Welcome to Spring 2016. It has been a little on-again, off-again so far. But hopefully it
will be evening out, and the steady march towards unbearable summer heat and humidity will soon begin. In the meantime, I’d like to offer up a bit of praise for a few things that I am thankful for this Spring.
First, thanks to everyone, especially Donna Kraft, who made our Home Show a success in March. We got off to a bit of a choppy start on opening day when we tried to avoid the brisk morning air by holding the ribbon cutting kick-off inside. It wasn’t so much being inside that was a chal-lenge, but squeezing together for the photo op while reading notes and wielding giant scissors graciously lent us by the Frederick Chamber of Commerce, we (OK, I) fumbled a bit. With the able assistance of County Council President, Bud Otis, I managed to accidentally almost snip a lock of hair (or two) off County Executive Jan Gardner. I appreciate Bud and Jan for joining us at the Home Show, and for being good sports as we Laurel and Hardy’d our way through that. From that low point start, the Home Show went on to be a success and to higher and better things.
The legislative session in Annapolis was espe-cially busy this year. Between the House and Senate, there were about 2,800 Bills introduced (granted, with a bit of overlap, but still). At the FCBIA’s annual legislative luncheon in February with our Delegates and Senators, we heard a few theories from our elected representatives about
why so many bills were being introduced this year. Regardless of why there were so many, I’d like to give a big shout out to Denise Jacoby, our Legislative Committee and, Chair Tracie Clabaugh and our woman in the legislative trenches, Katie Maloney, for their tireless efforts culling through all of that legislation to under-stand potential impacts on the building industry in Frederick County. In the end, they focused on about 100 of those bills that had potential impacts to the building industry. Between that group, as well as the many other Association members they in turn pulled into the mix to evaluate and provide expertise on select matters, bill impacts were vet-ted and the benefits or detriments of the bills were shared with the legislators. Thanks to all of you who participated in that annual process. Sine die (the official end to the legislative session) is April 11. I’m happy to report that all of your efforts were successful, and there were no recognized

problematic bills or bill provisions affecting the building industry in Frederick County that made it through and into law in 2016.
And speaking of avoiding problematic legislation, plans were afoot to significantly increase impact fees in Frederick County to help fund a couple of new schools. We were conflicted. On the one hand, you would be hard pressed to find any or-ganization more interested in promoting good schools than this building association. But on the other, the fee increase being considered could have such a negative impact on home building in Frederick County that any gains from the increase could be countered entirely by volume reduc-tion. But thanks to the efforts of our Land Use Council team, especially Natelli Communities (Tom Natelli), Elm Street Development (Jason Wiley), and Mark Lancaster, and their partners in cooperation with Frederick County, including es-pecially County Executive Jan Gardner, Council President Bud Otis, Council Vice President MC Keegan-Ayer and the rest of the County Council, a solution that provides for the schools without overly burdening homebuilding efforts in the County appears near. Thanks to all working to-gether and showing us a promise for a cooperative future that benefits everyone.
For my final attaboy, we all owe a big thanks to Hugh Gordon for taking the initiative to lobby for the resurrection of our Sales and Marketing
Council. His efforts have led to a fine leadership team for the recently renewed Council, headed by Sarah Harne. You can read about their efforts (in-cluding their recent “Wine and Real Estate” func-tion that, from all accounts, was a great success) in the following pages. Thanks, and congratulations to all for your work on this.

Noel Manalo Land Use Council President
Spring greetings. Your Land Use Council has been working hard to craft compromise in
the area of school impact fees and Adequate Public Facilities Ordinance mitigation fees. I am hopeful that as of this writing, County legislation is pending that will be a first step in a holding pattern allowing for further robust discussion of the issues. The County Executive has convened work groups tasked with addressing particular aspects of school construction, and various Land Use Council members are set to participate in those work groups. Our active engagement on this subject thus continues. Special thanks to Tom Natelli, Jason Wiley, and Mark Lancaster for their individual efforts and commitments.
In the City of Frederick, as of this writing we still await updates on the City’s efforts to revisit select provisions of the Land Management Code. Once we have more information, we will get it to you.
Land Use Council members attended the City’s East Frederick Small Area Corridor Plan meeting in early March. City Staff conveyed their current thoughts on the process of moving this corridor plan forward. The meeting was well-attended by residents, property owners, elected officials and consultants; participants rotated through various discussion topics in small groups. It will be inter-esting to see how this effort progresses, since East Frederick is an evolving area of the City, balanced between many long-standing (and still thriving) industrial uses and potential mixed/residential uses.
As the Land Use Council continues its efforts to advocate on the local and State level, please con-tinue to let us know if there are areas of concern you believe we should address.

