16 - MEP SERVICESThe following information was provided by Salas O’Brien and represent the Mechanical, Electrical, Plumbing and Technology condition/deficiencies:

HVAC DESCRIPTION:1. The offices are served by a packaged rooftop unit, and a split system. The rest of the building is served by gas

fired heaters, exhaust fans and window units.

HVAC RECOMMENDATIONS:1. It is recommended that all gas fired heaters and exhaust fans are replaced. 2. Both the split air conditioner and the packaged rooftop unit be replaced.3. The package rooftop unit be relocated away from the edge of the roof to comply with code.4. The condensate drain on the packaged rooftop unit be routed in a manner that complies with code.5. Add exhaust fans to the 4 chemical storage rooms.

ELECTRICAL DESCRIPTION:1. Electrical service 120/240 3PH, 4W, from pole mounted transformers with secondary conductors over the

parking and service areas.2. Service equipment and panelboards are Westinghouse and obsolete.3. Interior lighting is a mixture of HID, fluorescent, and LED retrofits.4. Site lighting is building mounted HID flood lights and AEP flood lights.5. Emergency lighting is battery units.6. No emergency power.7. Numerous electrical code safety violations regarding GFCI receptacles.

ELECTRICAL RECOMMENDATIONS:1. Replace and rebuild electrical service to 277/480-volt with underground service to eliminate service drop

across parking lot. and service areas.2. Replace interior and exterior lighting with LED.3. Provide emergency generator for entire building full operation and communications during storms.4. Provide GFCI protection required by the NEC.5. Install surge suppression on all panelboards and service.

TECHNOLOGY DESCRIPTIONS1. Phones are VoIP.2. Data is legacy Cat 5 and 5e. Cat 6 for Wi-Fi.3. MDF has fiber distribution to Patti Welder, transportation, Hope, and other buildings on this site.4. Existing burglar alarm with motion detection.

TECHNOLOGY RECOMMENDATIONS1. Add video surveillance.2. Add fire detection and alarm system.3. Relocate MDF to dedicated communications closet or provide secure partition and 24/7 AC.4. Remove legacy CRT TVs and coax television distribution.5. Provide access control to site to secure stored contents.

PLUMBING DESCRIPTION:1. Building has a 2” fire line with double check valve serving several fire cabinets.2. Water closets are floor mounted tank type but don’t meet the code requirement of 1.28 gallons per flush. Urinals

are code compliant but one of the urinals will need to be remounted to meet TAS requirements. Lavatories are code compliant but faucets need to be replaced. Mop sink needs to be updated and replaced. Drinking fountains do not meet TAS requirements. Stainless steel sinks need to be mounted to meet TAS requirements.

3. Water piping is Type L copper pipe but shut-off valves need to be replaced with ball valves.4. Hot water is supplied by one 30 gallon gas fired water heater in the upstairs storage room, one 4 gallon point

of use electric heater located under a breakroom sink and one 20 gallon electric heater in the shop area. Drain lines for the water heaters need to drain to a floor sink or floor drain adjacent to the heater. Add drain pans under water heaters.

5. Sanitary and vent piping appears to be PVC plastic piping. The washing machine needs its own drain system and cannot drain to a mop sink.

6. Gas piping is served by a 4 ounce meter and is routed through the building to serve the water heater, gas fired unit heaters, fan coil units and a rooftop unit. Piping is a mixture of galvanized and black steel with threaded fittings that needs to be cleaned and painted. Several gas shut-off valves need to be changed to ball valves.

7. Air system is served by air compressors and a mixture of copper and steel pipe with threaded joints. No air dryer was observed in the piping adjacent to the air compressors. Gate or globe valves should be replaced with ball valves.

PLUMBING RECOMMENDATIONS:1. Replace floor mounted tank type water closets with new 1.28 gallon per flush water closets. Lavatory faucets

should be replaced with TAS compliant faucets and TAS compliant insulation kits installed on designated lavatories. Replace all single drinking fountains. Replace existing mop sink and faucet with new. Replace or re-install stainless steel sinks and faucets to meet TAS requirements.

2. Insulate all exposed water piping in the building. Replace gate valves with new ball valves.3. Replace the gas fired water heater and the 20 gallon electric water heater with floor sinks/drains adjacent to

them. Provide a floor drain/sink for point of use water heater under the sink cabinet. All water heaters should have drain pans installed under them.

4. Provide floor sinks/drains where required by code. Provide a washing machine rough-in complete with waste, vent and hot and cold water.

5. Test all gas piping. Replace all gas valves with new ball valves.6. Provide an air dryer in the air piping immediately downstream of the air compressor.
