MISSION STATEMENT Williamsville Meeting Houseis a 501 (C) (3) Not-for-Profit Charitable Organization. The Williamsville Meeting Housewas restored in the belief that this historic facility could once again contribute to the surrounding community. The mission of the Lancaster New York Meeting House, Inc. is as follows: To enrich the lives of Western New Yorkers by: • Presenting and producing high quality cultural programming consistent in spirit with the historic nature of the theatre and the adaptability of its design. To support the artistic community by: • Providing a fully-equipped and professionally operated venue for regionally based performing artists; • Encouraging the work of community theatre and musical groups; • Contributing to the development of talent in the region. To make the Meeting House facility available to other organizations of a cultural, civic or educational nature. To maintain, improve, energize and utilize the historic and award-winning Williamsville Meeting Houseas a performing arts center. To provide program outreach to underserved youth and families by providing accessible cultural enriching programs in inner city and rural neighborhoods.

The Williamsville Meeting Houseis dedicated to presenting and producing theatrical activities that explore creativity through education and entertaining programs for learners of all ages. Our target base includes family audiences and elementary and secondary school students. I. Programs. The production company must submit program information (of not more than two 8 W' X 11" sheets

maximum) at least 3 weeks in advance of opening. If you choose to add extra pages to your program, the cost will be $100 per page. Advertising may be sold for your program, but must not compete with Williamsville Meeting Housesponsors. All advertising must be cleared through WMH administration.

J. Piano tuning. Please call David Bondrow at 683-1776 at least 3 weeks in advance of opening if the grand piano is

needed for special events. K. Balcony (stage left) is available for an orchestra/musical accompaniment. Orchestra/musical accompaniment may not set up on the floor, except for special events and concerts. The grand piano may be used for rehearsals and vocal warm-ups. L. It is the responsibility of the production company to provide all pit instruments, including an electronic keyboard. The Meeting House has six music stands and stand lights available. M. Auditions for your WMH presentation may be held at the Meeting House. The auditions are, however, restricted to three sessions: from 6:00 p.m. to 10:00 p.m. weeknight evenings and/or weekend days from noon to 4:00 p.m. All are subject to theatre availability. Additional audition sessions can be arranged, subject to theatre availability. The Williamsville Meeting House reserves the right to change or amend services provided based on the performance requirements.

GENERAL INFORMATION & PERFORMANCE RIDER

It is the responsibility of producers to communicate this to their cast and crew.

1. NO SMOKING. Smoking is not allowed in the Meeting House. Food and drink (non-alcoholic) are allowed in the dressing room. 2. No bare feet or open toed shoes are to be worn in the theatre at any time. 3. Please make every effort to cushion set pieces, road boxes, tools, and props on the main floor before moving up onto the stage. Please do not place heavy items on theatre chairs.

Set-Up & Rehearsals

Hours

1. Regular Meeting House hours are from 9:30 a.m. to 4:00 p.m., Monday through Friday. The Meeting House and Town Hall are closed Saturdays, Sundays, and all legal holidays. 2. All set-up and rehearsal times must be arranged in advance with the Meeting House technical director. Since special arrangements must be made to open the facility for evening and weekend work, set-up and rehearsal times must be strictly adhered to, and rehearsals must end no later than 11:00 p.m. A grace period of 15 minutes is allowed for the producers, crew, and actors to vacate the building. A performing group will be billed for overtime at the rate of $15 per hour or any part thereof. Access

1. Enter and exit the Town Hall through the rear door only. 2. At no time should the doors to the Town Hall be left open, except when necessary for loading in and out. The rear door of the building should not be propped open, but rather use the hold button located at the top of the door frame. 3. During set-up and rehearsals, performers and crew are not allowed in any part of the Town Hall except the Meeting House. Exceptions are made for entrances from the back of house which must be cleared nightly by the Technical Director and/or the Assistant Technical Director. 4. The Williamsville Meeting Housereserves the right to book the use of the theatre, stage, and dressing rooms during the dark hours of any run. Load-in

1. Company has full use of the theatre beginning at 10:00 a.m. and ending at 10:00 p.m. the Sunday before opening night. Earlier load-in access can be arranged, subject to availability, at the discretion of the Technical Director. 2. No one from a load-in company should enter the building prior to set load-in time. 3. Access to the parking lot: trucks, vans, or vehicles bringing in materials may not park in the loading area until after the striking company has completely departed. In all instances, strike takes precedence over load-in. 4. A copy of the full script, including all cuts and additions, must be presented to the Technical Director or Assistant

Technical Director during or prior to load-in. A second copy is required if more than two body mics are to be used

for the production. As these copies will be permanently marked as needed, they must not be rental copies. Incidental blocking notes are permitted as long as script is legible. A third copy is required if there is a spotlight operator.

