By Jennifer Warnick Special Contributor ATLANTA —As Rosalind Gates Brewer approached the podium at Spelman College’s graduation cere- mony on May 20, she was walking the last few steps of a full circle 34 years in the making. Before she began the most dear- to-her speech she’s ever given, she took a deep breath and smiled at the sea of black and brown faces in caps and gowns. In 1984, she was one of those faces – a driven, hopeful young woman about to earn a de- gree in chemistry. This time around, she was the commencement speaker, and one of the most ac- complished businesswomen in the United States. “Spelman women, you are today at an intersection between who you have been, and who you must be- come – full of hope and knowledge, staring down the face of a daunting challenge. Stronger than you have ever been, and also learning with every breath,” Brewer told the grad- uates. “The generation of Spelman women who came before me were all first-of-a-kinds. The first black woman to… the first black leader to… the first black judge to… the first black surgeon to… a generation of way makers. My generation is what one might call ‘Generation P,’ and that P is for perseverance— we’ve had the job of keeping the fires that our grandmothers and mothers fought for, lived for, died for – alive.” The following morning, Brewer spoke to a room full of new Star- bucks vice presidents. Brewer spent nearly an hour taking questions from the new vice presidents, tick- ing off operations numbers from memory and sharing business in- sights from her first seven months with Starbucks – the importance of investing in partners (employees), digital and growth; the importance of getting to know customers and their changing routines; the chal- lenges and opportunities of being a worldwide “third place,” or popular community gathering spot between work and home. Brewer also spoke about some- thing on the minds of almost every- one at Starbucks: Philadelphia. The Common Denominator

I can recall observingsome loyal Dallas Cowboys'fans at a football game ver-sus the New Orleans Saints.Most fans were outfitted intheir game jerseys, t-shirtsand hats displaying theircommitment to the Cow-boys. Now my thoughtswere even more curious as Ibegin to explore some pos-sibilities.

Let's focus on 100 Cow-boys fan for example. I feelit is safe to say all 100 fanswere hoping for a Cowboyswin.

Out of 100 Cowboysfans:

• Maybe 33 believe incorporal punishment in pub-lic schools.

• Maybe 38 support theright to abort an unbornchild.

• Maybe 41 are Republi-cans, 40 are Democrats, and19 are Independent.

• Maybe 20 favors jazz,20 prefer R&B, 20 favorsrap, 20 sides with countryand 20 desires gospel music.

• Maybe 63 believe in guncontrol.

• Maybe 28 are smokers.• Maybe 51 drinks alco-

hol.My point is simple, re-

gardless of opposing pointof views and opinions, all100 of the Cowboys fanswere pulling for a victory.All are hoping for the de-fense, offense and specialteams to perform well

enough to overcome the op-ponent.

Given the numbers fromthe examples above, theywere on the same pagewhen it came to rooting forthe Cowboys. Therefore, theCowboys are the CommonDenominator. Their differ-ences do not come into playwhen it boils down to cheer-ing for a football team, nei-ther should it matter when itcomes to doing the rightthing. If sports brings us to-gether, then doing what'sright should do the same.

Dr. Martin Luther King,Jr. said it the best: "The timeis always right to do what isright."

So what are you waitingon? This appeal is no at-tempt to legislate anyone'sbehavior, but I am promot-ing conscious positive

thoughts. This suggestionprovides an excellent oppor-tunity to empower yourmental ability to many as-pects of your life.

The Common Denomina-tor is a feature shared by allmembers of a group. Withus, doing what is rightshould be the common de-nominator. On the surface,this sounds like an easy ad-justment. However, oldhabits are hard to break. Weare not naturally wired toput self aside and think as ateam and as a community. Itwill take practice, an openmind, a willing attitude anddiscipline to accomplish thisworthy endeavor. We willnever agree on all things,but concentrating on doingwhat is right will always es-tablish the appropriate endgoal.

Graduation is just the first hurdleBy Julianne Malveaux NNPA Columnist

Marvel’s “Black Panther,”Chadwick Boseman, gradu-ated from Howard Universitywith a bachelor’s degree inFine Arts (BFA) in 2000.

