Happy July! What a busy month it has

been. In addition to celebrating our nation’s

birthday on July 4th, we welcomed 76 new

Army Dental Corps (DC) officers, and grad-

uated 49 officers from across our Army

graduate dental education and training

(GDE) programs.

On Saturday 14 July, DC leaders welcomed

into the Army DC those DC officers attend-

ing the summer 2018 HPSP BOLC class.

The gathering, at AMEDD Center and

School, provided an outstanding opportunity

for mutual dialogue and discussion between

BOLC officers and their senior leaders.

Many thanks to the Corps Chief’s office for planning and executing an outstanding

induction ceremony; and to the Association of Army Dentistry and the Army con-

stituency of the Academy of General Dentistry for sponsoring the evening social

at the AMEDD Museum. Again, we congratulate our newest dental officers and

wish them the best as they embark on their careers.

Likewise, we congratulate all of our new GDE graduates as they transition to their

next assignments - your hard work has truly paid off! You are the future leaders

and mentors of our Corps and I am very proud to serve with you.

Finally, on 30 July, I look forward to another opportunity for mutual dialogue over

dinner with the DC officers participating in the Captains Career Course. Such in-

teraction is invaluable to the Corps.

Changing of DC Executive Officer This month we say a sincere goodbye to LTC Brent Gruver and appreciate all he has done for the Corps as he moves on to a new position and nears his retirement. Moving in to the position of Executive Officer to the Dental Corps Chief is LTC Anthony Borowski (Biography below). We hope he enjoys his new position and wish him luck as he learns the dental lin-go.

LTC Anthony A. Borowski was born in Berwyn, Illinois and earned his Bache-lor’s Degree in Criminal Justice from Columbus State University, Georgia and his Master’s Degree in Leadership and Business Ethics from Duquesne Universi-ty, Pittsburg, Pennsylvania. LTC Anthony A. Borowski received his commission in 1999 with immediate du-ty to the Active Component. Aside from his enlisted time, his previous career as-signments as an officer include: 1st Forward Support MEDEVAC Team (FSMT) Leader, 159th Medical Company Air Ambulance (AA), Wiesbaden, Germany; MEDEVAC Detachment Commander, 2nd Squadron, 6th Cavalry, Operation En-during Freedom, Kuwait; Medical Evacuation Liaison Officer, 12th Aviation Bri-gade, Operation Iraqi Freedom (OIF I), Iraq; Battalion Operations Officer, 36th Medical Evacuation Battalion (MEB), Fort Hood, Texas; Commander, 582nd Medical Logistics Company, Fort Hood, Texas; Director and Senior Instructor, Medical Evacuation Doctrine Course, United States Army School of Aviation Medicine (USASAM), Ft. Reminder: The deadline for applications for the TJC Fellowship (2019 star t) Selection Panel on 09 AUG 18 is 31 JUL 18.

The MOI for the LTHET Selection Panel will be released shortly. The application deadline will be 05 OCT 18. It's not too early to start talking to Commanders and Specialists for recommendations. The application packets will require the same elements as last year.

Dental Health Command - Pacific Update

This month we are proud to highlight the achievements and accomplish-ments of the Soldiers of DHC - Pacific. Please CLICK HERE for the full

On 24 May 2018, the Dental Health Activity-Japan held its Change of Command Ceremony at Camp Zama, Japan. COL Mott (Commander,

DHC-P), the reviewing Officer, oversaw the relinquishment of Com-

mand from MAJ Reed (Outgoing Commander) to MAJ Baker (Incoming Commander) in front of the historic Torii Gate.

The leadership of 618th Dental Company Area Support (DCAS) attend-ed a Leadership Conference at Seongnam City, South Korea. The at-

tendees included NCOIC’s and OIC’s of each of the dental clinics from

the Korean peninsula, guest speakers from 65th MED BDE as well as the 618th headquarters per-sonnel. During the conference, topics of discussion included operations, personnel and logistic functions, High Reliability

Organization, Risk Management/Safety, MEDPROS, SHARP and Go First Class.

