1.0 New Initiatives

1.1 Initiation of Bridge Financing Assistance Process for CIDC Students:

In order to provide upwards mobility to CIDC trained candidates under vocational and supervisory cadres, CIDC has decided to offer them financial assistance by way of bridge finance for their educational fee for various diploma programs subject to their meeting the eligibility criteria. Under the assistance proposal, CIDC trainee shall be allowed to pay Equated Monthly Instalments in lieu of semester fee. The assistance would enable students from distressed financial background to study and enhance their proficiencies. The scheme has been well received by CIDC Students and a large number of candidates are expected to enroll for this assistance.

1.2. Initiation of On-Site Construction Quality Control & Quality Assurance Programs:

Last month CIDC initiated an On-Site Quality Assurance and Quality Control & Quality Assurance Training and Certification Programs jointly with Bhartiya Vidya Mandir. These twelve month training programs, comprising of 2 trimesters each, are going on across the nation on various construction sites. Program is being conducted on a distance education mode and will lead to certification of trainees upon successful completion.

1.3. Initiation of an employment linked program titled Advance Construction Program:

The first batch has commenced training.

1.4. CIDC- ACCI Kshitij Awards CIDC in collaboration with ACCI has instituted awards for the Final/Pre-final

year students of its Diploma programs being conducted in association with Assam University, IGNOU, PMU, SBTE. These are the Kshitij Awards which would be given in the category of Gold, Silver & Bronze for 1st, 2nd & 3rd positions. These awards would be awarded during CIDC foundation day.

1.5 First CIDC Material testing laboratory:

CIDC has, in an endeavour to provide wider availability of professional testing facilities, set up it’s first Material Testing Laboratory at Faridabad. Core samples testing of Cement Concrete, Road & concrete cube testing of MCF has been done. Further CIDC has started design mixing of concrete for various local companies.

CIDC will be embarking on initiatives for testing of construction materials for various projects in the NCR region.

2.0. Recent MOUs:

CIDC-Steel Developments & Growth (INSDAG) : CIDC has entered into an MOU with Institute for Steel Development & Growth (INSDAG) on 11th May, 2012, to cooperate and work together to achieve higher consumption of steel and steel products by Construction Industry.

CIDC- SIL-BVM MOU for OJT Training: CIDC has signed an MOU with Simplex Infrastructure Ltd and Bhartiya Vidya Mandir on 5th May, 2012 to accomplish the following objectives.

a) To impart On the Job Training (OJT) to General Work Supervisors, Lab

Technicians, Store Keepers, Land Surveyors, Site Accountants and construction workers in any other trade including mechanicals maintenance & repairs.

b) To impart soft skills to the trainees.

c) To certify the skills of the trainees in the respective fields.

In line with the MOU, trainees in different trades like GWS, Land surveyors, Lab Technicians were identified and are being sent for training at different centres of Simplex Infrastructure Ltd in Noida, Guwahati and Bhubaneswar. After successful training the trainees will be absorbed in Simplex or in other infrastructure projects. Around 400 trainees will be employed in a year.

CIDC-Srijan Sansthan, Alwar (Rajasthan): CIDC has signed an MOU with Srijan Sansthan, Alwar (Rajasthan). for Vocational Training to their workers.

3.0. CIDC- Activities 3.1.Training:

CIDC- Training Centre at VKP, Faridabad has become a Training hub for training personnel in various trades ie General Work Supervisor (GWS), Land Surveyor (L/S), Laboratory Technician (Lab. Tech.), Mason (M), Shuttering Carpenter (S/C), Bar-Bender (B.B), Plumber (P), Draftsman (D/M), Diesel Mechanic (D/Mech),Mechanical Fitter (M/F), Welder (W), Site Accountants (S/A), Safety Inspector (S/I), Rojgar Shayak (R/S), Electrical Wiremen (E/W), etc

(i) Vocational Training

• Ministry of Development of North Eastern Region (DONER)

430 personnel, nominated by of DONER have been trained & placed successfully in various trades – GWS,L/S, Lab Tech, E/W, while about 200 personnel on various trades of Roads & Highways Construction are under Training.

• North Eastern Council (NEC)

80 personnel of NEC have been trained in various trades - GWS, L/S, Lab Tech, E/W, while about 90 personnel in various trades are under training.

• Training at CIDC Skilled Training Centre at Phullo kheri Bhatinda with HMEL

919 workers have been trained in various- M, S/C, B.B, & E/W, while about 40 are under training.

• Training at Engineering Projects India Ltd. (EPIL), Joka, West Bengal

233 Workers (at Joka W.B), 168 (Tripura) & 25 (Delhi) trained in various trades - M, S/C, B.B, G.W.S. & P, while about 35 workers are under training.

• Training with Bihar Rural Livelihood Promotion Society (BRLP)

436 Workers have been trained in Mason, while 125 workers are under training in the some trade.

• Training with Rajasthan Minority affairs

800 workers have been trained in various trades - D/M, GWS, L/S/ D/Mechanic, Lab Tech, Site Acctt. & Safety Inspector, while about 180 workers are under training.

