PRELIMINARY ENGINEERING & DESIGN SERVICES The core services provided by F&V are engineering and architecture. With a staff of over 180 people and many disciplines, we provide a wide array of services to help clients through a variety of projects. With municipal services representing close to 80% of all our business, municipal road and utility design is one of our areas of specialty. F&V has completed numerous LAP projects ranging from very complex MDOT LAP roadway, bridge and enhancement projects to less complicated resurfacing and log type projects. We are familiar with the process and aware of what details and paperwork are necessary to satisfy the LAP standards and provide our client their desired results in a completed project. We recently were on contract with MDOT to review LAP projects that other firms completed state-wide. We have attended or participated in numerous LAP GI’s alongside our clients. Our familiarity with these type of projects and using Surface Transportation Funds (STP), along with the FHWA rules and requirements for local agency improvements gives us a perspective on how we can approach certain items with the LAP. Looking out for our client’s interest, knowing the procedures for participating and non-participating work and what special provisions and MDOT details apply during the process will assist us in choosing the best fit solutions and repair methods for recommendation while side by side working with the City’s Engineering Department. In addition to our history of successful roadway projects, F&V’s experience and expertise in the municipal engineering field covers numerous other capacities. Our staff is well versed in the study, pre-planning, modeling and design of underground infrastructure utilities and have secured funding for our clients in most every grant and loan source available through the local, State and Federal agencies. In addition to long standing MDEQ programs such as DWRF and SRF, we have recently been very successful assisting our clients in the MDEQ Stormwater Asset Management and Wastewater (SAW) program. This other facet of our infrastructure design and municipal engineering capabilities have included water main and sanitary sewer replacement projects, Preliminary Design Reports (PDR), Capital Improvements Projects (CIP), studies, hydraulic and system modeling, HEC, HEC-RAS analyses, stormwater system modeling and Project Plan utility studies. Another component of F&V’s preliminary engineering and design projects include enhancement, streetscapes, landscape architecture, trails and parks and recreation projects. As many projects involve multiple disciplines, F&V offers a unique ability to perform these services in-house under one consulting firm. BIDDING Once the plans and specifications are issued for bidding, we will distribute the documents to the various plan rooms and interested contractors. Prospective bidders will be charged to cover the cost of preparing and printing the bid documents. We will maintain a plan holders list for use in issuing addendums as necessary.

CONSTRUCTION ENGINEERING & INSPECTION SERVICES F&V’s construction inspection staff routinely provides field observation services for local, county and State infrastructure projects. Many certifications are required by MDOT to provide inspections, including such items as nuclear density testing, soils, concrete and asphalt testing. We oversee the public utility and pavement installation, soil erosion control, and storm water management. Quality Control is a focus of our inspectors. Internal training is held regularly to provide the mentoring and coaching needed for these projects. The fact that F&V has nearly 40 construction and survey vehicles tells how much construction activities F&V is involved with. Year after year, F&V has had excellent control of our project construction costs. Records show that our construction projects have averaged less than a 1% change between as-bid costs and final construction costs, prior to owner requested modifications. We are very proud of this record and feel this is accomplished by various techniques:

Good communication during design. We strive to get the client involved in the decisions through the entire design process. The final plans and specifications need to represent what the client requested during the design. Otherwise, changes will need to be made during construction which leads to increased costs and time delays.

Internal peer review. Internal quality assurance / quality control (QA/QC) reviews are completed at regular intervals throughout the design. An experienced and independent senior staff member provides the project team with someone who is watching out for project issues, such as design or potential constructability.

Timely communication during construction. There are very few projects that don’t have at least one surprise when you start digging holes around the older parts of the community. Starting with clear construction plans, specifications and contracts, we provide timely advice to keep your project moving forward.

STATEMENT OF UNDERSTANDING The Village of Pentwater will be selecting a consulting engineer to provide design and construction engineering services and bidding assistance for implementation of the Village’s Street Improvement Plan (SIP). In November 2016, Village residents passed a bond proposal for the SIP. This proposal responds to the Village’s December 16, 2016 Request for Qualifications (RFQ) and provides Fleis & VandenBrink Engineers project team, project experience and proposed rate structure to meet the requirements of the RFQ. FUNDING AND SCHEDULE The Village bond proposal was approved by voters in November 2016 and will generate approximately $3.2 million for street improvements to both major and minor streets in the Village. Utility improvements are also anticipated and approximately $1m of water and sanitary improvements have been identified. Water and sanitary system improvements are expected to funded through Village utility funds. The SIP is anticipated to be a 5-year program. The Village is currently working with a bond counsel and it is expected the selected engineer will work jointly with the Village and bond counsel to identify and plan yearly project for the SIP program. It is understood that a limited amount of Federal Aid Funds are available for improvements to Park Street. The development of SIP projects should consider other sources of funding where available throughout the duration of the program. ANTICIPATED SCOPE OF SERVICES An engineering report prepared in January, 2015 provides detail on the current condition of Village streets in the form of pavement ratings. The report summarizes the street conditions and estimated overall cost for improvements and provides rough estimates of storm, sanitary and water system improvement costs associated with Village streets improvements. This report was presented to Village residents at workshop held in May 2016, ahead of the Village bond approval. The SIP proposes to address storm drainage improvements as well as water and sanitary system improvements where needed in conjunction with street improvements so that the most cost effective improvements are constructed. Enclosed storm drainage improvements proposed with the SIP should be planned and constructed with consideration of future street and drainage improvements where possible. Repair or reconstruction of deteriorated sidewalks in street improvement areas must also be considered. The scope of engineering services at the planning stage and during design and construction will vary but we anticipate that they will likely include the following:

Assist the Village with the prioritization and communication of street and utility improvements and planning for the 5-year SIP. This will include identifying recommended pavement improvement methods from field investigation and developing individual improvement pre-design cost estimates to be used in the planning of year by year street and utility projects. It may also be necessary to prepare and present details of the year by year plans to Village Council and committee’s as well as at public informational meetings on a periodic basis throughout the duration of the SIP.

Periodically update the street pavement ratings as a tool for ongoing planning of improvement projects.

Provide survey services for street and utility improvements, where needed for development of construction plans and details.

Geotechnical services; soil borings and/or pavement cores where pavement structure or soil conditions are unknown or suspect.

Develop construction plans, details and specifications as well as detailed estimates for yearly construction projects. It is expected that some street improvements can be completed without the development of details construction plans to be more cost efficient.

Secure permit where necessary. Provide bidding administration services and provide recommendations for contractor selection for

yearly SIP projects. Provide construction administration and on-site construction observation during project construction. Provide material testing services during construction.

Provide project close-out and record drawings. Assistance with administration of funding that may be secured for SIP projects.

It is expected that initial meetings will be focused on the development and/or advancement of overall project planning for the 5-year SIP program as well as process and procedures to select, design, bid and construct yearly street and utility projects. It will be important to update the plan yearly to account for changing street conditions, ongoing efforts to assess utility condition information, available funding and the actual costs of yearly improvement projects. Communicating the recommendations of this planning process to Council, Committee’s and Village residents will critical to the program’s success.

PUBLIC OUTREACH AND ENGAGEMENT

To keep the Village and its residents informed of SIP program progress and to provide a vehicle for affected residents to provide input, F&V would consider the creation of a Project Portal that can be directly linked through the Village’s website to provide communication throughout the duration of the program and project construction. This portal is a vehicle to post interim documents, provide feedback and update program progress. F&V is versatile in the use of other social media tools to communicate with its clients and stakeholders. Facebook, Twitter postings can be effective communication tools for this type of study. F&V’s Marketing Department will be utilized to the assist the project team and Village Staff to enhance public outreach and engagement throughout the duration of the SIP program.

SHAW STREET ENHANCEMENT – HOWARD CITY F&V provided design and construction services as well funding coordination for MDOT local agency program funded reconstruction of .6 mile segment of Shaw Street. Reconstruction includes widening, curbing and drainage improvements, including County Drain culvert replacement, through residential and commercial areas with multiple driveway access points with significant traffic control. Coordinated easement acquisition and funding application for MDOT Enhancement Grant to provide non-motorized facilities and lighting along this corridor. Services included preliminary plan and construction plan development, funding coordination, permit acquisition, bidding administration, construction management and inspection. This $985,000 project is currently under construction. MARS & MECHANIC STREET IMPROVEMENTS – BERRIEN SPRINGS F&V provided design and construction of approximately 1,500’ road reconstruction, watermain and storm sewer improvements. The project was needed due to aging infrastructure and to increase capacity of the utilities. The project construction cost was approximately $500,000 and was funded through the MDOT Local Agency Program. 36TH AVENUE RECONSTRUCTION – HUDSONVILLE F&V provided 0.45 miles of improvements along 36th Avenue, from M-121 RR crossing to Oak Street. We replaced 1,150 feet (0.21 miles) of 4-inch, 6-inch, and 8-inch water main placed in 1959 with 8-inch ductile iron water main, including replacement of 2 fire hydrants and 19 copper water services. Work also included permitting, HMA surface removal and 4-inch resurfacing, curb and gutter replacement, sidewalk improvements, ADA compliant ramps, placement of permanent pavement markings, slope restoration, and utilities coordination. We coordinated with Consumers Energy, DTE Energy, AT&T, Charter Communities and City of Hudsonville DPW. Project was completed in 2016 with a construction cost of $446,000. FOURTH WARD ROADS & UTILITIES UPGRADE – LUDINGTON F&V provided design and construction engineering services for the Fourth Ward roads and utilities updates project. The City had 7 roads (approximately 1.75 miles total) to reconstruct that included water and sewer improvements, sidewalk replacements and removal and replacement of water main, sanitary sewer main and storm sewer main enhancement. F&V provided survey, design and permitting of the projects, as well as obtaining soil borings for design. Traffic detours and staging of the road helped with the maintenance of traffic to the residences and businesses during design. The project was funded by MDOT Category F grant. Project was completed in 2016 with a construction cost of 402,100. MONA KAI WATERMAIN REPLACEMENT – NORTON SHORES F&V provided surveying, design engineering and construction engineering services for this watermain replacement project. The project included:

0.53 miles of watermain replacement, including new valves, fire hydrants, surface restoration and permitting assistance.

