NEWSLETTER July 2013 Vol. 20 No. 2 IISR: Committed to address emerging challenges The Indian sugar industry has witnessed a landmark development in the form of deregulation along with many associated reforms during this year. As per the recommendations of the Committee headed by Dr. C. Rangarajan, the Cabinet Committee on Economic Affairs has partially decontrolled the Indian sugar industry. The panel also favoured a stable external trade policy regime with 5-10% tariff levels, phasing out cane reservation areas, removing the minimum distance restriction between the mills and doing away with mandatory jute packaging. This major step towards deregulation is bound to improve the efficiency of mills and usher in healthy competition among the mills, which in turn will be beneficial to farmers. Market-based long-term contractual arrangements with farmers will provide more flexibility to farmers to decide as to which mill they want to sell their produce. By doing away with the levy sugar, there will be no obligation for the factory to sell sugar at a price lower than open market, thereby, fetching a better price for their produce. Removing restriction on release of non-levy sugar will improve the financial health of the mills leading to timely payment to farmers and a reduction in cane arrears. Needless to say, this is an incentive to sugarcane farmers to raise a better crop and to produce more, resulting in increased returns from the crop. To some extent, this will result in control of the infamous sugar and sugarcane production cycle, thereby improving the efficiency of the industry as a whole. The industry will become more viable, attractive and bankable, thus, transforming it into an attractive option for investors, both domestic and overseas. Thus, this historic reform is an assured mechanism for monetary gains to all the stakeholders, from the farmers to the sugar mills and related industries, through increased production and productivity in the farmers' fields and an improved recovery at the factory level. Indian Institute of Sugarcane Research, apart from its technological interventions, takes into consideration, such historic reforms in the Indian sugar scenario, in its efforts to aid the Indian sugar industry. The narrowing of the wide gap between the tropical and sub-tropical regions with respect to productivity and recovery is a priority area for us so that the sub-tropical region contributes in a big way to the overall sugarcane production scenario. Sugarcane growing states announces SAP which is

usually much higher than FRP announced by Central

Government. As SAP is not linked to sugar price, mills

Combined efforts to check declining sugar recovery in UP

Declining sugar recovery trend in Uttar Pradesh is a serious concern for sugar industry, and it should be addressed with combined efforts by policy makers, researchers, millers and farmers. This was remarked by Dr. S. Solomon, Director, IISR in his inaugural address as Chief Guest at a Seminar on “Falling Recovery in North India- Opportunities and Challenges” organized by STAI, New Delhi at Shahjahanpur (UP) on April 23, 2013. He highlighted the reasons and ways out to check the falling sugar recovery in UP. Decline in recovery @ 0.1 unit per year was recorded, accumulating to about 0.6 unit decline from 9.7 (6 years

back) to 9.1 in the current crushing season (2012-13). This creates serious threat to survival and sustainability of sugar industry in UP. Presently, only 8-10% cane area is under early maturing varieties against advised 25-30%. Almost 20-25% cane area is under rejected varieties which contributes a lot in keeping recovery low. Supply of immature (8-10

months) and stale cane to mill is another important factor contributing to the low sugar recovery.

Revival of sugar recovery to the extent of 10-10.5% requires immediate attention of policy makers. Old rejected varieties should be replaced by new ones and cane acreage under early varieties should increase. Govt. should put in place a mechanism for production and mass multiplication of healthy seed material of new varieties. Incentives to farmers for producing seed cane may improve the situation towards desirable one. Millers should come forward with promotional or incentive scheme to farmers for supply of fresh cane to mill. They should revive MHAT plants installed there for treatment of seed material for planting. Dr. Solomon suggested researchers to come out with climate smart sugarcane varieties which can perform in the field to their potential amidst adverse weather conditions.

