2002 CENSUS OF AGRICULTURE INTRODUCTION V

INTRODUCTION

HISTORY

For more than 150 years, the U.S.Department of Commerce, Bureau of theCensus, conducted the census ofagriculture. However, the 1997Appropriations Act transferred theresponsibility from the Bureau of theCensus to the U.S. Department ofAgriculture (USDA), National AgriculturalStatistics Service (NASS). The 2002Census of Agriculture for the U.S. VirginIslands is the second census in the U.S.Virgin Islands conducted by NASS.

The census of agriculture is taken toobtain agricultural statistics for each county,State (including territories andprotectorates), and the Nation. The firstU.S. agricultural census data were collectedin 1840 as a part of the sixth decennialcensus. From 1840 to 1920, an agriculturalcensus was taken as a part of eachdecennial census. Since 1920, a separatenational agricultural census has been takenevery 5 years.

The 2002 census is the 14th census ofagriculture of the U.S. Virgin Islands. Thefirst, taken in 1920, was a special censusauthorized by the Secretary of Commerce. The next agriculture census was taken in1930 in conjunction with the decennialcensus, a practice that continued every 10years through 1960. The 1964 Census ofAgriculture was the first quinquennial(5-year) census to be taken in the U.S.Virgin Islands. In 1976, Congressauthorized the census of agriculture to betaken for 1978 and 1982 to adjust the data-reference year to coincide with the 1982Economic Censuses coveringmanufacturing, mining, construction, retailtrade, wholesale trade, service industries,and selected transportation activities. After1982, the agriculture census reverted to a5-year cycle.

Data in this publication are for thecalendar year 2002, and inventory data

reflect what was on hand on December 31,2002. This is a change from the pastpractice in the Virgin Islands of collectingdata in the summer for the previous 12months. The 1997 data referenced in thetables reflect data for the 12- month periodof July 1, 1997 through June 30, 1998 andinventory on hand as of July 1, 1998.

CENSUS USES

The census of agriculture is the leadingsource of statistics about the U.S. VirginIslands’s agricultural production and theonly source of consistent, comparable dataat the island level. Census statistics areused to measure agricultural production andto identify trends in an ever changingagricultural sector. Many local programsuse census data as a benchmark fordesigning and evaluating surveys. Privateindustry uses census statistics to provide amore effective production and distributionsystem for the agricultural community.

AUTHORITY AND AREA COVERED

The census of agriculture is required bylaw under the “Census of Agriculture Act of1997,” Public Law 105-113 (Title 7, UnitedStates Code, Section 2204g). The lawdirects the Secretary of Agriculture toconduct a census of agriculture every fiveyears, covering the years ending in 2 and 7. The census of agriculture includes eachState, Puerto Rico, Guam, the U.S. VirginIslands, and the Commonwealth ofNorthern Mariana Islands.

The census data for the U.S. VirginIslands were collected in accordance with aMemorandum of Agreement approved bythe Administrator of NASS and by theCommissioner of Agriculture of the U.S.Virgin Islands. It was conducted with thecooperation and assistance of the U.S.Virgin Islands Department of Agriculture.

INTRODUCTION VI 2002 CENSUS OF AGRICULTURE

FARM DEFINITION

The statistics collected in the censusrelate to places with agricultural operationsqualifying as farms according to the censusdefinition. In the U.S. Virgin Islands, thisincluded all places from which $500 or moreof agricultural products were produced andsold, or normally would have been sold,during the calendar year 2002. The farmdefinition is the same used in the previouscensus, except that the census year is thecalendar year instead of the 12 monthperiod from July 1 - June 30 usedpreviously.COMPARABILITY OF DATA

In general, data from the 2002 censusare comparable with those of previouscensuses.

TABULAR PRESENTATION Tables 1 through 17 show detailed datafor the Virgin Islands and for St. Croix andSt. Thomas/St. John, accompanied byhistoric data from the previous census. Tables 17 through 21 provide 2002 islanddata cross-tabulated by tenure of operator,age of operator, size of farm, and value ofagricultural products sold.