On May 12, Boseman re-turned to his alma mater toaddress the Class of 2018,while receiving an honorarydegree.

The Howard Universitygraduation is one of morethan 100 Historically BlackCollege and University grad-uations and one of more than4,000 general graduationsacross the country.

On May 5, White HouseCorrespondent April Ryan,brought down the house atBennett College in NorthCarolina.

In Arkansas on the sameday, journalist and politicalcommentator Sophia Nelson,made lasting remarks duringthe Philander Smith Collegecommencement exercise.

All across the nation, fam-ilies are gathering, people arecelebrating and graduationsare being hailed as an occa-sion of joy.

However, despite thesemany festivities, if you are aBlack American who gradu-ated from the University ofFlorida (UF), your achieve-ments may have been marred

by the horrible memory offaculty marshals physicallypushing you off of the stage,after you decided to celebrateyour Black Greek (fraternity)pride, with the execution of afew “steps.”

More than 20 studentswere assaulted by the uniden-tified faculty member (al-though some say he is achemistry lecturer), who isnow on paid leave.

Why would the universitycontinue to pay someonewho seems to have differen-tially attacked Black stu-dents, as apparently no Whitestudents were assaulted orpushed off of the stage?

According to The NewYork Times, UF President W.Kent Fuchs apologized to theaffected students and left apersonal message of apologyon Alpha Phi Alpha fraternitymember Oliver Telusma’svoicemail, due to the inci-dent.

However, from where I sit,President Fuchs should trackthat student down along withall of the others and visitthem face-to-face.

The UF incident remindsBlack students that gradua-tion is but one of the manyhurdles they must clear.

Every day, every singleday, they face the possibilityof pernicious racism, differ-ential treatment, and the

threat of law enforcement tocompel compliance with themost foolish of laws andnorms, spoken or unspoken.

That’s why the police werecalled on three Black women(and a White man), becausethey failed to wave or smilewhen they exited an Airbnbin Rialto, California, andwere detained for 45 minutesdespite possessing proof thatthey had reserved their space.

That’s why the policewrestled a 25-year-old Blackwoman to the ground (expos-ing her bare breasts) in an Al-abama Waffle House, aftershe asked for plastic cutleryand an ignorant employee re-portedly said “she did notknow her place,” and the beatgoes on and on and on.

The police are too oftencalled to put Black people intheir place, to force them tocomply, to reinforce the tenetof White supremacy; the no-tion that when we see aWhite person, we must shuckand jive and smile.

I want the graduates toknow that their place iseveryplace.

Class of 2018, your placeis in that Starbucks at thetable, order or not. Your placeis in that Waffle House, get-ting the utensils you re-quested. Your place is at thelake in Oakland, burningthose bones on your grill.

Your place is on that stage atUF.

Resistance has a highprice. Who wants to go to jailand end up, like SandraBland, whose mysteriousdeath in Texas still has notbeen solved? Who wants tobe handcuffed, humiliated,exposed, and maligned, justfor asking a simple question?

Starbucks will close thou-sands of stores to the tune ofmillions of dollars for uncon-scious bias training. But whowill train these biased policeofficers and the racists whocall them, because their feel-ings are bruised when no onewaves at them?

The Class of 2018 willlearn, as have millions ofother Black Americans, thatracism is alive and well.

They’ve cleared a hurdlewith graduation, but even assome cross the stage, they arebeing reminded that there aremany more hurdles to clear,to survive in our unfortu-nately racist nation.

Perhaps in the process ofclearing other hurdles (grad-uate and professional school,marriage and children, artifi-cial intelligence and gentrifi-cation), they will also find thewherewithal to eliminateracial barriers to success.Julianne Malveaux can be

Parkland experts say mental illnesses are common, treatableNearly one in five adults

in Texas experiences mentalillness each year and morethan 20 percent of Texaschildren ages 9-17 have a di-agnosed mental illness. InDallas County in 2016 therewere nearly 427,000 behav-ior health visits by patientswith mental health or sub-stance abuse issues, accord-ing to the DFW HospitalCouncil Foundation. Mentalhealth experts at ParklandHealth & Hospital Systemsay that many mental ill-nesses, like physical healthproblems, are common,treatable and even preventa-ble.