Zonal Breeders' Meet

Zonal Breeders' Meet for North West, North Central & North East Zones was held on January 17-18, 2013 at the PAU Regional Station, Faridkot for selecting the entries to be promoted from Initial Varietal Trial (IVT) to Advanced Varietal Trial (AVT). In the inaugural function, Dr. O.K. Sinha, Project Coordinator (Sugarcane) gave introduction about the agenda of the meeting and Dr. R.K. Gumber, Director, PAU Regional Station, Faridkot welcomed the participants.

The inaugural address was delivered by Dr. N. Vijayan Nair, Director, SBI, Coimbatore. He mentioned that efficient monitoring system has brought out good varieties and 90% of the varieties cultivated in India are developed from AICRP(S). Selection of IVT entries for promoting to AVT, fluff supply programme and red rot testing were in-depth discussed in the meeting and the technical programme for 2013-14 was finalized.

Zonal Breeders' Meet of the Peninsular and East Coast Zones was organized at the SBI, Coimbatore on February 25, 2013. Dr. N. Vijayan Nair, Director, SBI chaired the session. In the introductory remarks, Dr. O. K. Sinha, Project Coordinator (Sugarcane) briefed the agenda of the meeting. Wide row spacing introduced in the Initial Varietal Trial, performance of zonal crosses and the new project on “Identification of climate resilient genetic stocks in sugarcane” were the three major issues discussed in the meeting.

MoU signed between IISR and Govt. of Bihar

A Memorandum of Understanding (MoU) has been signed between Indian Institute of Sugarcane Research, Lucknow and Sugar Industries Department, Government of Bihar, on February 05, 2013 for quality seed cane production in Bihar with an outlay of ` 6.39 crores for five years. The MoU was signed by Dr. S. Solomon, Director, IISR, Lucknow and Mr. Sudhir Kumar, Principal Secretary, Sugar Industries Department in the presence of Hon’ble Shri Awadhesh Prasad Kushwaha, Minister of Sugar Industries, Govt. of Bihar in Patna. Mr. Liang Konga, IAS, Cane Commissioner, Bihar Govt., Dr. A.D. Pathak, Head, Crop Improvement & Nodal Officer of IISR Regional

Centre, Motipur, representatives of sugarcane deptt., press and media personnel were also present on the occasion. The project will boost the cane productivity and sugar recovery through introduction of quality seed in Bihar.

IISR-Industry Interface on ‘Research and Development Initiatives for Sugarbeet in India’ was organized at the Sugarbeet Breeding Outpost of IISR at IVRI, Mukteswar Campus, Distt. Nainital on May 28-29, 2013. More than 50 participants representing Research Institutions, Agricultural Universities, sugar and seed industries of six countries (Vietnam, Bangladesh, Singapore, Belarush, Belgium and India) attended the interface. The inaugural function was chaired by Dr. J.C. Bhatt, Director, VPKAS, Almora. Shri Shivajirao Deshmukh, IAS (Retd), Director General, VSI, Pune was the chief guest and Dr. B. Pattanaik, Director, PDFMD, Mukteswar was the guest of honour. Dr. A.D. Pathak, Organizing Secretary of interface highlighted the importance of sugarbeet in Indian agriculture and IISR efforts. sugarbeet were discussed in two sessions viz., Research initiatives and Industry perspectives. The wrap up session was chaired by Shri Shivajirao Deshmukh and co chaired by Dr. S. Solomon, Director, IISR, Lucknow.

Micro propagated plantlet in 3-tier system of seed production in sugarcane has to be treated as ‘Breeder Seed’. Keeping this in view, the Institute reinitiated quality seed production of newly released varieties of sugarcane viz., CoLk 9709, CoLk 94184, Co 0238 and Co 05011 using this

technique. The Institute has supplied micro propagated plantlets of variety Co 05011 (costing ` 1.00 lakh) to Mawana Sugar Works, Mawana for their further use in fast production of disease free quality seed at commercial level.