SPECIAL TABULATIONS

Custom-designed tabulations can bedeveloped to individual user specificationson a programming cost reimbursable basis. DISCLOSURE RULES

In keeping with the provisions of Title 7,United States Code, no data are publishedthat would disclose the operations of anindividual farm. However, the number offarms in a given size category or otherclassification is not considered a disclosure,so this information may be given eventhough other information is withheld.

DOLLAR VALUES

All dollar values presented in this reportare in current dollars, i.e., 2002 data are in2002 dollars and 1997 data in 1997 dollars. The dollar values have not been adjustedfor changes in price levels between censusyears.

REFERENCE PERIODS

Inventories of livestock, poultry, andmachinery and equipment are the numberon hand as of December 31, 2002. Cropproduction, crop and livestock sales, andexpense data are for the calendar year2002.

APPENDIX A. General Explanation

DATA COLLECTION

Method of Enumeration

As in the previous censuses of the U.S.Virgin Islands, a direct enumeration procedurewas used in the 2002 Census of Agriculture. Enumeration was based on a list of farmoperators compiled by the U.S. Virgin IslandsDepartment of Agriculture. This list wascompiled with the help of the USDA FarmServices Agency located in St. Croix. Thestatistics in this report were collected fromfarm operators beginning in January of 2003.

Each enumerator was assigned a list ofindividuals or farm operations from a masterenumeration list. The enumerators contactedpersons or operations on their list andcompleted a census report form for all farmoperations. If the person on the list was notoperating a farm, the enumerator recordedwhether the land had been sold or rented tosomeone else and was still being used foragriculture. If land was sold or rented out, theenumerator got the name of the new operatorand contacted that person to ensure that he orshe was included in the census.

Training Program

The project manager, crew leaders, andenumerators employed for the census in theU.S. Virgin Islands received special training inaccordance with instructions prepared byNASS. The training included practice ininterviewing, filling out the report form, anddetailed discussion of the enumerator'sinstructions.

Report Form

Prior to each agriculture census, thecontent of all census report forms is reviewedto eliminate inquiries no longer needed, toidentify new items necessary to meet userneeds, and to better describe the agriculturalsituation in the Islands. Data requests aresolicited from farm organizations, land-grant

colleges and universities, State and Federalagencies, State Departments of Agriculture,agribusinesses, and other users. Eachrespondent is asked to identify and justify itsspecific data needs.

The report form for the 2002 Census ofAgriculture for the U.S. Virgin Islands wasprepared by NASS, in cooperation with theDepartment Agriculture of the Virgin Islands. Based on comments from the Virgin IslandsDepartment Agriculture (which coordinatedreview of the report form by data users in theVirgin Islands), the content of the 2002 censusreport form incorporated some changes fromthe previous census. The most significantchange to the questionnaire was the additionof a section on irrigation. This section collectsinformation on the area of land irrigated,whether a private or public system wasutilized, and the major source of water usedfor irrigation. There was also a questionadded to the expense section of thequestionnaire, requesting data onexpenditures for seed.

DATA PROCESSING

The processing of the 2002 Census ofAgriculture for the U.S. Virgin Islands wasdone in St. Croix. Each report form wasreviewed and coded prior to data keying. Report forms not meeting the census farmdefinition were voided. The remaining reportforms were examined for clarity andcompleteness. Reporting errors in units ofmeasures, illegible entries, and misplacedentries were corrected.

After all the report forms had beenreviewed and coded, the data were keyed andsubjected to a thorough computer edit. Theedit performed comprehensive checks forconsistency and reasonableness, correctederroneous or inconsistent data, suppliedmissing data based on similar farms, andassigned farm classification codes necessaryfor tabulating the data. All substantial changesto the data generated by the computer edits

were reviewed and verified by analysts. Inconsistencies identified, but not corrected bythe computer, were reviewed, corrected, andkeyed to a correction file. The corrected datawere then tabulated by the computer andreviewed by analysts.