• Training with Rural Electrification Corporation Ltd

374 workers are under training in various trades - D/M, GWS, E/W, S/Acct, B/B, & L/S at VKP Faridabad

• Training with BC, MBC, & DNC Community of Tamil Nadu

522 Workers have been trained in various trades - L/S, GWS, B.B, Lab. Tech, while 600 workers are under training

6712, Workers have been trained as Rojgar Shayak in Gujarat, while 1500 workers are under training

• Training of Newly Recruited Rojgar Shayak in Haryana under MGNREGA

3977, Workers have been trained as Rojgar Shayak in Haryana under MGNREGA

• Training with Chhatisgarh Nirman Academy (CNA) –

2250 workers have been trained in various trades - M, E/W, P, L/S, S/C, at different training Centres under DUDA, while 185 are under training.

(ii) Job Oriented Vocational Training

Job Oriented Vocational Training & Skill Up Gradation Programme in the construction sector designed by the CIDC, empowers the trainees with skill & promotes livelihoods, generation & creation of a dedicated construction work force for nation building. CIDC has been recently awarded Job Oriented Vocational Training of 400 Meghalaya candidate by the Directorate of Employment & Craftsmen Training, Department of Labour, Govt. of Meghalaya and the candidates are getting training at VKP- Faridabad since17.5.2012

(iii) Training, Testing & Certifications

CIDC has got a work order from EPIL for training, testing & certifications of candidates at their site at Kakinanda & Bhilai in construction trades.

CIDC had also got a work order from Simplex Infrastructure Ltd. to train their construction workers at Angul Project.

3.2 Independent Quality Assurance Consultancy

CIDC is undertaking work of Independent Quality Assurance Consultancy. It has completed with distinction various projects of construction Industry and some of the project which in hand are.

(a) PWD (B & R) Punjab. • Modern Jail Complex, Faridkot. • Modern Jail Complex, Kapurthala

Both these projects stand nearly completed .

3.3 Certification for Construction Quality Rating (CQR)

CIDC-CQRA undertook joint certification for construction Quality Rating on consultancy and completed various projects. The following 2 projects are in progress:

(a) Lokhandwala Construction (b) Godrej

3.4 CIDC Facilitates CSR Activities for PSU’s & Corporates :

CIDC conducts baseline surveys, impact evaluation studies and provides employment oriented training and skill development to Project Affected Persons (PAPs) and youth belonging to EWS & BPL categories. Many PSUs and Corporates have started to adopt this successful training module under their CSR mandate which also helps them address their project R&R requirements.

• Rural Electrification Corporation Limited (REC), the premier NAVRATNA

Central Public Sector Enterprise under Ministry of Power has joined hands with CIDC to provide job oriented skill development training under its Corporate Social Responsibility (CSR) initiatives. For more information one can access to http://www.cidc.in/new/recl-cidc.html

• CIDC has got a work order from National Thermal Power Corporation for Skill

up-gradation under CSR to project affected candidates. 3.5 Cost Indices

CIDC publishes Construction Cost Indices for the benefit of the Construction Industry. Up till now, such indices were being published for 6 major cities only. For other cities, valuations were being extrapolated leading to inclusion of subjectivity in the process. In order to reduce the amount of subjectivity CIDC has decided to migrate the 6 Cities linked process to a 78 Cities linked one. It would provide a better benchmark to Industry and therefore applied. In addition, to provide better accessibility to individual item rates and vendor information. CIDC has created a website, www.cidcdatabase.com where the initial values are available. Currently the process development works are going on and the complete CCI valuation would be available soon.

• Placements at VKP - Faridabad

The Placement cell of the CIDC has been regularly organizing placement meets at its corporate office VKP from July 2010 and supporting the placement of candidates being trained at its various training centres. Leading organizations regularly participate and select candidates for employment there. In addition to the placement meets, organizations visit and select candidates of their choice from the available vocational trainees as and when required. Candidates are also trained for Organisation-specific needs. Most recently M/s. Cosmo Construction (P) Ltd, Jaipur, M/s. Sobha Developers Ltd, Bangalore, M/s. RDS Project Ltd, Gurgaon, have selected large numbers of CIDC trainees for employment. The next placement meet is scheduled to be held on 13th June 2012, at VKP Faridabad, Haryana.

• Kota (Rajasthan): The council has successfully conducted a placement meet at Kota on 16th of May, 2012. Around 200 candidates who were trained in various Vocational trades under a Rajasthan Govt. sponsored programme for the minorities participated and were interviewed for selection by prominent construction companies from Kota and nearby areas. Quite a few of the candidates who participated were selected for employment and the organizations that participated in the meet expressed their gratitude to CIDC for creating a platform there by enabling and making available trained and skilled manpower for the industry. More such meets are planned in future.