IISR is extending dedicated service to the citizens of Lucknow by making available fresh sugarcane juice at its Ikshu Hub, said Dr. S. Ayyappan, Secretary, DARE and Director General, ICAR, New Delhi during his visit to IISR on May 28, 2013. Under the present situation, it is a dream for city residents to have sugarcane juice in its purest and natural form.The Institute converted this dream into reality by establishing Ikshu Hub in the beginning of summer season. R & D prototype of three new sugarcane machines namely Sugarcane trench planter, Plant residue shredder, Stubble shaver cum fertilizer applicator developed by IISR were also released by Dr. S. Ayyappan.

Dr. Ayyappan also inaugurated newly constructed KVK building in IISR premises. At this auspicious occasion, he also coined the slogan “Sukhi Kisan-Bharat Mahan” and appealed all present there to work hard for realization of this slogan in true sense.

IISR poised to support Bangladesh in sugar production

A high level delegation led by Dr. Kamal Humayun Kabir, Director General, BSRI, Bangladesh visited IISR during June 27-July 03, 2013 for detail interaction with scientists, study of sugarcane technologies developed by IISR and exploring areas of sugarcane research for joint

collaboration. The other members of the delegation were Dr. M. Khalilur Rahman, Dr. Shaikh Abdul Rahman, Mr. Md. Rafiqul Alam, Dr. Shamsur Rahman and Dr. Md. Jamsher Ahmed Khandker.

Two weeks training-cum-visit programme on the topic “Sugarbeet cultivation, juice extraction and sugar processing systems” was also organised for Scientists of Bangladesh during May 21 - June 03, 2013. In this training, three scientists from Bangladesh Sugarcane Research Institute namely; A.K.M. Rashadul Islam, Mohammad Abu Taher Sohel and Mohammad Nuray Alam Siddiquee participated.

Ikshu Hub Inaugurated at IISR

The much awaited Ikshu hub was inaugurated at IISR, Lucknow on February 26, 2013 by Dr. Swapan K. Datta, Deputy Director General (Crop Sciences), ICAR, New

Delhi. With this, the commitment made by IISR last year to make available fresh cane juice to Lucknowites was fulfilled.

DDG (CS) also reviewed ongoing sugarcane researches at the Institute. While interacting with the scientists, Dr. Datta appreciated the technologies like cane node method, bud chip method, sugarcane machines and tropicalization of sugarbeet developed at IISR. While addressing the scientists of IISR, Dr. Datta emphasized that entire research

programme should be moduled in such a way that benefit should reach to the farmers immediately. He highlighted the emerging areas of research like biotechnological approaches for development of disease/pest/stress tolerant cane varieties, genomic sequencing, transgenic breeding etc.

Professor M.S. Swaminathan, Hon'ble Member of Parliament (Rajya Sabha) and former DG, ICAR, New Delhi visited IISR on April 16, 2013. While addressing the agricultural scientists in IISR auditorium, he said that few decades ago, when measurement of agricultural research impact was done first time in India, sugarcane was on top in terms of giving return to every rupee spent on research in sugarcane. He elaborated the importance of three Ms (Management of resources; Monitoring of progress; and Measurement of research impact) in Agriculture Research Design and Implementation. He appealed sugarcane scientists to sustain the high quality of sugarcane research in order to best utilize public money. Prof. Swaminathan called upon entire fraternity of agricultural scientists to come up with fine-tuned research projects which truly reflect the coordination and incorporation of three Ms. Boom & bust cycle in sugarcane production, price fluctuation, climate change, unavailability of quality inputs, political interference etc., are the emergent problems which demand proper addressal with off the box thinking

process, said Prof. Swaminathan. He also appealed scientists to indulge in participatory (involving end users) and pro-active research (tailored to solve the problem) at large.

Annual Zonal Workshop of KVKs of Zone-IV was organized on May 26-28, 2013 at IISR. All the Directors (Extension) of SAUs in UP and Uttarakhand, Project Director, Zonal Coordinating Unit, Zone-IV, Scientists and 200 representatives of 81 KVKs in UP & Uttarakhand participated in this workshop to fine tune the TOT module for large scale adoption of innovative agricultural production technology.

