routes in Tacloban.

“This will give more income to operators and drivers as this kind of jeep needs lesser maintenance cost considering that they do not need gasoline or die-sel,” Dino added.

According to him, aside from the economic benefit and the convenience the e-jeepneys provide, pollution is also reduced, thereby im-proving the health and liv-ing condition of the people.

Aside from the eco-nomic activities, the guest of honor also assured the Taclobanons about the Malasakit Center at the Eastern Visayas Regional Medical Center (EVRMC), of which Dino echoed the President’s statement that this is a one-stop shop that would give financial bene-fits to the marginalized sec-tor of the society.

He further said the center will take care of eve-rything a sick person needs because the President is giving a monthly P10 mil-lion Malasakit fund to said center, as he wants a zero balance payment.

Finally, Dino disclosed

that one of the biggest in-frastructure spending from the national government is to the tune of P9.6 bil-lion storm surge protection project, still as part of the Yolanda recovery program.

The project is more than 28-kilometer project that stretches from the shoreline of Barangay Diit, Tacloban to Palo and up to Tanauan, both in Leyte. This will pro-vide protection from storm surges of up to 30,800 hous-es and buildings.

“With the Yolanda expe-rience, we can better with-stand life’s challenges and continue to recover swiftly not just from calamities, but also from the difficulties we encounter in our everyday lives. The experience made us stronger and tougher,” he stressed.

During his com-memorative speech, the Malacañang official also re-called his major role in the rehabilitation efforts of the city particularly on the re-settlement areas.

He recalled how he sought help of government organizations as well as in-ternational organizations whose help cannot be dis-counted in restoring then the electricity, water and transportation of about 4,000 Taclobanons who are

now settled in government housing units.

With the government interventions pouring in, PA Dino said Tacloban is not only being rehabilitated but being open to moderni-zation.

The Yolanda Com-memorative event with the theme, “Paglaum” (hope), indeed depicted Tacloba-nons continued hope for the total recovery of the city and of their lives.

Meanwhile, in her wel-come message, Mayor Cris-tina Romualdez recalled the sad memories and the hard-ships that the Taclobanons experienced during the big-gest disaster in history as she acknowledged the gen-erosity of the national and international institutions that contributed to the fast recovery of the city from the damages Yolanda has brought.

“We memorialize the loss, the grief and the hard-ship that we faced last No-vember 8, 2013, and today we also honor the generos-ity of those who helped us recover, and most impor-tantly, we celebrate the resil-ience of the survivors of the strongest typhoon,” Mayor Romualdez pointed out.

Unspent budget balance: Due to incompetence? Uncaring?

I t is disheartening to read in an opinion column of a daily news-paper that some agencies have still sizable unspent allocation from the 2017 national budget according to a Commission on Audit annual report.

In his column, No Free Lunch, Cielito Habi-to of the Phil. Daily Inquirer, he revealed that Department ofPublic Works and Highways spent only P222.7 billion from its allocation of P662.7 billion from the 2017 budget. Meaning only 1/3 of the allocation were spent.

The Department of Transportation (DOTR)

spent only P28.2 billion or only ¼ of its P71.2 billion budget allocation.

Only P3.8 billion was spent from its P9.2 billion allocation for railways and with foreign aid was the construction of roads and bridges P9.4 million spent from the P2.3 billion allo-cation. And some other agencies and depart-ments of the government.

The usual complaints of lack of funds when confronted by observers on the absence of such projects makes no sense. This means that top officials of the government agencies are incompetent or to say the worst, uncaring. President Duterte should replace them soon as

Knowing this therefore, the voting population should have a WORKING KNOWLEDGE of who should occupy these posi-tions – and so vote only for those qualified candidates and reject he empty dream-ers and pretenders.

tive position should firstly; sit down in serious medita-tion and even seek spiritual guidance to find out if he can ably perform the de-mand- functions of such of-fice he is running for. There are many of our elected of-ficials especially in the leg-

islative department who care less if he/she can per-form effectively the role it plays in governance. We also have popular movie stars and a known world boxing champ. Result: They are simply expensive decors in the session halls; they belong to the silent committee, their salaries, allowances and other ma-terial perks they enjoy as lawmakers(?) grrrrrr, is a waste of hard-earned peo-ple’s taxes.