Rehearsals 1. Time must be allotted at the first rehearsal in WMH for review of WMH policies by the Technical Director or Assistant Technical Director. 2. Company has full access to the theatre from 9:30 a.m. to 11:00 p.m., starting the Monday prior to opening through opening night. Access to the theatre between 4:30 p.m. and 6:00 p.m. is available, but must be arranged in advance with the Technical Director or Assistant Technical Director. 3. Additional rehearsal time may be available in the week prior to tech week. This is available free of charge, subject to availability. This must be arranged with the Artistic Director at least 3 weeks prior to the requested dates.

Performances 1. Hours: The rear entrance of the building will be opened by the House Manager 1Yz hours before the house opens.

The front door of the Town Hall and the Meeting House box office will open one hour before curtain; the house will open 30 minutes before curtain. Warmups, sound checks, and brush-up rehearsals must be completed by 6:50 p.m. for evening shows and 1:50 p.m. for matinees. 2. The use of cameras, audio tape recorders, and video tape recorders during performances is not permitted unless cleared by the Williamsville Meeting Houseand production company.

3. Performers in costume or makeup are not permitted in the lobby or auditorium. The exceptions to this policy are

student matinee performances and designated children's theatre.

Lighting and Sound 1. WMH provides its Technical Director for all performances unless other arrangements are made 3 weeks prior to performance opening. Lighting and sound needs must be discussed with the Technical Director 2 weeks prior to performance. Technical Director will set and focus all lights and coordinate sound needs or supervise same. This policy ensures a smooth run for all performances. 2. Special color gels and gobos are to be provided by the performing group. 3. All hanging and circuiting must follow standard theatrical practice. Substandard work will not be tolerated. 4. Only two crew members are allowed in the lighting/sound booth during a show. 5. WMH will provide two sound/light operators for musicals and one for all other events. 6. If more than 2 body mics are required for a non musical, production company must provide one board operator. If more than 10 body mics are used in a show, production company must provide a backstage technician trained in mic repairs. 7. One spotlight is available, but operator must be provided by production company. 8. Batteries for microphones are the responsibility of the production company. Company may provide two name brand AA batteries per mic per show or be billed $1.00 per mic per show. The production must be completely struck and all property of the performing group removed from the theater by 7:00 p.m., unless other arrangements have been made in advance with the Technical Director. Strike

be removed from the stage. All special rigging is to be cleared. Stage curtains must be retied to their original position, and lights must be returned to the standard lighting plot. All equipment should be stored properly, with trash deposited in the containers provided and the stage swept.

3. Dressing Room must be cleared of all company property and swept.

4. Any additional work (other than routine maintenance and cleaning) which must be done by

Meeting House staff upon departure of the performing group will be charged to the performing group at $10.00 per hour. Damages

1. Any damage or loss caused by the performing group to the theater facility or equipment, aside from normal wear, will be charged to the performing group. 2. Normal security precautions will be taken by the Meeting House. The Williamsville Meeting House will not be responsible or liable for loss or damage to any equipment, sets, costumes, or stage properties owned, rented, or borrowed by the performing group. Valuables must, therefore, be stored in locked rooms. 3. The corridors and stairwell at the East end of the Town Hall are the property of the Town of Lancaster. If damage is done to the hallways by any person involved with the performing group, the Town will assess and charge the Williamsville Meeting House. All such charges will be passed on to the performing group.

