Case Study

Introduction John Warricker, the police and crime commissioner for Restonshire was elected as an independent PCC. His background is that after spending 20 years as an accountant, he was elected as an independent council member for the local unitary authority, where he served for 8 years. Mr Warricker also spent 15 years as a magistrate.

Background to PCCs The Police Reform and Social Responsibility Act received Royal Assent in September 2011. This Act abolished Police Authorities and replaced them with elected PCC’s. The first elections took place on November 15th 2012, with the Commissioners taking up office for policing and crime from the 22nd November 2012. PCC’s are responsible for

• Appointing the Chief Constable, holding him/her to account for the running of the police and if necessary, dismissing him or her.

• Setting the police and crime objectives by producing a five year plan in consultation with the Chief Constable

• Setting the annual Police Force budget and the Police Precept and producing an Annual Report setting out the progress against objectives in the Police and Crime Plan.

• Contributing to the national and international policing capabilities set out by the Home Secretary in the strategic policing requirement

• Appointing a Deputy Commissioner • Co-operating with partners to provide an efficient and effective CJ system • Making grants available through commissioning • Funding Community Safety activity to tackle crime and disorder

Restonshire is a mixed county with one sizeable City, Reston, which has a population of 280,000, above average unemployment with some areas of considerable deprivation. There are also some significant rural areas in the County. Over the last 3 years, gang activity has risen noticeably, and there is particular concern about the increasing involvement of young women and girls in the gang culture in parts of the City. The County is above average for crimes involving drugs and alcohol, including crimes involving domestic violence. The commissioner is on record as wanting to “clean up the streets” of Reston, and has particularly targeted sex workers. Convictions for soliciting have risen heavily in the last 3 years.

The PCC has pledged to campaign against funding cuts; to reduce anti social behaviour; to prioritise resources in respect of domestic violence and crimes against women and girls, and to ensure that Victims are placed front and centre. The PCC has a serious problem with the policing budget. He is headed for a 10% overspend, and has recently had a public falling out with the Home Secretary.

The Deputy Commissioner ( a non-elected post) is the former Chief Executive of the Police Authority, a career public servant. He has a staff of 6 who each cover the main policy areas as follows;

• Support of victims, witnesses and vulnerable people • Efficiency, accessibility and effectiveness of criminal justice • Reducing the threat posed by organised crime and gangs • Addressing the drug and alcohol related crimes • Prevention, early intervention and reductions in reoffending • Spending money wisely

Introduction to Invitation to Tender Tenderers are invited to tender for the Customers requirements for a service in two parts; to provide interventions to support young women and girls who have been identified as at risk from or involved in organised criminal activity and to separately propose an innovative service which will address either;

• Drug and alcohol abuse among girls • A domestic abuse support service for foreign nationals resident in the City of

Reston The contract for both parts of the service is expected to be for an initial term of 3 years commencing on September 1st 2014. The Customer reserves the right to extend the term by a further 3 years in increments of 12 months until 2021.

3. Questions 3.1 Working in partnership to provide local services which are relevant and accessible to service users is key. How will the bidder work with other local service providers to ensure that the services meet the needs of the identified cohort within the City of Reston and the County of Restonshire. The Bidder should include as a minimum;

• A description of any existing services and provision relevant to the service to be provided across the City and County

• How the bidder will ensure appropriate accessibility of services for all of the target cohort across the City and County taking into account geography, local travel arrangements, transport connections etc

3.2 Risk management and the identification of risk How will the Bidder provide risk identification and management to minimise harm to service users in the delivery of the services? The bidder should, as a minimum, include

• What risk identification and management systems will the Bidder use • How will the Bidder ensure that your systems and processes are responsive

to changing risk factors? • What action will be taken to minimise the immediate impact of the risk? • How will the Bidder approach risk assessment specifically for Under 18 year

old girls?

3.3 Quality Processes How will the bidder embed quality into the service? The bidder should, as a minimum, include

• A description of the quality approach • Any accreditation / quality processes • What external validation the Bidder will use to assure the service • What is the process for in-life service improvement/continuous improvement

3.4 Stakeholder Engagement How will the bidder identify and engage with local stakeholders? The Bidder should, at a minimum, describe how you will ensure that arrangements are in place with other agencies and organisations to deliver your services including with, but not restricted to

• Local Police • Health services • Schools • Youth Offending Teams • Local Authorities