There are also those filthy rich candidates who run for public office to advance their businesses. They buy votes to win. My advice to voters; Accept their money during the campaign season but vote only for qualified candi-dates. Teach them a lesson that vote-buying has no place in our democratic processes.

We, Filipinos are so embarassed and ashamed after several contestants in the latest Ms. Earth beauty pageant com-plained that they had been sexually harassed by one of the pageant spon-sors named Amado Cruz.

The Ms. Earth beauty pageant is the brain-child of the Filipinos and

This is the spirit of unity we should develop and have in any group-ing we may belong to, be it a family, a class, an office, a community, etc. Our sense of unity should not just be in the level of the physical, professional, social, po-litical, etc. It should in-volve our heart and soul. In other words, it should involve our whole being.

prides as a “beauty for a cause” and has long been associated with the Philip-pines.

This shameful act of one of the sponsors has a serious impact not just on the integrity of the pageant but also in the image of the country. People from oth-er countries would have the impression that Filipi-

nos are sex maniacs.Beauty pageants are

seen by some groups as glamorized sex shows. The behaviour of the spon-sor, Amado Cruz can only reinforce the criticisms. He should be perpetually banned from any beauty pageant.

Authorities should ex-plore the possibility of criminal indictment for tainting a pageant that has been closely identified with the Philippines and bringing national shame to our country.

Other countries would consider that Filipino men think nothing of consid-ering women whom they hold some authority and still see women as sex ob-jects. This shameful act of Amado Cruz diminished the glow and popularity of the Ms. Earth Pageant.

Cor unum et anima una

tremendous amount of differences we have with each other, let alone, our unavoidable conflicts? The quick answer may be No, or at least, that it is doubtful. But if we go by our Christian faith and realize that our spirit of unity has to be founded on God, then it is pos-sible. Precisely the early Christians managed to live it. They lived “cor unum et anima una.”

We need to realize that the spirit of unity we are talking about here is not uniformity which can only take place when things are taken only in their physical aspects. It is a spirit of unity that allows for plurality and variety, where differences are acknowledged and even promoted but used for a common end.

It is a spirit of uni-ty that is spiritual and moral in character. It is a very dynamic spirit, ever active and reactive

to any situation, since it is animated by Christian love that can take on any-thing. It is always in the process of composing and recomposing itself as it responds to the chang-ing demands of the times.

This spirit of unity can only be made pos-sible when it is rooted on the unity of God who are three persons in one God. Let’s remember that we are God’s image and likeness, made children of his through his grace. We are meant to reflect in our life that unity of the Trinitarian God who is full of goodness, love, truth, justice, etc.

This spirit of unity which we should try to live in any grouping we may belong to is never one that leads to elitism. This spirit, if truly inspired by unity of the Trinitarian God, will always have a universal scope, eager to understand and love eve-ryone, including those who may consider them-selves as our enemies.

In fact, we don’t re-strict ourselves in any grouping only. Our spirit of unity should cover more and more areas and levels, until we reach the universal family of God, the complete commun-ion of saints.

We need to develop the appropriate attitudes and skills to develop this kind of spirit of unity. We have to learn to lis-ten to everyone, includ-ing those whose views may different from ours.

We have to sharpen our social skills, always thoughtful of the others, knowing how to empa-thize and sympathize, how to be understanding and compassionate.

From merely sharing things, let’s move toward giving ourselves to others more and more. Let’s not be afraid of the sacrifices involved. Let our differ-ences and conflicts stir the dynamic of complemen-tation. Let’s trust more in Christ’s words that the more we give, the more we will receive from him.

It would be good if we pause from time to time to consider our duties of building up and strength-ening this spirit of unity, giving more teeth to our desires for it. We can always come up daily with one concrete detail, no matter how small, to further this duty of ours.