Recognizing the link be-tween mental and physicalhealth is crucial to overallwellness, a message mentalhealth professionals are em-phasizing during May, Na-tional Mental Health Aware-ness Month. The advocacygroup Mental Health Amer-ica selected this year’s themeFitness#4Mind4Body tofocus on what individualscan do to improve their fit-ness by making smallchanges, physically andmentally, to improve overallhealth.

“Taking good care of yourbody is part of an evidence-

based approach to mentalhealth. We know that peopleliving with serious mental ill-ness face an increased risk ofhaving chronic health condi-tions and that a healthylifestyle can help to preventthe onset or worsening ofmany mental health prob-lems like depression andanxiety, as well as heart dis-ease, diabetes and otherchronic health problems,”said Pedro Fernandez, MD,Medical Director of Consult-Liaison Psychiatry at Park-land and Assistant Professorof Psychiatry, UT South-western Medical Center.

“Much of what we dophysically impacts us men-tally, so it’s important toview mental health as a com-ponent of overall health andwell-being. Eating healthy

foods, managing stress, exer-cising and getting enoughsleep can go a long way inimproving your mentalhealth as well as your physi-cal fitness,” Dr. Fernandezsaid.

Research shows that peo-ple who are chronicallystressed or depressed have agreater risk of physical ill-ness. Exercise and good nu-trition can have a significantimpact on overall health andstress reduction by improv-ing immunity, loweringblood pressure, preventing oraiding in management of di-abetes and heart disease andboosting endorphins for im-proved mood and overallmental health.

According to the NationalAlliance on Mental Illness(NAMI), adults with serious

mental illness die on average25 years earlier than others,largely due to treatable med-ical conditions. Serious men-tal illness costs America$193.2 billion in lost earn-ings per year, the organiza-tion reports. In addition, sui-cide is the 10th leading causeof death in the U.S. and thesecond leading cause ofdeath for people aged 15-24.More than 90 percent of chil-dren who die by suicide havea mental health condition.

In 2015, Parkland becamethe first health system in thenation to administer a uni-versal suicide screening pro-gram to identify persons atrisk and help save livesthrough early intervention.The program was designedto screen not only adults butalso youth, ages 12 to 17, re-gardless of their reason forseeking care. Since initiatingthe program, more than 2million suicide risk screen-ings have been completed. InMarch, Parkland expandedthe screenings to include pa-tients age 10 and older. Park-land expects to completemore than 11,000 screeningsfor children ages 10 to 12 an-nually.

“We recognize that wehave the opportunity to iden-

tify children and youngadults coming to Parklandfor other health services whomay also need mental healthservices. By asking a fewquestions of every patient,regardless of why they comein for medical care, we candetermine if there are reasonsfor concern and take steps tohelp,” said Kimberly Roaten,PhD, Director of Quality forSafety, Education and Imple-mentation, Department ofPsychiatry at Parkland andAssociate Professor of Psy-chiatry at UT SouthwesternMedical Center.

Diabetes and other chronicdiseases can lead to seriousdepression in some patients,setting up a vicious cycle be-tween mental and physicalproblems, sa id Luig iMeneghini, MD, MBA, Ex-ecutive Director of theGlobal Diabetes Program atParkland and Professor of In-ternal Medicine at UT South-western Medical Center. “It’sknown that when people aredepressed, they might exer-cise less, make less healthyfood choices and engage inless healthy behaviors whichcan lead to weight gain, in-crease the risk of developingchronic conditions or worsen

control of existing ones. Forpeople with diabetes, depres-sion may make it more chal-lenging to stick to a diabetesmanagement plan which in-cludes eating a healthy diet,exercising, monitoring bloodglucose and taking medica-tions. Effectively addressingdepression can improve bothmood and diabetes control.”