The Planning Commission, Government of India constituted a Steering Committee for formation of the Chapter on Construction for the 12th National Five Year Plan (2012-2017). 6.0 Significant Events 6.1 17th Asia Construct International Conference & Exhibition,

13th -15th December 2011

The prestigious 17th Asia Construct International Conference & Exhibition was successfully held from December 13th to 15th at the India Habitat Centre, Lodhi Road, New Delhi. Representatives and delegates from across 17 Asian Nations and a large number of leading Indian construction companies including, material manufacturers and suppliers, service providers, government bodies, developers, architects, consultants, industry practitioners, members of academia participated in a big way. The event was structured in two segments i.e. Asia Construct Conference & Asia Construct Exhibition. Asia Construct Conference included Presentation of Country Reports of Malaysia, Singapore, Indonesia, Sri Lanka, India, Korea, Japan etc., Theme Paper Presentations, Interactive Dialogue between Country Commissioners, Corporate Bodies from across Asia and global construction industry stakeholders. Key takeaways included fostering co-operation through B2B interactions & knowledge sharing. The conference had parallel tracks on various themes like Infrastructure Construction, Housing & Real Estate, Steel in Construction, Non-ferrous metals in construction, Hydro Power etc. Asia

Construct Exhibition, a 3-day exhibition, provided opportunities to display products, equipment, services and prowess in the construction domain. The Exhibition provided a strong platform to showcase organization's

The event was sponsored by reputed construction organizations of India such as C&C Construction Ltd., SEW Infrastructure Ltd., SREI Infrastructure Finance Ltd., Simplex Infrastructure Ltd., HUDCO, Engineers India Limited Himachal Pradesh Urban Development Authority, Govt. of Himachal Pradesh, Rural Electrification Corporation Ltd, HSCL, NHPC, ONGC, BHEL, WAPCOS etc. The eminent dignitaries of the event were Ms. Meira Kumar, Hon'ble Speaker of Lok Sabha, Shri. Kamal Nath, Hon'ble Minister, Ministry of Urban Development, Shri. Vilas Rao Deshmukh, Hon'ble Minister of Science & Technology and Earth Sciences, Shri. Vincet H. Pala, Hon'ble Minister of State, Ministry of Water Resources and Minority Affairs, Dr. Sudhir Krishna, Secretary, Ministry of Urban Development, Shri. Komlan Clement, Nunyabu, Minister of Urban Development, Republic of Togo, and various other prominent personalities and Industry Practitioners. The event ended on a poignant note with the overwhelming majority in agreement to holding another AsiaConstruct in India very soon.

6.2. 4th CIDC- Vishwakarma Awards 2012

After three successful editions of CIDC Vishwakarma awards, the 4th edition of award ceremony was held on 10th March 2012 at Stein Auditorium, India Habitat Centre in New Delhi.

An annual feature, the CIDC Vishwakarma Award is fast becoming an epitome for motivating individuals and

organizations to raise their performance in their specific domain leading to significant contribution for the growth & development of the Indian Construction Industry. The main highlight of this award was the practice of awarding artisans who are the unsung heroes of Construction Industry, who work tirelessly to create the wonderful assets that benefit the entire nation. This year, totally 34 artisans were awarded with commemorative trophy, Medal and Certificate in various trades. These artisans

are working on diverse projects across the nation. This year 4 new categories were introduced, namely Construction Health, Safety & Environment, Construction Skills Development, Construction Education and Best Online Publication. The response has been very encouraging from Individuals/Organizations/Projects. This year, totally 107 awardees were chosen and distributed trophies, medals and certificates in eleven prime categories. This year another award named “CIDC - Chairman Commendation Trophy” was introduced and awarded to an outstanding construction expert for his notable achievements & contribution to the India construction Industry.

The Chief Guest for the evening was Shri Virbhadra Singh, Hon'ble Union Minister of Micro, Small and Medium Enterprises, Government of India lauded the effort of CIDC for its efforts towards improvement & betterment of the Construction Industry and has worked on evolving several good practices, notable being training of grass

From this year site visit and management interaction were included for the effective selection of awardees for the awards. The Brochure & Guidelines of the Awards will be released soon and will be hosted in the website.

7.0 VVIP’s Visit of CIDC Corporate Office & VKP- Training Centre

Vocational Training is going on in full swing at CIDC Corporate Office & Training Centre at VKP - Faridabad. Number of trainees are being trained under the CSR schemes of companies as well as Govt. schemes from various states to train their unemployed youth in construction trades. At present there are about 200 trainees belonging to different states from the North East including Meghalaya, Assam, Tripura, Nagaland, Sikkim, Arunachal Pradesh, Mizoram and Manipur. CIDC- Corporate office & the Training Centre at VKP Faridabad has become a source of inspiration, innovations & guidance for the construction Sector. High ranks corporate & Govt. officers visit this place to apprise the new technique being adopted for development of Human Resource for Construction Industry.