Acceptedly lesspopu-lar to Filipino farmers as a grain crop, Sorghum is among the world’s fifth largest grain crop next to rice, corn, wheat, and barley. It is produced in big quantities in USA, Nigeria, India, China, and Mexico because sor-ghum undergoes ratoon cropping “a practice of

In the Philippines, sorghum is primar-ily promoted as a major source of bioethanol, but it can also provide for hu-man food, livestock feed and forage, and organic fertilizer component. Recently, the Depart-ment of Agriculture has included in its agricul-ture plan the growing of sorghum as raw mate-rial for animal feeds to off-set the perceived low corn production. The DA secretary said “We will have a trial area for sorghum in Mindanao, we will start with about 1,000 hectares.” Research sows that the feed value

of sweet sorghum gain is similar to corn, and is a good source of energy and protein for poultry and ruminants feed.

Further, farming sor-ghum as feed raw mate-rial will mean lowering cost of feed production and raise the local poul-try and livestock sectors’ competitiveness. Also, this will reduce the country’s importation of corn feed and feed wheat. Filipino farmers are expected to increase their family revenues from the sweet sorghum production, i.e. save on food expense by adding the grain crop to their meals, and sustaining their farm income for other household needs.

Sorghum farming could even be intro-duced in Region 8, con-verting unproductive farmlands to production of the sweet grain crop – Sorghum.

TACLOBAN CITY- The Inflation Rate (IR) of Eastern Visayas continued to increase at 6.9 percent in October 2018.

This IR is 0.4 percent-age point higher compared with the 6.5 percent IR a month ago, and 3.6 per-centage points higher than the recorded 3.3 percent IR in the same period last year.

The regional inflation rate was 0.2 percentage point higher than the 6.7 percent national average in October 2018.

Leyte and Southern Leyte posted the highest increase of 0.8 percentage point each.

Leyte registered 7.1 percent IR in October from 6.3 percent in Sep-tember, while Southern Leyte recorded 4.0 percent IR in October from 3.2 percent in September.

Biliran recorded a 0.3 percentage point increase from 5.1 percent in Sep-tember to 5.4 percent dur-ing the reference month.

Inflation rate in Eastern Visayas climbs to 6.9

percent in October 2018On the other hand, 0.2

percentage point decrease in IR were noted in North-ern Samar and Samar set-tling at 6.3 percent and 8.1 percent, respectively.

Eastern Samar regis-tered a 0.1 percentage point decrease, from 8.9 percent in September to 8.8 percent in October.

It is still, however, the highest IR among the prov-inces during the reference period. Southern Leyte, meanwhile, posted the low-est at 4.0 percent.

Among the commod-ity groups, housing, water, electricity, gas and other fuels registered the highest increase of 2.2 percentage points. It was posted at 8.3 percent in October 2018 from 6.1 percent in Septem-ber 2018.

This can be attributed to the huge increase in the index of electricity, gas and other fuels.

The transport index also registered an increase of 1.4 percentage points in

October 2018 (8.6 per-

cent), from 7.2 percent in September 2018.

Contributing to the up-trend were the gains seen in the index of operation of personal transport equip-ment and transport ser-vices.

The heavily weighted food and non-alcoholic beverages eased to 8.9 per-cent in October 2018 from its previous month’s rate of 9.2 percent, a decrease of 0.3 percentage point. This can be traced to slower price increases of fruits, fish, oils and fats, and vegetables.

Borrinaga, who has been working for 24 years on the campaign for the return of the two Balangi-ga Bells, earlier said that a ‘send-off ritual’ was slated on November 14(Nov.15 here in the Philippines) at the FE Warren Air Force Base in Cheyenne, Wyo-ming, where the bells were put in display for a century now.

Borrinaga disclosed that the third Balangiga Bells deposited at the Camp Red Cloud, a US

camp located in Uijeong-bu City, South Korea would also be repatriated back to the country.

“It was always under-stood throughout this campaign that the Balan-giga bells will be returned to the church of their origin, in the Parish of San Lorenzo Martir,” he added when asked where the bells would be placed once they are returned back home.

Borrinaga said that the repatriation of the three Balangiga Bells was a re-sult of negotiation and influence of the veterans’ community, particularly on the American side.

“The recent campaign was really a US veterans to US veterans issue, a wide educational process of information those not

in the know that the re-turn of the bells was the right thing to do. It was largely the participation and influence of the vet-erans community that provided the political push for the return of the bells,”he said.