Mental illness should notbe stigmatized, any morethan a physical ailment, Dr.Fernandez emphasized.“There are many taboos andmyths still surrounding men-tal illness, but through edu-cation we can erase the feel-ings of shame and fear thatprevent many from seekingtreatment. If you have amental health condition,you’re not alone. As withother illnesses, mental illnessis not your fault. With propertreatment, symptoms can bedramatically reduced andmany people with mentalhealth conditions can and dosucceed in leading active,fulfilling lives.”

May is Hepatitis Aware-ness Month, a time when weshed light on this commonliver infection by raisingawareness and encouragingtesting. Your liver has manyimportant functions, andkeeping it in good health isvital to your body. Hepatitismeans inflammation of theliver and presents in types A,B, and C. Hepatitis C iscaused by the hepatitis Cvirus (HCV) with about 4million people in the United

States believed to be in-fected. However, many whohave the illness can go yearswithout knowing they carrythe virus. Because this infec-tion is usually asympto-matic, it is critical to under-stand why screening for hep-atitis C is so important andto understand risk factors toavoid in keeping good liverhealth.

The U.S. Centers for Dis-ease Control and Preventionstrongly recommend thoseborn between the years 1945and 1965 (the baby boomer

generation) visit their physi-cian for an HCV blood test.The first blood test willscreen for antibodies thatpoint to the presence of thehepatitis C virus in yourbloodstream. If this first testis negative, no additionaltesting is needed. If this testreturns positive, then yourphysician may recommendadditional testing to check ifthe virus is still present inyour blood. Additional bloodtests can help your physicianplan for the best course oftreatment.

While there are vaccinesavailable to prevent hepatitisA and B, there is not a vac-cine for hepatitis C. Becauseof this, it is important to un-derstand risk factors that canlower your chance of catch-ing this virus. Hepatitis Cmost commonly spreadswhen blood from an infectedperson is exposed to some-one who is not infected, soavoid sharing needles, sy-ringes, or any other equip-ment. Prior to 1992, theblood supply was notscreened as it is today and

hepat i t is C was spreadthrough blood transfusionsand organ transplants. Thisis one of the ways in whichbaby boomers could havebeen exposed HCV.

TxDOT launches ‘Click It or Ticket’ campaign to reduce unbelted injuries, fatalitiesAUSTIN – Statewide seat

belt use continues to increase,reaching nearly 92 percent for2017, yet 929 unbuckled Tex-ans still died in traffic crasheslast year. TxDOT’s “Click Itor Ticket” campaign remindsdrivers and passengers that

wearing a seat belt is the sin-gle most effective step theycan take to protect themselvesin a crash. Wearing a seat beltreduces the risk of dying in acrash by 45 percent. Thatnumber jumps to 60 percentfor pickup trucks.

While daytime seat beltusage continues to increase,nighttime use remains lower,leading to a higher rate of fa-talities. Last year, the TexasA&M Transportation Institutefound the number of driversand front seat passengers ob-

served in 18 cities not wearingseat belts increased by almost50 percent from day to night.

Texas law requires every-one in a vehicle to be properlybuckled up or face fines andcourt costs up to $200. Chil-dren younger than 8 must be

in a child safety seat or boosterseat unless they’re taller than 4feet 9 inches. If they aren’tproperly restrained, the driverfaces fines of up to $250, pluscourt costs.

Irving ISD names new Director of Special Education Michelle Edwards-Scott,

Ph.D., a committed educatorwith more than 20 years ofexperience, joins Irving ISDas the new director of specialeducation. She begins hernew role July 1.

Her more than two decadesof experience include roles asa coordinator, diagnosticianand supervisor, including a

stint at the university level.Dr. Edwards-Scott is cur-rently the special program co-ordinator at Eagle Mountain-Saginaw ISD, a position she’sheld since 2014. Prior to EMSISD, she worked as a specialeducation coordinator forEctor County ISD and as aneducational diagnostician/dis-trict transition specialist for

Hurst-Euless-Bedford ISD.She began her career in FortWorth ISD as an educator andlater served as an educationaldiagnostician supervisor be-fore serving as a universitysupervisor at Walden Univer-sity.

and police arrived a fewminutes later. The men hadbeen in the store less than10 minutes when police ar-rived; they were arrestedand led out of the store. Themanager is no longer withStarbucks, and the companyhas since updated its policyto make the café spacesopen to all customers – de-fined as anyone in the store.