Prior to publication, tabulated totals werereviewed by analysts to identify inconsistenciesand potential coverage problems. Comparisons were made with previous censusdata, as well as other available data. Thecomputer system provided the capability toreview up-to-date tallies of all selected dataitems for various sets of criteria whichincluded, but were not limited to, geographiclevels, farm types, and sales levels. Data wereexamined for each set of criteria and anyinconsistencies or potential problems werethen researched by examining individual datarecords contributing to the tabulated total. When necessary, data inconsistencies wereresolved by making corrections to individualdata records.

DEFINITIONS AND EXPLANATION

The following definitions and explanationsrelate to items that are in the tables. For anexact wording of the questions and instructionson the report form, see the report form inappendix B.

Crops. The report form contained individualinquiries for crops commonly grown and spaceto write in those less frequently produced. Theinformation requested in 2002 included acresof crops harvested and pounds harvested forsale from January 1 through December 31,2002.

The units of measure for reportingquantities of some crops have varied from onecensus to another. The aim has been topermit reporting in the units of measurecurrently in use. The quantities harvested foreach crop are expressed in the units ofmeasure given on the 2002 report form.

Field or forage crops. The land area fromwhich individual crops were harvested for salewas obtained for field and forage crops in

acres and 10th of acres. When two or morecrops were harvested from the same land, thearea was to be reported for each separatecrop or planting. Total quantities of each cropharvested for sale were also reported.

Vegetables. Land area for individual crops,and the quantity harvested for sale for eachcrop were collected.

Fruits, nuts, or nursery crops. The totalnumber of acres planted in bearing andnonbearing fruit and nut trees was collected. For individual fruit or nut crops, data on thenumber of bearing and nonbearing trees, andthe quantity harvested for sale, were reported. For nursery crops, the land area harvested,both square feet under cover and acres in theopen, was collected, along with the value ofsales.

Equipment. The following types of equipmenton the place at time of enumeration regardlessof ownership, were reported if they wereoperable:

Automobiles.

Motortrucks. This includes pickuptrucks and truck- trailer combinations.

Tractors. This includes all wheel andtracklaying (crawler) tractors and gardentractors.

Expenses. The 2002 report form containedquestions on seven types of farm expensesincurred between January 1 and December31, 2002, whether made by the farm operator,his/her landlord, or both. A farm operator whorented part of his/her land to others reportedonly the expenses on the land he/sheoperated.

Hired farm labor. Expenses for hired farmlabor include total cash payments made tofamily members and others for farm labor. Payments to persons supplied by a contractoror a cooperative organization and paid directlyby them or by the person in charge are alsoincluded.


Machine hire and customwork. Expenses formachine hire and customwork relate to tractorhire, plowing, and spraying. Any amountspent for the labor involved is considered to bepart of the expense. The costs of hauling,trucking, or of exchange work without pay areomitted.

Purchases of feed. Expenses for feed forlivestock and poultry include total cashpayments made for pasture used, saltconcentrates, mineral supplements, grain, hay,millfeeds, and any other items purchased forfeeding livestock and poultry on the place. Expenses made for the grinding and mixing offeed and the estimated cost of items furnishedto the operator by a landlord or others are alsoincluded. Payments made by a tenant to alandlord for feed grown on the tenant's farmare excluded.

Purchases of fertilizers and manure. Theseexpenses include the total amount spent formanure and commercial fertilizers of all kindsfor use on the farm.

Purchases of insecticides, fungicides, andherbicides. This item relates to total cashexpenses for all chemicals, sprays, dusts, etc.,used to control weeds, pests, insects, ordisease on crops and livestock.

