Would it be possible to move the East Shaft Complex closer to the Beginsel gravel road in order to move it further away from households?

Two options for the both the East and West shaft were investigated. It was decided to move the West shaft closer to the railway line, and the East shaft was moved closer to the gravel road.

Error: Referencesource not found

Can the shaft be moved closer to town or to the railway line?

Please align the conveyor belt along the Beginsel and Springbokkuil or Topfontein gravel roads.Consider placing the conveyor route along the railway line where there are existing noise impacts.Consider transporting coal on the existing railway lines.

Due to the lack of information and studies on alternative options for coal transportation, the conveyor routes have been removed from this current environmental authorisation process. A separate environmental authorisation application will be submitted at a later date once the project advances into the pre-feasibility and feasibility stages.

A noise impact assessment has been undertaken by dBAcoustics and noise impacts from the proposed project, specifically the construction and operation of the shafts complexes were assessed.

Two options for the both the East and West shaft were investigated. It was decided to move the West shaft closer to the railway line, and the East shaft was moved closer to the gravel road, in order to avoid noise impacts to adjacent farm households.

Appendix 5-7 (Noise report),Error: Referencesource not found and Error: Reference source not found.

Additional noise will change the rural and farm atmosphere that adds to the tranquillity of farm living. This will disappear due to noise of shafts and the conveyor route. Ensure that the shaft complexes and conveyor route does not run close to existing households.

What is the timeframe for this project? When will this project start?

The Setlabotsha project is currently in pre-concept phase and will have to be developed up to feasibility level. This may take an additional six years.

Construction for the proposed Setlabotsha project will commence at the earliest in approximately 2023, however this date will be confirmed during the pre-feasibility and feasibility stages of the project and is subject to the environmental authorisation decision.

Would it be possible to place an additional copy of the Scoping Report at Platkop PKG? It would be more convenient for some of the farmers to access the Scoping Report there.

An additional copy will be made available at Platkop PKG during the public comment period for the Scoping Report from 28 January to 29 February 2016.A copy of this EIA/EMP is available at the PKG.

How do you cross the conveyor if it passes through your farm?

Should the conveyor belt pass through a farmer’s land, the design team will liaise with the farmer in order to establish the best possible crossing design. The crossing will either be over or underneath the conveyor belt and will be negotiated with the farmer/landowner. The farmer will have full access to all areas of his farm at all times.More detailed investigations will be undertaken as the project advances to the pre-feasiblity and feasibility stages, and once the environmental authorisation is undertaken for the coal transportation option.Maintaining access for the farmer is the first priority.

How will the underground mine method impact on the groundwater resources and boreholes?

A groundwater study was undertaken by Delta H..Due to the assumed limited hydraulic connectivity between the upper weathered/fractured Karoo aquifer and the deep fractured aquifer, the cone of dewatering is expectedly only evident in the actually mined, deeper aquifer below the dolerite sill (approximately 60 to 180 m below surface).

Assuming a higher permeability (or if mining reduces the integrity) of the sill could result in an increased hydraulic connectivity between the upper weathered/fractured Karoo aquifer and the deeper fractured aquifer (below the sill), which could lead to the partial dewatering of the upper weathered/fractured aquifer.

How will drilling of boreholes take place? What will the site access protocol be? Previously we were compensated for use of land and farms roads.

The applicant will be responsible for drilling of all boreholes in conjunction with the groundwater specialist. Should a borehole be drilled on a farmer’s land, site access will be negotiated with the land owner ahead of accessing the site. Farmers will be compensated as per the land use agreement that will be set up between farmers and and the applicant prior to the commencement of drilling.

What is the process to arrange access to land during specialist studies? Do I need to take the initiative or how will it work?

All specialists will receive a site protocol that will outline procedures for fieldwork. This includes contacting farm owners prior to a site visit to request permission to access property, and informing the project team of the intended site visit.Specialists will not be allowed onto farms without the landowners’ permission. Specialists will contact farmers in order to gain permission for access to land.

Russell Smart stated that expected construction will only start in 2023, which is many years from now. However, the timeframes in the presentation state that a decision will be made by the end of 2016.Why is there then such a rush to make a decision based on pre-concept information,

AOL’s prospecting right expires in February 2016. In order for AOL to retain the right to mine the coal in the Setlabotsha area, the prospecting right needs to be converted to a mining right. Therefore the environmental authorisation process and Section 102 application has been initiated.Should the mine plan or shaft position change

from what is presented in this EIA/EMP, the applicant will have to reapply for the change in scope, even if the mining right is granted in 2016.