“The whole thing mademe stop what I’m doing andclutch my chest, especially

as the mother of a 23-year-old, black son,” Brewersaid. “I’ve sat with a lot ofsadness about what hap-pened over the last fewweeks.”

When the incident sur-faced, Brewer was visitinga friend in San Franciscoand immediately boarded aplane for Philadelphia,where she spent the nextseveral days speaking to allinvolved. She said she be-lieves when people (andcompanies) make mistakes,and they always will, it’s

not the mistake that revealstrue character, but whathappens next.

“There were some quietmoments as we were work-ing around the clock inPhiladelphia when Ithought, ‘What kind of so-ciety do we live in? Howhas this happened? How didwe get here?’ In just a fewweeks since this happenedthere have been many simi-lar incidents since in thenews. This is not confinedto our stores. What we’relooking at is a national con-

versation around how peo-ple interact with eachother,” Brewer said.

A near fatal car crash leads to careeras an Emergency Room nurse

July 3, 2012 is a day Sa-vannah Fortner will neverforget. But while the head-on car crash nearly killedthe then 20-year old, it gaveher a new outlook on life.Today she is helping others,just like the nurses at Park-land helped her.

Fortner was scheduled tospeak out about these life-changing events as part ofNational Trauma SurvivorsDay, May 16 to call atten-tion to the partnership withthe American Trauma Soci-ety to connect survivorswith programs that supportpatients and their familiesthroughout the recoveryprocess.

“Having access to LevelI Trauma Centers is critical

to the treatment of complexinjuries,” said Jorie Klein,RN, Director, Rees-JonesTrauma Center.

Driving alone on a two-lane stretch of Highway 78in Farmersville, Fortnerhad just reached the top of ahill when she saw a vehiclehad crossed the center lineand was barreling towardher. She remembers swerv-ing to miss the oncomingcar and then waking longenough to see a Farm-ersville firefighter/para-medic kneeling over her.Nearly a week and a halflater she awakened in Park-land’s surgical intensivecare unit with multiple in-ternal injuries and brokenbones.

“I had a lacerated spleen,broken pelvis, a brokenfemur – all kinds of in-juries. There were stitchesgalore where the physicianshad to zip me up from thevarious surgeries to repairall the damage,” Fortnersaid. “The last thing Iwanted to do was get up,but I had a great team whoworked with me and myfirst goal in physical ther-apy was to be able to sit onthe side of the bed.”

Those tiny steps becamebigger and after about amonth in Parkland Fortnerwas discharged to a rehabfacility and then homewhere she finally got rid ofher wheelchair, walker andeventually, her crutches.

But it was those last fewdays in Parkland that reallyhad an impact on Fortner’sfuture.

“When you’re in yourearly 20s it’s all about ap-pearances. I remember hav-ing an ‘accident’ and cryingbecause I was so embar-rassed,” she recalled. “Thenurses held me and were soincredibly kind. They toldme, ‘if this is the worstthing that happens todaythen it’s a great day.’ Theymade me feel so much bet-ter and that’s when I knewthat I wanted to be able tomake just one person feelas good as they made mefeel that day. That’s when Iknew I wanted to be a Park-land nurse.”

True to her word, Fortnerchanged her career pathfrom dental to nursing andtoday is completing herfirst year as a registerednurse in Parkland’s Emer-gency Department with hersights set on becoming atrauma nurse in the Rees-Jones Trauma Center.

Despite the pain she en-dured Fortner says she’s“lucky to have experi-enced” the crash becauseit’s made her a better care-giver. “I think a nurse’sgreatest strength is empa-thy,” she said.