Technical Crew

All crew members must be familiar with the technical operations of the Williamsville Meeting House. Do not use any piece of equipment unless you are familiar with its operation. If you are not sure. ASK. Sets l. All sets must be completed before being brought into the Williamsville Meeting House. Only minor painting is

permitted after sets are brought into WMH. No major painting or power saws or sanders are permitted on stage or in the theater or in the dressing room. Lowering of light bars and/or adjustment of curtains and soft goods requires approval of the Technical Director. Wood set pieces must be cushioned on stage floor. Props, set pieces, and tools may not be left on theater floor after load-in. 2. All flats must be weighted or tied down. Nails, screws and staples cannot be used in the stage floor, proscenium, or portals. 3. Stage curtains may be retied to suit the performance. 4. The grand piano is mounted on a rolling dolly. The dolly wheels are fitted with brakes which must be released before the piano can be moved. Pushing the piano while the wheels are braked will strip the brakes. If you do not know how to release and reset the brakes, ASK.

Small elevator at back of house; 5' 8" width, 4' 3.5" length, 7' 8" height. 10. All set construction details must be reviewed with the technical staff to assure a safe run at the Meeting House.

1l. Dressing room is beneath the stage. It is a 16'X 40' room with two changing cubicles

approximately 5' X 5'.

STANDARD ADVERTISING PLAN AND POLICIES Show Exclusivity Show exclusivity to the Williamsville Meeting Housewill be in effect 90 days prior and 90 days post-show. If the show is taken to other venues within the 8 counties of Western New York during the blackout period, the Williamsville Meeting Housewill be given 20% of gross ticket sales from the other performances. Any exemptions to this rule must be agreed to in writing. Show Merchandising Companies are welcome to sell show-related merchandise with approval of the lancaster Meeting House, of which 30% gross sales will benefit the Meeting House. Merchandise may be sold before the show, during intermission, and following the performance. Merchandise may be sold in front of the stage or in the front lobby. Brochure Williamsville Meeting Houseand its graphic designers handle all brochure information. Under each show listing will be "produced by" (the production company's name). Photo Requests Individuals must sign a photo release form if photos are used in listings. High quality photographs (300dpi) with releases must be submitted to the Meeting House 8 weeks in advance of opening night. Press Releases Free listings may appear in After 50, Alden Advertiser, Am-Pol Eagle, ArtVoice, Bee Newspapers,

Buffalo.com, Buffalo News, Gusto, Buffalo Spree, Cheektowaga Times, Festival Guides, Forever Young, Freetime Magazine, Metro Newspapers, Niagara Gazette, Nightlife, Tonawanda News, WNY Family Magazine (Family Shows only) and Buffalo Visitor's Guides, seasonal ads, etc. ALL PHOTOS, CAST LIST, STAFF LIST, AND OTHER PRESSRELEASEINFORMATION ARE DUE TO THE MEETING HOUSE 8 WEEKS IN ADVANCE OF OPENING NIGHT. PRESSRELEASESARE SENT OUT STARTING 8 WEEKS IN ADVANCE OF OPENING NIGHT. Media Appearances The Williamsville Meeting Housewill take advantage of every opportunity to secure media appearances and promotional opportunities for all productions. The Buffalo News Gusto ads will be run, featuring multiple shows and events. Online All productions will be promoted on facebook.com, Buffalo.com, and the lancaster Meeting House website. Additional online advertising opportunities will be pursued. LICENSING POLICIES The Williamsville Meeting Housewill sign and hold license agreements for all shows. A copy of the agreement will be provided to the producer, along with the specific policies and procedures for that licensing company. It is the responsibility of producers to familiarize themselves with those policies. Perusal materials are available upon request. Contact David Bondrow. Williamsville Meeting Housewill pay all security deposits in full, Y2 of royalty fees and performing rights, Y2 of standard script/score rentals, and Y2 of shipping/handling charges. In cases where scripts must be purchased, the production company will incur full cost. These scripts will be ordered through The Williamsville Meeting Housebut will become property of the production company upon receipt of payment. For musicals, payment is due in full before scripts and scores can be received. We ask that this be paid no later than 3 months before opening, to ensure proper delivery time. Any additional rental time for rehearsal materials outside of the standard policy will be the responsibility of the producer. The Williamsville Meeting Housewill work with producers to make effective marketing decisions based on how a show is selling. All books/scores must be erased and returned to the Meeting House office immediately following the final performance. We ask that books be returned in the original packing box to save shipping costs. Please include the packing list as well. Any additional scripts or materials that need to be purchased or rented will be coordinated through the Artistic Director. The WMH Artistic Director will attend production meetings (with coordinated scheduling), as well as rehearsals, and will make observations and recommendations. WMH Trustees, audience members, and area theatre practitioners are invited to complete performance evaluation surveys. The results of the surveys will be shared with producers at a "wrap-up" meeting for each production.