“This will certainly led to some closure. But the next round of education will be on the Philippine side,” Borrinaga added.

Campanero said that both the municipal gov-ernment and the local Church of Balangiga are doing some plans regard-ing the return of the bells.

According to her, based on their agreed ini-tial plans, the bells upon their return, would be put in display inside a small park located at the grounds of the church for public viewing.

Vergil Saludo, officer-in-charge of SBMPC, said that they did not allowed Gorne to enter the office to avoid trouble.

Saludo explained that Gorne and the rest of the members of the board were ousted from their posts due to their unjust expenses and over expen-ditures.

He added that during their recently-held annual general assembly, Gorne and the other former di-rectors were invited to ex-plain their side on the is-sue but failed to do so.

During the said assem-bly, the cooperative mem-bers agreed to have an elec-

tion for new set of board of directors of SBMPC reason why Gorne and the other former of the board were replaced.

But this act of the SBMPC official was not recognized by Gorne say-ing it was illegal.

Gorne believed that the issue of ousting them stirred when they filed a complaint against some delinquent members, four of them were elected as new board of director members during the an-nual assembly .

plastic sachet containing white crystalline substance suspected to be shabu weighing about 0.14 gram with an estimated market value of P952.

Aside from PDEA per-sonnel, joining the opera-tion were members of the drug enforcement units of the Quinapondan police station and the Eastern Sa-mar provincial office.

Seberre will be facing charges for violation of section 5 (sale of danger-ous drugs) and section 11 (possession of danger-ous drugs) under Article II of RA 9165 and is now temporarily detained at Quinapondan Municipal Police Station’s lock-up fa-cility. (PR)

TACLOBAN CITY- One of the P1 billion winners from Boron-gan City played Santa Claus as he gave P5,000 each to his former co-employees at the city Hall, to include even the city officials.

The lotto winner, who has since left Bo-rongan and his fam-ily after he claimed his winning prize, also handed out cash to sev-eral tricycle drivers at P1,500 each.

One of the benefi-ciaries of the goodwill of the lotto winner was Dorothy Abenis, a staff of Mayor Ma. Fe Abunda, who received P5,000 on Wednesday.

“It’s really like an early Christmas bonus for all of us workers here at the City Hall. His gesture was some-thing, really. We don’t have to wait for the re-lease of our Christmas bonus,”Abenis said.

Abunda, reached on her mobile phone, con-firmed the ‘early Christ-mas gift’ from the lotto winner.

“One of my staff came to my office and told me that I have my P5,000 from him. Of course, I’m thankful to him for sharing his blessing to us. I did not go to the Treasurer’s Office to col-lect the money,” the city mayor, laughing, said.

Abunda turned se-rious by giving an ad-vice to the lotto winner: splurge but spent the money wisely.

“It’s a blessing from our God so he has to spend it wisely, not only for him but his family’s future,” she said.

The city mayor said that the lotto winner is known to her personally as they live in the same village.

Abunda also said that she understands why the lotto winner and his family decided to move out from Borongan.

“That’s for his secu-rity,” she said.

TACLOBAN CITY-About 24 trainees from this province have gradu-ated from the Rural Impact Sourcing Technical Train-ing Project (RISTTP) on November 13.

Leyte Governor Petilla Leopoldo Dominico Petilla, in an interview with Leyte Samar Daily Express, said that the training was con-ducted by the Department of Information and Com-munications Technology (DICT) in partnership with the provincial government of Leyte and the Depart-ment of Trade and Industry (DTI).

Petilla said that the pro-ject will be a big help to solve the unemployment problem and the economy of the province.

In fact, seven of those who graduated were hired before their graduation.

Bagulaya said that the RISTTP benefits disadvan-taged individuals in the countryside.

He added that the pro-

gram helps provide eco-nomic opportunities not only for the graduates but also for the people who will, directly and indirect-ly, benefit from this initia-tive.

“It looks beyond the common source of supply for traditional outsourcing to provide higher-income employment and access to new income opportunities to individuals that might not otherwise be employed in this sector,” Bagulaya said.

In 2017, DICT con-ducted the RISTTP in 26 locations across the coun-try and produced 534 on-line Filipino workers.