Dental Health Activity – AK hosted the 2018 Asian Pacific American Her itage Month at For t Wainwright, AK. There were informative displays depicting the different countries in the Asian Pacific Theater.

Dental Health Activity – Hawaii hosted the Dental Health Command- Pacific’s Best Warrior Competition on March 4-8 at Schofield Barracks, HI. Eight soldiers were selected to compete from Joint Base Lewis McChord; Camp Zama, Japan; Camp Casey, Korea; Camp Humphreys, Korea; Joint Base Elmendorf Richardson, Alaska; and Dental Health Activity Ha-waii. Congratulations to SPC Ras from Hawaii and SGT Zuniga from Korea for moving onto the next level, Regional

Health Command-Pacific Best Warrior Competition.

AOC Highlight - Dental Public Health (63H)

Dental Public Health (DPH) practice in the Army covers a wide range of activities with the goal of systematically achieving optimum population health. First, surveillance systems and research identify and characterize oral health issues and their root causes. From there we can develop care delivery processes, policies, and regulations to target problems. Finally, further moni-toring and surveillance to evaluate the outcome of the interventions close the loop. The ultimate goal is to streamline care de-livery processes and advocate for policies and regulations that promote Soldiers’ Readiness, oral health, and overall health. Here are some of the DPH areas that our officers are involved with:

Managing Oral Health Programs: Population oral health is one of our AOC’s focuses. The three main dental care de-livery programs that support this, via dental readiness and wellness, are Go First Class (GFC), High Caries Risk (HCR), and First Term Dental Readiness (FTDR). As part of the Ready and Resilient Portfolio Capabilities Assessment campaign, LTC Drouillard and members from the Dental Directorate’s Dental Systems Division will be working with the Army Resili-ency Directorate to assess and evaluate the GFC, HCR, and FTDR programs.

Dental leadership is aware some installations are pressuring their dental facilities to abandon Go First Class and return to the mass exam method of dental readiness. Resources are available to educate the Leadership on the disservice that they are doing to their Soldiers in terms of limiting access to preventive dental services that maintain oral health and minimize our Soldier’s risk of becoming a dental casualty during deployment.

The High Caries Risk program has stalled because it is difficult to get providers and patients to comply with the intensity of interventions needed. We need to be able to re-mineralize enamel in fewer visits than fluoride varnish requires, or use a product that provides additional benefits to keep Soldiers coming back for care. Unfortunately, studies are lacking on the effectiveness of alternative remineralization agents. What we need are solid evidence-based studies using either histologic analysis of human teeth with incipient lesions and those into dentin or follow-up studies of patients after treatment with re-mineralization products. Graduate Dental Residents in the 2-year Comprehensive Dental Residency who are looking for a research topic could help fill these gaps. Some of the products on the market that bear investigating are Silver Diamine Flu-oride, Riva Star, Nu Radiance Forte, and Curodont. Workforce development: Be on the lookout for an email invitation for the next Dental Corps Officer Retention Sur-vey from the OTSG Dental Corps Chief’s Office. Your participation in this anonymous survey is vital! Over the years, we have used the results of the survey to drive improvements and changes to Army programs and policies that affect our Dental Officers’ pay and professional experiences. You are the Dental Corps, so we look forward to your honest and objective answers to the survey questions.

Global Health Engagement (GHE): Public Health interventions are now the mainstay of GHE effor ts, yet medical planners are still relegating dental capabilities to mere hands-on treatment of urgent or emergent dental issues. Dental pub-lic health efforts to identify oral disease prevalence and conduct root cause analysis are absent, as are efforts to implement environmental and social interventions and increase dental workforce capacity. LTC Colthirst has been working with GHE planners in PACOM to make changes in the planning process, so in the near future dentists deploying on DENRETE mis-sions may be able to make lasting change to reduce the incidence of oral diseases, rather than providing only surgical care. Dentists who are interested in earning a graduate certificate in Global Health may do so via USUHS on-line learning.

