Vocational guidance in the education system before 2003

Vocational guidance system in education:

•vocational guidance service in education area was organised outside schools,

•vocational guidance tasks were performed by Psycho- Pedagogical Centres,

•the main form of assistance

was individual counselling

offered by Psycho - Pedagogical Centres,

the main method of work

were psychological tests.

Vocational guidance in the education system from 2003

Changes that started in 2003:

•preparing new law regulations (Regulations of the Minister of Education of 30 April 2003 and of 17 November 2010 on the rules for providing and organising psychological and educational support in public schools and educational institutions),

•placing vocational guidance assistance inside schools,

•developing vocational cousellors’ workshop,

•entering the path of vocational counsellors’ training.

According to law regulations:

• Schools can employ vocational counsellors

• Vocational counsellors’ tasks were defined

• Schools (lower secondary, upper secondary, post secondary) have an obligation to provide guidance service

Tasks of vocational councellors’ were defined as:

• gathering, updating data and providing access to educational and vocational information and systematic diagnosing of the students’ needs,

• conducting activities that prepare students to planning education, choosing further educational path and an occupation,

• coordinating of information and counselling activities carried out by the school,

• cooperation with other teachers, parents, educational institutions in creating and ensuring vocational counselling assistance.

Developing resources for vocational guidance:

• preparing educational and vocational information available on-line (brochures about professions, films on professions),

• preparing materials dedicated to vocational cousellors (methodical and didactic materials, lessons scenarios, guidebook on professions, publications on vocational guidance),

• preparing diagnostic tools used in the process of diagnosing students’ interests and predispositions/talents.

Available at the webpage www.koweziu.edu.pl 9 diagnostic tools avilable on-line, 10 diagnostic tools in preparation, 34 publications and didactic materials.

Vocational guidance in the education system from 2003

Entering the path of vocational counsellors’ training:

• increasing the number of post-graduate studies in the field of vocational counselling,

• organizing and providing training courses, dedicated to teachers employed at schools as vocational counsellors being a part of in-service teachers’ training

(stationary courses, on-line courses organised and provided by National Centre for Supporting Vocational and Continuing Education - KOWEZiU)

Using EU funds, until June 2015, KOWEZiU will train 12.000

vocational counsellors and teachers dealing

with guidance activities at the lower secondary level.

Core curriculum for vocational education

New core curriculm for vocational education was defined in the regulation of the Minister of National Education of 7 February 2012. The regulation includes learning outcomes common to all occupations for the three areas:

•area of starting and conducting business activities

(relation between companies and institutions, planning and undertaking marketing actions, market economy, labour law, protection of personal data),

•personal and social skills and competences (ability to work in a team, to communicate, to cope with stress, to foresee consequences of actions, to update the knowledge and professional skills),

•organization of work of small groups

(group work planning, evaluation of tasks, introducing

the new technical solutions).

Future perspectives of vocational guidance

Future perspectives are based on two strategic lines:

• Recommendations concerning vocational guidance transferred to the regions

• Implementation of activities under the EU Programme - Operational Programme Knowledge Education Development - PO WER

Future perspectives of vocational guidance

Recommendations transferred to the regions:

•promoting needs of vocational guidance ,

•creating in each school the place in which individuals can have access to information on learning opportunities and job possibilities,

•gathering, up-dating, disseminating information on learning opportunies and job possibilities,

•building–up close bridges between main actors involved in vocational guidance activities and developing local/regional cooperation,

•developing quality in guidance services by evaluating effectiveness of guidance services.

Future perspectives of vocational guidance

Implementation of activities under the EU Programme

PO WER:• preparing vocational guidance curriculum for different education

levels and different types of schools (G+V+AL),

• introducing vocational guidance curriculum into legal regulations,

• creating and launching regional and national data bases system giving access to integretaed information on learning opportunities and job possibilities,

• improving skills and competences of vocational

consellors’ and teachers’ dealing with vocational

guidance in education area.