Purchases of livestock and poultry. This itemincludes all cash expenses for livestock andpoultry purchased for the place. The cost oflivestock and poultry bought and resold within30 days is not included.

Seed cost. These expenses include all seedpurchased for planting, as well as seedlings.

Farm operator. The term "operator"designates a person who operates a farm,either by doing the work himself/herself or bydirectly supervising the work. The operatormay be the owner, a member of the owner'shousehold, a hired manager, or a tenant,renter, or sharecropper. If the operator rentsland to others or has land worked on shares byothers, he/she is considered the operator onlyif the land is retained for his/her own operation. In the case of partnership, only one partner iscounted as an operator. By definition, the

number of operators is the same as thenumber of farms.

Farms or operators reporting. Figures for"farms reporting" or "operators reporting"represent the number of farms, or operatorsreporting the specified item. The differencebetween the total number of farms and thenumber of farms reporting a particular itemrepresents the number of farms not havingthat item.

Land in farms. The land in farms wasdetermined from the answers to questions 1through 4 in section 1 of the report form (seeappendix B). The amounts of land reported asowned and reported as rented from otherswere added together, and the amount of landreported as rented to others was subtractedfrom that sum. The result represents "land infarms."

Land owned. This includes all land that theoperator or his/her spouse held under title,purchased contract, homestead law, or as heiror trustee of an undivided estate at the time ofenumeration.

Land rented from others. This includes notonly land the operator rented or leased fromothers, but also land worked on shares forothers or land occupied rent free.

Land rented to others. This includes all landthat the operator rented to others and all landassigned to others on shares or rent free. Forthe most part, land rented to others representsagricultural land, but it also includes landrented for residential or other purposes. Thetenant is considered to be the operator of landleased, rented, or worked on shares, eventhough his/her landlord may supervise theoperations. The landlord is considered to bethe operator of only that portion of the land notassigned to tenants.

Land use. Land in farms at the time ofenumeration is categorized according to theway it was used during the 12-month periodbetween January 1 and December 31, 2002. The land is counted only once, even though itmay have had more than one use during theyear.

Cropland harvested. This refers to all landfrom which any crop was harvested. It alsoincludes land in field crops that were grazedwhen mature or almost mature, and land innonbearing fruit or nut trees and plants. Landfrom which two or more crops were harvestedand which was also used for other purposes,either before or after the crops wereharvested, was to be reported as croplandharvested without regard to the other uses.

Other cropland. This includes all cropland onthe place that was used for pasture, andcropland on the place that was not used forcrops or pasture. It includes land on whichthere was total crop failure due to hurricane,flood, drought, insects, fire, or other causes;cropland lying idle; and cropland planted withsoil improvement grasses, or other cover cropsplanted for improvement. It does not includeland so hilly, rocky, or wet that the cost ofimproving it for cultivation would be more thanthe operator could pay. Nor does it includeland in roads, streams, or swamps.

Pasture or grazing land. This refers to all landused for pasture or grazing, except cropland. It includes all woodland where livestockpastured or grazed. It does not includecropland, even though cattle or other livestockmay have been grazed on it.

Woodland. This includes all land that iscovered in woods or forests. It does notinclude woodland pasture.

Other land. This refers to all land not includedin the other land use classifications, such ashouse and other building lots, lanes, roads,ditches, and land area of ponds andwasteland.

Livestock and poultry. Inventory data forlivestock and poultry relate to the number onhand at the time of enumeration. All livestockand poultry were to be enumerated on theplace where they were at the time ofenumeration regardless of who owned them. Livestock on unfenced land were to bereported as being on the place identified as theheadquarters of the person who had controlover them.

Operator characteristics. Data wereobtained to classify the operators according tothe following five characteristics:

Age of operator. Operators were classified byage into six groups. The average age wasobtained by dividing the sum of the ages of alloperators reporting by the number reporting.

Main occupation. If the operator devoted 50percent or more of his/her work time toagricultural activities, his/her main occupationwas considered to be agriculture, otherwisehis/her occupation was considered to benonagricultural.