Finally, we would like to congratulate MAJ Christa Hirleman on completing her DPH residency at the University of Iowa and wish her the best on her assignment to the Army Public Health Center.

In January 2015 a Licensure Task Force, put together by the ADA, began investigating concerns regarding initial licen-sure and licensure portability. We were recently provided a summary of the ADA’s licensure reform efforts from out DOD New Dentist Committee Liaison. 10th and 3rd Special Forces Group’s: Dental Humanitarian Mission

From 15-29 June 2018, the 7451 Medical Backfill BN initiated their In-novative Readiness Training (IRT) Mission in the vicinities of El Paso and Hudspeth Counties as part of Operation Western Rio Grande in part-nership with the Texas A&M University Colonias Programs. The pur-pose of this mission was to provide no-cost Medical, Dental, Optometry, Nursing, Physical Therapy, Nutritional, and Behavioral Health Services in order to increase the quality of life for residents living in the Colonias and other economically distressed areas. Primary Dental Objectives: Provide free dental care to impoverished border community Utilize and maintain 10th SFG (A)’s portable dental set to provide

evidence and feedback for modifying standard issue dental equip-ment for the Special Forces Dentist’s.

Perform preventative maintenance on dental equipment.

Outcomes: Over ten days, the 3rd and 10th SFG Dentists saw 500+ patients and

completed over 300 dental extractions. The Aseptico portable dental unit work well and will be an integral

component of both the 3rd and 10 SFG’s dental equipment moving forward.

LTG Jeffrey Buchanan, Commander of the US Army North, was impressed with the dental capabilities of the mission.

NCO Highlight-SGT Cui Fangze

Congratulations to SGT Fangze Cui. Just prior to her promo-tion, SGT Cui won the 2018 62nd Medical Brigade Best War-rior Competition, demonstrating a high level of physical fit-ness and expertise in a wide range of military topics. During this competition, her unmatched technical and tactical skills were on full display in the following categories: warrior fit-ness, obstacle course domination, situational training exercis-es, written essay, 12 miles foot-march, oral-boards, land navi-gation, weapon qualification and chemical, biological, radio-logical and nuclear skills. SGT Cui advanced to the division level and represented the 62nd Medical Brigade during the 593D Expeditionary Sustainment Command’s Best Warrior Competition. Many awards and accolades have been bestowed upon this deserving Soldier.

SGT Cui Fangze a native of China, enlisted into the United States Army as a dental assistant, 68E in 2014. Prior to her enlistment, she earned a Bachelor Degree in Ecology from

Shenyang Agricultural University (2010) and a Master’s De-gree in Civil & Environmental Engineering from the Universi-ty of Utah (2013). Prior to joining the 673rd Dental Company (Area Support), JBLM, SGT Cui completed Basic Combat Training at Fort Sill (2015) as an honor graduate with APFT excellence award recognition and also graduated from the Ad-vanced Individual Training as the Distinguish Honor Gradu-ate.

SGT Cui continues to serve with honor and distinction, she has served as operation room assistant, x-ray technician and worked as chairside assistant in the field dental clinics, and JBLM Dental Clinics. Currently, SGT Cui serves as the Executive Administrative Assistant to Command Sergeant Major Alba of the 62nd Medical Brigade. She graduated from Basic Leadership Course and completed Combatives Level I and the Combat Lifesaver Course. In June 2018, SGT Cui and her team participated in an Integrated Readiness Training Hu-manitarian Operation with the 1984th USAH-P, 9th MSC, US Army Reserve Command in Keaau, Hawaii. The 673rd DCAS were able to demonstrate the plug and play capabilities of their jump teams, while providing needed dental services to indigent populations.

SGT Cui’s military rewards and decorations include the Army Commendation Medal, Army Achievement Medal with four OLCs, Army Good Conduct Medal, National Defense Service Medal, Global War on Terrorism Expeditionary Medal, Noncommissioned Officer Professional Development Ribbon, and Army Service Ribbon.

SGT Cui’s goals are to retire from the military with Honors in the rank of Colonel. Her personal interest include yoga, hik-ing and running.