The specialists will undertake field work during February 2016. We are currently experiencing a very dry summer season, therefore the findings of the specialist studies will not be representative of the actual state of the environment.

Specialists have reported limitations and gaps in their studies, which forms part of the EIA/EMP. Specialists are aware of the current drought and that was noted in their reports Additional surface and groundwater sampling and monitoring will take place prior to the commencement of the project.

Appendix 5-4 (Biodiversity study)Appendix 5-6 (Wetland study)

Who will decide whether additional studies need to be undertaken due to the dry season?

The EAP is required to include recommendations to address any gaps identified by specialists into the EIA/EMP that will be submitted to the DMR (competent authority) and other commenting authorities (DWS, Mpumalanga Tourism and Parks Agency (MTPA), Mpumalanga Department of Agriculture, Rural Development, Land and Environmental Affairs (MDARDLEA) and municipalities). Only after review of this document by the various authorities, a decision regarding additional studies will be taken at the discretion of the DMR case officer. As part of the EMP, monitoring requirements for surface and groundwater will be included.

The environmental authorisation and other studies are undertaken now, but mining will take place for forty years. Everyone working on the project now will then be gone but the farmers will remain. Will decisions taken now still stand 30 years from now?

The Mining company is still ultimately responsible for the mining operation and will have to adhere to decisions and commitment made during this process. The EMP will stipulate that continuous monitoring of at least air quality, surface and groundwater and aquatics must be undertaken on a regular basis throughout all phases of the

You have shown us two maps, one indicating AOL’s proposed mining rights, and one that shows where the proposed mining will take place. There are several areas within the proposed mining right where it seems that no underground mining will take place. Will artisanal miners be able to mine in these areas?

Should AOL be granted the Setlabotsha mining right, AOL will be the only company allowed to mine coal in this area. The reason that not all the coal in the Setlabotsha mining right area will be mined, is that the coal seams are not viable to be mined with current underground mining methods.Due to the depth of the coal (196 m below surface) it is unlikely that any artisanal mining will take place.

What about future ventilation shafts? How will this affect us? We need to know what will happen in future.

Currently, the only provision for ventilation is made at the vertical shaft, situated within each shaft complex. The current scope does not identify that any additional ventilation shafts will be required. However, during mining, should the need for ventilation shafts arise, the applicant will have to apply for additional environmental authorisation (including a full scoping and impact assessment) prior to construction and operation of additional ventilation shafts. The identification of sensitive areas will be taken into consideration during the site selection process for should the need for additional ventilation shafts be required.

In these areas, bord and pillar mining methods will be utilised.Prior to commencement of the underground mining activities, geotechnical studies will be undertaken to determine the safety factors required for the mining operations in order to prevent subsidence. Due to the depth of mining, it is unlikely that any surface areas will be affected by subsidence and all surface land uses will be able to continue.

How will underground mining affect our groundwater? Will water be provided to farmers should groundwater be polluted? What will AOL do if water disappears? Will they replace our water if water disappears?

I have had dealings with both AOL and Sasol.Where AOL has mined, there has been evidence of subsidence and our water supply has disappeared.AOL bought some of our land and leased it back to farmers. However, after the water disappeared, AOL stated that water supply is no longer their concern. We have had the same concerns with Sasol, and they provide farmers with water where subsidence has taken place.Bord and pillar mining methods should be the only mining method considered as subsidence occurs when longwall mining methods are used.

The applicant will further investigate both the bord and pillar and longwall mining methods for the Setlabotsha project. The current proposed mine layout, with a combination of both methods, may possibly be amended as the project develops into pre-feasibility and feasibility stages.Once the Setlabotsha Project is in construction and operational phase, there will be a grievance procedure in place through which stakeholders can raise comments, concerns or grievances that will be addressed by the mine.

Farmers travel with their tractors on the existing roads, (30 km/h), which is a slow vehicle. The busses transporting people do not consider these slow moving vehicles and put the drivers in danger. How will traffic be managed on roads leading to the mine?

Contractors responsible for transporting labourers will have to adhere to road speed limits.A traffic management plan will be developed during the feasibility stage of the project that will include road safety and contractor management.

