Dear Students,

Vivekananda Institute of Professional Studies (VIPS) was established in the year 2000 with the sole

objective of not only imparting quality education, but also shaping our students into good professionals, besides making them responsible citizens of the country. The management at VIPS has been inspired the vision of Swami Vivekananda, which lays sufficient emphasis on "man making, character building, and nation building". His philosophy has been followed at this institute over all these years in letter and spirit.

The last academic year can be noted as a "year of excellence" for the institute it has achieved tremendous advancement in terms of academic development and new initiatives. During the years of institute has been accredited with CGPA of 3.10 on a four point scale at "A" grade by National Assessment and Accrediation Council (NAAC). Also the institute has cooperation of the highly competent and motivating teaching and non-teaching staff that has elevated VIPS to its present stature. It is our endeavour to provide the students with an excellent learning environment, with an opportunity to develop and grow holistically, beyond the barriers of class room through its innovative activities and programmes.

Vivekananda Law School (VLS), VIPS follows Swami Vivekananda’s policy of "Man making, Character building, and Nation building". It recognises that India needs to staff

its legal services with the goal of making it efficient and fully equipped to deliver in the changing scenario and increased expectations. VLS delves upon its expertise of the faculty members have expertise in various areas of national and international law: trade, intellectual property, corporate, family, constitution and civil

and criminal procedure to achieve this. The faculty strives to develop the conceptual clarity and insisting upon creation of research aptitude and critical approach amongst students to prepare them for challenges. VLS ensures all round development by organising activities such as moot courts, national seminars, alternative dispute resolutions mechanisms, research, legal aid, debates. VLS also has collaborations with University of New Hampshire- Franklin Pierce Center, Concord, United States and National Law India University Bangalore to provide exposure to students at international and national levels. Thus, VLS is progressing and marching towards perfection consistently.

Vivekananda Institute of Professional Studies started its journey in legal education in the year 2000 and since then has been carving a niche in this field. Our students are well placed and we are one of the most preferred institutes not only in field of Law but in other streams also. VIPS, a leading institution in Delhi offers a number of courses including BCA, MCA, B.A.LL.B (Hons.), BBA.LL.B, BJMC, BBA, B.Com (Hons.), LLM and PGDBM.

VIPS is marching ahead with continuous efforts to provide the judicial officers, best lawyers and legal consultants for thefor the benefit of the legal community and the society at large.

Delhi State Legal Services Authority erstwhile Delhi Legal Aid & Advice Board has been constituted by an Act of Parliament passed under “The Legal Services Authorities Act, 1987” as amended by Legal Services Authorities (Amendment) Act, 2002, to provide free and competent legal service to the weaker sections of the society to ensure that opportunities for securing justice are not denied to any citizen by reason of economic or other disabilities, and to organize Lok Adalats to secure that the operation of the legal system promotes justice on a basis of equal opportunity.

Legal aid is an essential part of the Administration of Justice. ‘Access to Justice for All’ is the motto of the Authority. The goal is to secure justice to the weaker sections of the society, particularly to the poor, downtrodden, socially backward, women, children and handicapped etc.. Such steps are needed to be taken to ensure that nobody is deprived of an opportunity to seek justice merely for want of funds or lack of knowledge.

The Encyclopaedia of Public Health defines marginalized groups as ‘To be marginalized is to be placed in the margins, and thus excluded from the privilege and power found at the centre’. The term Marginalized groups refers to the individual or groups who may not be completely sidelined by the society but not mingled in the mainstream. The marginalized groups in India may be classified on the basis of caste, ethnicity, colour, religion, gender etc. and mainly include children, women, elderly citizens and trans genders.

India has steered in the digital era and treading on the path of economic progression. The economic disparity and discrimination at various levels has increased the gulf between the society elites and the marginalized groups. The Constitution of India guarantees equality before law and equal protection of law but the real picture about the implementation of the same is quite grim.

Rampant human trafficking; ever rising crime especially crime against women and children, murders of senior citizens and denial of rights to the trans genders are those examples which show the callousness of the system not only of the State but also of the insensitive attitude of the society.

Although there is no dearth of welfare laws, viz; POCSO, 2013 amendments in Criminal Law,property rights to women, affirmative action, constitutional guarantees for the children and women, abolition of untouchability, right to education and so on, yet the indifference to abide by the laws or to respect them has caused the deteriorating position of marginalized groups. It shows that the ever progressing economy, changing social values, rising lifestyle and technological boom might have brought many positive changes but still there is a long road to tread on to change the mindset of the society as a whole.

This seminar aims at deliberating the serious issues involved and to share the experience and suggestions of the stakeholders which can help, if implemented, in elevation of the marginalized groups in the mainstream of the society.

Well researched original research papers, case studies and survey reports are invited from the academicians, practitioners, researchers, students and other stakeholders. Co-author is also required to pay registration charges separately. Research papers shall be subject to the approval of Editorial Board for inclusion in the conference proceedings. All research papers shall be subject to scrutiny of anti-plagiarism software. Selected papers will be published in an edited book with ISBN Number. The above themes are only illustrative and participants may select the related topics covered under them.

Participants who intend to present their research papers are required to submit the Abstract of their paper before March 10, 2017 through e-mail. The word limit for abstract is 200 – 250 words. The abstract should contain a brief profile of the author including e-mail ID, contact number and official address. The word limit for Research Paper is 3000-5000 words (maximum) (excluding footnotes).

It must be typed in Times New Roman Font Size 12 on A4 size paper with 1” margin on all sides with 1.5 line spacing. Footnotes should follow uniform style of citation. Abstracts & Research papers may be submitted to the Convener of the conference at [email protected].