Residence of operator. Operators wereclassified by residence according to whether ornot they lived on the farms operated. Whereall the land was rented from others or workedon shares for others, the dwelling wasconsidered to be on the farm operatedprovided the dwelling he/she occupied wasincluded in the rental agreement. In suchcases, the dwelling was not necessarily on theland being operated. Similarly, an operatorwho did not live on the land being cultivated orgrazed, but who had some agriculturaloperations (other than a home garden) athis/her dwelling, was considered to be livingon the farm.

Work off farm. The extent to which operatorsrely on nonfarm sources for part of theirincome is indicated by the number of daysworked off the farm during the year. Work offthe farm was defined to include work onsomeone else's farm for pay as well as alltypes of nonfarm jobs, businesses, andprofessions whether the work was done on thefarm premises or elsewhere. Exchange workwas not included.

Years on present farm. Operators wereclassified by years on present farm into fourgroups. These data were based on thequestion asking the year the operator beganoperation of the present farm or any part of it.

Value of products sold. Data for value ofproducts sold were obtained for each group ofcrops or main type of livestock sold from thefarm. Data were obtained for sales of field


and forage crops, vegetables, fruits and nuts,nursery crops, poultry and poultry products,cattle and calves, hogs and pigs, fish andother aquaculture products, and other livestockand livestock products. Value of sales wasalso collected for chicken eggs and milk.

FARM CLASSIFICATIONS

Farms by age of operator. Enumeratorsentered the operator's age, as of his/her lastbirthday, on the report form. The computeredit classified the operator's age into one ofthe following age groups:

Under 35 years 55 to 64 years 35 to 44 years 65 years and over 45 to 54 years

Farms by size. Farms were classified by sizeon the basis of the total land area establishedin each farm. According to the censusdefinition, a farm is essentially an operatingunit, not an ownership tract. All land operatedor managed by one person or partnershiprepresents one farm. In the case of tenants,the land assigned to each tenant is considereda separate farm, even though the landlord mayconsider the entire landholding to be one unitrather than several separate units.

Farms by tenure of operator. In the 2002census, farms were classified by tenure ofoperator on the basis of data reported for landowned, rented from others, worked on sharesfor others, and managed for others. The sameclassification has been used since 1964. During the processing operations, each reportform was coded to indicate whether theoperator was a full owner, part owner, ortenant.

Full owners. Operate only land they own

Part owners. Operate land they own and alsoland they rent from others

Tenants. Operate only land they rent fromothers or operate on shares for others

Farms by value of agricultural productssold. The farms were classified on the basisof the total value of agricultural products sold. The total was obtained by adding the reportedvalues of all products sold from the farm. Thevalue of livestock, milk, poultry and eggs, fish,vegetables, fruits and nuts, all field crops,ornamental plants, and all other crops wasobtained from the operator at the time ofenumeration. The computer edit classified thevalue of agricultural products sold into one ofthe following groups:

$500 to $1,199 $5,000 to $7,499 $1,200 to $2,499 $7,500 to $9,999 $2,500 to $4,999 $10,000 or more

RELIABILITY OF DATA

All data compiled in this report originatedfrom a complete enumeration and, therefore,are not subject to sampling variability. However, the data are subject to nonsamplingerrors. Nonsampling errors can be attributedto many sources: inability to identify all casesin the actual universe; inability or unwillingnesson the part of respondents to provide correctinformation; definition and classificationdifficulties; differences in the interpretation ofquestions; errors in recording or coding thedata obtained; and other errors of collection,response, coverage, and estimation formissing or misreported data.

The accuracy of these tabulated data isdetermined by the joint effects of the variousnonsampling errors. No direct measures ofthese effects have been obtained; however,precautionary steps were taken in all phasesof data collection, processing, and tabulationof the data in an effort to minimize the effectsof nonsampling errors.