Wine over Real Estate and Agent Relations
The SMC had their first “Wine Over Real Estate” Event at the end of March and it was a huge
success. A great conversation with perspectives from new home sales folks, lenders, and agents flowed (and so did the wine)! Drees was the food sponsor and hosted the event in their Clover Ridge Model and George Mason Mortgage provided the libations.
As we are fully into the spring home buying season, we would be amiss as new home sales professionals to not acknowledge the critical role that agents play in our success. The same could be said if you are a contractor or tradesman – a big key to your busi-ness could be agent referrals.
According to NAR, 89% of all home buyers ulti-mately use an agent. And 63% of new home buy-ers are represented by an agent. Home buyers see agents as an advocate and guide in the home buy-ing process.
To a home buyer- it might appear that new home sales and resales don’t differ in approach and
philosophy but many agents unfamiliar with new home sales could lean more towards recommend-ing resales due to their unfamiliarity in the new construction world.
The feedback from our panel and discussions with agents concerning their pain points when selling new homes included:
• Agents lose control of the sales process when working with new home builders if communica-tion expectations aren’t set.
• Preconceived notions that the builder is only looking out for themselves.
• Having a united front when touring a new con-struction property which considers the advantages of new homes. Requires realtor to have training in how to sell new homes.
So how do we increase agent comfort with new homes and create an environment where it is a “win” for everyone?
• Be involved with FCBIA and SMC to provide train-ing courses to local agents.
• Provide information about your procedures at the outset and set expecta-tions for the process from start to finish. It’s impor-tant to outline for both the agent and home buyer exactly what they should expect from the process at each stage.
• Develop personal re-lationships. This can be accomplished in a variety of ways: Coming to FCAR and FCBIA events, hosting a meet up, asking to pres-ent at realtor sales meet-ings, and more!
• Wine. Agents like Wine.

Home Show 2016FCBIA’s 41ST Annual Home Show and Builder Olympics – It’s a Wrap!
This year FCBIA celebrated its 41st annual Home Show and Builder Olympics and as history has shown, Mother Nature had her own idea of odd weather surprises. The weather during set-up was relatively sunny and mild and then came Saturday with wind and sprinkles in the morning and then later in the afternoon the clouds opened up and the winds blew stronger. Traditionally, our elected officials and invited guests would help us open the show with the ceremonial ribbon cutting in front of building 9 but this year things were changed up a bit due to the weather and opening ceremonies were held inside of the building.
Fortunately, the weather did not deter the diehards who came out and ventured through the buildings, perusing the more than 160 exhibits. Luckily, Sunday’s weather was better and the crowds stronger. After polling a good many of the exhibitors, the consensus was that the crowd that showed up over the weekend was there with specifics in mind and were getting ready to set dates for home visits and estimates.
Friday evening, after all of the booths were set for the weekend, an independent group of judges meandered through the buildings in search of the best of the best in this year’s show. With over 160 exhibits to investigate and after a long deliberation, the judges finally came to a unanimous decision. We would like to take this opportunity to congratulate the following:
Show visitors stopped and watched as the students from the Career and Technology Center’s Construction Trades once again par-ticipated in the Builder Olympics competition and demonstrations. This year the students showed off their skills in Carpentry, Construction Electricity, HVAC/Plumbing and Landscaping. Congratulations to all of the students that participated and to the win-ners. A special thank you to those companies that donated supplies for this ongoing event to happen. Without your generous dona-tions Builder Olympics would not happen.
We were extremely happy to have Platoon 22 join forces with us this year to man our gates and to make sure that the grounds and trash cans were taken care of. For those that are not aware of Platoon 22, it is a veteran focused non-profit that is based in Frederick and their mission is focused on furthering awareness surrounding the 22 veteran suicides that occur daily. We look forward to a continued partnership with Platoon 22.
We were honored to have Army Sgt. Kevin Jaye make an appearance at this year’s show. Homes for Our Troops (HFOT) presented a new mortgage-free home to Sgt. Jaye and his family in February. Sgt. Jaye, an Infantryman with the 1-64 AR 3rd Infantry Division, was injured in 2012 when he stepped on a pressure plate IED while on patrol in the Panjway District of Afghanistan. This specially adapted new home, which was built by Dan Ryan Builders, FCBIA and the Hagerstown community, will alleviate the mobility and safety issues normally found in a traditional home. All costs for the home were covered by HFOT and its network of donors, sup-porters and corporate partners.
This year we had a Monster Truck join our outside exhibits. “The Blaine Crusher” was on display both Saturday and Sunday thanks to Blaine Window Hardware. Also, visiting the show again this year was Keyote. Thanks to the Frederick Keys for bringing Keyote out to remind everyone that baseball at Nymeo Field at Harry Grove Stadium is about to start. GO KEYS!!