How does AOL know that there is coal in the mining right area? My farm is within the mining right area and there has been no drilling on my farm.

Prospecting drilling has taken place on certain farms where the underground mine is planned. These results (core samples) were analysed and modelled. It was determined that the No. 4 coal seam is located within the Setlabotsha project area. The current mine plan has been developed to mine the most economical coal resource.

Why does AOL no make use of an underground conveyor belt to transport coal from the mining area to New Denmark Colliery?

As the Setlabotsha project is currently in pre-concept phase, no coal transportation options, except for the conveyor route, has been considered.Due to this lack of information, the coal transportation option has been removed from this environmental authorisation process.A separate environmental authorisation application will be submitted at a later date once the project advances into the pre-feasibility and feasibility stages and the required coal transportation alternatives have been thoroughly investigated. The underground conveying of coal as a transportation option will be investigated.

There are many big dams in the area. Will the dams above the underground mining area be broken down and drained, and will they be bought from farmers? Can farmers be forced to sell dams and land to the mine?

The use of longwall mining methods have been avoided in areas with surface infrastructure (such as households, chicken batteries and dams).Bord and pillar mining methods have been selected where there is a concern for subsidence and impact on surface infrastructure. The applicant will enter into negotiations with landowners regarding purchase of land and other surface infrastructure, if required, prior to finalising the mine plan and infrastructure layout.

How far must the conveyor route be from a house?

Legislation does not specify the distance that mining related infrastructure should be located from residential areas.Regulation 17 of the Mine Health and Safety Act states that:The employer must ensure that:a) no mining operations are carried out

under or within a horizontal distance of 100 (one hundred) metres from buildings, roads, railways, reserves, mine boundaries, any structure whatsoever or any surface which it may be necessary to protect, unless a shorter distance has been determined safe by risk assessment and all restrictions and conditions determined in terms of the risk assessment are complied with.

Landowner/s x 25 February 2016Landowners meetingDr Mollie Lyons

What is collapsed material? How does it affect the surface area?

The collapsed material is broken rock that was situated above the coal seam. As roof supports are removed during longwall mining it is anticipated that the rock will collapse and fall behind the roof support. The collapsed material has a bulking factor which fills the void. Due to depth of the longwall mining, it is not anticipated that the geological strata will collapse up to surface. If the geological strata collapses up to surface it sometimes causes surface subsidence.Should subsidence occur, this can impact on current land use practices.

Error: Referencesource not found

Should subsidence occur, what will be the impact on soil and water from an agricultural aspect?

Due to the depth of coal mining (average 196 m below ground level) and the use of bord and pillar mining methods below surface infrastructure, it is unlikely that subsidence will take place. In addition, prior to the commencement of mining a detailed geotechnical assessment will be undertaken to determine the safety factors for the both the bord and pillar and longwall mining methods.Should subsidence occur, a detailed rehabilitations strategy will be implemented.

Once a decision has been made, an environmental authorisation application for coal transportation will be submitted to the DMR.

Coal dust from conveyor route can get into watercourses, and I’ve heard that if animals drink the polluted water they can get sick or crippled.

The coal transportation option does not form part of this environmental authorisation.Coal transportation alternatives will be considered during the pre-feasibility and feasibility phases of the project. During these phases various options for coal transportation from Setlabotsha to New Denmark Colliery will be investigated in detail. This includes overland conveying, railway line transportation, underground conveying and trucking.Once a decision has been made, an environmental authorisation application for coal transportation will be submitted to the DMR.Management measures will be implemented to prevent any pollution into rivers and streams. A water use licence application will be submitted to the DWS during the planning phase of the project. Should the WUL be approved, it will contain conditions and water quality standards that the mine will have to adhere to.

Best practice for operating a conveyor belt includes a fence that will be constructed along the full extent of the conveyor route to restrict access and prevent vandalism and theft of coal and infrastructure of the conveyor route. It is in the applicant’s best interest to maintain the fence and have sufficient security.

Once the mine has been decommissioned all surface infrastructure will be demolished and removed, and the area rehabilitated. Therefore no maintenance will be required after the mine has closed.

The mine will only be there for forty years, but farms will still be here after the mine is gone.

Ongoing stakeholder engagement will take place during planning, construction, operation and closure phases of the proposed mine. This will allow stakeholder comments to be taken into consideration during all phases of the project.