Constructed under part width road closures while maintaining traffic Project was completed in 2016 with a construction cost of $245,000.

DEAN STREET RECONSTRUCTION – CENTREVILLE F&V provided overall management for the reconstruction and rehabilitation for 3 blocks (1,300’) of Dean Street from W. Main to W. Railroad Street. Reconstruction work included full asphalt pavement replacement on roadway and intersections, concrete curb & gutter, storm sewers, parking areas serving the County Courthouse complex as well as sidewalks and ADA ramps. Curb repair/replacement and asphalt pavement mill/overlay. Services included preliminary plan and construction plan development, permit acquisition, bidding administration, construction management and inspection. The project was completed in 2015. BLUE STAR HIGHWAY RESURFACING - DOUGLAS F&V provided overall design management for MDOT local agency program funded resurfacing of .6-mile segment of Blue Star Highway, a major access point for the City of the Village of Douglas and City of Saugatuck. Work included widening for on-street bike lanes as well as pavement removal/replacement and drainage improvements. HIGHLAND DRIVE RESURFACING – HUDSONVILLE F&V provided design and construction of 0.50 miles of HMA road resurfacing along urban/commercial Highland Avenue, from Creekview Drive to 40th Avenue. Work included ADA compliant sidewalk improvements, curb and gutter, pavement markings, slope restoration, tree removals and traffic control. The project utilized MDOT and FHWA funding sources. The project was completed in 2015 with a construction cost of $332,000. WOODROW ROAD IMPROVEMENTS – OCEANA COUNTY ROAD COMMISSION F&V provided design engineering of 0.75-miles of residential roadway improvements that involved an existing gravel road that needed be widened along with ditching prior to paving. The project included construction testing, HMA surfacing, aggregate base, conditioning & shaping, drainage improvements and earthwork. Project was completed in 2015 with a construction cost of $100,000. CUTLER ROAD IMPROVEMENTS, PORTLAND F&V provided survey, design and construction engineering services for this road reconstruction project including water and sewer infrastructure improvements.

F&V helped the City secure Michigan Department of Transportation (MDOT) funding.

Project was completed in 2015 with a construction cost of $706,000. GRAND HAVEN ROAD –NORTON SHORES F&V provided design and construction engineering services for this road reconstruction project. The project included:

1.01 mile of road reconstruction, including storm sewer, culverts, concrete curb & gutter, driveways, sidewalk, legal descriptions and easements acquisition work.

Constructed under part width road closures while maintaining traffic

Project was completed in 2014 with a construction cost of $1.05 million. 6TH STREET RESURFACING – SHELBY F&V provided design and construction engineering of a 1-mile section of residential road reconstruction. The project was an HMA coldmilling and resurfacing, pavement parking and restoration project. Drainage improvements, survey and construction testing were included. Project was completed in 2014. BRYANT ROAD – LUDINGTON F&V provided design and construction engineering services for this road reconstruction project. Project was completed in 2013 with an estimated construction cost of $1.8 million. ROAD & WATERMAIN IMPROVEMENTS – HESPERIA F&V provided design and construction engineering services for this road and municipal water improvement project. The project included:

17,000 feet of 8-inch and 885 feet of 12-inch watermain 160-feet of bore and jack 8-inch watermain under M-20 Water services, HMA paving, concrete sidewalk and driveway

restoration and surface restoration. Project was completed in 2012 for a construction cost of $1.18-million.

work. Project was completed in 2011 on budget for a construction cost of $2.8 million. MICHIGAN & MACLAREN IMPROVEMENTS – HESPERIA F&V assisted the Village with an MEDC grant application for street and streetscape improvements.

F&V provided the survey, design, permitting, bidding and construction engineering and grant administration services for the 1.2 mile street improvements.

The project included total street reconstruction including storm sewer upgrades, new curb and gutter, sidewalk, crosswalks, pavement markings and landscaping improvements.

Project was completed in 2010 for an approximate construction cost of $504,000. MAIN ST. ROAD RECONSTRUCTION – BERRIEN SPRINGS F&V provided design and construction engineering services for this road and municipal utility improvements project on Main Street from Mars to Hamilton Street. The project included:

1,185 feet of 8-inch watermain on Main Street from Mars Street to Hamilton Street.

1,010 feet of 8 inch sanitary sewer in Main Street from Mars Street to Hamilton Street.