After celebrating the suc-cess of back-to-back, globalbox office hits, Marvel’s“Black Panther” actor Chad-wick Boseman, returned tohis alma mater, Howard Uni-versity, to deliver the school’s2018 commencement convo-cation address.

Championing his own per-sonal experiences during histime studying at the presti-gious, historically Black uni-versity, Boseman urgedproud degree recipients, topress forward, to hold uptheir heads and to never fearrejection.

“I can think of no better

place to be right now, afterthe ‘Black Panther’ and‘Avengers’ campaigns, thento return and participate inthese graduation ceremonies

with you,” Boseman told thegraduates. “It is a great privi-lege, graduates, to addressyou on your day, a day thatwill be one of the most im-

This year the annualAT&T Byron Nelson golftournament moved to theTrinity Forest Golf Club, inDallas after its 35-year runat the TPC Four Season Re-sort Hotel in Las Colinas.Located nine miles south ofDowntown Dallas the tour-nament celebrated its 50thanniversary from May 16 toMay 20.

Designed by Bill Cooreand Ben Crenshaw the new160 acres within the GreatTrinity Forest course is wideopen and allows spectatorsto view several golfers com-

pete simultaneously. But be-cause of the broad viewsand vast spaces, there was alack of shaded places on thecourse for the guests underthe hot Texas sun.

Specific locations like the13th fairway allowed gueststo watch holes 5, 6, 15 and16, and from the 16th Greenguests could watch holes 1,12, 16, and 17. The unique

rectangular layout not onlyallows guests to watch moregolf, but it also places thesponsor suites in the middleof the experience.

Instead of the usual serv-ice carts which providefood to various locations,this year they were set ex-plicitly to specific venueseach sponsored a charity oftheir own choice. The newsite did offer attendeeswater misters along thepathway to provide guests arefreshing journey whileencouraging to not walk onthe grass.

While there were con-cerns the Byron Nelsonwould change completely;

the organizers addressedthis by keeping several thefan’s favorites elements ofthe tournament experience.They brought back the KidZone, a Fun Zone foradults, the Fan Expo andkid’s autograph zones. Atthe main entrance, guestswere greeted at the Pavil-ion, just as they were for thepast 50 years.

NDG Book Review: The Sun Does Shine is impressiveBy Terri Schlichenmeyer

You always keep youreyes on the prize.

You’ve given yourself noother options and yoursteadfastness is your com-pass. What you believe willhappen. What you know istruth. Say it enough, andeverybody else will know,too – especially when, as inthe new book “The SunDoes Shine” by AnthonyRay Hinton with Lara LoveHardin, the truth is one ofinnocence.

On a night in the summerof 1985, twenty-nine-year-old Ray Hinton checked inwith the security guard athis workplace, just as he’d

been told to always do. Hehadn’t been at the job long,but that had become hisroutine every night beforegetting assignments for hisshift, doing work he liked.

Reaching that point had-

n’t been easy.The youngest of ten chil-

dren, Hinton was hismother’s “baby” and hecontinued to live with herafter high school; thoughhe’d thought about college,there was no money orscholarship for it. Instead,he found work at an Ala-bama coal mine, hating thework, loving the paycheck,still wanting what he could-n’t afford.

He took a car he neverpaid for, and it cost him afew months in jail.

By that evening in thesummer of 1985, though,Hinton had resolved tomake his Mama proud. Hewas again employed, sober,

living on the straight-and-narrow, had checked in withthe guard as he was told,and worked until it wastime to go home.

And that was where hewas arrested five days later,accused of a robbery andmurder committed while hewas at work, miles from thecrime scene. His trial wasshort. The jury was all-white, as were the judge,prosecutor, defense attor-ney, and a ballistics “ex-pert” that was no expert.During the trial, Hinton“knew” he’d be convicted,knew it in his heart, eventhough he clearly had analibi.

He was innocent. And he

was sent to Death Row.Because there’s a book

about this, you’ve probablyalready figured out that au-thor Anthony Ray Hardin isa free man now. You al-ready know of his inno-cence. The shocker is thatthat took thirty years for ex-oneration, and when youread “The Sun Does Shine”(with Lara Love Hardin), beprepared to be shockedsome more.