After mine closure, all surface infrastructure will be decommissioned and demolished and all disturbed surface areas rehabilitated. In addition, monitoring of groundwater will continue post closure to monitor the impact of the mining activities after closure.A rehabilitation plan and closure cost will be included as part of the EIA/EMP.

limited, and therefore unable to store large quantities of water (Woodford and Chevallier, 2002). According to these authors, the exact extent of the fracture is difficult to determine but does not exceed an area with a radius of greater than 100 m. The formations may contain large quantities of water, but are not able to release it readily over small areas, such as the circumference of a borehole. The post-closure modelling results suggest that it will take around 40 to 60 years for the dewatered (deep) aquifers to return to pre-mining conditions once active dewatering is stopped. As the water will interact with acid generating material previously exposed to oxygen in the mine voids and dewatered aquifer, this through-flow is likely to result in a deterioration of the groundwater quality potentially seeping or decanting out in lower-lying areas from the shallow weathered/fractured aquifer.Depending on the treatment and interception method, the impact can be mitigated/reduced to a minor to moderate intensity.

My main concern is the impact of the project on my groundwater supply, which is the source of water for my cattle and other farming activities. The viability of my farming practices is reliant on this groundwater resource. If my groundwater is cut-off as a result of the project, this will be forever. If there is an option that Anglo will then supply me with water, where will this water be sourced from, for how long will they supply me with water and how reliable will that supply be?I see in the news that Anglo is selling off their assets. How will they guarantee a reliable water supply in terms of quality and quantity?

safe level (below decant level) before active water level management is implemented.

Monitoring of water levels in the mine and the associated water quality is committed to. This will allow both calibration of the post mining water quality and water volumes.

The water level in the workings will be actively managed to ensure it remains below the decant elevation.

The rise of water will be closely monitored to ensure that the environmental safe level is not exceeded and that appropriate extraction works and treatment facilities are constructed in time to treat the surplus water once the environmental safe level is reached. The water will then be actively maintained at or below the environmental safe level.

A detailed decant management plan will be developed at mine closure. Ultimately water treatment solutions, either passive or active, will be implemented.

Rehabilitation Plan A closure and rehabilitation plan is submitted as part of this report.

meetings with only farm owners regarding the mining project in our area and have not involved the farm workers, residents or community of Beginsel that is going to be affected by the project.Beginsel and Vlakfontein Farms have residents that have lived there for a period of 40-50 years who have livestock, horses, schools and shops that might be affected by the mining project. We as a community are not happy to hear from the farmers that there are going to be dams in our area, stock piles, shafts, coal belts and mining. It is not fair according to law, we must be consulted because we are affected. We want to be consulted in the whole process of implementation of the project and understand how our land will be affected.

Communities x 21 April 2016,Mr Zwelinbanzi Masango,(Email)

I and my family we are labour tenants on the farm, we are protected by the Labour Tenants Act (Act 3 of 1996). We have a valid land claim through the land affairs department which they promised to finalise soon. Our ancestors’ graves are on the farm. I wouldn’t like to see this project violating our land rights and disturbing the grave yards.Other residents who are working for the farmers they have similar rights and they are protected by the Extension of Security of Tenure Act (Act 62 of 1997).All as a community we make living by subsistence farming and again we wouldn’t like to see the proposed project depriving or cutting our grazing land. I hope the farm dwellers will be respected and be treated as such.

SRK has contacted the Land Claims Commission to establish if there are any land claims on the farms that falls within the mining right area (which includes the farms on which surface infrastructure is proposed). No feedback from the commissioner has been received to date.

A heritage impact assessment was undertaken by Archaetnos. Three graveyards were identified during this study. However, none of these graveyards will be impacted on directly by the project.

Prior to any construction all landowners and occupiers of land will be consulted. Should the conveyor belt pass through a privately owned

Will the proposed Setlabotsha mining operations replace the existing New Denmark Colliery operations? What is the proposed Life of Mine for New Denmark? Does this mean that New Denmark is nearing the end of their life of mine?

New Denmark’s existing LOM still has in excess of 20 years remaining. The coal reserves from the Setlabotsha project will supplement the New Denmark Colliery reserve base in the short term, and may ultimately become a full replacement for New Denmark Colliery in the distant future. This will be determined when New Denmark Colliery revises its LOM upon being awarded the Setlabotsha mining right.