We ask that every effort be made to cast age-appropriate actors whenever possible. Producer Tickets Each production company will receive up to ten (10) producer tickets to be used at their discretion. Arrangements for producer tickets must be made during regular business hours in person, by phone or fax. Complimentary tickets are not available for dinner theatre productions. Cast Members Tickets are available for purchase Monday-Friday, 9:30 a.m. to 4:00 p.rn., and one hour before curtain on performance days. All ticket orders are subject to availability.

CONTRACT

Agreement Date: Williamsville NEW YORK MEETING HOUSE (hereinafter WMH) and (hereinafter PRODUCER), agree as follows: 1. WMH is a not-for-profit corporation which operates and maintains the Lancaster Meeting House, located at 5658 Main Street, Williamsville, New York. In accordance with its policies and objectives, WMH makes the Williamsville

Meeting Houseavailable to both individuals and groups for the presentation of the performing arts. 2. PRODUCER desires, and WMH agrees, to allow PRODUCER to present a production of at the Williamsville

Meeting Houseat the following dates and times: 3. PRODUCER is responsible for all aspects of production, including performers, sets, costumes, musical instruments

(excluding piano), props, and stage crew. 4. PRODUCER's technical needs/requirements, lighting plots and set designs will be submitted to the WMH technical

director 3 weeks prior to the opening performance for review and approval. 5. WMH will maintain the Williamsville Meeting House and theater equipment and provide PRODUCER with

adequate rehearsal time; and provide publicity, programs, box office, house staff, and custodial services. 6. PRODUCER agrees to take advantage of all opportunities to promote this production, including house programs for PRODUCER'S productions at other venues, interviews, newsletters, etc. PRODUCER further agrees to inform WMH of all advertising opportunities, and to provide a mailing list, if possible.

7. On-schooI-time performances are scheduled for the following dates and times _. Admission will be _ per person, (excluding/including) teachers and chaperones. 8. PRODUCER has been provided a copy of the policies of the Williamsville Meeting House and agrees to abide by

such policies. 9. PRODUCER agrees to provide MWH with complete production information as follows: PRODUCER will provide

complete information for the house program, including synopsis of the production, cast information, acknowledgements, and credits as well as all applicable technical information no later than four weeks prior to the opening performance. 10. PRODUCER is responsible for half of all postal charges for materials and for all late fees that are acquired due to

late return of the materials. If materials are needed for an extra amount of time, all fees and charges are the sole responsibility of the PRODUCER. 11. PRODUCER is responsible for half of the production royalties as well as half of the script/score rental cost. This payment is due two weeks prior to the due date set by the royalty company. WMH will pay the other half of the

royalties/rental due.

VILLAGE OF WILLIAMSVILLE

LOCAL LAW NO. X of 2016

A Local Law Modifying Chapter 112-16F(2)(h) (Zoning, Mixed Use District Design

Standards) of the Code of the Village of Williamsville

Section 1. Title

This Local Law shall be referred to as, “A Local Law Modifying Chapter 112-16,

Zoning, Mixed Use District Design Standards”.

Section 2. Purpose

The purpose of this Local Law shall be to modify Chapter 112-16 (Zoning, Mixed

Use District Design Standards) to eliminate the maximum height of 65 feet east of Park

Drive and Academy Street, and make the maximum height for the entire district 50 feet.

Section 3.

Chapter 103-16 shall be amended as follows:

(h) For areas east of Park Drive and Academy Street, building height shall not exceed 65

feet.

(i) (h) The maximum building height at the minimum building rear yard setback

abutting residential zones is 30 feet (See § 112-16B(2)(j) and Figure 55).

(j) (i) Buildings taller than 30 feet must include an additional setback from the minimum

rear yard building setback, such that each 10-foot portion of the structure above 30 feet

in height is stepped away from the rear property boundary by a minimum of 5 feet

(Figure 55).

(k) (j) For buildings with multiple storefronts, there shall be a direct correlation between

the delineations of interior tenant spaces and exterior façade treatments.