Or maybe you won’t be:at times, Hardin himselfseems to expect many of thethings that happened to him,which leads to a whole hostof emotions for a reader.You shouldn’t, in fact, be atall surprised to feel frustra-

tion, sadness, white-hotanger, and crushing despair– sometimes, from the samepage. And yet, despite thatyou’ll cringe inside, Hardinalso makes readers’ soulssoar with words that revealsmall beauties between hor-rors, and kindness whereyou don’t expect it. That’slike taking an amusement-park ride with no seat belts:hang on tight, because itmight hurt.

What’s left to say, then,about this book? Nothing,except that you’ll like it foreverything it wrings fromyou. “The Sun Does Shine”could be the most impres-sive book you’ll lay eyeson.

In 1965 and as part of avisionary public policystrategy known as TheGreat Society, PresidentLyndon Johnson created anew cabinet level agency,the Department of Housingand Urban Development(HUD). The agency be-came responsible for devel-oping programs and craft-ing policies that would sup-port urban America with de-cent housing, homeowner-ship opportuni t ies andmore. Following enactmentof the Fair Housing Act in1968, HUD was furthercharged with its enforce-ment.

But the current HUDSecretary, Dr. Ben Carson,appears to either not know,or willfully ignores the vitalmission of the agency hewas appointed to lead. Fromproposing billion-dollarbudget reductions, increas-ing rental fees for publichousing, and halting effortsthat require local communi-ties receiving HUD funds toaddress fair housing needs,Secretary Carson’s tenurehas been troublesome to agrowing number of con-sumers and advocates alike.

Now, his retreat from en-forcing fair housing has ledto a federal lawsuit filed byhousing and civil rights ad-vocates who are callingupon a federal court to rein-state a key rule used to fightsegregated housing. OnMay 8, the National FairHousing Alliance, Texas

Appleseed, and Texas LowIncome Housing Informa-t i o n S e r v i c e ( Te x a sHousers) jointly asked theU.S. District Court for theDistrict of Columbia to re-instate a HUD rule that Sec-retary Carson suspendedthis past January.

The rule, known as Affir-matively Furthering FairHousing (AFFH), imple-mented the legal require-ment that federal agenciesand federal grantees furtherthe purposes of the FairHousing Act by dismantlingresidential segregation. Therule took effect in July2015, after widespread doc-umentation over severalyears revealed how manyHUD grantees made no dis-cernible effort to end segre-gated housing in their lo-cales.

In response, the AFFHrule specifically requiredany organization receivingHUD funds to have a planand timeline that incorpo-rates community concernsto actively address localhousing problems. Thisplanning approach wasstructured to enable HUDgrantees to take meaningfuland measurable actions toovercome historic patternsof segregation. Addition-ally. the rule promotes fairhousing choice, and fostersinclusive communities thatare free from discrimina-tion.

“Each day HUD holds uprequiring jurisdictions tofully comply with the law isanother day that millions of

people are being denied fairhousing opportunities,” saidLisa Rice, President andCEO of the National FairHousing Alliance. “HUD’saction is a clear example of‘justice delayed, justice de-nied.’”

According to the com-plaint, HUD suspended therule on January 5 withoutproviding any prior noticeor opportunity to comment.HUD also did not offer anyexplanation or evidence asto why the agency felt justi-fied in suspending the rule.

Unless the federal courtintervenes, the rule suspen-sion will remain in effectuntil either 2024 or 2025.

Across the country, an es-timated $5.5 billion in HUDfunding is awarded eachyear. Nearly two-thirds ofthese funds go to approx-imately 1,210 granteesthrough HUD’s Commu-nity Development Block(CDBG) Grant program.With this year’s rule sus-pension and continuing forseveral years, grant recipi-ents – largely state and localgovernment jurisdictions --can obligate their alloca-tions without any concernfor compliance with theFair Housing Act rule.