Integration of sugarcane cultivation with prevalent farming situations to strengthen agricultural economy in UP and Uttarakhand was emphasised. The sugarcane technology developed by IISR must be adopted by the farmers and in this endeavour, the KVKs may play their role in very efficient and effective manner.

Annual Zonal Workshop of KVKs (Zone IV) Organized

ndInnovative farmers' meet was organized during 2 day of Annual Zonal Workshop. The session was chaired by Dr. K.D. Kokate, DDG (Agricultural Extension), ICAR, New Delhi. In the session, 17 farmers from Uttar Pradesh and Uttrakhand presented and shared their innovations done in farming which earned very high profit for them.

“National SugarFest-2013” was organized on February 16-18, 2013 at IISR, Lucknow to commemorate the IISR Diamond Jubilee celebration. “Agro Tech” 2013 in collaboration with Agriculture Today group, New Delhi was also organized during SugarFest with the slogan to develop agriculture for inclusive growth in UP.

The SugarFest and Agro-Tech was inaugurated by Sri Tariq Anwar Ji, Hon’ble Minister of State for Agriculture & Food Processing Industries, Govt. of India. ICAR Sports Tournament 2013 for the North Zone was organized at IISR from March 19-22, 2013. Tournament was inaugurated by the Padma Shree Dr. Ranbir Chander Sobti, VC, Baba Saheb Bhim Rao Ambedkar University, Lucknow on March 19, 2013 in the newly developed sports ground, Ikshupuri residential colony at IISR campus. Dr. Dinesh Sharma. NDRI, Karnal with their spectacular performance won the overall championship. Mr. Rajnish Kumar (NDRI, Karnal) and Ms. Deepika Gowswami (CIPHET, Ludiana) were adjudged as the best men and women athlete, respectively. NBFGR, Lucknow was adjudged as the “most disciplined team”. Ms. V. Visha Kumari (IISR, Lucknow) and Ms. Syamlatha (CPRI, Shimla) received the Special Sports Encouragement Award.

This ICAR sports meet saw a 62 member IISR contingent, and set a new best for the Institute with 14 medals (3 gold, 10 silver and 1 bronze). Dr. S. Solomon, Director, IISR appreciated the winners and all other participants for their high level of energy and sports spirit.

IISR, Lucknow received Uttam Puraskar for Sugarcane Exhibition stall under ICAR stall categories in India’s biggest National Level Agricultural Exhibition organized at Pusa Krishi Vigyan Mela from March 06-08, 2013 at IARI, Pusa, New Delhi. Dr. A.K. Sah, Sr. Scientist and Coordinator of IISR Exhibition team received Certificate and Memento from the Chief Guest, Professor R.B. Singh, President, NAAS in the valedictory session on March 08, 2013.

About 6000 farmers from Haryana, UP, Punjab, MP, Rajasthan, Gujarat, Bihar, Jharkhand, West Bengal, Karnataka and hundreds of entrepreneurs, industry personnel, scientists, dignitaries, students, housewives and others visited the IISR stall and interacted with scientists for know-how in latest sugarcane cultivation techniques developed by IISR.

A training programme on “Statistical Computing using SAS (Statistical Analysis Software)” was organized at

IISR, Lucknow on March 28, 2013. Dr Rajendra Prasad, Fellow NAAS and Head (Design of Experiments), IASRI, New Delhi was expert at the training programme. Training was organized to sensitize Institute’s scientific staff on advance statistical tools and techniques for analysis of experimental and survey data.

A five days farmers’ training sponsored by ATMA, Siwan (Bihar) was organized from February 19-23, 2013. In this training, 11 farmers from Siwan district of Bihar participated. KVK Round Up

A total of 25 vocational trainings were organized in which 549 farm women, village youths, farmers and home makers participated. A total of 81 FLDs on 23 ha area was conducted on hybrid paddy, sweet sorghum, sesamum and pigeonpea. In addition, 1000 milch animals were also vaccinated with raksha bio vac under FLD programme.