Section 4. Effective Date

This Local Law shall take effect immediately and shall be filed in the Office of the

Secretary of State.

LOCAL LAW NO. X of 2016

A Local Law Amending Chapter 12 (Buildings, Demolition of; Blasting) to Amend

Section 12-1 to Add Additional Requirements for Obtaining a Demolition Permit

Section 1. Title

This Local Law shall be referred to as, “Demolition Permit Law of 2016”.

Section 2. Purpose

The purpose of this Local Law shall be to amend Chapter 12 (Buildings,

Demolition of; Blasting) to amend Section 12-1 to add additional requirements for

obtaining a demolition permit to ensure that the public health and safety are adequately

protected and to protect against blight and encourage redevelopment by requiring

applicants to obtain approval of a redevelopment plan or interim landscape plan prior to

obtaining a non-emergency demolition permit.

Section 3.

Chapter 12 (Buildings, Demolition of; Blasting) is amended as follows:

§ 12-1 Demolition of Buildings.

A. The demolition or partial demolition of any building serviced by one or more utilities

shall require a demolition permit.

B. No demolition requiring a permit shall be commenced in the Village of Williamsville

unless the following are completed:

(1) The property owner or an authorized agent has submitted an application to the Code

Enforcement Official containing such information as the Code Enforcement Officer

deems appropriate.

(2) An asbestos survey is completed and any necessary abatement is completed to the

satisfaction of the Code Enforcement Officer;

(3) Any and all underground storage tanks are properly removed and any impacted soils

and groundwater are remediated.

(4) Foundations and basement walls are completely removed.

(5) Existing concrete or paved areas or accessory structures are fully removed, unless

such features are approved for re-use by the Planning and Architectural Review Board

pursuant to Subsection (6) below.

(6) With respect to any property zoned MU, NMU, M-1 or R-3M, a redevelopment or

interim landscaping plan is approved by the Planning or Architectural Review Board,

except in cases in which the Board of Trustees orders a demolition pursuant to Chapter

15-5 and determines that, due to imminent risk of damage to persons or property, such

demolition cannot await such review by the Planning and Architectural Review Board in

which case the applicant shall submit such redevelopment plan or interim landscape plan

for review by the Planning and Architectural Review Board within thirty (30) days of

such demolition.

(7) If applicable, a certificate of appropriateness is issued by the Historic Preservation

Commission.

2 (8) The designated fee as established by resolution of the Board of Trustees has been

paid.

3 (9) A permit is issued by the Mayor.

C. In addition to any information required under Subsection (B)(1) and (2) above, the

applicant shall file with the Building Department a current survey showing the location of

the building(s) to be demolished, complete with property and street lines, sidewalks,

adjacent on-site buildings, adjacent abutting buildings and location of all utilities. Such

survey shall also indicate proposed new grades and type of fill to be used, if any.

D. The applicant shall file with the Building Department a certificate of public liability

and property damage insurance, naming the Village of Williamsville as an assured in an

amount to be established by the Village Clerk.

E. The Village Clerk Code Enforcement Officer shall be notified in writing at least 24

hours before work commences.

F. Type of fill, if any, and new grades to be established shall be approved by the Building

Department. In the filling of basements voids or depressions, concrete, stone, brick, tile,

mortar or plaster may be used to a level not closer than six inches below the finished

grade. The final six inches to the established grade shall be leveled, clean dirt only. Only

clean fill, the origin of which shall be documented to the satisfaction of the Code

Enforcement Officer, shall be used.

G. All utility lines shall be disconnected and, where necessary, repaired and replaced to

the approval of the Department of Public Works upon completion.

H. If a sewer connection or water connection, or both, is abandoned, it shall be done in

the following manner:

(1) Shutoff of water service shall be at the corporation cock or water main and shall be

inspected and approved by the Department of Public Works before closing.

(2) Shutoff of storm or sanitary sewer lines shall be discontinued at the curb, properly

plugged to prevent backup and inspected and approved by the Department of Public

Works before closing.

(3) All work shall be completed by a plumber licensed by the village.

I. The applicant shall file with the Building Department proof that a licensed exterminator

has completed rodent abatement at the site or certify that the property is free from rodents

or other vermin.

Section 4. Effective Date

This Local Law shall take effect immediately and shall be filed in the Office of the

Secretary of State.
