Disaster Defined : By First Responders• Emergencies

– May be handled by local response agencies

• Disasters– Exceeds the capabilities of local response agencies– Creates a need for mutual aid

• Catastrophes– A Critical Incident that exceeds all response capabilities– Where survival becomes a priority– You have to wait for a catastrophe to be downgraded to a

disaster before a response can kick in

• Assume a city population of 110,000+• Assume 10% are injured or needing rescue

(11,000)• Fire department = 32 personnel on duty (5

Engines, 2 Trucks, 1 Rescue Rig)• Assume all fire resources are available

(meaning equipment is not destroyed and fire personnel are not injured)

• Ratio = 1 fire personnel per 344 victims• Ratio = 1 apparatus per 1375 victims (they

respond by apparatus and not individually)

How Big of an Impact Can We Have?• 3 million population in OC• 10% needs help = 300,000 people• Let’s focus on one segment of our community

60 churches with 1000 members each totaling 60,000 church members

• 10% become Disaster Responders (DR) = 6,000• 30 day deployment with 1,000 DR/day working a

12-hour day• Each DR serves 10 victims/day = 10,000

(Lemon vs. Kurtzman) resulted in a Three Prong Test, which would interpret the constitutionality of ministries or church related services which may be questioned to Church and State issues.