A permanent rule reversalcould also signal a return tothe kinds of actions that ne-cessitated the rule.

For example, a 2007

False Claims Act case wasbrought against WestchesterCounty, New York. Thanksto a whistleblower organi-zation, it was disclosed thatthe county defrauded thefederal government in itsuse of $50 million in HUDrevenues over several years.This county regularly certi-fied HUD compliance withthe Fair Housing Act eventhough the local jurisdictionwas deliberately concentrat-ing affordable housing in asmall number of Black andLatino cities. The countyalso shared its CDBG fundswith overwhelmingly whitesuburbs that refused toallow affordable housing.

In a 2010 report to Con-gress, the General Account-ing Office found many ju-risdictions lacked any over-sight or accountability withHUD funds. Nearly one-third of local jurisdictionsfailed to make a minimal ef-fort to write a report knownas “Analysis of Impedi-ments to Fair HousingChoice”; in housing parl-ance the report is known asan AI. The GAO found that29 percent of jurisdictionsdid not complete this reportover a five- year period. An-other 11 percent had notdone so in a decade. Otherscould not identify a date ofcompletion or had no AI atall.

In short, HUD did not

meaningfully oversee itsgrantees in this process.However, after the rule tookeffect, communities re-sponded with forwardstrides.

In Philadelphia wherewidespread evictions incommunities of color werecited as a serious barrier tofair housing, the city beganan Eviction PreventionProject that included legalassistance for consumersfacing unjust evictions.

In other examples, Para-mount, California began aninitiative to increase accessto group home housing forpeople with disabilities.New Orleans promised tocreate 140 units of afford-able rental housing by 2021.

These and other positivehousing developments arenow on hold with the rulesuspension.

“For Secretary Ben Car-son and HUD to wipe awaythe rule just as it was begin-ning to take effect is shame-ful and contradicts what hasbeen a fundamental princi-ple of HUD’s mission,” saidSherrilyn Ifill, NAACPLegal Defense Fund Presi-dent and Director-Counsel.

For Michael Allen, a part-ner in the civil rights lawfirm Relman, Dane & Col-fax, the suspension crossedan important line.

“Flout ing the rule oflaw,” noted Allen, “HUD’saction signals to every juris-diction in the country thatthere will be no conse-quence for civil rights vio-lations, and that HUD hasno interest in helping cities,counties and states to ex-pand housing opportunitiesfor their residents.”

meaning to names. Namesoften were specific indica-tors of God's plans and pur-poses for that individual. Ayoung boy grew up asMoses' servant. His He-brew name, Hoshea, means

"salvation." As the ladgrew, Moses could see thathe had a "different spirit"from the rest of the Hebrewmen. He was selected to beone of the 12 men whomMoses chose to spy out theland of Canaan.

Before the expedition,Hoshea was given a newname by Moses - Joshua,which means "the Lordsaves." Joshua became thenew leader of Israel whowould lead them into thePromised Land. He would,in fact, save an entire na-tion.

A story is told of a manwhose journey in life, helearned that God gave him aname that had something todo with his future call from

Him. He was 44 years oldand had just gone throughtwo of the most difficultyears of his life. Duringthat time, God brought aman into his life who disci-ple him in areas where hehad never been trained. Hediscovered many new spiri-tual truths about himselfand other Christians in hisworkplace.

He came to identify withthe struggles of Esau andJoseph in their desire to un-

derstand their ownbirthrights. He began towrite about these discover-ies to help other workplacebelievers understand theirown callings through busi-ness. One morning on aweekend getaway in themountains, his friendlooked at him and said, "Doyou know the meaning of'Omar'?"

Omar was his first name.His real name was OmarSmallwood Hillman III. Dr.

Smallwood had deliveredhis grandfather. No one, noteven his mother, knew theorigin of "Omar." They hadput the "O" and the "S" to-gether to call him "Os.""You need to know themeaning of 'Omar, he said'.It has something to do withyour future," his friend toldhim.

Startled by his assertion,that night he looked up thename of "Omar" on a com-puter program. Here is whathe found:
